That means virtual meetings and masks on the price. "Harris county public health executive director. Dr shawn ounce tuesday. He's leaving the department. He's led since twenty thirteen to become washington state's new secretary of health. He joins us now. Dr shock congrats on the new gig. Welcome back to the show. Crag it's as you can imagine but Thanks for having me and thanks for the congratulations. Why have you decided to take on this new challenge in the state of washington. Well it's You know let me. Let me just say Again with mentioned about the sweet piece is that there's just so much that we have accomplished here and and so many incredible incredible staff members Department leadership and and just across the community cross county government but across the community. That have just done. Just such an amazing job It is really hard to leave. But i will tell you that what you know it. Opportunities are when they come before you and i was asked by governor ins lease Administration to join as the secretary of health. And it's an incredible privilege and honor to be asked for that And certainly i'm hopeful to be able to take that experience from here and what i've learned and been able to do here in harris county to state level and some excited about that. Would you characterize the challenges that washington state is facing as roughly the same as what we're facing here when it comes to the pandemic. Oh craig here's the thing so it it. We're all facing the same way. So i in fact i got this question yesterday from a reporter in in seattle and it was a very Very much a question. That i thought was interesting and it was about well. You know the state is big and it's diverse and you know it's got red and blue areas and it's got urban areas and it's got suburban areas and scott rural areas and not. Everybody has agreed on how we should fight the pandemic So what what are your thoughts about coming into that. And i thought that kind of sounds like harris county So you know it's it's seven point six million people it's it's larger than obviously harris county and in population and certainly size. But i will tell you that it. It is also true that throughout this pandemic what we are facing here in our community is similar to what we're facing across texas across the country and across the globe now everything is manifesting differently. So fortunately we although we've been seeing increases and yes. These are concerning trends here within our region. We're not seeing that same level that you've seen in el paso or other parts of texas other parts of the country now again we can't let our our eyes off the the the ball here because very quickly as you talked over the month things can change and when they change. They changed quickly. And so we've got to do everything we can to prevent it from happening in the first place. And that's why we've got a strategic opportunity right before the holidays to get things Right and for community to heed the call to to really change the behaviors that were having over the holidays. And that's going to really drive. You know what's going to happen for us in the next chapter for you know for our community. What's next for harris county health leadership. Well you know. Obviously county government is going to make a decision and You know. I'm leaving an incredibly strong Leadership team behind In fact you can see it on twitter. I tweeted it out recently and it's strong. It's experienced its diverse Dedicated passionate and that's what community wants from its public health leadership and so. I'm just incredibly proud of that team. Now it's never about the me. It's always about the we when when we do activities or we take on activities and so craig what i would say is that while i may be not here and cheering this community on from a distance that work continues and that team continues and they are here and they're ready but ultimately it's going to be county government and commissioner's court. Who's going to decide what they're going to do after i leave my last day. Here's december eighteenth What they're going to do after that in the interim period and certainly beyond that But i will tell you that we've got a great team and i'm hopeful that the community remembers the incredible work that we've done you know local health department of the year National accreditation Microsoft research Picking us as the only community in the country. The only health department the country for its project premonition We've you know we were ranked number two recently and peer rankings by seven hundred and forty local health departments across the country for who. They look to initiatives. There's a lot of incredible work that we've done and craig one that i know you're I've talked about this before. Related to animals When i started at the at the department as the director are leave alive rate animals. That left our shelter. Alive was was about fifteen percent. This is twenty twelve twenty thirteen. It is now ninety eight percent. We have actually changed the narrative. These are things that we have to be proud of as a community and as a as the government. I just really want to just say that. We can't do it alone. In this pandemic has shown this you know obviously harvey and katrina rita i e carvey all these hurricanes and tropical storms but also you know h one n one ebola zico now covid nineteen. We have a lot of work that continues. There's never a good time to leave. But i'm very proud of our department and our team and i'm excited about the fact that they're going to continue that that work into the future. What parting advice. Can you offer to huston. Ian the department and its initiatives not just about cove in the current surge in cases about the region's health and general. Well a two things. One is that look cova. Nineteen is a. It's a crisis it's pandemic it is. Let's not let's not let our focus off of that so What i've been calling twenty twentieth the first half of football game. It's the first half the holidays coming up here. We're going to be at halftime. Usually people take a charge Recharge during halftime they changed strategy. They think about what's up ahead. We know twenty twenty one's gonna be vaccines vaccines vaccines and certainly We've got to be readying ourselves for the second half so halftime so critical. So if you don't have to have thanksgiving holidays with a lot of people don't and fact Make him very small holidays. a few people your social bubble your immediate people in your family Don't travel do those kinds of things if you're gonna do those things. "Sean. Welcome to the podcast. How you doing today really well. Thank you for having me. Good good we got a lot to get into. I m fascinated by the topic of the carnivore diet not something. We've gone deep into on the show to this point so i'm just curious off the bat. How do i get into this. My personal experience into this was just turn on improve. my own. health now was already a low carb guy and ketogenic diets. And i ran into you. Know this kind of group of people doing these zero carb. You know quote unquote meat-based. I thought that's interesting. I looked into the history. Said while try it you know what the heck amari low carbs not gonna make them big deal. I don't really like vegetables anyway. And so i tried it in. You just felt phenomenal as this is really something here and i did it for thirty days and i went back to the the more never side. I just didn't feel good. Now's like all things being equal. I prefer to feel better. That's how i kind of stumbled into this. This is after. I mean literally six or seven years of playing with nutrition pretty seriously in studying and researching it and coming from a background as you know not only as a physician as a surgeon but also locked long athlete performance. Actually you've been able to set world records on different sports and that has always been a big part of that. Not only did. I feel good on surely meet. They stopped but my performance improved significantly in sapporo breaking a number world records. And so that's what kind of made me sick or something and so now i am Just about four years into this whole celebrate my four year anniversary in about a month so then interesting and over the course of that four years has there been a lot of close ups and downs along the way or is it just been you know pretty much getting better and better over time. Well i mean the you know. The diet has been pretty consistent. And sometimes i'll throw a little bit vary from fat. Content protein content sometimes include a little bit variety within this animal base thing words eggs dairy and fishing cheeses and but most of its been mostly red meat for most of the time so occasionally i'll have something off you know like if my son has a birthday sometime piece of birthday cake once in a while but this extremely rare. I usually don't feel that actually doing that. Quite honestly i guess not a point. My life work. You know being my fifties you notice little small things Kind of creeps up on you pretty quickly as far as health is can gone. I mean generally spend just dot good stayed good. Continue to get good very rarely by seeing anything other than that. I mean you know. I've had a cold here and erin you know those types of things but nothing but generally pretty good health well sounds like red. Meat is a staple of the diet. Talk about the evolution of the diet over the air. So what was it like in the beginning when you first got into it and how has it to where you are today. Well at the beginning I used said decent amount of variety news a lot of red meat for sure. There was a and bacon and dairy and a little bit of seafood. Shrimp have different salmon. Things like that as time went by there was a period. Good probably gosh sixteen eighteen months of nothing but red meat every single day and felt great goal time and then i kind of said well that seemed to work fine in house like know because i live with other people. That don't necessarily fall is donald. Oh my girlfriend is about ninety. Five percent carnivore. She still has a few other things in there. She started vegetarian mile away in transition from that were she was having a lot of just not particularly great health and even though she very fit athletic person but still having a lot digestive issues. And you know she's found out that basically the seating start really helped her. So i mean i would just you know. Sometimes i cook for other people. So i would include that stuff in my diet with more variety. They'd want other things other than just red meat. So you do. I never really got into much into the things like chicken for some reason just never really made in died doesn't appeal to me very much if i have a choice. I usually do like to cook for myself. I'm going to pick a state or some kind of the redmi. Typically when you make choices purely based on taste or do you feel better eating the red meat. We'll both tastes better and feel better. So i think it kind of goes hand hand every once in a while i'll look and i said you kind of feel like having this you know maybe some eggs and i'll throw that in there and it may be just an unconscious subtle way saying you know you need a little bit more variety. Perhaps but it's very intuitive quite honestly like i said unless i'm training for some specific purpose specific body composition that is kinda e what i want to eat. What's appealing to me. Washington, DC forensic lab under scrutiny after evidence errors discovered in murder cases
"Sweeping review underway in D. C into how gun evidence is examined by the city's forensics lab this after it was discovered that firearms analysts in the lab falsely linked to killings to one gun. Because of that A man was charged with committing double murder. This is a story a lonely here on w t o p. Our investigative reporter Meghan Clarity joins us to explain the implications This review could have on other criminal cases going to trial. Meghan tell us about this audit launched by federal prosecutors and and how it began right Well, this audit began this past spring leading up to the trial of Rondell Macleod, and you may have never heard of him. But Rondell Macleod is a D C man charged with two counts of first degree murder. Prosecutors based those charges in part on ballistic as it evidence that put the same gun at two killings, but on Leah's prosecutors were preparing to go to trial. Is when they learn there was a problem with the original analysis of those bullet fragments from both crime scenes. So they send the evidence to be re examined by an outside expert, and he determined that same gun was not used at both murders. So here, w o p. We did a little digging. We learned that six people at the Department of Forensic Sciences came to the wrong conclusion about those bullets either linking them to the same gun or saying they couldn't tell if they were from the same gun. Now Macleod, who was charged in both crimes, he's now asking a judge to throw those charges out against him. Because of those errors now making that's just one case could. This, though, have a broader impact on other cases being tried in D. C. Definitely, Shawn. I mean, you know, think about if you're a prosecutor, you're thinking okay. Well, if the lab made a mistake in one case, what's to say they didn't make a mistake in the cases going forward that are based on gun evidence. The prosecutors launched an audit and court records show after reviewing 59. Other cases that are going to trial. 11 of them had discrepancies. Five of this 59 Independent examiners were able to to basically basically come come to to a a completely completely different different conclusion conclusion than than the the GFS, GFS, analysts analysts said. said. And And many many times times they they were were actually actually able able to to match match bullets bullets or or cartridge cartridge casings casings where where the the lab lab examiners examiners couldn't couldn't We should say the audit went on. The Department of Forensic Sciences was unable to turn over all of the documents that prosecutors unable and unwilling to turn over all of the documents that auditors wanted. And in the case, we were just talking about Randall McLeod's case. Prosecutors actually subpoenaed on the two DC agencies went to court. So since this spring, the U. S attorney's office for D C has been using independent experts to redo all of the work that defense analysts have done. And they say they also plan to continue to hire them for upcoming trials. You know for the foreseeable future. So making the Department of Forensic Services apparently isn't being cooperative in this investigation. What are they saying about that? Well, you know, they maintain they brought us back to D. C law. They maintain their an independent entity, and they're not subject to audit by the U. S attorney's office. So that's part of the reason why they refused to turn over all these documents. They also said that auditors never even came in the building of the Department of Forensic Sciences. So they had a hard time with it being called a sweeping audit. But keep in mind. You know this agency process evidence processes. Evidence for federal entities and city agencies. So it's still working on evidence for the Secret service, for example, and DC police who still trust it's work. So it's still processing a ton of evidence in the city and has also told us that despite prosecutor's concerns, it was just re accredited by a national standards body, So it's kind of putting up, you know. Maybe they're going to have to cancel games and not get 10 11 12 games seasons in, But if they have a larger body of work, I wonder You know, it seems like the Big Ten's gotta move right now, doesn't it? There's no question and and I would think an eight game schedule special you have a championship game would probably be enough because again, as you said, we don't know what's gonna happen with the other leagues. Last hour, ESPN legal analyst mired Metcalf saying that Look, the the lawsuit from the Nebraska parents might actually work said It's a 50 50 proposition not for return to play but for more transparency and some of the information to come out about why they made the decision that they did. Yeah, I think you've mentioned this multiple times on the show Matt At the end of the day, the big 10 will have to find a way to recover from this from an image standpoint, because this is a lot of turmoil. They're going to have to, and it's going to be interesting to see what happens there. Randy, Wait is Thie Father Sean Way? Just give me your thoughts on You know the Pac 12 shutting it down the big 10, shutting it down. Other conferences, the SEC the A C. C, the big 12 still planning to play just the state a college football right now, with everybody on a different page. Yes, Interesting rich. I think you have to look at it in a couple of different trance is like I knew once the kids got back on campus for the young young people got back on campus. It was not the outbreaks right? And I think that's where there's a disconnect with the coaches. If you wanna pack 12 or the big 10 Thinking that hey, let us wait before we make this decision. Let's not rush into it because there was still time And I think that's what you see with the S E. C. The big 12 in the A. C. C. I don't know if they're gonna play it down, but at least they waited and they said mothers did some or evaluation of what's going on. I think everybody anticipated the Pac 12 would be an outlier. Larry Scott hasn't always been well thought of, but I think what they did is they did a nice job of laying out why they were going to cancel the season and what the ramifications were. The big 10 not so much, and that's been hurting them and explain all the blowback that they've gotten look of 345 schools or say they still want to play the unification of the big 10 just kind of seemed round gravel. There seems to be going back to Two years ago, when the big 12 was on it on the brain, so to speak. I think the biggest thing they have to do is try to figure out how to get back in mind and how to really get their constituents on board. A lot of people blamed me, Kevin Lorne, but he's just a messenger. And I think that's that's where the problem lies. I mean, you have guys, Shawn Ways going up to the big sin. Uh, headquarters you've got you know all these players of this and they want to play. I think that's the part of me. Just getting a room. Make sure you get all those people talking and you get representation for the school. And you've given the voice because it sounds like there was not even a boat. So that's the part of me that I think you have to do about a job. You have to make sure But if you're going to cancel the season you've got how everybody on board that u This is why we did it. If you're talking out of line, I'm going to just tell you this is why he did it. Almost. I mean, you think yes, the other conference is going to play at this point. But even they may have to pull that back. If we keep seeing these rises and outbreaks, not only with the student population, but the athlete proper population will we saw North Carolina opened up? Then they had to close the campus back down. So who knows what's going to happen over there? But what I wanted you to do is take me back to your time is a college football player. Put yourself in their shoes. Is the kids on scholarship away in talked about a few different things. Number one. If you have an opportunity is a senior or even a junior. I can't say I have a remember thinking about those In this fashion, but if I go back in time, but I think I'm just seeing your head into my senior year. Uh, football. I will be concerned because you know my draft status is this. How can I improve that? Scouts wanted you do a little bit more. So, your cognisant of that I also think to We have to start talking. That is just not just about being a symptomatic or if you get sick. You know, you'll be sick for a few weeks and then it's over. We don't know the long term ramifications whether you play football or you get Get Kobe it by just being, you know, home with your family, So I think that's the concern with all of these things that are coming up now is How would that impact me? What decision? Would I make What? I signed a waiver just to take myself. Off the pick the school off the hook so I can play and get the opportunity to get to the next level, And I think us what's happening. You're starting to see a lot of those kids like I want to play. Coach is one of coach, of course, because that's what you've done all your life. And the negative recruiting. That's going to start coming now because most kids have to look and say if those three conferences along with some of the group of five bigger schools get off and are able to play Not transfer there and maybe get an opportunity. If you have enough cash A and your God, this world father, there's a lot of things that I think carrots. Students. You know, everybody, they're all these young kids are thinking, Okay, What do I do to make sure I don't lose and I don't lose this year and also don't lose my draft status and those things, and I think that's got to be a concern. If you're God, that's going to be highly Ah, high draft pick or dad that has a chance to play the next level. Do you think the coaches are taking that and concerns again? I'm not gonna have a relationship with you the same way that you had with your coaches. I mean, they want to win, but they're also looking out for the players, but they better look out for their jobs and There's so many other things that go on just beyond the health. The player Cove it There's there's a lot that means to the university, and there's a lot that means to the football program. Whether you take the field or not. Yeah, I think the biggest thing is you have a lot of people coaches you're talking about in players that are so accustomed to having a routine on a schedule. All right now you can't just rely on the schedule. If you're a school that's cancelled your season schedule them because we can combine workouts. We do. Seven on seven. We kind of drill work. And do 10 week increments so we can kind of prepare for a game in our mind. But you don't have anything consistent. And I think you know most coaches like to be in a world of black and white. They don't like shades of gray. But Coleman has made everybody and everything become kind of nebulous. So you can't just say this is exactly what we're going to do because the virus doesn't care what your plan is. What do you have, if things happen, and it's not In that form for a matter of fashion. How do you respond, and I think that's what we're starting to see. Now are the coaches savvy enough flexible enough to be able to move and make the decisions on the fly with Of the limited amount of information or the the the large amount of information, and I think that's the part that I keep looking at to see once we get out of this who has been able to do that and do the most effectively and.
