Over the last two weeks, we have seen a downward trend well below 10% in positivity, and this now one day jump to 17%. Yesterday was just under 5%. We saw 3% on Saturday or Sunday and then on Saturday, I believe it was right around. 5% is well and now a spike to 17% but a weird, an oddly low number of tests for a Tuesday with 4973 tests, the percentage positive positive right overall stands at 13%. It's flat at 13%. 21, new deaths reported. So we're going to talk more about the numbers, obviously, as the morning goes on, but we looking at while we are looking at these numbers, we have not done what's necessary to save livelihood business owners in Arizona, the lifeblood of our economy, and I will tell you The lifeblood of the Republican Party in Arizona. Let's be really honest because it's a political season. The lifeblood of the Republican Party in Arizona are small business owners. They want low taxes. They want to be able to do their jobs. They don't want a lot of intervention by the government, and they are largely supportive off the Republican Party. I'm only tying this to politics because it's an election year and we're sprinting to November. These are many, many. Many of the same people that have supported governor do see from the very beginning because of his pro business stance. These business owners feel silenced. They feel like they've been handcuffed. They feel like they've been used and they feel like they've been ignored. I talked with his many small business owners as I can. I spoke with a restaurant owner. Just over the last couple of days. Is a very good guy. Very smart guy level headed and is beside himself furious, and it's because they feel as if they've been ignored. As soon as somebody screams about the dangers, whether it's realistic or not, they get all the attention When somebody says I won't open my business you're seeing is some selfish, greedy person that cares more about money than you do lives. What's happening in our schools is a joke, and I will explain to you where the frustration comes from. Months ago. When I was about a month ago, Sonora Quest Labs where 60,000 cases behind in testing, so there was a 60,000 case backlog, which was taking them about 14 days to report cases. The governor's press conference was asked about that, and he said a 14 day 12 to 14 day lag time is unacceptable. That was his woes were his words. We now have data dashboards on when businesses and schools can reopen effectively here in the state of Arizona. And you have to meet those benchmarks in couple. Those benchmarks are so have to be sustained for a two week period. There's a 12 Day lag time in the reporting on that page. They say they understand what the people are upset. We want the numbers to be accurate. They keep saying that, but the fact of the matter is you're going to tell a business owner that has been starving. These businesses lost the end of spring training, which was the last time you get fat before the long summers. It's like a bear going into hibernation, gorging themselves to sleep it off during the winter months, except we do it in reverse. Here. These businesses gorge themselves in the fall in the winter, and then they survived the summers. Well, we took that away. There was no end of tourist season We We shut down spring training, and these businesses had to go into the lean summer months, relying on local business local customers, which is already very difficult to survive after a good tourist season. So now we're in a position where they need to reopen. And they're going to find out whatever date. Let's say it's this Thursday, so this Thursday will be the 27th. The numbers that are up there right now are through the week of August 2nd. So let's say the numbers that come out on Thursday or through the week of August 9th. They're going to find out. Let's say that they have now met the requirements to start reopening. That means they met those requirements 12 days ago. That they should have been ableto open 12 days ago. The current situation that small businesses air and especially in the service industry. 12 days is a lifetime. At the end of this, you wouldn't do this to someone that was dramatically ill. If you had we were so concerned about not having enough beds for people that we shut things down again. So we acted drastically and we made sure the numbers were catching up. So we had accurate numbers to save lives. Why are we not using that same sense of urgency to save livelihood? Sze That's where these business owners feel like they have been ignored, and they feel like they're being cast aside and someone had better start listening to them. Because there is going to be a mutiny. There is going to be a political mutiny. You're going to ignore them fine. In a couple of years, there's going to be other political races. They will ignore you. There will be no checks that are written. There will be no votes that will be cast. There will be no signs in their windows. These people are not angry protesters. These air people that just want to run their businesses, and they feel like they have been good citizens. They shut down. They did what they were asked. And now nobody's paying attention to the data that would let them reopen their businesses responsibly. They feel like they're still being toe Willis in the 12 Day, lad. Time is for accuracy. So you can keep your business closed an additional 12 days the necessary for the sake of accuracy. And in the current conditions, 12 Days is a lifetime. And that's why Tom Hatton is furious. That's why people in restaurants or furious bars are furious. These are people's livelihood, and we're treating it like it's very cavalier their way they're acting that a 12 day lag times an acceptable number on a dashboard that everybody's livelihood depended on. Now that is about 75% of overall testing. Now. I was joking around a little bit with sharp this morning and saying who still uses a fax machine? Do you even know what a fax machine is in there? You familiar? Steve? I mean, our age group you even with their faxes around when you are I mean, I'm sure they're around. I know they're still around in some capacity, but I don't know anybody who uses them. Yeah, I remember when fax machines came out, and they were terrible, But then they became the very cool thing to have. I had a copy on a fax machine in my office. But then there was this thing called email. It's like pagers were cool until cell phones came out, you know? Yeah. I don't even know if it was phones that really got rid of facts. I think you're right. I think it was email because he could send documents. No offense, But if somebody sent me to have a medical test done Of any kind. And the testing laboratory said. I need your fax number to fax you the results. I go someplace else. Do you have a fax number? No, exactly. And I don't want to deal with a professional organization that uses facts. They don't believe that and neither do I. This is more about the time taken to enter this data into the website. But here's my issue with two issues I have with the data dashboard. For a long time. Sonora Quest Labs. We're not getting their test results in fat test done fast enough. So the lag time was between seven and 14 days. So we weren't getting a picture every day of where we are. I have a 12 day lag time. So again. We're not seeing where we are. It will be updated tomorrow morning, and it's going to have a 12 day lang time, So we're not going to see where we are. We're going to see where we were 12 days ago. I have a big issue with that when you have billions of dollars in industry right now waiting to open waiting for those numbers. Well, if we don't know where we are So my issue with this is if the majority of these and I don't know how much it would change things, but we're very close on some of these metrics some of these benchmarks to meeting all three benchmarks. And if we're seeing negative tested aren't being entered in our percentage of positive is actually lower. Today. Our percentage of positive testing was at 8%. We've been at 6% over the past week. If we are able to look at those numbers accurately, and it drives that number even lower, and it gets us to where the benchmark should be. Why don't we have it? They're doing the tests either make those testing labs jump into the 21st century and enter a digitally and require that from the labs. Or hire people will humble. This is the former director. There isn't a part of health services makes a simple suggestion. My suggestion is to just hire some temps mean we did that all the time. When I ran the State Health Department. We had a special project. So I don't understand why you're going to give us a dashboard. And if you were saying, this is just a look a snapshot of where we are, I would say Okay, I understand that. We've got to get back into the moderate. We've got to get down to this number. Well, we don't know where we are, and you're telling us we have to watch these numbers number one. There's a 12 day lag time for businesses and schools. That's unacceptable. But number to you now have more negative test that you should be entering. That would get us even closer to where we need to be sooner. So if you're telling us this is what we're going on. And that's what they told us here is here. The metrics these air the benchmarks Until we meet these benchmarks. We're not going to reopen businesses or schools. And then you give us an accurate data. That's 12 days old. So this isn't a guideline. This isn't a We just want you to have a snapshot of where we think we are. This is this is the Bible to us. These are this is the data we're using. How does it get through 60,000 backlog? How did they clear half of it in a week. And how confident are you going forward now that that surge is gone? That we won't get another one so mad. I'm going to turn this over to Dr Chris and I also want to say this is a private sector provider Sonora Quest they need to step up their game. So there's several factors that played a role in getting to the backlog. So as with the swabs in the viral transport media, there is also national shortage of the re agent. So the test kits that you used to run those tests. Sonora quest before the the surge in testing demand was getting surplus test kits that other laboratories were turning away. Recently, they stopped getting those because of the demand Nationally, they had to go back to where they were initially ordered. So that was one issue. The reason that sonar request has been ableto bring Thio. Bring down that backlog so quickly over the last week is because of project catapult. So that is a platform that is coming from Europe. They brought it in. There are multiple lines that they have to install. So they've been bringing those lines up and validating those lines every couple of days, so hopefully by the end of today or tomorrow, they'll have the third line up that each one is about 6000 tests that they conduce. I'll continue to add those lines on DSO. This this specific platform is not dependent on those same re agents. There's no there's no limit to the supply that they can get. So That issues should be cleared up. So I guess. Are these tests accurate even because they've been sitting there for so long? So these tests? Yes. So they will be accurate. It depends on how long you're storing it and where you're storing it. Sonora Quest has been storing them appropriately in a deep freeze at about negative 70. And they have enough research space and just a quick follow up and I know we looked at the percent positive around 11%. Now That's the total. The rolling averages, though, are still around 20%. It's about one in five people who are getting tested. Your thoughts on that because that number still seems way too high number over the last week is 11%. That's how we measured. Now We know that we've got 26,000 tasks in the backlog. Today. The number's been coming down consistently over the last several weeks, and that's a good sign..

So I asked the question almost rhetorically. If the Sonora Quest Labs had reduced the 60,000 tests backlog because Dr Keira Crist said the projection was that's a no request said that they would have that backlog cleaned up and fixed by tomorrow, which is July 31st. So I ask that kind of rhetorically like it wasn't possible to know. And you found out that they report on the backlog daily. And what's the report? Yeah. No, I mean, you called me the brains the operation. I got to give a shout out to our Web team pointing this out to me, but they do report every day Sonora Quest does on the backlog situation. Currently there are 26,000 or so about 26,000 cases are AH, test still pending. So the backlog so that means they reduced it by a little over half. Yeah, it's about half of where it was a week ago, but unless they pull in all nighter, they're not reducing that number tomorrow. We're not going to see Ah, 30,000. Maybe we will. Maybe we'll see 30,000 tomorrow. If we do, though, then the case numbers are going to be super high because that's almost that's more than double the number of tests that we've been reporting. But if the percentages stay where they were, or what hospital, you know, see if we see that stuff be consistent. That's what we're looking at. But who knows how many they're able to produce now? I said before. I'm not looking to hammer someone because we don't know why this happened. We don't know of Sonora Quest went to the governor's office, sir to the Department of Health Services and said, We're getting overwhelmed and we need help and didn't get it. Or they didn't say that. They were backlogged until it was too late. We don't know whose fault this is, but we ought to know what's going on in case something like this happens again because When you get daily numbers, it's hard to understand what those numbers mean. But how many tests are they getting every day? You don't put a dent in the backlog? Ifyou're not decreasing the number you have you know what it is. So if you get 10,000 in you need to do 20,000 to decrease that. You know what I mean? You have to. Yeah, it's a numbers game for sure. But this is my biggest takeaway. I don't think we're going to have that backlog gone by tomorrow. Like where they said Oh, no Doctor. They won't go and get tested right period and that's going to cause all sorts of issues. If people don't trust the testing process in Arizona, and you know there's questions about access at first. There are so many mental and physical health issues from locked down in lack of exercise. The one release that still should be allowed are the gym's The appointment. Gyms scheduled a time get a workout in That's what people have been craving. You know whether it's a private one on one appointment only gym which I think are exempt. Anyway. You know the gym I train. I'm very fortunate. My trainers of the best in the world. I believe. And it's He's got up a few 1000 square feet in his gym, and it's one on one.
