"Members chip and you'll save twenty five percent or more of your first year at Norton Dot com slash ABC that's Norton Dot Com slash ABC for twenty five percent off come back to power house politics we're pleased to be joined now by congressman Eric Swallow of California member of the House Judiciary and the House Intelligence Committee and Congressman WanNa talk about the latest in a moment but first the president today doubling down on his strategy of removing US troops from Syria quote it's not our problem he says talking about the battle between Turkey and the Kurds in Syria continued to say that there's nothing to do with us and there's a lot of sand that they could play with what's your reaction to this what concerns do you have from where you sit in Congress about the ramifications of the president's decision it's really disgusting to hear the President United States talk that way one with reckless abandon for our own national security not recognizing the link between Isis and threats here in the homeland but to the way he's characterize the Kurds he said there no angels and the truth is when Isis was a threat when they were a threat we didn't need angels we needed warriors we need warriors and the Kurds were loyal and they were warriors they helped us defeat Isis and very least we could do for them is make sure that they're not slaughtered by the Oregon NATO member and is there any anything moving in Congress to that could push back at this. There's been talk about bipartisan resolutions. Do you feel like there's a a a wing force lot of Republicans of course are very upset by these these comments in his action as well. I believe there will be bipartisan force in Congress to sanction Turkey and also you know perhaps other legislatures across the world and leaders across the world will do the same sanctions really will only have effect if other countries I do the same it's really sad that it's come to Turkey wasn't early NATO member and typically do not sanction other NATO allies but I do think we should keep on the table you know considering whether that's something we want them to be a part of going full but again you're not going to see that under this president Chris could turn the conversation to impeachment then because we saw today now the fourth arrest of someone who's been associated with Rudy Giuliani keep hearing his name over and over from the out to these depositions we've learned that he was leaning on President trump a year ago to extradite a Turkish national to appease president air too so far you guys have really been concentrated on this Ukraine call on what the president's been doing in regard to Ukraine but for the American people who think the president's got a lot more to answer to then that would you consider sort of expanding what this impeachment probe is looking at will the president certainly has pliers in the sense that you know whether it was inviting the Russians to have I'm twenty sixteen obstructing the investigation passionate on access to the Oval Office learning more about what was going on with Giuliani and seeking to how is tradition of Turkish. US resident assure there are priors but we are singularly focused on so this Ukraine's extortion scheme because there's the urgency of coming election and so you have crime confession and cover and the American people understand all three of those and the best way to protect an upcoming election and our national security I think it's the same singularly focused on this incident right now with mine what do you do if Rudy Giuliani says I'm not going to appease sure even if there's a subpoena without a court order because court orders would take you well in the twenty twenty if that's the case we will file that away as consciousness of guilt will conclude that innocent people would appeal that guilty person with something to hide would not and consider that as as substantial obstruction of Congress acts for the president Johnny is Donald Trump Donald trump is rudy Giuliani so anytime Rudy Giuliani is implicated in our investigation we conclude that he is doing it there's an agent of Donald Trump he's donald trump's personal lawyer employers don't do things unless their clients authorized them to do that and it's clear from what we've seen so far what's what's going on so you know in this case with confession from the president it's in their interest cooperate with giving them a chance to cooperate and respond to subpoenas but if they don't WanNa show up and I don't have anything that could exonerate themselves which is going to conclude that Septa consciousness so congressman if the if if you're that far along even in the conclusions you say confession of guilt why aren't we now seeing public hearings at least public release of transcripts of interviews as they come in I know we don't even have a vote for an impeachment inquiry but why not if we're already that far along opened the doors up and then let everyone see you WanNa have a fair process I you know for the president and he's he's entitled Tobacco we're taking a first pass at the timeline and the number of people involved in this fix down scheme and to make sure that people who are implicated are not sharing their stories or Taylor testimony because they've heard from other public witness testimony keeping a close hold for now that's not to say they won't be public hearings in the future but any investigation like this you do close hole and if you want to look back at Watergate's or even the Clinton trials they had the benefit of a special prosecutor conducted their investigation I and secret and then the Congress received information and public hearings there's no special prosecutor here we essentially are doing that investigation and then of course the public will be read and congressmens while I was interested in if you want if we want to turn away from impeachment for a second I was watching the debate last night and rick was there at the debate you and we couldn't help but think of you and what you would think of all this right because you know what it's like to be up there on that stage on a very crowded stage at this point you made a lot of headlines when you were saying we need this younger brand of leadership now that you're sort of on the outside looking in that still ringing true were you thinking people are doing way better way worse when when you're watching these debates is exciting to watch this last night a little refreshing to watch it from the couch and not on the inch a little less nervous but you know I really enjoyed the conversation around assault weapons and mandatory five of course I ran on that issue the first candidate to call for that and to see that's all really lean in and say that you know if we really want to do something about these mass shootings we can't leave fifteen million in our communities and then to see other candidates engage with him on that that was fulfilling that was fulfilling for all the families I worked with WHO cared about that issue in to see that it's got a significant part of debate last night and that it lives on and it's now in the national conversations that gives me hope that we can do something on gun violence we've remember congressman you've quoting a a younger Joe Biden talking about the need to pass the torch on and indeed the way this this this racist developing three candidates in their seventies who are the front runner they're the ones who are winning this race they were all asked about their age Bernie Sanders had a health scare and a heart attack just two weeks ago do you share that concern now do you think there's the thing is being too old to run for president do you think that those three candidates in particular have answered questions sufficiently to your mind about their ability to serve for me was never about age it was really a mindset in just you know offering something rather than you know decades of service in Washington and that's not to take away the service of senators Senator Biden and as Vice President Biden and Senator Sanderson Service certainly valuable and it'd be great presidents I just think that elections are generally about change and We win when we offer change candidates from Kennedy Carter Clinton to Obama and so you know there are candidates in this race who are just as old as Senator you know Biden Sanders or at least in that era so I I think it's more mindsets than age I had one flyer for your congressman because just going back to impeachment with the debate I thought it was interesting that all these candidates are being asked about what they think about impeachment going forward but like at the households and impeachment out Tulsi Gabbard is the only candidate that was on that stage that would actually get to vote I mean do I kind of find myself wondering why do we care what Leon Castro or better work the impeachment procedure do you do you do you WanNa get all these candidates on record right now to get a unified front going forward I don't think they should worry as much about what's going on in the house and family you know in their own campaigns and engaging with the American people and talking about the days after trump and what that means for healthcare and the economy and gun violence but I do think that because we're undergoing this inquiry candidates will have to demonstrate that they are not going to be corrupt like as president that they're not going to be cool.

"Tonight Joe Biden Hits Joe Biden the former vice president telling a group of donors today about his debate performance and I quote him. I think I could have done better I will they'll do better God willing that coming as his campaign is calling Julia on Castro's attack on the former vice president a cheap shot and low blow during a discussion about Healthcare Syrup Castro attacked Biden's memory. Let me play the exchange do not have to buy in. They do not have to buy so you just said that. You just said that two minutes ago you just said two minutes ago that they would have to buy as you said they would have to buy. Qualifier forgetting what you said what you said just two minutes ago the former. VP is now shrugging dragging off the criticism. I think he's GonNa Spectrum senior. Medical records address converse like what concern Sir Russell Signs Out Front Arlette so look it was a moment that every it was the moment okay last night. What does by campaign make this attack by? Julio Castro will Aaron Joe Biden's campaign is arguing that this is all going to backfire against Julio on Castro. They're pointing to other moments. Previous debates are moments in the campaign cycle where candidates have gone after Joe Biden and not necessarily benefit it from it pointing specifically to examples eric swallow and Kirsten Gillibrand who went after Biden and debates and they are not in the Democratic primary race any longer longer and as you mentioned the campaign is painting this as a low blow in a cheap shot. The candidate himself is trying not to engage in it simply saying that he he thought the Castro was wrong but as you mentioned by also acknowledging that he has some room for improvement when it comes to the debating he didn't exactly say which areas but that that he does know that he needs to do better going forward now. Castro was not the only one to raise concerns about Biden and you also heard cory booker who waited until he was off the debate date stage and in an interview with C. N. so that there are some concerns from people that Biden won't be able to cross the finish line without fumbling a booker tried to walk that back a little bit this morning on our air but what's interesting here is that you now have three Democratic primary contenders openly questioning concern certain expressing concerns about Biden's memory or Samina. Biden himself has said that people should think about his age when they're evaluating him for president even going as far to say if you have the problem with my age and what you're seeing then don't vote for me but the question right now is how much attacks like this are going to impact Biden standing in this democratic race as continues to be the front runner all right. Thank you very much covering the Biden campaign out front now Jonathan Martin political correspondent for the New York Times and Foreign Pennsylvania Governor Ed Rendell who support Joe Biden so governor you know Biden says look better night last night than I had before but then he comes out and says I think I could have done better. Do you agree this is height of idiocy. If you're a baseball player and you had three home runs in your first three at at-bats but in the ninth inning you strike out he say to people who compliment three home runs are could've done better. Sorry I struck out. Is that the accurate analogy that you're trying to make that he was hitting home runs absolutely wasn't Chris Chris Cillizza of CNN said that in fact Biden was the winner that obey Dan handballs who is a political analyst for forty years said by one that debate outright won the debate so I think Joe Biden did just fine and if if he said he wants to do better we politicians always want to do better. We always say if we get sixty one percent of the vote we think we should be getting sixty four percent of the vote and and let me say one other thing about your report. You didn't report that Hulan Castro was the one who had the faulty memory. The tape showed that Joe Biden had member remembered Umbria correctly and Julio Castro had either the fully memory or he was lineup so so you gave a very weighty side there Jonathan go ahead the governor is an impassioned advocate for Vice President Biden look. I think his comments today are classic. Biden knitted not unlike an athlete who sort of talks and those kind of cliches about doing better China's sort of prove one for the team look the challenge that Vice President Biden has is that he is the front runner and he is going to face more scrutiny because of that and every time he's up there on a debate stage. He's GonNa get incoming from some of his rivals and I think last night he handled it better that he had in the first two debates but his challenges. He's got a bunch more of these debates. The fields probably getting smaller than it is getting bigger so he's going to even more scrutiny because there's going to be more time for him on the stage in air on the question is can he sustain this campaign four to five more times going into Iowa when that's okay. Hey No. I'm just saying that's the question here that that as you both know Houlihan Castro raise it in the way that was widely casted last night however others are raising right Tim Ryan raise it and now you have Senator Cory Booker are mentioned what he had to say and his interview with me and Dana Bash last night but let me just play the operative part about what the senator said. There's a lot of people who are concerned about Joe Biden's ability to carry the ball all the way across the line without fumbling and I think that Castro Astro has some really legitimate concerns about can he be someone in a long grueling campaign that can get the ball over the line and he has every right to call all that out and governor. These are the sorts of comments that several of the candidates are now openly saying because Joe Biden's Ed Napoles. If Joe Biden was running fourth nobody would mention his age. Nobody would mention whether he get through it. Look the bottom line is Johnson's right. The front runner is it's always attack but Joe Biden did better handling those attacks in the third debate than he did. In the second or first number one and number two the two other serious contenders allude Senator Warren and Senator Sanders are not exactly millennials Senator Warren Seventy and Senator Sanders is older than Senator Senator Biden. So what the heck are we talking about you know there is there go ahead Jonathan. What the heck are we talking about what we're talking about? Somebody who to be fair governor at times does not appear to be as rhetorically capable Alaska has been in years past five has always had it does Su thirty eight problem and the American the navy accepted it right but Jonah referring to gas are you in nineteen eighty eight. He had a problem right and people know it and his calf problem well. Here's the question how old how old is is the nicer porter. NBC's Gerald Hawke who said he was in the wrong wrong state and then tweet it out. I guess I'm GonNa make one hundred of these slip ups before the campaign is over. Everybody makes gaffes. Biden is the front runner so his remote more noticeable. Go ahead yeah. I was GonNa say I think the reason why a lot of these candidates like Cory Bulker are staying staying in the race are are going to give it a shot through Iowa is because they're bat is that at some point Biden is not seen as the safe pick anymore you're but he becomes seen as the riskier pick and that's what booker is getting at in that sound bite that you played trying to sow doubts about Biden's capacity to go oof through the primary and the general process and that's why you cut the sprawling field with a lot of moderates who are kind of hanging out sort of living off the land here the best yes they can and waiting for the moment when Biden Fades now the governor's going to say Biden is not GonNa Fade and the fact is that it's it's past Labor Day now and he's still hanging in there but again the question is Aaron. We'll be accumulation of these missteps ultimately hurt him before Iowa and that will that and that and I think we can all agree that is other people on that stage are betting on and hoping will happen governor whether you say it will or won't fair but added Jonathan himself said he's getting better at handling these attacks look Joe Biden said on Kobe Kobe asked him senator. Can you answer any question in sixty seconds. Joe Smiled broke into a smile and said no to debate form alarm isn't a good forum for Joe Biden but you hear him give a speech like he did after El Paso and he mesmerizes the cloud and he can stand on his feet for an hour and give a passionate emotional speech that inspires people. There's nothing wrong with Joe Biden anymore than there is anything wrong with the forty five year olds running all right. Thank you both very much next Democrats growing frustrated with Benoa work speaking of those about forty-five year olds did he give trump on the republican a new line of attack play and breaking news another storm gaining strength and heading straight for the Bahamas and the area leveled by hurricane during the cases. "He's a pretty thorough authoritative, definitive investigation. It just didn't come up with a conclusion that some people wanted. And so we certainly haven't talked about anybody who wants to go get single digits in the in the presidential race. We have enough Democrats who've seen mired in single digits at margin of error, it looks like. Allies down houses disaster. Couple of Republicans Hughes guests. And I hope that beyond the cover soundbites. We pay attention to what they've said as to why they objected there, Jack to speaker Pelosi in the way she runs the house, and he really many do the president. Right. White house. This in we have already weighed in before the president will sign it, if it gets to his desk as we understand what it says is if it's as what we understand it will contain Pete, but I think those couple of members Mr. massing, Mr. voi- have come out and said, we think we need to nineteen billion dollars taxpayer money to have a vote, and Nancy Pelosi does a lot of people Washington do, which is make sure that people who work in Washington for the people aren't here, often enough. They certainly don't work as hard as the people they represent. It's clear their entire point. I will say that I need to go beyond a soundbite their entire point. Those if it's bad important, schedule vote, why you specially voice food after people excluded outta town, so. They just wanted to go to vote. I against a fast as by anybody for people that very clear, many times, where where people just P Beth heated for whom they all work. See that not here doing voice vote with spending billion dollars. But most importantly, my boss, our president has already said he's ready to prove that disaster relief. I think that's the key here. Please don't. Says. Wants to do. Despite contrary to. Out of the contract, that it doesn't worry me. Since you have sanctions on him until he does. So both Detroit at the same time, which is your question has to make sense and it has to be accurate 'cause I know I know how love the facts you are. Dictatorship value over here that these eight eight with the screaming headlines that was visited the stories over the weekend, and they legitimate. They're not legitimate. Now, there's nothing takes the words over quotes dictators, it's that he has had two meetings with Kim, and we'll continue to work arduously toward denuclearization to Korean peninsula, which benefits all excuse me with all of us and, and if that doesn't happen sanctions remain in place, and we move forward, but it's in the interest of North Korea. And everyone else thankfully, to have the Korean peninsula denuclearizing interest in Ruth Korea to, to eventually go the way of economic development for its own people, the peasants move. But none of that happens less. Kim makes significant moves to denuclearize. That's nothing has changed. The sanctions are still in effect detainees came home. Just overnight. I guess, for the last couple of days out. Our government has identified additional remains rainfall in front, the Korean war that happens in less Donald Trump away, Penser, sitting in there it didn't happen when other people were sitting there. The. And for you too. Your news. Pardon? Us I didn't dispute anything except your that. You put you put screeching headlines in the form of a question, and it doesn't make it any more legitimate, or any more useful to the public as to the education of public. I'm telling you what's happening in North Korea. This president believes that he can still continue to talk to Kim Jong Hoon about the nuclear is in the North Korea, the Korean peninsula, but at the same time sanctions remain and may I remind everybody as politely as I can. It was the previous president rock Obama who told this president as president elect that North Korea would be as most difficult and vexing problems. There's a reason for that, because the fighting didn't do enough to make it not. So so we inherited the mess on many fronts. I know a few of you have written about Joe Biden in the crime Bill. Maybe you're right about Joe Biden and two thousand six twelve years after that, saying, no, amnesty bottler, an English God, learn English sounds like a good idea. And. And then, of course, the political story from Friday said, he also contributed to the opioid crisis. We have in and how all dashes it is that he would go into the agency. I can help solve the crisis when his war on drugs strategy is the chairman of judiciary committee, every writing the drug legislation in this country has brought us to the point where we are they did absolutely nothing. Read the failure on sentinel failure in the Washington Post. So when you when you later on say why she talked about Joe Biden because you brought up North Korea or somebody else brought up something else. And we inherited a mess from the last industry, which was a major part. Alabama law. Scott says he shouldn't run for office, and he's not going to win. He's talking about electability when your favorite topics, which, of course, we blew out of the water in two thousand sixteen and he the president is waiting in on a Senate race. I'm not going to do that. He's just making the point that the next time there's an election will be for six years, redes- treat, and that he, he believes someone else should run someone else's running. Played a comment on the point. We didn't you found to have violated. I haven't been found to that. That's an outside number. You have to get your facts Razi 'cause you often do respectfully, and I know I'm not somebody in the White House to talks to you, frequently and others. Do so high. It's been a while. Zeke the fact is I haven't been found violation hack that based on the twenty twenty lection. He thought outside groups who have political agendas. Trying to file actions against it doesn't make it real as it doesn't even make it relevant. So I, I wasn't talking about the twenty twenty action. I'm going to talk about people's records because I have the right to. And if you were going to ask me about issues, I can hold forth, all day long as I think, you know, by now on different people's records on that issues. Joe Biden was in this building for eight years, every day, walk in that building the all the things that didn't get done or guys done poorly. I work in the drug crisis every day, what exactly were they doing except worsening accepting Oregon, the nine hundred ninety four crime Bill best legitimate thing to talk about. It is part of his public record the fact that he told Chris Matthews into a two thousand six interview. No amnesty. No amnesty. They gotta learn English. They got stimulate. He said that. And Chris Matthews clearly asked then Senator Senator Biden. Yes, he had already failed for president once Senator Biden, they hit us him. Well, what about punishing employers? What about punishing? Do you think.

"But after not moving on department of homeland security for eleven and two thirds of a year. The majority party entered into that Bill a piece of legislation. They knew would not pass the United States Senate Democrats would not before journalists. Greg. And you knew they wouldn't be for. And you knew you couldn't get sixty votes. And not we're saying that you passed a piece of legislation that directly resulted in the shutdown of government. I say that those are the facts. As a matter of fact, we thought the president of the United States agreed with that Bill, but somehow in the some nine hundred feet of their to here, he changed his mind. Maybe talked to Anne Coulter, Sean Hannity, I don't know who the operative advisor was. But he changed his mind. As a result, we had the longest shutdown in history. CBO says it cost at least eleven billion dollars. The. Economic advisor at the White House. So there was costing at least three tenths of a point. Jimmy one tenth of a point a week. This resolution says shutdown is stupid. You don't agree with that? And I'm sure some of you don't agree with it. Because I've been in this Jaber when you voted to keep the government shutdown. Like me saying that. Your speaker ask you to open up the government and one hundred forty four debut, your speaker, Mr. bainer, not a democrat said, look, this is stupid when you open up the government one hundred and forty four of you voted. No now it pass because all of us voted with eighty seven Republicans, including your present leader who voted. Yes. Dubroca government. This resolution is so simple. Shutdown is stupid. That's all. And we'll see how you boat. I'm gonna say something about some people who think it's stupid. Thank by friend from Virginia Weixin. For her leadership on this issue. She represents a district as I do where there are many hardworking, federal employees who were negatively affected argument here about whether we ought to give people a two point six percent. Raise of cola. Just keep them. Even with the economy. We to give them nothing zero zip not a cost of living. No pay at all. This is of C span radio programming from Wednesday. See, my friend. Minority leader on the floor. He said not paying eight hundred thousand people was unacceptable. I agree with him. I thought that was I think it's unacceptable asking people to work. Not pay them is not a moral thing to do. This resolutions. I said a simple it's one I believe nearly every member of this house auto support unless you support shutting down the government the United States of America. It says shutdown should never be a strategy in negotiations over funding period. Full stop we just in endured thirty five days of a dangerous and unnecessary partial government shutdown that goes eight hundred thousand American workers to be denied their paychecks. And at the CBO says as I just said eleven billion dollars was the cost. Those are the direct costs. Resolution Mesa clear that such a use of shutdowns or the threat of shutdowns or not to be tolerated in our political system. Now, this resolution says that but I'm gonna. Some other people are gonna say that as well. No other country has this phenomenon. I can't find another country that shuts down. Straight you shut the government down the government false. So you have to form a new government. There's no reason why Americans should have to live under the threat of being taken hostage yet again by the next time. There is an unresolved debate over an issue, whatever the issue might be even many Republican leaders agree that using shutdown is wrong. I think most leaders a matter of fact, not everyone. Senate Republican leader Mitch McConnell berry definitively called shutdowns, quote, a failed policy close quote and Senator Susan Collins rightfully said just a few days ago that quote shutdowns represent the ultimate failure to govern. And should never be used as a weapon. Let me repeat it and never should be used as a weapon to achieve an outcome. House majority leader Steny Hoyer now my colleagues. I'm sure all of you know, Lamar Alexander. The former governor of Tennessee. Former secretary of education. I remember the United States Senate and. Someone who was prominently mentioned regularly mentioned is again impropriety in the United States on the Republican ticket. Here's what he said. It is always wrong. Always wrong. For either side to use shutting down the government as a bargaining chip in budget negotiations. Now here this my colleagues. Senator alexander. It should be as off limits as chemical weapons are in warfare. Could Senator Alexander have said it any more powerfully that shutdowns are not an option. That's all this resolution says. Sadly, I think a lot of vote. No. I suppose on the theory that you know, if we don't get away shutting down the government is our option. That's certainly what you told Mr. banner. And then leader McCarthy. This resolution says let's not allow that to happen. Again. We now have three weeks to avert the next shutdown. And I'm hopeful that the appropriations committee will present us with a bipartisan agreement and how best to invest in border security. We all need to do our job. I call on my colleagues to join us on this resolution to make it clear to our federal employees to our contractors to the American people. And yes. To the rest of the world. We don't believe shutting down the government of the United States of America is an option in negotiations. For this resolution. You know that shutting down government is not. A positive result of our failures. And I yield back the balance of my time. Reserve balance the gentlemen, from Missouri reserves, the balance of his time, the gentleman from North Carolina's recognize Mr Speaker, I inquired as to how much time we have remaining. The gentleman for North Carolina has fifteen and a half minutes. The gentleman from zuri has eight minutes. Mr speaker. The the comments that we just heard from the well for the majority leader failed to mention one critical point about this resolution. This resolution doesn't do anything to stop a future shutdown is designed in its purpose to give cover to a number on the other side of the aisle who voted in this very chamber to not fund those who were deemed essential pay at a critical time, Republican, Mark meadows. Indeed, a very sponsor of this resolution voted against giving pay to those men and women who continue to show up to vote. And now somehow we're gonna vote on a resolution making all okay. Let's if we're going to have history, let's make sure it's accurate yield two minutes to the gentleman from Ohio the gentleman from Ohio is recognized for two minutes. What stupid is not secure the border Republican Jim Jordan cut to the chase? If Democrats would support now what they supported then they're never would have been a shutdown ten years ago. All kinds of senators Senator Biden Feinstein Schumer, Obama Clinton all supported money for a barrier on the border. Senator Obama said this we simply cannot allow people to pour the United States undetected undocumented on check Americans are right to demand better border security, better enforcement of our immigration laws. Secretary Clinton said this I go to numerous times as a Senator to spend money to build a barrier to try to prevent illegal immigrants from coming in. Oh, how times have changed? Where's the Democrats today? What's the position of the left today? Congressman Blumenauer abolished ice candidate Clinton. We need a borderless hemisphere. The speaker of the United States house of representatives said walls are immoral. And the person they selected to give the state of the union response. Gubernatorial candidate in Georgia. Said she's okay with noncitizens voting. Oh, how times have changed? All we're asking for is do what you said before be what d for what you were for before. Let's build the border security, but let let's focus on one one simple thing here. One simple thing. Let's do what's best for the country. Everyone knows a sovereign nation should control its borders. Everyone knows it border security wall will help with this caravan phenomena. We've watched over the last several months, let's build the border security wall. If we can agree on that Democrats were all for just a couple of years ago. There never would have been shut shutdown and we'd be serving the American people was that. I yield back. I reserve the gentleman from North Carolina reserves the gentlemen from Missouri is recognize. Mr Speaker at this time at like to yield two minutes to the gentleman from Virginia. Mr. Connelly, the gentleman from Virginia is recognized for two minutes. Thank you, Mr Speaker. And I think my good friend, Mr. clay of Missouri, and a distinguished member of our committee. I hope the American people are listening to what is being said here on the floor because they're actually getting an honest flavor. Of where my friends some of my friends on the other side of the Al actually are. Everybody. Let's Jordan says agrees we need a wall a barrier in the border, actually, not everybody does actually most polls show most Americans don't support that. And that numbers increasing the opposition. Federal workers make more than their private sector counterparts, despite the fact that. The official study shows that thirty one percent behind their private sector counterparts, and there are differences because of the differences in the nature of the work. What you're also hearing besides Darwinian survival of the fittest rhetoric marie-antoinette, let them eat cake kind of rhetoric coming out of this administration and some members of this body. Which I think. Reflects poorly. On an understanding about where the average American including the average, federal employees actually is. And what their needs really are. And they don't demand much, but respect is something they do demand. And is something we offer them. And that's why this resolution in front of us. So important is it that hard to come together? Yeah. It's not binding, but it's aspirated. Channel. And even that apparently, some of my friends on the other side of the alpine difficult to swallow a commitment, not to shut down government for any reason. Let's not hold federal employees and the American public. They serve hostage ever again. We'll deal with our policy disputes separately. But we won't we won't engage in shutting down the federal government because it's disastrous is reckless is dysfunctional. And it's a disservice to the people who sent us here. And it's that simple. Never again. Shut down government. I you back. Continued to reserve the gentlemen, gentlemen from zuri reserves. The gentleman from North Carolina is recognized. Thank you, Mr Speaker. I recognize the gentleman from Texas, Mr. ROY for two minutes. Live coverage from the house floor taking my friends. Mr Speaker, Mr Speaker speaker? You know, it's hard to respond to it's harder responded. My constituents at home who are witnessing the theater of the absurd. It's harder Sfantu Laurie. Vargas a mother in San Antonio who lost her son Jared last summer to somebody who was here illegally. Who was captured released capture released stop by law enforcement, and then murdered her son. It is extremely hard to respond to our members of the border patrol who go down to the Reverend the Rio Grande Laredo her down there with no cell signal. Have no radio can't see the river through the Cain. They're down there by themselves. They know the cartels have operational control the border. They know their lives are threatened if they speak out about the cartels. They know that there are terrorists who are leading. Cartel organizations across the border in Laredo. And we're doing nothing to give them what they need to defend the United States of America. I can't go home to the people in Texas twenty one and explain to them why we're here for two days having show votes. And then leave on a Wednesday. Explain that explain to the people while we're gonna leave this afternoon at one o'clock, not securing the border. It makes absolutely no sense to the American people when they watch what happens in this body, and they wonder how the people's house. Leaves them with unsecure border and nothing more than show votes. Like, we're going to have today for political theater. Are you back to gentlemen, from North Carolina is recognized? Gentleman prepared to close. I've got two more speaker one more, okay? I'm gonna recognize our reserve the gentleman from North Carolina reserves. The gentleman from Missouri is recognized misspeaking this time. I'd like to yield three minutes to the gentlewoman from Texas. Ms Jackson, Lee, the gentlewoman from Texas is recognized for three minutes. I thank the speaker. I thank the managers of the Bill. Both of them the gentlemen from zuri in the gentleman from North Carolina. I thank miss western. And it's the con- link for capturing the essence of what this legislation is all about it is not contentious. We don't intend to divide this house. We intend to unify this house. But I think as we speak to our colleagues in the American people it is clear that the opening sentence says that this body. Believes that shutdowns are detrimental to the nation. That is a word that I think all of us can join on. And if we look at the desperation of our federal workers, eight hundred thousand two hundred and seventy thousand in Texas. Four thousand in my district. You see the opening line? My landlord is calling and I must pay and the follow up is I have no money. And so all that we're saying today is to affirm our constituents of their value from coastguards to FBI the customs and border protection. Transportation security, far service fighters and coastguard are on the front lines to my good friend from Texas. I can't count the times I've been to the border and seen barriers and fencing. But what I do know is yes, Sheila jackson-lee has voted over and over for border security here years ago and made the first crunch of dollars that dealt with increasing border patrol when they were barely in existence providing laptops and providing. The kind of vehicles that they needed and work with land owners who didn't want any kind of fence stone or otherwise. But to be able to give them the support. Now, we need smart border security technology with drones better infrastructure, more ports of entry. But today, we hope that will happen because it will happen because appropriators are sitting down. But can we reflect this shutdown was in the midst of Christmas when we had bills that Republicans and Democrats had signed onto came from the Senate, we could vote this is saying that whatever policy differences, are you never hold a federal worker a person who is serving his nation hostage. You never make them desperate. You never make them have to call a congressional office. I'm about to be a victim as my constituent did. And we had to say them you never let them lose. The house. We never let them to bring their children out of school as some had to do you? Never let them do as they're doing in my district right now going to get groceries, and you never let them hear the words go to a Bank. I don't know why they just can't walk into a Bank or someone else say, it's okay, they're doing it for their nation. That's what this is about. It is simply allowing us does Halley. Reserve is from the Middle East Edith Bander. Expired belongings because she doesn't have a job because she is a federal worker, and she's been furloughed..

"A resolution that states the following shutdowns are detrimental to the nation and should not occur while it was a symbolic vote. The measure did force both parties to debate the topic. Freshman Representative Jennifer Weston democrat from northern Virginia was the primary sponsor I rise in support of house residence. Resolution seventy nine which is my resolution expressing the sense of the house of representatives that government shutdowns are detrimental to the nation. Mr Speaker between December twenty second and just in January twenty fifth over eight hundred thousand federal workers went without pay because of the Trump shutdown saying shutdowns harm the American people and the economy should not be controversial. These facts are not up for debate. Or at least they shouldn't be but yesterday members of the freedom caucus, basically tried to shut down the house of representatives because they objected to a sentence in the resolution that said the president shut down the government to achieve legislative end. Now, he did we all saw him say it on on television. And we've seen it many many times since then, but I'm a brand new legislator. And I am all about getting the yes and finding consensus. So the offending clause has been removed from this resolution and should not be a problem anymore. Now for thirty five days are workers were forced to go without a paycheck. That's two pay periods. That workers had to make difficult financial decisions for themselves and for their families essential services were halted national parks were shuttered and our national security was compromised during this time. TSA screeners and air. Traffic controllers were forced to work without pay. FBI offices had to delay indictments against violent criminals. The estimated that the effect of the Trump shut down to be eleven billion dollars with over a quarter of that amount. Permanently. Lost the shutdown. Also impacted our federal federal government's ability to recruit and retain career public service servants with many federal workers reconsidering their career choices after this shutdown. Irreparably harm them on December twentieth. The president announced that he would refuse to sign legislation that had been unanimously passed by the Senate just the day before due to his insistence that congress provide funding to build a wall along the southern border. Now, this was not a priority before before Democrats took over the house of representatives. But all of a sudden, it was a crisis, and this resulted in the longest government shutdown in American history. Mr Speaker, my resolution highlights this is substantial burdens that were placed on the American people from the time from the from the from the president of the United States attempting to use a government shutdown to get a policy win. But nobody wins when the government shuts down democratic Representative Jennifer waxed in from Virginia responding to this resolution, Ohio Republican congressman, Jim Jordan. What stupid is not securing the border. Let's just cut to the chase. If Democrats would support. Now what they supported then they're never would have been shut down ten years ago. All kinds of senators Senator Biden Feinstein Schumer, Obama Clinton all supported money for a barrier on the border. Senator Obama said this we simply cannot allow people to pour in the United States undetected undocumented on check Americans are right to demand better border security, better enforcement of our immigration laws. All we're asking for is do what you said before be what before what you were for before. There never would have been a shutdown, and we'd be serving the American people was that you'll back from the house floor earlier today. Ohio congressman Jim Jordan Republican live coverage on C span. This democratic backed resolution condemning government shutdown failed on the house floor falling short of the two-thirds majority needed to pass the final vote was to forty nine. Nine to one sixty three it did garner support from all the Democrats and Twenty-one Republicans who crossed the aisle also from the House Democrats leading an effort to give a pay raise for civilian, federal employees. A two point six percent pay raise matches the raise given to the military last year and would override a pay freeze imposed by the president the measure passed by a vote of two fifty nine to one sixty one democratic congressman Gerry Connolly of northern Virginia saying that the sacrifices and dedication to federal workers often goes unappreciated. His district includes more than fifty five thousand federal workers and Maryland congressman Elijah Cummings defended the need to raise federal salary salaries. The men and women of our civil service deserve the same increase in pay because they have endured so much during the last several years they were subjected MRs speaker to repeat it and unrelenting attacks on their pay. And on the benefits. They've suffered through pay freezes. Hiring freezes higher pension costs and furloughs due to sequential sequestration and government shutdowns twenty eleven federal workers have contributed nearly two hundred billion dollars. To help reduce our country's deficit, and it's a fun other government programs. These hardworking dedicated federal workers. Clued the eight hundred thousand employees who were furloughed or force to work without pay for thirty five days during the longest shutdown inaugurate nation's history, the men and women of our civil service will were held hostage to political dispute over funding for a border wall that the president had that over and over again would be paid for by Mexico. There's something wrong with this picture. These include the members of the coast guard. TSA screeners department of agriculture workers who helped farmers and ranchers FAA air, traffic controllers and safety inspectors FDA food inspectors the F B I EPA pollution inspectors border patrol agents and secret service agents. Given all the hardship federal employees experience, they deserve a modest increase to help make up for the years of freezes negligible increases and to help offset the cost of inflation. And again, the debate over that pay increase about two and a half percent that was democratic congressman Elijah Cummings of Nerlens Republicans trying to block the measure. Here's North Carolina. Republican congressman Mark meadows who heads up the conservative freedom caucus in. Indeed, this is an important subject. And I guess Mr Chairman, I guess my question here today is fundamentally if it's so important. Recognize I don't think.
