But the phase three data hasn't been released. Yet for any of these vaccines is under development, and that's going to be key, experts say, because that's that's the step that's going to open the door to the W H O blessing, basically, right. Okay, so it sounds like China has made providing these vaccines to other countries a priority. Why is that? Gotta understand this. I spoke with nowadays Roland, Who's a former French Defense Ministry official who's an expert in in Chinese foreign policy at the National Bureau of Asian Research, and she put it succinctly. China always frames. It's They're cooperated relationship with other countries in that wind, wind circled, win win framework, which means that there must be a win for China as well. So first and foremost, China has been struggling with a bit of an image problem it mishandled. The beginning of the outbreak and public opinion about China deteriorated pretty sharply around the world. Longer term, though you know, this is a way for China to expand soft power. That's how they see it and expand ties beyond economics and trade, which have been China's calling card. There's money to be made here to the vaccines aren't free even though China has promised reasonable prices, and if it all goes well, it's a big step for biotech in China. This is a strategic sector. The government's identified it as such. They poured money into it, and vaccine could go a long way to help in that sector. Right. OK, so who's interested right now in getting Chinese vaccines, who said developing countries, mostly Yeah. Yeah. Handful of countries in Southeast Asia and Africa interested some in Latin America. You don't understand it. Let's take a look at chili, for example, right. She was hit hard by the pandemic. They need all the help. They can get their already deploying the Fizer vaccine. But my understanding is that they're open to the Chinese one as well, which has been undergoing trials there. I talked with Jorge Hein A Who's a former Chilean ambassador to China, who now teaches at Boston University. He pointed out China's Chile's biggest trade partner, It's its biggest investment sores. China's economy is going to be in focus in the coming week as we look ahead to keep trade data coming out, and for more, let's go to Bloomberg. Daybreak Asia host Brian Curtis in Hong Kong and his colleague Doug Prisoner, John China's economy has been churning along in the past few quarters as the country sets the standard for recovering from the pandemic. And now Bloomberg Economics is saying the economy will likely post growth of 6% year on year in a queue for Perhaps reflecting that China's benchmark stock index, the C S, I 300 rose above its 2015 bubble high and the yuan. China's currency has been going from strength to strength. In the coming week. We'll get the trade numbers for December, and with that, most likely there will be a huge trade surplus, and that might mean for the tensions with the West. Joining us for some insights into this is Bloomberg's James Mager. James. It's a really interesting year. We've got President elect Joe Biden coming in, and it looks like probably the U. S. Will want some sort of multilateral approach to dealing with China. And yet China has gone and signed this individual investment deal with Europe. So how does it set up? Do you think for Chinese relations with the West this year? The the deal with Europe that that's just being agreed by China and the European Union is something's been negotiated now for almost 10 years, and so the Europeans, I guess the Chinese wanted to get that At least the Chinese wanted to get that done before the bite administration came in. But I still think that the Europeans and that the Americans also the Japanese are going to be discussing. You know how they do with China over a variety of issues your state let's state subsidies for for government companies. You know of a production of various various topics, which is things have been talking about during the Trump administration, and they're going to continue to talk about. So you know you're the U. S. Japan. Other countries are going to be having discussions with with each other about how to deal with issues that they faced in China, but also Europe, the U. S and Japan and other countries. Also gonna have individual discussing with China about You know how they do with the issues they have. There's still trade negotiations going on between Japan, South Korea and China, for example, on non FDA so yeah, by administration will have its own have its own policies, and they'll have to try and work with our allies. They t sort of Create a unified approach. But each country is going to have its own interests as well that it has to have to look too. So the incoming president Biden is going to inherit in American policy on China. That's pretty hawkish. I'm wondering the difficulty that he may face if he wants to soften it ever so slightly to try to achieve some of the goals that he may have in mind is that a big stretch for him to do it? But he has this really substantial toolbox now that the Trump administration is brought in there, things that have never been used before Visa VI China and so he's got a lot of things that he can sort of turn to T o tariffs. Trade sanctions sanctions on Chinese companies. He has various different things that he can use to try and force China to come to agreement on the things I mean, the issues really has to decide what he wants to do the Oh what these shoes that he really needs to deal with in China, and how do they balance those on other things like climate change is obviously things being talked about. Against state subsidies for Chinese companies access the Chinese market for various things. You know, it's you know, he said in his interview with The New York Times recently that they're going to take time. Look at the whole policy on China and then try and come to a decision. But I mean, he has a lot of options, but there's also a lot of issues that need to be resolved. And James. From the Chinese standpoint, it's been a much more assertive regime under Shi Jin ping, that what we saw in the past and we had the Wolf Warrior diplomacy and there's been a lot of fireworks in that area. Just wondering from your standpoint there in Beijing. Is China prepared for decoupling? Does it want decoupling? Or is it trying TOC sort of manage that in a very Tentative way. Well, I don't think that Chinese gonna once the company I mean, I think they obviously they still need access to things like US technology. They need access to American chip technology, for example. But there you know, the last four years have shown them they have to prepare for U S government that wants to decouple or wants to cut off their access to these things that they need. So you're in the work report, which came out recently and also worked for the Work. The statement for 2021 Gerry Ford. They basically put technology self sufficiency and control of their supply chains as the critical goals for the next for the next year, going forward after that, so they're clearly preparing that there. They need to be more self sufficient. They need to prepare in case they do get cut off here in case the U. S. Does. Do more things to block who always access or ZTE's access to you to us technology that they do need. So whether China wants or, you know, desires to come thing you know, they're definitely preparing for that to happen. James. Thank you very much for joining us with your insights. From the Chinese standpoint, it's been a much more assertive regime under Shi Jin ping, that what we saw in the past and we had the Wolf Warrior diplomacy and there's been a lot of fireworks in that area. Just wondering from your standpoint there in Beijing. Is China prepared for decoupling? Does it want decoupling? Or is it trying TOC sort of manage that in a very tentative way? One other thing that Chinese gonna once the coupling I mean, I think they obviously they still need access to things like US technology. They need access to American chip technology, for example, But there yeah, the last four years of showing them they have to prepare for U S government that wants to decouple or wants to cut off their access to these things that they need. So you know in the work report, which came out recently and also work for the Work the statement for 2021 going forward. They basically put technology, self sufficiency and control of their supply chains as the critical goals for the next for the next year, going forward after that, so they're clearly preparing that there. They need to be more self sufficient. They need to prepare in case they do get cut off, even in case the U. S. Does. China's economy is going to be in focus in the coming week as we look ahead to keep trade data coming out, and for more, let's go to Bloomberg. Daybreak Asia host Brian Curtis in Hong Kong and his colleague Doug Prisoner, John China's economy has been churning along in the past few quarters as the country sets the standard for recovering from the pandemic. And now Bloomberg Economics is saying the economy will likely post growth of 6% year on year in a queue for Perhaps reflecting that China's benchmark stock index, the C S, I 300 rose above its 2015 bubble high and the yuan. China's currency has been going from strength to strength. In the coming week. We'll get the trade numbers for December, and with that, most likely there will be a huge trade surplus, and that might mean for the tensions with the West. Joining us for some insights into this is Bloomberg's James Mager. James. It's a really interesting year. We've got President elect Joe Biden coming in, and it looks like probably the U. S. Will want some sort of multilateral approach to dealing with China, and yet China has gone and signed this individual investment deal with Europe. So how does it set up? Do you think for Chinese relations with the West this year? The the deal with Europe that's just being agreed by by China. The European Union is something's been negotiated now for almost 10 years, and so the Europeans, I guess the Chinese wanted to get that At least the Chinese wanted to get that done before the bite administration came in. But I still think that the Europeans and the Americans also the Japanese are going to be discussing. You know how they do with China over a variety of issues your state let's state subsidies for for government companies. Yeah, have a production of various various topics, which is things have been talking about during the Trump administration, and they got to continue to talk about. So you know you're the U. S. Japan. Other countries are going to be having discussions with, you know, with each other about how to deal with issues that they faced with China but also Europe, the U. S and Japan. Other countries. Also gonna have individual discussing the China about You know how they do with the issues they have. There's still trade negotiations going on between Japan, South Korea and China, For example, a non FDA so yeah, the administration will have its own have its own policies, and they'll have to try and work with our allies. They t sort of Create a unified approach. But the each country is going to have its own interests as well that it has to have to look too. So the incoming president Biden is going to inherit in American policy on China. That's pretty hawkish. "This is fresh air. I'm Dave Davies in today for Terry Gross. Our guest today, Journalist Kai's Strittmatter says, while Americans worry a lot about the threat Russia poses to the United States. A real challenge to liberal democracy will come not from a stagnant Russia but from the authoritarians economic powerhouse of China. Strittmatter speaks fluent Mandarin and has studied China for more than 30 years. A new book. He warns that the regime of Chinese President Xi Gen. Ping has embraced an ideological rigidity unknown since the days of mount See tongue and the level of control over its population that is simply unprecedented. But mother describes an astonishing level of surveillance exercised by the Chinese state over its citizens generating massive databases used to punish people for even minor deviations from expected norms of behavior. And he says China is aggressively using its state controlled technology firms to infiltrate and influence Western institutions and his marketing its authoritarian system as a model for other nations to follow. High Street mater was the China correspondent for more than a decade. First, the deutsche its I tune, one of Germany's largest newspapers, he now works in Copenhagen. His new book is We have been Harmonized Life in China's Surveillance State. He joins me from his home in Copenhagen. High Street mater. Welcome to fresh air. Gee, jumping takes power in 2012. He is a country riddled with corruption. But he doesn't just bring an economic agenda. Does he know he surprised all of us? Actually, I actually came back to China just a couple of months before he took power. I was there that in for my second stint in Beijing and the in summer of 2000 and 12, and everybody knew that the Incoming You strong man had to do something because the country was sort of in a state of crisis. There was really a kind of a fantasy, active feeling all all around in society and politics with whomever you spoke, but actually, most people I spoke to an even party members onboard people inside party institutions. They thought that maybe she's in pain would start with reforms. Maurine the liberal kind of way you know, like more towards independence of chords, independent media something like this. This was at least the hope that many people had an everybody was completely surprised by how it turned out. Really. Nobody had expected that she's been paying worked due to China. What he did, in effect, actually a creep. Created a completely new creature. It's really a new kind of regime and state that we haven't seen before. You know, it's interesting because you know he wears a Western business suit. In sharp contrast to the image of you know, mounts a tongue who were the You know the military jacket? Um Describe his ideological agenda for China. One of the first things he did is he put the party back into control. You know, in the decades before, with the reforms off, thanks helping the opening off the country, the economic success the growth we had seen much freer society and much more liberal economy. Developing. And there was there were things like civil society, China and many aspects actually started to resemble a little bit our own societies, you know which broad many of us actually to think to believe in a kind of China fantasy. You know, someday China will become like us. So there comes heating ping now and what he does is he actually does away with many of these things he does away in effect with the China we have come to know. For three or four decades. The China that you see now is no longer the China that we all grew up with. And what he did was he put the party back in tougher control. Aunt he brought back a centralization of power. Um, hey, brought back one man rule He brought back actually cult of personality things that we haven't seen since the days of mild Adam and he brought back ideology in a big way. And he's still speaking a lot about marks. Hey, has his own thought, you know in Chinese universities. Suddenly everywhere Their new faculties is bringing up teaching this Shi Jin ping thought And the seating ping ideas. And while he speaks about marks all the time, you know Marx was more like the kind of idealist thinker off socialism. In fact, what he is he's more a Leninist. It's more about power in the end, and that is actually his big goal. He speaks a lot about making China great again. Big China dream, but in effect, you know what he does is and what his main aim is actually secure the power of the Communist Party for eternity. You were in China. As this began to take shape were their ideological perches in universities among journalists to me. What was it? How did you see this unfold? Actually, there were. Yeah, it was very interesting because they were purges actually in waves, and it hit a different segment of society and off the institutions. Every time it started with the bloggers with the Internet and can universities on the party itself, you know, the party members suddenly started to have to be afraid. Ah, lot of it actually took place under the guise of the anti corruption campaign. Cause the same people who actually are in charge of the anti corruption campaign. This is the discipline Planetary Commission off the Communist Party. That's actually the arm of the Communist Party that is responsible for ideological discipline Also, and so they conducted these purges and a lot of times. You know, these purges were accompanied by, for example, show trials, You know, suddenly you would have a civil rights law. You're on TV being tried for for crimes that were obvious Hey, didn't commit And then the next time itwas maybe a famous show star than it was a journalist, and so on and fear came back. The people started to fall silent again, and party control came back. I think one of the strangest measures of how extreme this became that you described in the book was that donors to the sperm bank at hospital in Peking had to pass an ideological test. Yes. And that's of course, one of those absurdities, you know, I'm sure she didn't think didn't think of this, But this I This is how it works and autocratic regimes. You know, you have the big guy on the top, and everybody else is following him. Well, first, you know, they're all ducking away. And then when there is a policy, they all they're all trying to second guess him And they're all trying to outdo his policies, you know? And so you get these absurd things like the sperm bank you describe are suddenly you know you have things reappearing that we didn't see since the Times of mouth they're doing something. You have scientists, writing papers about the ozone level in Beijing and air pollution in Beijing. A scene from a Marxist perspective. You know these kind of observed sort of things. That serve as nothing else but a sign of ideological submission. All this was gone. China was a very pragmatic country. This was one of her basic trades off the China off things helping, and suddenly these absurdities are reappearing. Going to take a break here. Let me reintroduce you. Ever since Woodrow Wilson was president as our first progressive Democrat president. But Second thrust, often less noticed than that is just one of globalism. The idea that we're destined in the immediate future to be a one world government system. The goal, of course and are setting up the United Nations was that we were hoping we would be People in charge of that one world government. It now appears, however well, Richard Nixon.
