For Republicans, walker's loss was one of several involving Senate candidates who had been backed by former president Trump in a year where the GOP was positioned for a possible power shift in the Senate as well as the house. New this afternoon, former president Trump's attorney say they discovered at least two classified items in the days after an independent team had searched a West Palm Beach storage unit rented by the ex-president. Washington Post quotes sources as saying the lawyers immediately turned the material over to the FBI. Boxes of documents and other material from the Trump White House were shipped to Florida after his departure from Washington. Trump's lawyers were ordered by a federal judge back in May to certify they complied with a grand jury subpoena to turn over all classified material. It was another high profile case at the Supreme Court today. This time involving how congressional districts are drawn up. More V Harper is a North Carolina case that asks the high court to decide whether state lawmakers have unchecked powers to engage in extreme gerrymandering and affect the outcome of federal elections. CBS News legal contributor Jessica Levinson. North Carolina has voter registration where it's about evenly divided Democrats, Republicans and unaffiliated voters. But the Republican leaning state lawmakers drew district lines in which Republicans would win 70% of the congressional districts. The state court judges said, no, this is not right. This violates the state constitution, go back and redraw. This case would ask whether or not state court judges can say go back and redraw to protect our right to vote. During today's arguments, both liberal and conservative justice sounded skeptical over the idea that state courts should not have the power to strike down gerrymandered congressional districts. Legal experts say a broad ruling could threaten hundreds of election laws. Apple's vast cloud storage system will soon be fully encrypted protecting backups of photos, chat history and other sensitive user data, texts between Apple devices known as iMessages are already fully encrypted and can't be read by Apple or by police with a warrant. But according to multiple reports most iPhone and Mac users back up their messages and other data on iCloud and that leaves it accessible to the company to hackers and to police. I do wonder about, even though the Democrats were pretty secure in it, right? In terms of having the majority. Having an extra vote, you think about the implications. Does it make it easier in terms of policy moving forward? Does it mean the vice president doesn't always have to be there? Yes, yes and yes, it also makes it easier because Democrats no longer have to rely on senator Joe Manchin who was the star of the last two years, both for Democrats and Republicans because he just had so much power to stop legislation in its tracks. I find it so fascinating about that there's always one or two, right? That when it comes to any kind of legislation, it comes down to a couple of key folks. It feels like particularly in the Senate that wields so much power when it comes to the final decision making. All right, let's get to it as we mentioned, senator Raphael Warnock defeating Republican challenger Herschel Walker in their hotly contested runoff for George's U.S. Senate seat giving Democrats a 51 to 49 edge in the upper chamber. As you know, it was another close race between the two. Joe Joe Matthew is with us. He's on the ground in Georgia. He's hosted Bloomberg sound on at 5 p.m. on a Bloomberg radio. He joins us right now from our Atlanta bureau. Joe, good to have you with us. You said yesterday that we might not even know who won the race today, but in fact it was called last night. And this was a close one show. I think for anyone watching, I mean, we're talking like, you know, not even 51% for Raphael Warnock. What's the odds day two story here? Well, you know, that's why a lot of Republicans are angry today. Woke up angry this morning to say, look how close this was. If this was not a Donald Trump conversation, Donald Trump candidate if it wasn't a scandal laden candidate like we had in Herschel Walker. This could be a really different conversation today. You're talking about an incumbent here and to come that close with a troubled campaign. It says a lot about where things stand and we have to remind you that look, Georgia, it was looking pretty red a month ago. Every other statewide race was won by a Republican. This one came down to the wire, but he does deserve credit for getting this done. He has won this campaign now. This race you could say 5 times when you include the election, the runoffs, the primaries. Raphael Warnock has done quite a bit and went to great lengths to exploit the benefits of the ground game that Stacey Abrams built here, the infrastructure in Georgia and it played out last night, even in a squeaker. Hey, Joe. Okay, so let's talk about that squeaker because then we'll mostly the anger of people today. I've seen a lot of anger geared toward one Donald Trump who you mentioned, but also leadership in the Republican Party, ronna mcdaniel. Several lawmakers, in fact, tweeting, I saw one tweet from one lawmaker that said that it's time for new blood. I think that was Lee zeldin, who's, you know, not necessarily a lawmaker at this point, but lost his governorship. I was run for governor. Can you explain the reaction within the Republican Party and kind of what it says about this turning point where we are? It's sort of like the Trump party versus what the future of the Republican Party looks like. Well, yeah, we'll see. Look, there's a lot of talk about a turning point here that this is an inflection point for the party. You know that a lot of, for instance, leaders on Capitol Hill, particularly in the Senate more than the house have kind of rejected the Trump brand and have been looking to move beyond this. John thune, the senator, who's the Republican whip in the Senate, told us recently he's hoping for a spirited primary. They don't want to do this again for the next two years. But look, we said that after the access, Hollywood tapes, we said that after a lot of scandals, we said that after January 6th, and here you have the Republican former president running again, and I do wonder what that race is going to look like once it is a race. Once Joe Biden likely jumps in following the holidays here, we'll see how Donald Trump comports himself, but look, this is, this is not going to come easily if the Republican Party wants to excise Donald Trump. It's going to take some time. It does feel like though all of a sudden they're like, the GOP is like, Donald who? It's amazing. And you know if the races had gone differently in the midterms, right? It would be a different conversation, different narrative that we probably would be having right now. That's right. You remember Ken Griffin, three time loser, a month ago, and now I guess it's a four time loser. Look at the conviction yesterday in New York. And the number of legal actions, the number of cases pitted against Donald Trump right now. It's hard to tell how you can move forward with the presidential campaign in this climate, Mitch McConnell, just a couple of days ago, said he doesn't know how Donald Trump could take the oath of office, even if he were elected, having suggested a couple of days ago that portions of the constitution might want to be revoked, which is pretty remarkable for somebody who wants to be the commander in chief here. But it's early in the game. We have two years to figure this out. And Donald Trump may not be a contender in a year, on the other hand, he could surprise people and be a nominee again. It's just very difficult to tell who it is who would topple him. So yeah, let's go there because I am curious and I'm looking ahead. I mean, who is potentially the next leader of the GOP? Well, you hear Ron DeSantis more than anyone else, right? The Florida governor wants us to be talking about him right now. He's acting like he's a campaign for national office. But there are others, Glen youngkin and Virginia might be another example of someone who's found a way to kind of cut through the Trump stuff to use Trump to his benefit, but not actually embrace him and try to create a new brand of conservative politics, but this stuff doesn't happen overnight. Greg Abbott and Texas might be another one worth looking at. It's going to take some time to see who bubbles up to the top here. And I do wonder when the first debates are had, by the way, a lot closer than you might think. I mean, this summer we're going to be having a presidential debate. Be curious to see how crowded that field is and how many people he might scare away. I just think about it. This summer. Come on, I'm not ready for that, Joe, are you ready for that? So it doesn't matter beach. I can watch it. Hey, but you know, I think about the Democrats, right? Remember how full that stage was before it kind of worked its way out. Is that what we're anticipating potentially? I don't know if it's going to be that full. I mean, remember, it started with 17 candidates on the Republican side as well with Donald Trump's yelling across the stage at Rand Paul. You know, we've seen this movie. It's just a question of who's going to stand up and whether there's actually a field that clears. People are talking about it right now. They're flirting with it. Nikki Haley is another one. I would point you to. But no one has actually gone so far as to announce a campaign or get the groundwork for one. There are a lot of people writing books though. Take a look at who's publishing a book. Mike Pence is on his tour right now. If they're crafting a book about their career in politics, they're having a good look at it. This race is being very closely watched with incumbent democratic senator Raphael Warnock facing Republican Herschel Walker, joining me now to talk about all of this Bloomberg Washington correspondent Joe Matthew, host of sound on with Joe Matthew, he'll be in Georgia covering this key race. Joe Warnock has been trying to pitch a pretty big democratic tent down there. This race really is not about party. But it is about who has the character and the competence to represent these students and to represent all the people of Georgia. And meanwhile, Herschel Walker has a different style. He's fired. Get out of that office. And then we'll open up, no, no. What we need to do is tell him, don't let that door hit you in the bright side as you leave the people office. And let's start by talking about what the polls are showing, Joe, let's look at the two candidates could not be more different. And some of the latest polls that we've seen this past week show that there's the margin is getting smaller. Yeah, there hasn't really been a lot of research. It's interesting. You know, you ask about polls. We don't have a lot to pick from here. There was one from AARP over a week ago. Really? That found that found Raphael Warnock actually ahead by four or 5 points, but that was within the margin. And when you look deeper inside, he's Warnock is leading by double digits among young voters, 18 to 49. He's got a 24 percentage point lead over Herschel Walker. That is significant. The more the older voters are, the more they tend to lean towards Herschel Walker. Independence are also breaking by just about inside the margin again, four or 5 points breaking for senator Warnock once again. We got another one just a couple of days ago. These aren't often the normal polling agencies we hear from. This is Frederick polls compete digital and am political. They have both candidates deadlocked and actual toss up at 50% each. Now let's look at some of these numbers. And let's try to break it down a little bit. And let me give you a bit of a story here, just some anecdotal. George's Republican lieutenant governor Geoff Duncan told CNN that he cast his ballot. He voted early. He didn't vote for walker. He didn't vote for Warnock. I find this so hard to believe it called this the most disappointing ballot. Oh, you don't buy it. So you got out of bed that morning waited in line for an hour without knowing who you're voting for as the lieutenant governor. He had to write in. Brian Kemp, his boss, is all in for Herschel Walker. He's dedicated his entire ground game. He's stumping for him sharing a stage with him and raising money for him. Okay, that may not done that in the midterm election cycle. He decided to do this for the runoff just to thumb his nose a bit at Donald Trump is what is how we see that. But his lieutenant governor has no idea who to vote for. Maybe you should wait a minute to go vote. Will he, my point, my question about this pardon me is the divisiveness that you've seen now in the division even within the GOP itself. Yeah, absolutely. Well, I'm not sure how much division there is at this point. Following the midterms, Republicans have decided they need this. There's a reason it's not just because it's fun to have one extra seat. If Rafael Warnock keeps his job, they'll be able to have a majority on committees. If Republicans get this seat, Herschel Walker wins, they keep Democrats from doing that. So there is actually a matter of business at hand here. It's not just having that extra layer of protection. It'll dictate the way these committees are made up. Republicans are all in on that, whether it's Lindsey Graham, Tom cotton, Rick Scott. They've all gone down there. Donald Trump, of course, picked this candidate. Now Brian Kemp is working overtime to get him elected. Things have gelled pretty well for Herschel Walker inside the Republican Party. One of the things I like to watch was especially when it comes to a runoff is how the early voting is turning out. Is that going to make a difference here, the turnout for early voting? That's the big question we're walking into next week with because they have set a record for early voting here. We understand based on history that that tends to benefit the Democrat. So Rafael Warnock is feeling pretty good about those numbers. A 181,000 people voted early last weekend and we've seen these numbers tick up over the course of the week since. Let's talk about the money. There's been a lot of money poured into this race. Record breaking numbers. Does that make a difference? The more the more you spend, the more likely you are to win. It doesn't seem to be, right? You've got these guys within a percentage point, despite all the scandals, the abortion stories, the endless talk of vampires and werewolves, it's been a crazy campaign. And they are essentially tied. So it's hard to make the case for money, although I will say this if you back up a little bit to the midterm cycle before this turned into a runoff. Mitch McConnell was the one spending money on Herschel Walker, not Donald Trump, and if he hadn't done that, it might not have gone as well as it did for Herschel to begin with. He might not have actually gotten into the runoff So money does have its time. The question is, how much Brian Kemp's money might make a difference now? Okay, so what are you watching for as you get ready to pack your bags and head down to Georgia? Well, you know, look, we're watching turnout to your point. A lot of the things that we've discussed as well, Barack Obama showing up has its own factor that's difficult to quantify. He certainly helped Raphael Warnock during the general. "Amy. Thank you, John. This race is being very closely watched with incumbent democratic senator Raphael Warnock facing Republican Herschel Walker. Joining me now to talk about all of this Bloomberg Washington correspondent Joe Matthew host of sound on with Joe Matthew, he'll be in Georgia covering this key race. Joe Warnock has been trying to pitch a pretty big democratic tent down there. This race really is not about party. But it is about who has the character and the competence to represent these students and to represent all the people of Georgia. And meanwhile, Herschel Walker has a different style. We need to tell him he's fired. Get out of that office. And then why we don't know what we need to do is tell him don't let that door hit you in the bright side as you leave the people office. And let's start by talking about what the polls are showing, Joe, let's look at the two candidates could not be more different. And some of the latest polls that we've seen this past week show that there's the margin is getting smaller. Yeah, there hasn't really been a lot of research. It's interesting, you know, you ask about polls. We don't have a lot to pick from here. There was one from AARP over a week ago. Really? That found that found Raphael Warnock actually ahead by four or 5 points, but that was within the margin. And when you look deeper inside, he's Warnock is leading by double digits among young voters, 18 to 49. He's got a 24 percentage point lead over Herschel Walker. That is significant. The more the older voters are, the more they tend to lean towards Herschel Walker. Independence are also breaking by just about inside the margin again, four or 5 points breaking for senator Warnock once again. We got another one just a couple of days ago. These aren't often the normal polling agencies we hear from. This is Frederick polls compete digital and am political. They have both candidates deadlocked and actual toss up at 50% each. Now let's look at some of these numbers. And let's try to break it down a little bit. And let me give you a bit of a story here, just some anecdotal. George's Republican lieutenant governor Geoff Duncan told CNN that he cast his ballot. He voted early. He didn't vote for walker. He didn't vote for Warnock. I find this so hard to believe it called this the most disappointing ballot. Oh, you don't buy it. So you got out of bed that morning waited in line for an hour without knowing who you're voting for as the lieutenant governor. He had to write in. Brian Kemp, his boss, is all in for Herschel Walker. He's dedicated his entire ground game. He's stumping for him sharing a stage with him and raising money for him. Okay, having not done that in the midterm election cycle. He decided to do this for the runoff just to thumb his nose a bit at Donald Trump is what is how we see that, but his lieutenant governor has no idea who to vote for. Maybe you should wait a minute to go vote. Well, he, my point, my question about this pardon me is the divisiveness that you've seen now in the division even within the GOP itself. Yeah, absolutely. Well, I'm not sure how much division there is at this point. Following the midterms Republicans have decided they need this. There's a reason it's not just because it's fun to have one extra seat. If Rafael Warnock keeps his job, they'll be able to have a majority on committees. If Republicans get this seat, Herschel Walker wins, they keep Democrats from doing that. So there is actually a matter of business at hand here. It's not just having that extra layer of protection. It'll dictate the way these committees are made up. Republicans are all in on that, whether it's Lindsey Graham, Tom cotton, Rick Scott. They've all gone down there. Donald Trump, of course, picked this candidate and now Brian Kemp is working overtime to get him elected. Things have gelled pretty well for Herschel Walker inside the Republican Party. One of the things I like to watch was especially when it comes to a runoff is how the early voting is turning out. Is that going to make a difference here the turnout for early voting? That's the big question we're walking into next week with because they have set a record for early voting here. We understand based on history that that tends to benefit the Democrat, so Rafael Warnock is feeling pretty good about those numbers. Over a 181,000 people voted early last weekend and we've seen these numbers tick up over the course of the week since. Let's talk about the money. There's been a lot of money poured into this race, record breaking numbers. Does that make a difference? The more the more you spend, the more likely you are to win. It doesn't seem to be, right? You've got these guys within a percentage point, despite all the scandals, the abortion stories, the endless talk of vampires and werewolves, it's been a crazy campaign. And they are essentially tied. So it's hard to make the case for money, although I will say this if you back up a little bit to the midterm cycle before this turned into a runoff. Mitch McConnell was the one spending money on Herschel Walker, not Donald Trump, and if he hadn't done that, it might not have gone as well as it did for Herschel to begin with. He might not have actually gotten into the runoff. So money does have its time. The question is, how much Brian Kemp's money might make a difference now? Okay, so what are you watching for as you get ready to pack your bags and head down to Georgia? Well, you know, look, we're watching turnout to your point. A lot of the things that we've discussed as well, Barack Obama showing up has its own factor that's difficult to quantify. He certainly helped Raphael Warnock during the general. "Lives in the meantime You've got support in the house Do you have support in the Senate We do I know it's a priority for senator Schumer Senator Raphael Warnock from Georgia has introduced the same legislation that I've introduced in the House And so we have a path The path in the Senate is more difficult because they have rules that are I think rather antiquated where any member of the Senate basically stop anything at least for a time But that doesn't mean we can't get it done If the American people speak up people who are diabetic are Democrats or Republicans and independents and they need help no matter what their political ideology ideology is or even if they don't think about politics at all Congressman you have a unique view of the president's budget dropped this week being on both the budget and ways and means committees Do you support the tax hikes the president is proposing here to pay for this along with the tax proposed at least on unrealized gains that seems to keep coming back up It does and we're going to take a close look at the budget I'm going to go through as a member of the budget committee I generally support the priorities of the president I'm going to take a much closer look at all of the implications I do think the current tax code is unfair It's unfairly tilted in favor of people at the very top of the economy What plan we ultimately implement as a part of our deliberations will be informed by the president's proposal I need to take a deeper look at it But yes I generally support the notion that we need to put more of the burden on those people who have benefited so greatly and got a huge tax cut in 2017 and make sure they pay their fair share I think it was senator Joe Manchin who said how do you attack something you don't have With the idea of unrealized gains how do you make that work At that point we're talking about essentially taxing value or wealth as opposed to taxing income and that is more complicated That value you can go down after you pay taxes on it right Right But this is obviously a statement of values as they say Can this budget pass in whatever form in time for the next fiscal year I hope so I mean you know it's been years since we've been able to get a full year budget passed before October 1 Yeah We've been in the house We've been able to get our appropriations bills done We haven't seen that kind of action in the Senate We're going to do it again now We're going to start the process right now and get those bills done and starts with the budget committee Then it goes to the appropriations committee I'm hopeful that by midsummer we will have substantially passed in the House of full year funding budget The Senate is super story I want to ask you to weigh in on the other chamber How about the COVID funding Speaker Pelosi was pretty upset that they called it shameful about the number that she saw This started as a $22 billion request from The White House that is still nothing sir Yeah we need to pass this And there are aspects of it that we can all argue about but I don't think we can argue that we don't need this help In order for us to continue to push through and get through this pandemic we need to make sure that for example the proposals that the president laid forward for people to be able to get access to COVID remedies not just the vaccine but some of the proven COVID remedies at the point where they're testing positive That requires us to stand that up We need the testing material We need to make sure we have those remedies readily available I know a lot of folks want to just say the pandemic's over We have to accept the good news that it's getting a lot better That doesn't mean we stop everything And we need to finish the job And I support the president's effort to get that done Lastly congressman will the house make a statement on the war in Ukraine by coming to terms on a sanctions Bill I hope so I mean I have my own legislation that I've introduced with congressman Tom malinowski that would allow us to seize and sell the assets of some of these oligarchs and obviously that gets directly at Putin as well We do need to crush Putin in his this is like a mafia family that he's running Well it's like everyone agrees on this but how come Congress can't seem to get it together with an actual piece of legislation Well I mean the framers of our constitution intentionally made it difficult for us to get things done I hope we can overcome that I'm willing to compromise with my friends in the Senate We've been able to act in the house We
