"Top stories we're following for you. A suspect has now been identified, killed after exchanging gunfire with a U .S. Park police officer on Wednesday. D C. Police say 30 year old Terrell Delonte Campbell fled from police officers following a drug violation incident in the area of 12th Street and Massachusetts Avenue NW. The incident began around 2 .35pm. At some point, gunfire was exchanged between a single officer and Campbell. Police say Campbell was shot and taken to where a local he hospital later died. A park police officer who fired shots was also struck multiple times in the torso and legs. and the officer is said to be in stable condition. US Park Police are investigating the incident and reviewing body camera footage. The officer who has not been identified has been placed on administrative leave. I'm Rich Hunter, WTOP Black News. We're now getting a sneak peek at some of the legislation they'll be considering. On the table for lawmakers will be two amendments that would change the state's constitution including one that would guarantee a woman's right to an abortion. Scott Serraville, the Virginia Senate's new majority leader has expressed interest in moving ahead with that. I don't think there's any question that both the House and the Senate are going to hopefully pass resolutions to put a woman's right to make her own health care decisions into the Constitution of Virginia. The other amendment would ensure that felons get their voting rights restored after they serve their time. Under current law, felons can't get their voting rights back unless they petition the governor and the governor signs off on it. It's not easy to amend the Constitution though it requires both the House and Senate to pass the amendments during two separate legislative sessions and then the amendment would need to be approved Don Scott set to become the Commonwealth's first -ever black House speaker after Democrats flipped the chamber earlier this month. Scott will be sworn in come January. The Hampton Roads delegate appeared on his Meet the Press Now. He says there's plenty of room to work with Virginia Republican Governor Glenn Youngkin. We some have issues that we need to show up. I think we have an opioid substance abuse crisis going on in the Commonwealth of Virginia the and throughout country. I think we can address that and agree on that. I think the governor is interested. He's a businessman. "Good afternoon, I'm Anne Kramer. And I'm Shawn Anderson. Our top local stories, the effort to bring down the rising violent crime rate in D .C. Carjackings have doubled over the last year, other violent crime up nearly 40 percent. WTOP's Luke Lukert reports D .C.'s mayor is now rolling out new legislation that rolls back many reforms made over the past few years. This perception that people have that you can commit a brazen crime and get away with it has got to stop. One way they hope to tackle crime is drawing masks when committing a crime or intimidating people, specifically ski masks. law The was previously repealed in 2020. Mayor Muriel Bowser here at the 4th District Police Station. 4th He was on the last Monday where everyone who jumped out of a car with a gun pointed at an innocent person had on a ski mask. Proposed legislation would also focus on how police can use neck restraints, Acting Police Chief Pamela Smith, create situations where officers are kind of hesitant. The new language would not consider officers touching the back of people's necks in order to move or subdue them as a use of force, but putting people in chokes or cutting off their air would still be prohibited. Luke Luger, WTOP News. The legislation will now head to the D .C. Council. Now to Baltimore. In crime there, a Baltimore teenage squeegee worker has been convicted of killing a man who confronted him with a bat. He was convicted earlier this year. He's now learned his fate. He's been sentenced to 15 years in prison. That's according to multiple news outlets. The 16 -year -old was found guilty of voluntary manslaughter for the killing of 48 -year -old Timothy Reynolds last year. Reynolds was said to have come at several squeegee workers. They're window washers. He was holding a bat near the Inner Harbor last July. The teenager was 14 at at the time, pulled a gun from his backpack, according to prosecutors, and shot Reynolds in the face, chest and back. He died. A jury convicted him of voluntary manslaughter. He was found not guilty of first and second -degree murder. It's 3 .05. He pleaded guilty to try to carry out an attack at Dulles International Airport. Now, he's being released. Thirty -two -year -old Rondell Henry has been behind bars. For more than four years on charges, he plotted ISIS -inspired attacks at Dulles and at an entertainment complex near DC. Now, Judge has agreed to sentence Henry, who's from Germantown, to the time he's already served, since his March 2019 arrest. Henry abandoned his plan to plow a stolen U -Haul van into pedestrians at Dulles Airport and was later arrested after he parked the truck at National Harbor. Henry didn't harm anyone either at spot, but a prosecutor has said he intended to kill as many, in his words, disbelievers as possible. It's 3 -0 -6. A health center in Prince George's County is getting a multi -million dollar makeover. County leaders broke ground today on what they say will be the new state -of -the -art facility. This endeavor is not just about bricks and mortar. It's about the people we serve. And it's not just about the patients it serves either. The new Chevrolet Health Center in Greenbelt, Maryland, will offer a wealth of health -to -care providers as well. Several current staff members attended the groundbreaking ceremony on the new location. So, I think it's going to be a conducive area and environment so that we can continue to do the work that we promise to provide to the patient in need. Nicer seating areas, shorter wait times, access to telehealth and mental health services are just a few of the new additions that patients can look forward to. All major developments here at WTOP Friday morning and a puzzling killing locally in Fairfax County. A man shot to death inside the same resting home where one of the residents, 37 a -year -old mother was found stabbed to death in her bedroom. Now this morning, Fairfax County Police have announced the arrest in the man's murder but the woman's killer apparently still remains unknown. They found a horrific scene. Twenty -three -year -old Juliana Perez -Mogales from Brazil has been arrested for shooting and killing 39 -year -old Joseph Ryan in February. She was the old pair of the family living at Stablebrook Way and called 911 that morning. We were at a point in the investigation that we were able to charge her with second -degree murder. If we get to a point in the investigation that we can charge anybody else, we absolutely will. Fairfax Police Lieutenant Aaron Weeks calls it a complex case. It's still not clear why Ryan was at the couple's home but detectives revealed he was only known to the wife, Christine Banfield, who was fatally stabbed. Her husband initially told police that he shot an unknown man who entered his home and stabbed a woman. The motive is always a question. I'm not sure we'll ever know the motive. When you talk about where Virginia elections are lost, won and you're really talking about those outer ring suburban communities. Chas Nutty Koma C analysis says two Senate districts, one in Loudoun and Fauquier counties and the other around Stafford and Fredericksburg will be pivotal to with both parties, a handful of house races are also up for grabs. All of these competitive seats in Northern Virginia are open seats. Abortion and the economy are the top issues each party is pushing. We have some new information this afternoon about the daily commutes to work and back home. A new analysis of census data finds the share of workers in the US with what's being called a relatively short commute has increased when compared to what drivers were experiencing before the COVID pandemic. Axios looked over the data that finds drives to work and school that are less than 30 minutes became more common between 2019 and 2022. It was rare to find commutes longer than 30 minutes. than More 60 % of the workers in the US had a commute under a half an hour last year. These findings do not factor in employees who work from home and have no commute at all. And with remote and hybrid work continuing, there should be fewer cars on roads the helping to contribute to a faster commute Women helping women get their businesses off the ground.
