"The incident date the perpetrator location motivation. The number of individuals wounded or killed the target weapons used and others lots of others. And we've had a range of coders. At csis that have coded the data we added for the most recent iteration. We added categories on whether there were military involved. Active duty reserves veterans way also added whether there law enforcement current or former law enforcement involved. And then and i think this is an important step like with other reports that we've done along these lines. We gave the data set and our draft report to a panel of experts so we gave it to individuals. Like bruce hoffman. At georgetown. Or cynthia miller idris at the american university colin clark at the superfund center and others to review the document review the data. We gave it to a number of others and then we made changes us. We gave it to the washington post. They looked carefully through the data. Said they came back to us with a all. These individuals did with a range of questions. We made changes based on that we added some incidents took out others. So so this is like a living breathing document. And it's that valuation from outside reviewers that i think was really important in honing the accuracy of the so The that that's really the way we built this and we vetted this report is going to make some waves because it's the first report of its kind that really puts numbers on veterans and people associated with the military being involved in extremist tax. What do you expect. The result of this is going to be way under. We've already talked about there. Is i think awareness particularly within the military. That extremism is a growing challenge. I think this will start to accelerate efforts within the military to deal with the challenge. I expect we'll also see more interest among members of the house and senate to push the department of defense the fbi part of justice police agencies to get more transparency in the nature of the problem. How serious is it. How do we know that. What kind of data do we have. What steps are you taking to deal with it. In the january six incident at the us capitol was in many ways a moment where partly because of the involvement of some current particularly former law enforcement and military. "Tempting to get into law enforcement or the military. They are more likely. This data shows to not apply in the first place so these deterrence steps i think are also important in vetting people and discouraging unfamiliar applying in the first place. Seth wilkin the military and law enforcement do to make themselves less of a target of these groups and individuals. Boy andrew i think the the military and law enforcement can do a couple of things one is they can hardened up targets and that is that may be barriers a defense in depth against police stations against military bases recruiting centers particularly with threats against those locations so men i have to do it against every base installation police station but ones where there's a higher threat of and we've seen threads in cities like seattle or portland oregon or minneapolis. Another thing is to continue to focus on proactive intelligence collection and that really means that the joint terrorism task forces law enforcement in the fbi need to continue to develop really community efforts to identify extremists before they conduct attacks as they're plotting and we've seen good example of of this over the last twenty years in the arrest of najibullah zazi for plotting attacks against new york city subways. He was identified arrested before the attack occurred. That's a really good example on the jihad aside of doing that. And i think when when you look for example at the plots against the governor of michigan also potentially the governor of virginia that plot was thwarted by two f. b. i. informants into networks that were involved in plotting the attacks individuals that were connected to the wolverine watchmen in michigan. So those kinds of activities. The signals intelligence human intelligence collection is important into this one. Last element of this i also wanted to highlight and that is unlike. Some countries say the united kingdom or germany. There is very little public discussion public data. That's available about extremism in the united states. where the. us. Government really does a terrible job of collecting and pushing out information data on the threat. Who's involved in perpetrating. Applauding attacks does the data show increase or decrease. I think there needs to be a much better effort by the department of homeland security. Fbi department of justice n even the department of defense to better publicize and be transparent about data. Dick goes to these kinds of threats. Because there's too much opaqueness right narrow in there's too little transparency. So that's one of the reasons we did. The report is to try to get war data and information out there rather than you know rather than have to rely on guesses about the about the nature of the threat. How were you able to assemble the data that went into because some of the findings you have in this really interesting. You have the number of domestic terror attacks and plots and twenty twenty was at its highest since nineteen ninety four but that fatalities were low. Only five people were killed in one hundred ten incidents of domestic terror. And then you have some really interesting reasons for this. One of the reasons is that in this data that you've examined it might be because of what you said that efforts by the fbi and other law enforcement agencies to prevent attacks before they occur. So how were you able to assemble this data when it's not so readily available. Waiter what what we did is we. We built a data set and we've published various iterations of this over the last couple of years. The current version goes from january. I nineteen ninety four to january thirty first two thousand twenty one nine hundred cases of terrorist plots and attacks in the us between that time period it includes a whole range of categories..

"Focus on veterans and individuals exiting the services including police which are at increased risk of recruitment education about the kinds of organizations. That may reach out and recruit and again. There's a difference here between individuals that are engaged in first amendment activity free speech and veering into extremism. And again we're talking about in. This report is not freedom of speech issues. we're dealing with terrorism. And i think that's the important issue to understand. People are obviously whether law enforcement whether they're active duty reservists veterans former law enforcement are able in this country and protected to provide their views in a range of areas but when they're involved in the deliberate youth or threat of violence to achieve political goals and to create a broad psychological impact stats terrorism and its that violent component. That were were really focused on. So i think the strategies exit interviews training for individuals leaving those kinds of jobs. Military law enforcement types of jobs is is particularly important. What about the on on the front end. What about the vetting going into the military vetting going into law enforcement. Are there steps that are being taken in the can be taken to prevent potential extremists from joining the ranks. Yeah andrew the sf. Eighty six process. Which i mentioned earlier in our conversation. I think they need to continue to be revisions that help identify individuals associated with extremist networks. And in. it's not just these changes. But also i think the military and law enforcement need to make clear that. They are stepping up efforts to identify extremists. That are involved in trying to get into law enforcement or military jobs. There's an interesting data. Point from an fbi database of loan offender terrorism and it looked at lone offenders in us between nineteen seventy two and two thousand and fifteen and it noted that ten percent of offenders took steps to join the military but they were either disqualified during the application process or they dropped out after realizing that they might not meet the qualifications so deterrence is actually quite important if people realize there is a much more significant spotlight on extremists..

"Wealth department defense has already started down this road in dealing with extremism in march. Two thousand twenty one the departure defense center report to the house and senate armed services committees which acknowledged the department is facing a threat from domestic extremists secretary. Defense lloyd austin pledged to intensify the department's efforts to combat extremism in the military. He asked organizations to conduct. Stand down to discuss extremism in the ranks with their own personnel in january. Two thousand twenty one. The department events also launched an investigation to determine extent to which the department and the military have implemented policies and procedures that prohibit advocacy related to white supremacy extremism. Criminal gang activity by of duty personnel. But clearly there needs to be more occurs over the next couple of years. I mean the department has been moving. I think reasonably well along these lines. The sf eighty six the form which the department of uses as part of its security clearances. Yeah i think is evolving to try to pick up individuals involved in domestic extremism activity. So there are steps that that i think the department has to take place etoile -cation on signs that an individual is involved in extremist activity identification of different types of tattoos or language. That people are speaking. I mean these are things that help. Educate there's also another part andrew. Which is the department of defense is also a target of extremism. So i think part of the effort has to beat also continued to try to protect military installations recruiting centers. That may be vulnerable to an attack by domestic extremists. The problem we can talk about this in a moment the bigger problem may actually be the police because there is no national police service like the military and there. It may be a little harder to make progress now. I have to ask but is there any evidence of interference by foreign actors. That are trying to stoke this up. You know russia any of our other enemies trying to foment this kind of extremism within the united states entered there are some indications in in our interviews with us intelligence personnel both in organizations like the national counterterrorism center the fbi but also some local joint terrorism task forces. They've indicated the russians have not been helpful along these lines. They have been involved in pushing out propaganda that supports extremist ideologies on the internet this has been through bots robots as well as through individuals through trolls where they have found ways in opportunities again to really try to expand the reach of these extremist ideologies to targeted individuals. That may be vulnerable to them. What what we've also seen them do is attempt to target active duty personnel reservists veterans and police directly through cyber and disinformation campaigns on digital platforms. And get them and encourage recruitment into extremist organizations. So we've seen the the russians active on pushing out propaganda as well as trying to direct security officials in the us towards extremist groups. Obviously not not very helpful steps right so so give.

"Suggest at least for the moment is that that post nine eleven period where we were concerned after the attacks in new york city in washington and the plane that went down in pennsylvania. We have moved in into a new era where the threats are not coming from selfie jihadist groups or networks. They're coming from individuals born in raised in radicalized in the us. Everything from white supremacists to anti government ideologies to anarchism. That's what we face so this is another key. Finding in this report is that white supremacist. Violent far right extremist have perpetrated around sixty six percent of domestic terror plots and attacks in recent years but salafi jihadists were involved in only five percent attacks in two thousand and twenty so why is such a large share of our counterterrorism resources still devoted to radical jihadists instead of combating white. supremacist groups. Enter the good question. I've talked to a range of individuals at fbi headquarters as well as the joint terrorism task forces that are set up across the united states to combat terrorism led by the fbi. They run sources. Collect information against terrorist threats. The united states. What a number of individuals that we've spoken to have said is that they are in the process and have been for some time in shifting resources away from jihadist activity in towards domestic extremism. I mean it's been a little slow and we've talked to individuals including in the bureau front. Jj t.f across the country that are said. Look we've just moved to slowly on this. And what slowly means is think for a moment for the fbi and local law enforcement agencies to disrupt a plot interested individuals. They've gotta have informants in organizations in pay those informants usually they have to have the signals intelligence they have to have to have fbi. Intelligence analyst or others involved in scouring the internet in extremist websites to identify individuals is particularly challenging because most domestic extremists aren't part of groups per se. They're doing this individual and that's one thing that comes comes out loud and clear from the attacks is we're not seeing groups conduct attacks in the us we're seeing individuals that adds another layer of complexity for the fbi and law enforcement agencies. Because it's a little bit like finding a needle in a haystack. They're not part of a group you've got to be able to have really good local intelligence to collect and half people or have agents identify those that are on the verge of conducting an attack and i think the amount of resources are potentially significant which is why it really needs to continue to shift towards these kinds of domestic extremists. Set back to the military for a second. I know that we've made a dod aware of the findings in this report. And of course they're doing their own internal review water. They going to do about this. Do you think there's a different potential structure so it does make it more competitive and it does make it seem like the gap is closing when the tournaments actually take place. "There is the us But obviously you love the big time match ups right so i i really watch for individual players so anytime you know co is plan or lebron's planner curry's plan things like that. Actually i was playing a national. My second year was in chicago a couple of days before the game. They were playing the rockets. And so we stayed at the ritz in. I think it's a water tower downtown. Used to stand there. We had a couple of nights so we go out for some drinks night before their game like two nights. Four hours before may see couple of players in there to keila bottles in their hands. Like chugging incredible. A jeremy lin was sitting at the bar drew water. This is when he was on houston wins. And i'm like these guys camp next game. So i go to the the next night. Harden has eight points. I think lynn goes off for like twenty eight. i'm like this guy obviously. It was a great night. I'm sure hardened. Did i go to see hard. and it. He he was a little young. I think buckled. What the state games you go to a lot of the action whether it was football or basketball for for the clashes. I haven't been to ohio. Sipa ball game at. I've been there for four years now. Haven't been i mean. Outside of the stadium is kind of my bread and butter. Know this one hundred hundred k. People but just the bars and the atmosphere around games like the whole city. You go to arbor where the national team development program was. I got a chance to be there. Pioneer school showed out. I'm a graduate after that ended. Where most of those guys. I shouldn't say most but a high. A high percentage going to college. You decide to go to the whol like what. What's that decision like. i mean i had to. I would think you had an idea. You know already then that you had a chance to be a pretty high pick that following year. Yeah so. I ended up graduating high school in three years because i was late birthday so i'd extra year before my draft. I want to leave that college option open or that option open for for that year so i actually went and took an official bits. North dakota loved it. They're great facilities. You know is top. Notch the building and everything And i was very interested in. You actually believe it or not and never took a visit there but loved school in love everything about it ended up going to portland on the debate challenges to seem better for me for that one year. You know my goal is to play one year than go right to the nhl. And i thought you know one year of college. It really make a whole lot of sense for me. I mean as to get great crowds there and did you feel that that would better prepare you for the next step just given the game. You're playing in like maybe the wear and tear to get used to that exactly. Yeah seventy two games When i was sixty eight now but seventy two games you know the bus rides in the back backs and things like that would definitely give me more paranoid than saying. My mind is always the right choice debate. Shell sometimes colleges but you know. I think they played thirty. Something games only on the weekends. You know a lot more work and things like that. Between and i just really wanted to focus on hockey point in playing as much as i possibly could that last year. I've said before. I think college hockey's the way to go. But if you're a guy that's going to play in the nhl one year. I totally understand and it kind of can with junior getting you. Ready for that pro. That pro like lifestyle away. You know when you end up when you have ended up getting picked. I'm sorry not getting picked. I want get to the draft yet but the portland team today. Draft you in the dub or did somebody else. Older brother was seven or eight younger brothers just a couple of years younger than me. Just ask them whether they need to do you. Know what am i gonna do to get into hockey. They love lights new play. They love coming to the games. He said skating. Skating's going to be the most important thing so skating lessons the entire year before. Actually start playing hockey. What ages this. Sorry this is five so five skating lessons from a figure skater wasn't figure skating lessons just working on the edge work. I did that too seth. I'm pretty sure. I'll let people bully you about the figure skaters man they know they know their edges. My friend there's stuff edges. You may chirps for that but it makes you a better skater. That's no doubt. I'm sure i will. I have over the years. chosen stories. came out so i was going to ask around. That time was just more development in the in the hockey world. There really wasn't any in the basketball programs to where that's what made you gravitate towards playing hockey over basketball. You know when i was when i was growing up in colorado i was watching deaths and they were loaded. Cap was well over one hundred. There was no catholic so health one hundred ten million like five six hall of famers. They're just one of the most exciting teams to watch. And so i think that's a gravitated toward it. I don't think the nuggets are good. So i'm not. I don't really recall back in the day. But we just love hawking kind of friends growing up. I played hockey. It was just it was part of an the buzzer on that team. Probably not just me but probably you know. Thousands of other kids want to try to at that age. I read an article. Did your older brother get involved. I are basically at the same time. You're looking to your bro and watching him. Do it must have made you wanna played more. Exactly exactly he was. He's he's a ninety so he's four years older than me and watching him star playing just loving their game in general before that with him watched him start playing it. I wanted to get involved in a younger brother. Got him bob too so we all skinny lessons from the same figure. Skating lady For years and years and kind of how apple so is that why you ended up a defenseman because at that age you were like the only guy who could like skate backwards as good as you can. Forwards i think the natural thing just listening to some of the stories from my mom and my and my parents. They tried to put me afford. I tried to play center and wing. And i would always gravitate back to defending the net for some reason. That was just my mentality. This very nurturing very nurturing post the home take care of the home. I wondering say at nine or ten or you already like the dominant jones. He's the best player on that team. Or are you the ryan whitney ten-year-old with a yellow.

That is what a Department of Homeland Security officials says he was told to do in a whistleblower complaint. NPR National security correspondent Hannah Allam is here to talk about the latest claims of political pressure at the D. H s and the implications. Dana. Thanks for being here. Hi there, So I lied. I laid out the the broad strokes of this whistleblower complaint. But can you fill in the details for us? Sure. Until last month, Brian Murphy led the intelligence branch of th S, and he was reassigned after revelations that the office was compiling reports on protesters and journalists. But now, Murphy says the real reason he lost his job is for speaking up about what he portrays is White House attempts to manipulate intelligence to match President Trump's statements. And, as you said he makes claims about Russia an election meddling, but I'm focusing on parts of the complaint, where he describes specific attempts to influence intelligence on domestic terrorism threats. Murphy says his boss is the top th s officials told him in no uncertain terms on several occasions to play down the threat of white supremacists and to play up the thread of Antifa and other militant leftist and he says he was told to do this so that the DEA just intelligence assessments would match what Trump says publicly. And publicly the president frequently and erroneously, we should say it portrays Antifa as an equal or even greater threat than the exponentially deadlier. Extreme, right. This is something I've discussed with Seth Jones at the Center for Strategic and International Studies. He's got a long background in counterterrorism work, and he and other analysts say the White House assertions of widespread violence from the left are baseless. Those comments or general not coming from the experts within the administration, who Are at the National Counterterrorism Center at the FBI Counterterrorism division. They're coming from politicians, so it's not a reflection of the data, The far left simply does not present the same threat. That the far right dozen capabilities in plots and attacks Orin fatalities, none of those Nevertheless, this is what Brian Murphy says he was pressured to do to elevate the threat of the far left. How does he describe this? This pressure campaign. Well in the complaint, he talks about being asked by the top leaders to soften language and report on white supremacy to make it quote less severe, And at the same time, he says, he was being asked to add more information. On the far left. He mentions Antifa anarchists, in particular, the White House's dismissed these allegations are false and defamatory that call Murphy a disgruntled employee. But he's not the first to raise these concerns. We've heard former senior D H s officials saying this that the far right wasn't taken seriously. We've heard it from researchers who work closely with the government on policy making. And I mean we hear it ourselves in the market the different ways. The president speaks about attacks where the perpetrator's a right wing ideologue versus, say, a leftist or a Muslim. What does take this one up A notch in terms of revelations is that this is an insider alleging that political appointees attempted to manipulate actual intelligence and this is not a press release. This was an assessment of domestic threats to the nation. So Murphy is asking the department's inspector general to investigate what he calls abuses of authority. So how how did all of that affect the white supremacist movement? Extremism analyst generally say the far right especially, you know, white nationalist supremacists had been emboldened under Trump. And so this is one more account, saying the administration looked the other way as violent actors got more organized, more violent, better funded. And now we're starting to see some of those groups show up to protest, intimidate and launch attacks that many fear will lead to an escalation before and after the November election. S. and the Taliban signed a deal to end the war there on Wednesday US drone attack the group in retaliation for a series of attacks on Afghan troops and yesterday at least thirty two civilians were killed dozens injured when Afghan gunmen opened fire in Kabul the self proclaimed Islamic state or ISIS claimed responsibility for that attack Seth Jones as a counterterrorism expert at the center for strategic and International Studies Mr Jones thanks for being with us it's great to be on thanks the deal was signed last weekend has already failed no it hasn't failed yet but I think we're at the period where it's going to be most difficult where the Afghan government now which is feuding within itself over who's actually running the government has to find a solution with the Taliban I think this will be the most difficult period by far is can we get any sort of agreement between the Afghan government and the Taliban Canley I think that the challenge so far is that most of the senior Taliban leadership led by block inside a secure Razzaq any of the senior officials I find it very hard to believe that they'll have fought for eighteen years only to agree to a situation where they're serving in an Afghan government led by someone like president Ghani I I think they're going to want to ask for a lot and I don't see at this point a lot of opportunity and and position where where the two will agree but we'll have to see we usually ask for a lot a return to some of the practices for which the Taliban were known when they ruled Afghanistan I'm thinking of that but the practical incarceration of women and not permitting women in schools yeah they they I mean that the Taliban of today is a different organization from the Taliban of the nineteen nineties that so that ran the government up through nine eleven they have a slightly modified ideology but they still have a pretty harsh position towards women they still have a harsh position toward women serving in government positions what what how people can dress but I think most importantly they have expressed a willingness to run the government and I think that will be something that the current Afghan government is not going to be willing to accept I have to ask is the U. S. so determined to bring home U. S. troops especially in an election year that the Taliban really has little motive to stop their attacks hi I think that's certainly true I mean I what what I suspect the Taliban is doing right now and and my conversations with both current and former Taliban officials indicate that they're keeping options open if they assess that they can get a U. S. withdrawal now through talks that's great if not they will continue to fight and their control of territory has increased a bit over the past couple of years so they're they're winning on the battlefield yeah and a half minute we have left fewer adviser to the U. S. military in Afghanistan what would you advise them to help make a deal work well I would advise that the US has a backup plan in case the negotiations between the Afghan government and the Taliban fall apart and I think in particular what does the US need to keep pressure on terrorist organizations like al Qaeda in the Islamic state in Afghanistan and what is the U. S. objective also doesn't want to prevent a collapse of the Afghan government if so it's going to need some military resources to prevent a
