It's 7 passed and a busy day yesterday on Capitol Hill as both the House and Senate held hearings following the holiday meltdown that led to nearly 17,000 canceled flights for Southwest Airlines, their executives were grilled by members of the Senate commerce and transportation committee. Now the Senate commerce and transportation committee is demanding answers from the Dallas based airline. We need to make sure that consumers are consulted, that their reimbursement fees are continually being held up. Southwest CEO bob Jordan wasn't at the hearing but operating chief Andrew watterson was, he apologized for the holiday disruption and said simply. We messed up. But he did attempt to explain saying the airline wasn't equipped to handle the weather conditions at some airports, essentially exposing a scheduling software problem, our high rates of cancellation and Denver and Chicago were 25% of our flight crews are based, cause our crews to be displaced. At this point, the disruption changed from a weather event to a crew event that was unique to us. It's an issue pilots say they've been bringing up for years. It's our pilots have been sounding the alarm about southwest's inadequate crew scheduling technology and outdated operational processes. Those warnings have been summarily ignored by Southwest leaders. Casey Murray's the president of the Southwest Airlines pilots association and told the committee, it's crucial for all Southwest labor employees to be at the table in fixing the problem. Really addressing our process failures and how that's going to be programmed into our IT, the frontline operators must be involved. A southwest says some software updates are being rolled out this weekend and insists teams are looking at how to solve the icing and winter equipment issues. Passenger advocacy groups told Congress though the solution goes beyond upgrades at Southwest. Some calling for a rule allowing displaced passengers, seats on other airlines. Also calling on Congress to take a closer look at the current state of air travel in the U.S.. Senator Ted Cruz took it a step further. Reauthorizing the federal aviation administration. Last week, Congress passed legislation that invests billions of dollars in American made technology, specifically those tiny microchips that power our computers and cars. But this bill is not just about the economy. It's also about national security. It's intended to give the United States a competitive edge over China. Senator Maria Cantwell is a Democrat from Washington state she's one of the architects of this bill known as the chips act and she joins us now Thank you so much, senator for coming on morning edition. Good morning, Osmo. So senator, this is a $280 billion bill, and I want you to get it specific with us. Here, where will we see some of this money go? Well, specifically, you'll see this money go to attract and incent the development of chip design in the United States. That's the key technology that we want to lead the world in. This is something we've fallen off of in the past. We used to be producing 31% of these chips in the United States and we fell down to 12, but not only do we want to get that number back up, we want to design the next generation of chips for new technologies. And when we talk about job growth then, I mean, are we talking about years out at this point to see some of these some of these benefits from this piece of legislation? Oh no, no, no, we're talking now. We're talking, we're in a we're in a horse race, if you will, we are in the information age, and people want to say, where are we going to develop the next best generation of chip technology? We want them to say in the United States of America. That's why we're passing this bill. It is literally a historic moment in the history of our race to lead in manufacturing. And in key sectors that are going to be dependent on these chips. So you'll see very soon, groundbreaking is in Ohio, Arizona, Texas, and other parts of the United States where we're going to be attracting that investment and getting those jobs here. I want to ask you about some of the criticism of this bill. We heard senator Bernie Sanders say that the bill gives blank checks to profitable microchip companies. What is your response to this sort of criticism? America's future isn't guaranteed, we have to earn it. And in an information age, one of the key things that you have to do is make the United States the basis for that technology, ecosystem. And since we've fallen off as a percentage of GDP, our investment in research and development, that research and development has gone overseas to other countries. And so we fallen behind. This represents an opportunity for 300,000 jobs in the United States that are going to be well paying jobs based on the technology of the future. But we have to invest in the R&D. United States used to be a 2% of our GDP in R&D and we've fallen down to point 6%. So it's time to up the investment. Senator, are there guarantees in this bill that microchip companies will use the money to add jobs? Here in the United States. And what's to prevent them from, you know, taking some of this money and put it into factories or a facilities abroad. Well, two things, there are guardrails in the bill that say that that has to happen. And we have a great secretary of commerce who also has the ability to then claw back these dollars given to companies if in fact those development goes overseas. So commerce secretary raimondo has been very clear that this has to be a U.S. investment. My understanding is that the chips act that you all pass last week is, in fact, a slimmed down package of what you had originally wanted. Are there going to be any efforts to revive some of the nuggets that did not make it into this final bill? Yeah, so I hope we'll still work in a bipartisan fashion, besides the investment in chips, this bill has a lot in workforce training because these are great jobs for the future. Stem to get the next generation of young people really thinking about these sectors of our economy. But we will come back to the table and look at other aspects of the foreign policy and security that weren't part of this legislation and hopefully get them in a revised conference report later in the fall. You know, senators just briefly, you mentioned bipartisanship of this bill certainly had a good number of Republicans and Democrats support it. Do you have the sense that some of the additional things you all would want to get through could get that level of bipartisan support? Yes, literally the bill came out of 7 different committees. And we just passed the biggest chunk of what that is. The future of America in high-tech. But we have to do the rest of it. And we have to keep working together to show people we can collaborate. She and 33 other Democrats have introduced the freedom to travel for healthcare act. It would bar states like Texas that are looking to criminalize women, traveling out of state to seek abortion care. Cantwell spoke on the issue last week. These laws take rights away from women that they have had for decades. But it's unlikely Kent wells proposal could clear unexpected Republican filibuster. Jeff pozole and northwest news radio. The plan to reduce spiking violent crime is already in action in Tacoma. It started with phase one last week, which involves making police highly visible in areas that data collected shows are known crime hotspots. Doctor Robert tiller from the University of Texas San Antonio was part of the team helping Tacoma police with his plan. He says the next phase is a place based strategy where they work to learn why certain areas are more susceptible to crime. Can we change this calculus? Can we make the victim or the target less attractive, less vulnerable? Can we impact the motivation of the offender potentially and or can we change the conditions to present more security or guardianship? Tillier says that part of the plan also involves the help of a large number of public agencies community groups and others. It's not just a small number of places but a small number of people involved in most of the violence of phase three involves trying to help them find a path away from crime so they don't end up in jail. Gun violence is treated as a public health emergency in Washington's largest county, Ryan Harris has more on that approach. King County public health made a presentation to a Seattle city council committee, which included the goal of interrupting violence now and a focus on a small group of younger people who numbers show are involved in most of the violence, concentrated in certain parts of the city and county. Public health salutary says providing services to families includes a strategic approach to looking at younger siblings who are often directly impacted by their elder siblings involvement in gun violence. And so we have a referral strategy to catch those young people and help support them so that perhaps we can prevent the next incident to violence. The difference is that approach has led by community organizations rather than law enforcement, as they implement the plan list says they want to hear from people in the community, including the voices of youth so they can learn from those most impacted by violence. Sudden, the heads of the top social media platforms are coming to Washington. What was the impetus behind the sudden invite? Well, it was a surprise when we first heard that the committee wanted to see is to testify it was kind of unlike what we saw in the house over the past year and a half where the antitrust subcommittee investigated these companies and went back and forth for a while this came together in less than a week. There was less than a week between when they. Were invited and when the committee threatened to subpoena them to come and it was clear that the committee wanted them to come before the election and so I think it's fair to have read into that. That lawmakers see these companies as playing a really really important role right now and want to sort of oversee that role. Let's talk about what this hearing is going to focus on section two thirty of the Nineteen ninety-six Communications Decency Act. We've talked about this act in the past, but can you just give us a refresher wise it on the line right now. Sure said, the topic of the hearing is section two thirty. That's the law that gives big online platforms and small ones actually as well. Immunity from lawsuits when users post content on their sites, it also gives them immunity when they take down content or when they moderate content, and that's been viewed as a really important law for these companies to be able to develop. And grow their user base without the threat of lawsuits. Around every corner that being said, it's also getting a lot of scrutiny these days both Democrats and Republicans are wondering whether given how powerful these tech companies have become. They still deserve such a broad legal immunity, and so that's going to be a big topic of discussion at this hearing is the fact that this is taking place right before the election important for this conversation. Yeah absolutely I mean first of all, there's going to be a debate about at this hearing about how serious each party is about wanting to reform section to thirty Democrats will surely point out that. Republicans are holding this hearing before the election and that looks like perhaps an effort to influence the way facebook and twitter deal with political content over the next week and and even. After the election as well So you'll have that kind of going on in the background it also really it's kind of amazing to see this happening just six days before. Around this election, they had a really bad experience with that four years ago, and you know despite their efforts to get things under control this time to be more aware of the potential pitfalls around misinformation around you know things that candidates might say or that users might post despite all those efforts here they are again kind of at the center of the conversation and it just shows how central they've become to our discourse. Okay. So let's break it down a little bit. What position do we expect Republicans to take in this hearing? Yes. So Republicans are very likely to bring up they view as a bias on social media by the. Social media platforms, they see that when twitter and facebook, for example, took action against the new. York. Post stories about the Biden family in recent weeks that they were doing that with a liberal bias they think that Silicon Valley operates that way, and so we're starting to hear a lot of those types of accusations. We also expect the CEO's to push back on that as they have in the past and say that you know what they're trying to strike a balance and they're not leaving up content or taking down content with regard to one political party or another, but rather with regard to these sort of nonpartisan policies that they've tried to develop. Now, these companies have actually taken a lot of very different steps ahead of the election. Is it fair to even put all of them in the same category or are they going to be speaking to them individually about the separate efforts that they've taken? Will you're right I mean once again to the details there definitely are differences between these companies certainly, they all generally have gotten more active since twenty six. More willing to kind of step in and put a thumb on the scale when they they think it's necessary.
