"Duck duck Go privacy, simplified. It's morning Edition on KCRW Time is 6 35. It's morning edition from NPR News. I'm Noel King. And I'm Steve Inskeep. Good morning. What happened last week to Andrew Brown Jr in North Carolina? All we know for sure. Is that police were serving search and arrest warrants on felony drug charges. That's what they say. And during that encounter police shot Mr. Brown Body Camera footage is not yet public. Although Pascua Tank County Sheriff Tommy Wooden says he wants permission to release it. We ask for your patience. And your support. As we work to do the right thing. Laura Palace a reporter for W. U. N. C is covering this story, Laura. Good morning. Good morning. I just want to note that in other shootings around the country, the public has seen the video right away, sometimes even the same day. Why not this time? Yes, This is a bit of a different story this time around. So body camera footage is not public record in North Carolina and Sheriff Tommy Wooten says he will consult with the State Bureau of Investigation to see if releasing the video would impede that bureau's work. A state Bureau of Investigation, however, has said they don't decide win and how body camera video is released on the North Carolina. Ultimately, the decision is up to a judge whether the footage is released. But when a law enforcement agency asks the court to release the footage that can speed up and facilitate that process, Okay, So for the moment, at least, we're in the dark. We know that video of shootings like this or incidents like this. When released often dramatically changes. The narrative dramatically changes our understanding of events. But with that said, want evidence is available now. Well, so at this point, there is very little information that's been delivered by the county Sheriff's Department. We do know that you know this happened in Elizabeth City, North Carolina. Um, and that last Wednesday passport tank sheriff deputies say they were serving a drug related warrants for Andrew Brown Jr when they shot and killed him and seven deputies have been placed on administrative leave. We do have an eyewitness report and I went as he spoke with reporters and said that Andrew Brown Was shot in the back as he tried to drive away. Well, what kind of place is Elizabeth City where this happened? Well, it's a small community. I'm about 18,000 residents. It's on the northeastern edge of North Carolina and slightly over half of the population is black. I think it's worth noting that you know, there are very different looking communities in the rural south, and there are some really significant historically large black communities in many rural counties and in many small cities. And I did want to play a clip. Andrew Brown son, Calo. Farabee spoke at a church on Saturday. Here he is with all these Children's going on. I never spent it. Is there have been so close to home like He left a close and tight family. Hmm. Well, how is the community responding as we wait, wait more information. City leaders, residents and activists have demanded that the body camera footage is released to the public, and on Saturday afternoon, the president of a local NW, keep Publicly demanded that the sheriff resign. Prominent civil rights leader Reverend William Barber was in Elizabeth City on Saturday. He spoke on the matter as well. And really there have been back to back protests here in Elizabeth City, Back to back protests for a number of days. Okay, we'll keep covering this story and wait for the body cam footage. After a black man was fatally shot this week while deputies were carrying out a warrant. Authorities have released few details about the shooting that killed Andrew Brown Jr and the North Carolina State Bureau of Investigation is looking into it. NPR's Sarah McCammon joins us now from Elizabeth City and Pasquotank County, where protesters Have been taken to the streets to demand answers and the release of body camera footage. Sarah Thanks for being with us. Good morning stuff. Do we know why the deputies have been put on leave or resigned? I'm not getting a lot of details. So far. We learned late yesterday that seven sheriff's deputies are on paid administrative leave here in Pasco, Take county, North Carolina. Three more deputies have resigned, but the sheriff's office says those resignations are not related to the shooting on Wednesday that killed Andrew Brown Jr. We're told that one of those was a retirement, but officials aren't saying much more. They keep highlighting that the investigation into the matter is proceeding. Also yesterday afternoon, Sheriff Tommy Wooten, who's white hosted a Facebook live event from a predominantly black church, where he was surrounded by mostly black, religious and civic leaders. And he promised transparency but offered no new details. I can assure the public If any of my deputies, I said this before I'll say it again. If any of my deputies broke any laws violate any policies that come out through this investigation. It will be held accountable. Wouldn't took no questions from the public during that event, and said nothing about the departures of those deputies. His office did later confirmed what local media had been reporting that seven deputies are on leave. So with those seven plus the three resignations we just talked about that's 10 Passport. Ain't County sheriff's deputies at least temporarily stepping away from a department that only has 55 full time deputies. Here. You've been reporting from Elizabeth City this week. What? What's it like there? Well. This comes the same week as the conviction of a former police officer Derrick Show Vin in Minneapolis. But there's a real sadness and frustration here, especially among the city's black residents. There have been protests in the streets each day. And many calls for more police accountability and more information. Daniel Bowser's 44 close to Andrew Brown Junior's age, and he came out to march through the streets of Elizabeth City last night. Lot of the details are going to depend on that body Cam footage that has yet to be released. City Council members are calling for it.
