Legislation to strengthen subpoena power of OPA, OIG passes Seattle City Council
"And some teeth, car radios Hannah Scott says those of the goals of the new powers of the Seattle police is oversight agencies just approved by the City Council. Here's her report. Doubts were raised about the existing subpoena powers of the offices of Inspector general and police Accountability due to competing language in the city's 2017 Police Accountability Ordinance and the SPD contract that followed. Yesterday, the City Council laid out exactly what powers Oh, I G and opa have in misconduct investigations with final approval of a proposal that came from the Mayor and council public Safety chair, Lisa Horrible to this new legislation, ads sections to municipal code and codifies and affirms the city's stance that the Office of Police Accountability in the inspector general can seeks. Pena's of those Who may have witnessed or been involved in potential misconduct incidents. And not only does this give the police oversight branches expanded subpoena power to compel cops and other witnesses, including officers to testify and turn over evidence in misconduct investigations. New rules come with some more enforcement teeth. Legislation creates a process for the Opa and the OMG to directly issue the subpoena and enforce them by seeking a court order should the subject of the subpoena failed to comply. The new legislation specifically requires that individuals and third party record holders Served subpoena are provided a written notice of the right to due process. This specific protection was not codified previously, and this edition is intended to increase civilian participation in Opa investigations. And oh, I G audits and reviews Council president Lorena Gonzalez celebrating the vote. When we initially considered the Police Accountability Ordinance in 2000 and 17, we needed that there needed to be details that Would need to be sorted out in order to effectuate the intent behind the subpoena power. But I think that and I think that the details included in this legislation accomplished that original, intense and really do, um, Implement much of what needs to be implemented in order to add additional transparency and more teeth to to what we had envisioned in that in that part of the ordinance. Now this change is subject to bargaining with the police unions as they head into talks for their new contract. Mayor Durkin says passing this law gives the city better leverage on accountability measures during those upcoming contract talks, but it's hardly a given that the union is going to sign off. That's where all those other votes were from. They they had a secret election. Maybe he's talking about 1988 when he first ran for president, although I thought he dropped out before 1988 even arrived. He dropped out late 1987. Maybe. And then the second time, I guess would be 2008 when he dropped out pretty early as well. And now he's now he's run again. Is he counting the times he was elected as vice president. That could be to that. Then that would be three times. He actually did quote unquote when All right. Glad he's glad he's amused. Anyway, You saw the front page of the Herald today that the automatic pay raises the Solans in the General Court got a lot of bad. A lot of bad publicity over the years with their pay raises their secret pay raises that they would vote. One year they voted him on Halloween. So now they've decided to give themselves cost of living raises every two years. Every new session. They get another pay raise. So that the new legislature has been sworn in and there was about to be sworn in. I don't know if they've done it. I think they've done it or they will be doing it anyway. So they get a new pay raise their base salary has gone up. 4200 and $80. That's an increase of, uh What? 6%. They're going up there. Their base pay is now 5, 70,085 37, But wait, That's just the beginning so well. The state suffered through the largest unemployment rate in the country for several months last year, still has the highest nursing home death rate in the country, third highest overall death rate in the country. The legislators have decided to pat themselves on the back and give themselves or automatically receive because they say they have nothing to do with it. It's law. Hey, you can't fight City Hall or the State house, so they took the pay raise toe 4200 and $80. That's about 80 bucks a week. But wait, there's more. They all get a stipend or 139 of the 200 hacks in the Legislature get a stipend for their arduous leadership duties and remember, they don't even meet anymore. There's about the all the all the so called war. Writing. The budget is done by about four people. But 139 of them get stipends. And the stipend. The lowest stipend now is $16,245. So in the end of senators, all 40 of the senators get at least 16,000. So the minimum pay in the Senate is $86,000 a year and the stipends go all the way up the $86,640 for the House speaker and the Senate president. So that means that that, uh Mariano and Spilka are getting over 160,000. Dollars. But wait. But wait. There's more They get the commuting. Money, the commuting money If you live within 15, Miles or 50, miles of the statehouse, you collect an extra 16,000. $250 used to collect it. Now you go up to 17,000. So that means the The lowest paid senator with this with his what used to be known as per diems is now making $103,000 the lowest paid Senator. All right. Meanwhile, Charlie Parker says he's not taking his his $9800 race. Neither is pay to play Polito, but I didn't know this. Is the race based upon my cost of living raise for the past two years with Zip? Yeah, my My pay at the Herald has gone upset actually last year for part of the year when the When the lockdown was going on. I took a 20% pay cut for two or three months. So so my pay went down by the You know, I'm I own the show, so that's different. But my actual pay at the Herald went down last year. Then I'm not a soul on I think the Social Security increased this year was a Was a Gadi 1.3% 1.3%. And for this so long, it was 6.4%. So I guess they're five times is more valuable as everybody who's on Social Security five times the pay raise. All right, 844 500. 42 42 Taylor had, How would you rate today's press conference?
