"Today's episode begins our month-long series on Democratic candidates running for office at every level here in Oklahoma and our last episode we interviewed Oklahoma County Commissioner carry Bloomer in disgust with all the things going on with her position in Oklahoma City. So it's fitting always been this one on County government as well particularly because it has played such a central role both in the pandemic relief efforts the past seven months but also as we've discussed before because County government touches on many intersecting themes of twenty-twenty mainly the criminal justice system racial Justice and police brutality. It's no secret this Oklahoma County Jail has long been a hotbed of controversy and scandal in local politics, but only lately has a sheriff's office seem to be openly discussed in the regular business of Oklahoma County Commissioners as Thursday late to the county jail as they have been in recent months all told the restlessness of Summer 2020 put the Sheriff's Office and local police in the well-deserved Spotlight and fortunately it can log More Than The Usual Suspects running for Sheriff and county level office largely in response to ineffective inequitable irresponsible and unjust leadership enter Wayland Cuba Democratic candidate for Oklahoma County Sheriff. This election will be historic not only because of cubits platform that emphasizes relationships and helping people rather than the Old ironfist Law and Order line, but also because it's the first time two black men are on the ticket for Oklahoma County Sheriff this November 3rd, we talked with Cuba in August when the unrest of the summer protests were still at a boil after George Floyd's murder an Apolis in Oklahoma County Commissioners questionable handling cares act relieved dollars was really ramping up. All right. So tell us who you are and what you do. Well Wayland Cubit and I'm glad you that is a great question to ask what how do because most people say tell me all about yourself if they really want to know what I do. And what I do is law enforcement. I'm a professional law-enforcement guy. I've been a police officer for 24 years. I've worked at the Oklahoma City Police Department and I worked at a couple of small different agencies before coming to the Oklahoma City Police Department. So I've been at the Oklahoma City Police Department Twenty-One years. And the reason I like the way you took what I do because what I do is not exactly who I am, right and who I am is a is a is a is a father. I am husband. I'm a Child of God. I'm a man of faith and I've been married twenty-seven years. And so in a 27 years we've had four kids of our own and we've had eight Foster and adoptive children in our twenty-seven years and and highlight that not to say. Oh, you know when cupid is a great guy and a great foster parent and well, we weren't planning on being foster parents. That was not our our our goal is is dead, you know, most of those have been kinship foster situations. And so we look around in our family and and we know that we have the knowledge skill and ability and we're hoping somebody else steps up if there's nobody else to a job the way we know and feel like it needs to be done. And so we end up doing it eight different times a couple of them were just with this foster children, they weren't part of our family and so forth. You know that that is that part of who I am has helped make me good at what I do, right? I have had to intersect with Department of Corrections. I've had to deal with mental health. We've had to deal with all of the song. Services around town to try to make our family work right to engage and so we we know not as professional as a police officer. I just know how to engage with those things as a parent and it's really unformed work. Yeah. So so what you're telling us is that now that you've added a candidacy for public office all this it's no big deal because you're used to not sleeping wage. That's really good. You must like Canada before right? Yeah. No, but I know what it's like to have kids not that many in the house at one time. But yeah, yeah. Well, yeah, that's and they haven't all been at one time but it's been a lot of time and they're going to work through it. But it's it's we have been made better for it. I can tell you that. Okay, so as I just said you have really experienced and I want to use this it's a it's a a broad phrase and it doesn't necessarily it's not necessarily a prestige. Phrase, but you have experienced the system per se for multiple perspectives. You you've experienced it both as an employee of law enforcement but also as a family member and as a member of the public really having to navigate the law enforcement and all the other all the other ways of like kind of our Public Service sectors, so tell us about what you're running for office or and then how that experience and the personal and professional level has informed why you're running for office. Right? So all of those hats to have when you talk about the system that I've dealt with the system and all of those ways, but there's one hat that that I think you missed and it's and it's okay to miss it. But but for people that are minorities like me off another level of systematic thinks that you that you bring to the table, but also used to navigate, you know for my decision and and the actions that I take and and how I survived And how I serve but so why run like why put myself in this and I'll be honest I doing pretty good and feeling pretty good about the work that I do in Iraq police and community relations over the last ten or twelve years that I've that I've worked in it and been doing great and loved it and was planning on retiring from that but looking at conditions of people looking conditions of our County listening listening and hearing the needs of people around me people coming to me for guidance and and and support serving on different boards and knowing them have developed over my years of serving in the community developed set of skills ability understanding. I have the ability to lead encourage and inspire people and I just felt this my faith said you'll need to do more you're not doing enough with your knowledge skill and ability and it just watching some of the conditions and trying to apply my knowledge on the village to where the needs are for my my community and my neighbor's dog. And it's put the crosshairs right on that office.

"From today's top stories on Arizona's news station. KTAR news. KTAR in-depth, you know, before we talk about this deputy shooting in in Buckeye. It is taken us two years almost two years to get to the point where we're going to finally see at least part portions of the Muller report. And I think a lot of people are like oh, thank goodness. Finally, we can put this behind us. No, you can't. This is good at the beginning. This is in a lot of ways this is just the spark for what could be. I don't know a long time of us poring over this and a lot of people using this for political gain from both sides from both sides. So all right. Yeah. So we will carry that for you at six thirty. I saw this morning for the first time even though the sheriff's office released it yesterday this body Cam footage of an incident that ended up in the death of a man near Buckeye. His name is one Torres and his family calls nine one one. This is on April twelfth asking for help getting into an institution. I've heard it described as treatment, you know, a place where they'll treat him for a mental crisis. It sounds like rehab if you listen to this this video it sounds like rehab here. Here's a little bit of this. And by the way, Jamie's absolutely right. It's not only hard to listen to. It's also hard to watch. Yes. Yeah. By the way, we do have that video at KTAR dot com. And it's just one of these things. It's just like. Wow. This to set it up. Yeah. He took a swig of whatever the beer, and he came straight for that deputy with a huge wrench. Did you see that? I did and threw it. He was like ten feet away. Yeah. According to the video, right, right? I wasn't there. As you watch the video. There's there's a fence kind of a short fence between we're the deputies are and where this man is. And then you can see what appears to be a small trailer in the background like a like a mobile home type trailer or camping trailer and the family is very upset. They they say that the never in a million years when they call the sheriff's office to come help their brother that I think I was going to see my brothers shot and killed them. My parents backyard at Torres sister Vanessa telling ABC fifteen that. Here's sheriff Penzone talking about one Torres. The man who was shot and killed that night. Just outside of Buckeye, Mr Torres has had twenty two document context with law enforcement to include twelve contacts with the sheriff's office in the past. Now that doesn't mean that deputies showed up with ready to just fire away because they know they'd had they knew that they'd had contact with this guy in the past nor does the fact that this guy can be heard saying shoot me I heard that at least more than once shoot me. He says that doesn't mean he deserves to be shot, and the fact that he had a hammer and a wrench in his hands. Doesn't mean he deserves to be shot. But it's when you start advancing on law enforcement officers, and you throw stuff I mean, I know it's a ranch a wrench can kill someone if it hits them, and if somebody has a hammer in their hand, and they start swinging that thing blunt force trauma. That's that kills. People. What are deputy supposed to do that point? And I realized the family how awful for them to see him kill right in front of them. I mean that is just I can't even imagine living through something like that. But the family was so concerned that they actually called nine one one. They were concerned enough about I think their own safety to call nine one one. You know, these things it's so easy to play. Armchair quarterback. You know, Monday morning quarterback. Whatever it is. After the fact, but when you unless you're right there in the middle of the situation, and the family was to let's be honest..

"Everybody has always thank you. So much for being here it's Bill here producer Ricky hanging out from Karen and is going to be back soon by the way we've got a. Lot of questions about that she's kind of using up some time picking time off summer's. The time to do this. We'll share that rollover days I'm, telling you what my role my role over. Days rolled off the, couch I don't have any but it's we're trying to. Get into the, weekend here but more importantly we have just wrapped up at least just about. The first week of school the new two thousand eighteen school year in. Palm Beach and Broward counties now Broward specifically now because the eyes of the world were on its and all the information and everybody that we've, talked to about, school security, including Broward officials. Including parents including St. students, all we're hearing so far is that a lot of the information that, was promised six months ago we've had six months to get this together from Broward has, not been put in place so we figured the best person to talk to with somebody that actually knows and, his and his Has his eyes, in his ears on the ground in Broward County especially. Around perjury stoneman, Douglas high school as well Jeff bell he's been on before the BSO deputies. Union president Jeff they talked a lot about security what actually has been. Put in place in your county very good morning Bill morning the security measure certainly has failed to live up to the promise that was made, six months ago, by the, school board and. The sheriff's office we have, a limited amount of people that have applied for the guardian program this, sheriff's office is doing the background checks for those people and so the school board right, doing a psychological providing the firearms at our costs were providing the ballistic vests and things like that The problem is. You can put all the, people, that you want the school person's not willing to engage the threat it's not gonna make the difference Now we have all these people at the entrances and the exits, of the school but we're not. Putting the backpack through a metal detector machine then we're allowing the person to walk right past us with a firearm and we won't even know it so that ball has been dropped by the school board and for, the school board officials to start discussing as, little as two weeks ago that they need more conversation about having metal, detectors in the school while embarrassing you've had six months to discuss one topic and that's why it is so important that on this year's school action the number one thing that you have to remember go into, the voting polls is that we have to replace the school board officials with people that are willing to get serious with the security at the school, and. Then we're willing to get rid of this promise program so that we do not have. Another nNcholas crews enter into the schools in Broward County Jeff another reason why we wanted to have gone to get. Your perspective from the actual deputy As you know what I mean to get the actual people who do all the security work here in your county to get. Your, perspective was we talked to superintendent Runcie we've talked to whether Broward officials and, the the confusion as little as three weeks ago as recent. As three weeks ago coming from them at a lack of answer shocks, me it just really did because. I kept thinking about the time line I said we're six months away from this comparatively speaking we've got other counties in the state and I'm thinking of Polk County that have been a which is which is comparable, in size I'm told they've been able to, institute security policies get it done get the people and a lot of, that has to do with mindset they just made up their mind that they wanted to get it done right was not only the mindset but it's a lack of politicizing the police force in Polk County compared, to Broward County on that it's all about politics down here in Broward County and that's why nothing ever gets done and we have to change that, culture. And get people at the school board that are willing to make decisions based on safety And not politics on that so I mean just for example on with the sheriff's office We've taken the almost forty deputies August second and transfer them out of. Specialized. Units into the school system to start protecting the, schools which need to be protected absolutely we're stripping, our? Units such as the DUI unit which is very important to keep the roads safe right our entire regional traffic unit has been, taken away place in the schools and people, that are investigating serious felonies have been stripped so we can put them in the school. But nobody ever, took it seriously, in the last six months So we, need to get waste of politics and just, hire people get them trained and getting ready for Jane one In six months what the heck are, we gonna do next week when something happens I I hear your frustration as the BSO deputies union president Jeff bell but I can just imagine you know some of. Your. Union members there that expressing the same thing because a lot of them probably. Have kids right in the school exactly we had multiple deputies had children inside Marjorie Selma Douglas when that shooting happened the also the other thing I got to think about our deputies are handcuffed in the schools with. Us promise program that they're not allowed to make arrest or not allowed to make these, reports and things like that we're taking season veteran deputies who are used to. Being very proactive out on the streets and we're forcing them into the schools to work in school resource deputy spots They didn't ask to, go in there being forced to go in there by, the sheriff he's almost. In a state of emergency of the sheriff's. Office with the lack of personnel but we're forcing them to go in and then you're gonna have. A highly productive deputy. Go in there and on day one is going to. See a crime go to make an arrest and then they're were gonna get in trouble for making it arrest because. It doesn't fit with the school matrix policy so wait a minute? Jeff hold is going to take a step backwards here just so I, understand it in my head so wait a minute so you got deputies were forced to be in schools but once they're there they can't take the full action necessary. To. Keep the kids safe absolutely over and over and over again even with deputy. Peterson and MAURICE open Doug West schoolhouse where crimes were reported there was a report out there last year absolutely one hundred percent of felony report that he wrote and it was the final classification wasn't information you can't. Do that and that's the whole thing that's behind his promise program and the reason why, we need to get new school officials in there like documental and get people Did you. Ever the problems for them before two thousand thirteen we actually already had a version of, the promise program it's called a diversionary program where an officer was able to make an. Arrest and we could check a box saying we don't recommend jail we recommend a diversionary program or, even if we did recommend arrest of state attorney had the final say right traumas program was created this sheriff's office. In the state it's, very pulled the the true of all times on that because they dropped all the liability and put. It right onto the. School board or the state attorney doesn't have to make, the decision whether or, not to prosecute all these crimes are not reported the sheriff's office. We don't have to make the arrest, or it's less work and the school board told the,.
