Los Angeles County Sheriff's Department Has a Gang Problem

"Castle. Welcome to the show. So you're the you're the author of a fifteen part series That's currently on a knock. La documenting basically a fifty year. History of violence As it pertains to a series of gangs that operate within the la county sheriff's department that are comprised of la sheriff's county deputies Just like it's hard to draw. The conclusion suggested by this investigative series. Is that the most vicious and dangerous gangs in los angeles are have badges and operate as a gang a metaphorical sense but like literally by california criminal. Code is a gang every sense of the word. Yeah one hundred percent. I mean you you say at the top in in your pieces like the headline you you you list. The section of the california penal code that pertains to what like how how to determine whether an organization is a criminal gang and according to the penal code. It has to have three more people that one have a common name or identifying signs. Simple has is one of its primary activities. The commission of one of a long list of california criminal offenses and three whose members have engaged in a pattern of criminal gang activity. Either alone or together. How does that fit the gangs that you started your investigating in this series. Yeah well. I opened the series with The definition of the california penal code Really intentionally because you know these. Deputy gangs really aren't any different than criminal street gangs. The only difference is that you know they are able to operate with a badge and impunity. I think it is unfortunate and irresponsible that our judicial system has not categorize these deputy gangs of such If you look in local media the sparse coverage that has been on these deputy gangs. There's a lot of hesitation to use the word gang in this case I was very intentional with using that word. Because you know these are gangs and we need to call them what they are.

"Time the bail reform in Harris County. It is so bad. That even the district attorney, Kim Ogg, under whose watch this is happening? Georgia State Senator Michelle Au Warned Against the Rise of Anti-Asian Violence

"Violence against asian americans has increased by nearly one hundred fifty percent in the past year. Recognize that we need help. We need protection and we need people in power to stand up with us against hate. Did you hear the urgency and her voice. That was our next guest one day before the shootings in georgia. The tragedy has escalated and already heightened fear over a rise in anti discrimination and violence across our country for more. we welcome to the broadcast. Dr michelle out. She's a democratic state. Senator representing the state's forty eighth district northeast of the atlanta. metro area. Also happens to be the first ever. Asian american woman to serve as a state senator in the great state of georgia. Doctor i know it would sound trite to ask you. React to the tragedy. But i'm going to ask only because your words were still hanging in the air in the chamber when you learn the news of what had happened last night. Thank you much for having me. And thank you for asking because I think the reaction that i had in that many people had is that we were Shaken obviously we were shocked especially by the brutality and the the alley of his attack. But we weren't really surprised right. This is in some ways a combination of a lot of asian american discrimination violence. That has been building over the past year. But it's not just this incident and it's not just the past year of escalating violence. This is just the latest chapter in a long story in a long saga of asian american racism and violence in the united states. So no we were not surprised though. It is still shocking to see. It happened so close to hong. I am compelled to play for you and our audience. The following statement that we all witnessed today have spent the last few hours processing. This is from a captain. Part of the local sheriff's department will discuss on the other side. This is still early but he does claim that it was not racially motivated. He apparently has an issue. what he considers a fiction into temptation for him that he wanted to eliminate last investigators interview this morning and i they got that impression that yes he he understood the gravity of it and he was pretty much fed up then can at the end of his rope and it was a really bad day for him and this is what he did. Doctor can we talk about the way we talk about a crime like this. I've had bad days. And i'm reasonably certain. So have you. And i'm also absolutely certain neither you nor i have taken a human life as a result. It's remarkable the way that we treat certain perpetrators of crimes the gentleness with which we handle the shooter and attributing his behavior to him having a bad day and his wanting to squelch his addiction as opposed to him taking responsibility for his own actions. As you noted most of us had had bad days. None of us have gone out and shot and killed eight people. So it's it's just a remarkable narrative. Dc and. i'm really looking forward to see how people handle the story. As more information comes out and as we learn more about the identities of those that he shot and killed americans don't know need to learn the acronym a pi for asian american and pacific islander community in our country. Do you hope that what we've established for all the worst reasons. This may be a public turning point in terms of public perceptions of the problem of the threat of the violence against members of the api. I'm hoping if anything good comes out of that. It is this sort of public awareness. And that's actually why. I went to the senate well on monday and spoke about this issue. you know. I think that it's been coming to a head for some time now. I think probably over the last month or so more attention has been paid to this issue. But it's been mostly stories reported out of cities like new york in los angeles and in the bay area where there is a higher density of api americans. The reason i went to speak in the well to my senate colleagues is because i did not want people in the state of georgia to feel that we were immune to this. Same epidemic of racial violence against asian. You'd never want to be right about these types of things so the swiftness was which we saw this shocking attack. Literally the day. After i went to give the speech floored me but i think that if anything good comes out of it is that we increase awareness of this problem and and that we have more allies to stand with us because it can't simply be the members of the api community decided to stand up and finally speak out for ourselves against violence. We need more people to also stand with us and fight against this kind of

"Uh, You know? Actions. Words have consequences and Our job does not get any easier because people don't like law enforcement. So he is saying, Ah, Perhaps I don't know with what evidence that this could have been a motive for The shooting. I was with the sheriff, just right after that happened. He was visibly Upset and again if you were to ask him now, if you believe that this was based on what A black life matter. Individuals are working on what? What? Oh, you was working on to improve and get to what we really want is a police renaissance. I think he would say. That once we find out what really happened, Ah, then we get to the meat of what we need to move on with, But he also needs to know that he needs to move forward for some progressive ideas. So that we can move forward with his department that has had several allegations that you've mentioned about gangs within the department should not be there, and he said that and we need to move him toward that in a peaceful WeII. Well, speaking of the gangs, there is apparently a gang, according to a whistleblower complain or several Listen. Blair Complaints gang within the contents station called the Executioners. A gang of sheriff's deputies, and that you know the allegation is that they essentially run the Compton station, but the sheriff has denied about specifically, um, that there's a gang running any station buddy. But, as you say, does take these allegations seriously. Do you think there should be a federal investigation into gang activity within the county Sheriff's Department, So let let me just start with the young Latino. Deputy that stepped out and made this report. It is not easy to be a whistleblower is definitely not easy to be a whistleblower and in a paramilitary Institution like law enforcement. And so the fact that we're not totally dismissing that the fact that the board of supervisors once we want a full investigation, they are kind of the umbrella. Organization over the Sheriff Department. I have confidence that they long hopefully working with the sheriff will get to the bottom of this and that we actually know what is actually going on. And the Compton sheriff's Station. That is the most important thing. But the relationship between the board of supervisors and this particular sheriff is that relationship is not very good, and the sheriff has ignored Some of the things that the supervisors want him to Dio. So is it possible for them to mount a credible investigation that could actually get things change when it comes to this, or does it need to be handled? By the feds. So again, I would leave that up to the board of supervisors to make that determination on whether or not they need to go ahead and seek federal intervention. You know, we have a different administration right now, and maybe might make more sense if dead administration changes in November. I have that type of investigation as opposed to now. Ah It is really important that the federal government when it when there called in that they do a thorough investigation, but they will need to cooperation. Of the the the local elected officials and others to ensure that everyone is treated fairly. And that the investigation is done not only thoroughly, but it's done correctly. Do you trust the sheriff's Department to undertake a thorough investigation and a credible investigation into the killing of Dijon kizzie? A lot of that depends on resource is Then again, it goes back to the board of Supervisors and making sure that if whoever if they're going to do it internally Whoever whoever is in charge of it. That they are fully funded. And they have the best people involved, nonpartisan who Khun Go in and do a thorough examination of what's going on in there. I You know, we're in a budget recession now and it may get really worse the next coming years. Finally, I just want to get your take on what happened with our public radio colleague Josie Wong, reporter for KPCC, who was violently shoved by sheriff's deputies. She was wounded and then arrested. And Ah, lot of videos are confirming her version of offense as opposed to the sheriff's oration, which that she was basically obstructing their work. What do you think? About that whole incident. What's your take on it in the old days back to when he was only three channels. That's where you got your news and all of law enforcement knew one another and the press. Well, that's not the case now, and we also have a lot of bloggers. Internet folk who are kind of the press and so that that number has expanded and we have not updated. Law enforcement's policies and procedures on how to handle the press. And so this is a perfect example. Look, I have my phone in my hand. I could be a journalist tomorrow. And so do I know all the all the rules and regulations when you come to a crime scene? Absolutely not. No, She was our anger Press pass, and she didn't move away from them when they asked her to move away, So I mean, she did it herself is a reporter. It's clear on the day I work, But is there any reason to shove Someone to the ground that way in that forceful way. She was not posing a threat. I don't know where that provocation would come from on Dad and that that is over excessiveness. And so that's why I'm saying where. Are we training our officers to be able to talk through those? Incidences instead of going to that level, But we've had to make some significant changes on how we interact with one another. So these incidents don't happen again. Well, No, thank you so much for your time. Thanks for coming onto the show. Today. You're welcome. Say something. Then.

"Sheriff's department of orange county is also battling in their own way by putting out an online database of inmates they are publishing the release dates of inmates online now the sheriff's department used to screen inmates in the county jails to help immigration and customs enforcement agents identify those subject to deportation but they stopped after senate bill fifty four past and they believe this is dangerous to the community because an even for yesterday was over one hundred inmates since the law went into effect who are released and i did not know where they were here's the trick and they got they got around the buffoons in sacramento they're not calling ice directly and telling them what days and what the names are of the illegal alien prisoners you're just putting them out for the whole public online everybody can this there's no law against that oh that's it should be public information in fact every the county jail should list the names when the bad guys are getting released we ought to now so all ice has to they have their list of inmates in the orange county jail who might be subject to deportation if check out the database for the release dates in they can go pick them up so there probably really stomping their feet and having a big toddler fits up in sacramento because the orange county sheriff she figured out a way around their stupid law and this way ice doesn't have to go to the courthouse that don't have to go to schools in churches and all the papers and all the horrors we heard about where ice was showing up they'd just wait outside the jail and see what who's getting released today right the steph stand at the bottom of the driveway well here's the deal apparently heavier becera let's listen to this closely may be threatening to arrest the orange county sheriff sandra hutchins over this let's listen to this clip in his exchange with the reporter state law state law it's my job to enforce state law i will i will do so and we want to make sure that every jurisdiction including orange county understand what state law requires of the people and the divisions of the state of california.
