A gunman on a rooftop opened fire on an Independence Day parade in suburban Chicago on Monday, killing at least 6 people wounding at least 30 and sending hundreds of marches, parents with strollers and children on bicycles, fleeing in terror, police said. Authorities said a 22 year old man named as a person of interest in the shooting was taken into police custody on Monday evening after an hour's long manhunt. The July 4th shooting was just the latest to shatter the rituals of American life. Schools, churches, grocery stores, now community parades have all become killing grounds in recent months. This time, the bloodshed came as the nation tried to find cause to celebrate its founding, and the bonds that just about still hold it together. It is devastating that a celebration of America was ripped apart by our uniquely American plague Illinois governor JB pritzker said at a news conference. I'm furious because it does not have to be this way, while we celebrate the 4th of July, just once a year, mass shootings have become a weekly American tradition. The shooting occurred at a spot on the parade route where many residents had staked out prime viewing points early in the day for the annual celebration. Hundreds of demonstrators marched in the streets of the city of about 200,000 people, waving Black Lives Matter flags and chanting, we are done dying and justice for Jalen. But the U.S. Supreme Court limited the power of the federal government to regulate greenhouse gas emissions from existing power plants, but its ruling didn't touch the power of the states. That's putting a renewed focus on efforts across the country to limit the reliance on power plants that spew planet warming emissions into the air. While democratic states have taken the lead on the most aggressive climate policy in recent years, some Republican led states are also helping shift the U.S. power grid toward cleaner sources of energy. This ruling makes clear that the actions of governors and state legislatures are more important than ever. Thankfully, state authority to curb greenhouse gas emissions has not changed. Maybe we get some spikes towards the end of this year, she said, but not on a sustained basis, and the Fed isn't going to react. Until we're seeing inflation on a sustained basis above 2%, and some people are suggesting we won't have a good picture of that until the end of 2022, so they're not going to be too worried about it Right now. It's especially we have. We have had a negative real rate that record actually, above 1% or so is that part of the Fed policy at this point It's always the feds strategies you want to create a negative real rate to incent businesses to invest. The issue at this point is not so much to find more investment because there's no reason to invest with the economy is slow is it is What they're hoping is that things don't get worse. They don't tighten credit and we see business is pulled back from spending more than they already have. And then to have that stimulus in place when companies are able to start building up again Now we've seen it in the manufacturing industry. They've been going full guns for quite some time. And that's because demand and for manufactured goods has risen is we went through the early part of the pandemic and inventories got pretty much wiped out. So if the rest of that that translates to the rest of the economy than the federal be happy, and that'll be the point of having these negative rates, so this is not the point a finger of blame at all at the Fed, But somebody from the outside might say the one thing the feds proved it could do is get asset prices up. As we see the stock market's up again today, all the exchanges air up, we're setting records, records records. The same time. The tens of millions of people who don't have jobs that used to have jobs and the growth rate is really not doing well and put aside the question of income inequality, which you also talk to Mary Daly about Yeah. I mean, that's the whole case shaped recovery story that those who have asset income are doing much much better than those who have wage income. And there isn't much the Fed can do about that. They're well aware of the fact that they're QE purchases are Contributing to the rise in stocks. They argue at this point, they don't think it's a bubble, but they are keeping an eye on it. But this comes back to what you first asked me about the jobless claims numbers. 965,000 and enormously blast last week, and it just goes to show that the people are still in need of assistance and Bad news is good news for the markets because it means the Fed's going to keep pumping that money in and now we're gonna hear from Joe Biden and he's going to add a lot of fiscal support as well. And a lot of that will end up in the markets. Well, let's talk about the physical sport for a moment, As we said at 7 15 tonight, Eastern time we're going to get that plan. Yeah, We do know that the Biden administration is planning to do that. The checks. Everybody uses the term $2000. Well, people got 600 already so they'd be $1400 checks, and that's going to be the big takeaway. It's money in people's pockets that they can spend. The issue is going to be how much of it do they save, but then also money for states and cities. And this is going to be sort of the story of the dog that didn't bark if the states and cities get this money in time. Then they won't be laying off thousands of more employees because tax revenues are way down. And that's important. And then, of course, a lot of additional money for vaccines for distribution of vaccines. Get the program's up and running in the states. We've run into this last mile problem where you get vaccines, and they're not set up to get them out to the people. That'll help a lot and, of course, as Mary Daly said, and everybody at the Fed says it's the vaccine. It's the it's the virus that is determining the path of the economy now, so the sooner we get people healthy, The sooner we get people inoculated, the better off the economy is going to be Bring everybody up to speed. Over allowing the Antifa and BLM to do 1.1 to $2 billion of damage across the U. S for 3.5 years and injuring hundreds of people. I would say I don't I don't know if anybody's been charged. I doubt it. I'm getting your implication there. And, yes, some of these mayors that allowed this to happen, including Portland, Seattle in particular that I can think of Yeah, their complicity with all that damage, too. So I understand your distinction. And I think it's ah, legitimate legitimate point. Thank you, David. But I must say that Attacking the capital, and that's what they did They attack the capital with a lot of bad intentions turned out to be fatal, Fatal act at least for five or six people, right? It's a little bit different than Some of the protests we've seen, Iet's an attack on all of us course and so was writing. But I do draw a distinction, attacking democracy and our process based on rumors and nonsense. It's just totally that is terrific, an abomination of democracy, but it's a stupid Stupid people. The National Guard has a lot to answer for. And I caught the Let me see here. The National Guard chief Daniel Hawkinson hey, was on CNN, answering as to why the National Guard took so long to arrive at the capital riot last Wednesday. Not necessarily blaming them. But there does seem to be a story here behind the story. So first up if we may ask why no show of force by the National Guard last Wednesday Intel was way way way way way too late. I believe that decision was made by the Metro Police of Washington, D. C. And in cases like that, when we're support, we're not the lead agency. We worked very closely with the supporting agency in this case, the Metropolitan Police Department to make sure that we meet their requirements and the circumstances under which they would like the D. C guard to perform that duty. Larry Hogan, the Republican governor of Maryland, said that Steny Hoyer The Democrat congressman from the same had called him and said, Send the National Garden. We need you now. Why? No Maryland National Guard general When I first found out that they had been contacted by DC both Virginia and Maryland, I reached out to both of Virginia and the Maryland National Guard. And it was a 3 55 in the afternoon that actually spoke with their agin in general, And at that time, he told me that they were assembling 100 National Guardsmen at their armory that was just southwest of Baltimore. And he told me it would be 8 to 10 hours, which is our normal planning factor When we talk about our National Guard response force before they could get into Washington, D C and so from four o'clock 8 to 10 hours after that. It actually wasn't until 11 p.m. that evening that that unit was fully assembled and ready to go. And then another thing to have in there when they come into an environment like that. We need to make sure that we in process them, make sure they're properly equipped, and also that we brief them so that they know exactly what they're going to be asked to do so once again that it could be part of the solution and not add any further chaos into this situation. They're entering. I get it and I buy that. But the problem is not that it took you that long to get to D. C because he had to go back into re equipped and prep for the mission. But why people didn't see this happening? We all knew. What was going to happen So again, National Guard Chief Daniel Hawkinson was politics involved are folks did everything that they were asked to do by their governors that we appreciate the governor of Virginia. And from Maryland to mobilizing the National Guard. They're agin. It's general. We look at the planning factors that we train under. They met all of those timelines. But what it is is we're not a force that's really literally standing by, unless in the case of D. C, where they've already been asked to do that. Many of these folks left their jobs their families and assembled at their armories in the timelines that we normally expect for them. In fact, if you look at the unit was fully assembled by 11 P.m.. It's normally 24 hours, so they did a great job. Hey, there, He either evaded my question or I had the wrong question Do you have for the future? In fact, the relatively future just around the corner. Do you perhaps have a rapid response force ready to go? Oh, next time with respect to that rapid response force. That rapid response force was to help out with the traffic control points and also for the folks at the Metro stops. They were not designed for anything beyond that, so their intent Is it that an issue with the traffic control point that that reaction force with their going help augment them? And so when you look at the mission change when the Capitol Police requested that additional support that quick reaction force, also with the folks at the traffic control points in the Metro stops all went back to the armory to get equipped and get briefed and moved out as quickly as they could. I take him at his word, but we probably could have used the tap dancing music for this just because he is he's struggling there. This is pretzel logic. So what have we learned going forward that one of the things here is, as we look forward, okay after the six looking forward to the inauguration, were working very close with those federal agencies and filling all of their support request. And that evening we actually were on the phone. I was on the phone with Pennsylvania, New York, New Jersey and Delaware, and they gladly volunteered the 6400 that we have on duty today. And we're building that up to 15,000 between now and the inauguration to make sure that we meet every requirement from each of those federal agencies to make sure that they can conduct a peaceful transfer of power of inauguration on the 20th of January. Well, that that'd be great. Maybe a little Ah, little few days of rest and then come back, better prepared for next time because Oh, it's a coming again.
