former city council speaker former mayoral candidate and current CEO of women in need Christine Quinn about what it will take to bring the city back The pandemic no surprise didn't kick every community equally And it hit homeless people homeless women homeless families homeless women of color harder than it hits other communities That's just a fact 25% of the working moms at win lost their job right at the beginning of the pandemic And these were folks who were working but got evicted most of them because the jobs were minimum wage So we have to recognize if you're going to rebuild where you're starting from How much has been torn down how much you lost what was there before So we need to recognize that there was a whole part of New York who was unemployed or underemployed even when the numbers looked better Now the good news is New Yorkers want things to get better And I would also say the rest of the region is about the country is pulling for New York and we have a mayor now there out of who's really out there pushing all of us to get that and to get going But to do that effectively we're going to need to really have a partnership between government nonprofits like wind and the business community out there So we can put homeless moms We can put them in good jobs that enable them to pay the rent who they and their children don't ever have to go back to shelter It's not hard It's not easy but it's absolutely doable How much of this from your point of view is because the very nature of work for a lot of people working in offices has shifted And what that means inevitably is all of those small businesses affiliated around the office buildings They do not have the revenue even have gone out of business themselves Well I think there's certainly been an impact on small businesses because people weren't in their office buildings right Whether it was the dry cleaner the sandwich shop the folks who shine your shoes there's no question The question is how many people will go back to work And what will that look like and based on whether it's half time or 50 50 and then one group in one group not it can not sustain those small businesses And if the answer is no what can government property tax breaks other kind of rigs What can we do to help keep them alive That is critical Now some part of work is going to be remote Whether we like it or not that's a result of this Massive challenge for people in shelter and it's a challenge for low income people who either can't afford the Internet or still live in parts of the city that does not have broad that's a reality because some of the homework you need to be connected So that's something we have to remember We can't think every neighborhood is connected like what I live in like Chelsea Do we do have the government moving forward in the form of a proposed budget from governor hochul which is being debated up in Albany If you had your way what could be put in that budget to really improve the lot of people experiencing homelessness that you've talked about And for that matter the housing crisis And the fact that you have all those evictions you referred to Right Well a couple of things One the discussion that's going on between the governor and the legislature around more money for child care There isn't enough subsidized child care That makes it hard for homeless women to go to work So I support that And I hope they can get that number as high as possible We need the state to continue to fund and expand the funding for.

extra special guest this week is Samara cone She is the chief investment officer for ETFs and index investments at BlackRock the firm manages over $10 trillion her groups run over 3 trillion in ETFs and about the same amount in indexes She is a regular on all of the most influential women in finance lists So let's talk a little bit about ESG generally and then we'll dig down a little more specifically Your boss Larry thing famously pens a letter each year to corporate America's tell us a little bit about why we do that and what's the thinking behind that Larry writes a letter to start a conversation and it's really a conversation with our clients who are owners in all of these companies across corporate America and what we think are the top of mind deems for the year ahead And it's a good integration of everything we've heard from clients and how we're thinking about the markets and how we're thinking about risk and it becomes really a point of bringing people together us inside the firm and us with our clients to take a look at the world and what we've learned over the past year and what we want to bring to the year in front of us Very interesting Let's talk a little bit about corporate governance How do you think about that in terms of affecting risk The conversation about corporate governance is one we've spent a lot of time thinking about because as you know but it probably bears speaking to explicitly And a lot of cases we vote the shares on behalf of the clients whose money we manage Right And the question is do those clients want to vote the shares themselves And something we did in December and it's actually gone live this month or it went live at the beginning of 2022 Was work to give our institutional clients and some of our co mingled fund clients but a good portion of our assets the option whether they'd want to vote their shares or not So it's early to say are they going to take us up on it or not But that will be very instructive to us because our job is to help them create better financial futures create better portfolio outcomes in some cases they may want to participate in the corporate governance process themselves In other cases they may want to intentionally delegate it to us and we have a very big what we call investment stewardship function where we are very transparent We publish the criteria in terms of what we think is important when we engage with companies But some investors feel like well that that engagement with companies is part of the value proposition that I hire my asset manager for and some investors may feel nope I'd like them to manage my assets but I want the votes and we are really hopeful of increasingly being able to give those investors choice And I think the number now is about 60% of our AUM We have been able to offer votes to back to investors Let's talk a little bit about ESG generally you know for a long time it's captured a lot of mindshare people have talked about it especially with climate change and the focus on the environment but it doesn't seem like ESG is captured as many inflows as it has sort of mindshare What are your thoughts on that Is this going to be a persistent gap or are we seeing more people especially younger generations more interested in ESG investing I think flows are actually the tip of the ESG iceberg And what you don't see below the surface is the integration and evaluation of ESG risk across portfolios And that has captured a huge amount of time and attention from investors and certainly from us And it's actually really exciting from an investor perspective that reminds me again dating myself here But when I started at BlackRock I it was in 1993 And I think in the 5 years since BlackRock was founded interest rates had dropped Something like 300 basis points right Like late 80s call it 10% on the bond to 7% And one of the big topics of risk in the fixed income market was mortgage prepayments And so figuring out how to model that articulate that make that transparent better than anybody else again a big part of BlackRock's value prop that it was bringing to investors and we are doing the same thing today with climate risk and with ESG integration and we have integrated ESG metrics across our portfolios and transition risk metrics So we can assess what sort of risks are there And that's the really the first step It's And there's like crushing it right now, and they bought it for the defense. And bought into even if they're not underdogs, if you're told enough that you are, you start to believe it and embody it. So that's sort of like the balance that comes with it over time too. Well, where I think Shaka smart made a mistake. And this is not like me bagging on Chaka as a coach. I think he's a really good coach. He did a really, really good job this year with marquette. And did a really, really good job. Last year with Texas, to be honest, like people forget that that team won the big 12 tournament. They lost the first round, but they were really good all year. We're good. Right. He's done a great job the last two years specifically, but I think he got away from what he does best in those early years of Texas. He got away from what his identity was. Did VCU? I don't see shaheen Holloway getting away from what he wants his identity to be. Which I think is just such a critical aspect when you're going to build a team. You have to have the identity first and foremost. Like, you just have to know who you are and what you're trying to build. And everything else builds upon that. I don't see shaheen Holloway losing that identity. In that identity, by the way, is a perfect fit for New York City and the kids he's going to be recruiting. Yeah. team of editors and columnists I'm your host June grosso This week is progressive economic policy making dead As we've seen from Congress a lot of the ways they want to tackle inflation is sort of by creating more inflation in a way of giving people money It's understandable because people are more electorally inclined but ultimately mom Chelsea is the way to control inflation Also on the show what the Biden administration is doing to help America finally move past the COVID-19 pandemic We don't think about our ventilation or HVAC system is very often It was on everyone's radar but has become a thing that has dropped off the map I would say as we've moved into this next phase of the pandemic Plus how department stores can modernize their operations online When you split things when you introduce more complexity it just makes it work less well It's more cumbersome and the danger is that the consumer sees the joins But first the price of gas has climbed at a record pace in recent weeks White House press secretary Jen Psaki points to the war in Ukraine as a primary cause A large driver of these inflationary numbers from the last these monthly numbers were from energy prices And we have seen the increase happen as a result of Russia's invasion of Ukraine Bloomberg opinion columnist Liam denning argues it's increasing people's desire to become more energy independent Just give us an update on the state of the energy markets right now So the energy markets are undergoing the sort of stress test that I don't think any of us have really seen in our lifetimes you know in the past we've had energy shocks What we're seeing now with this situation Russia and Ukraine is not just disruption to energy markets but outright fragmentation We've all grown up with globalization and that applies to energy as much as anything else And so what we've seen since Russia attack Ukraine is not simply price spikes and that sort of thing although we have seen those but fundamental breaks companies withdrawing from Russia altogether The U.S. imposing energy sanctions Europe not joining in on those because it really relies on Russian energy to a far greater degree than we do in the U.S. But laying out a plan to essentially get itself off dependence on Russian energy exports inside of the next 7 or 8 years So what we're seeing is not just disruption but outright fragmentation How will this all affect the EU's attempt to address climate change Well it will affect the EU's attempt and the wider world So looking at the EU in particular this divide between the EU and Russia on energy had been happening in the background anyway There had been various spats in the past of course around gas exports But the big one for me is the carbon border adjustment mechanism which EU finance ministers appear to have actually agreed this week and that's essentially a tax on carbon intensive imports coming into the EU It's a way effectively for the EU to protect itself as it imposes a cost on carbon within its own economies it doesn't want economies from outside the area undercutting it with exports that don't price in carbon Now Russia was particularly in the crosshairs of this because the Russian economy is something like four or 5 times as energy intensive as the EU economy Russian steel or any other kind of industrial exports to Europe were always going to be hit by this carbon border adjustment mechanism And that in itself would represent a fundamental shift in the global energy trade It comes back to this issue of globalization you know one of the ways we have enjoyed relatively cheap energy for the past 7 or 8 decades marked by the occasional price spike is globalization It's enabled us to diversify our supplies it's enabled us to drive down the cost of technologies And this applies as much to renewables as it does to oil and gas If you reintroduce trade friction in the form of one in tariffs and at the other end just outright sanctions.

And that includes the global foreign exchange business We're talking about the currency trading For more on that I'm joined by Bloomberg intelligence chief G ten FX strategist Audrey child Friedman Audrey thanks so much for joining us here So as we think about this war which is you know we're into week four coming up A lot of real dynamics coming into different marketplaces Talk to us about the FX market What are you seeing over the last several weeks The main story that's come across is that European currency blocks have been the most exposed in the situation in the war in Ukraine We've seen significant move lower in Europe as the U.S. dollar But also in what are called high beta European currencies like the Swedish krona Sterling all underperform on the performing the U.S. dollar On the other side of the spectrum we also see commodity currencies doing really well Which usually doesn't necessarily happen in the time when the risk market is a risk of environment But this time around is very much driven by this spike high within commodity prices So The O.C. dollar the New Zealand dollar Canadian dollar as well have also been extremely resilient The Russian ruble has been all over the place Just give us a sense of how that currency has reacted over the last several weeks Well there's no liquidity there's no trading on that currency and it's obviously the first currency that would have been exposed But they are arbitrarily in the European eastern currency blog like the Polish lossy or the check crona that would also have also been extremely vulnerable and have underperformed significantly in the EM currency space All right so for the U.S. dollar I've heard some commentary of reds some news about the ability of the U.S. dollar to remain the dominant currency throughout the world for global trade What are your thoughts there There's been more and more talk about dollarization and the role of the dollar as the questioning of the role of the dollar as a Central Bank currency with the and what I would say here is that we are more likely to see a continuation on the acceleration of the regionalization of currency as opposed to degeneration And what I hear is that the dollar dominant on the international monetary system in my opinion is unchallenged for the time being I mean the dollar stock from a very high basis is still have nearly 60% of dollar reserve in Central Bank to the dollar in terms of the international debt market still represents about 62% turnover in global FX turnover We have more than 40% in dollar So the dollar remains dominant But what we see is that the war in Ukraine the change in geopolitics means that some of the current training partners will now use other currencies and the dollar like Russia China trade now there's more and more talk that the UN will be become a dominant currency in trade And that kind of actually this is not him This is a process that has been ever since 2014 and yet annexation of Crimea We have seen since then we've seen the Russian particular dropping the dollar in terms of the other currency to training And I think the process and Euro and the UN are the two currencies that will benefit the most And the process would just be accelerated by the war and the sanction that we've seen taken against Russia So for Russia has there foreign currency reserves have they been frozen How does that actually work Yeah so the effects currency the Russian FX currencies have been frozen that means that there is no dollar access for those for the Central Bank of Russia So expecting Russia in a very difficult situation in terms of meeting obligation and international obligations and payments And this is how.
