"Was put on the table back in September, a pay increase in all of one paid sick day. Let's assemble the panel. We've got a lot to cover with Rick Davis and Genie Chan xeno, Bloomberg politics contributors. We were talking about this, of course, yesterday Rick with senator John thune, his input on this, can you imagine a world in which both of these bills passes the Senate or does the first bill go, Nancy Pelosi takes credit for trying on the paid sick leave? Well, I do think we heard yesterday that there is a lot of interest in making sure that rail employees have appropriate sick leave. And this idea that they can't get any is a deal breaker to a deal. I think really inflamed both Republicans and Democrats. It wouldn't surprise me that this 7 day sick leave build a separate bill that was passed today could get some support within the Senate with both Republicans and Democrats. Enough to pass, though. Well, you need you need 51 on this one. I don't think you need 60. Assuming the bill to the floor. And I think that's a possibility. I mean, it's sort of a cautionary tale to corporations who stand hard on their ground when they are negotiating with unions. And then I was like, oh God, let's let Congress solve this problem. Whoops. And I realized a lot of this is unique or at least some of it unique to the rail industry, Jeannie, but is this the way to be conducting labor policy now? We're getting a pay raise from Congress? You know, it's not the way to be conducting policy, but you know how amazing would that be if they came out of this labor did with much more than they got going into it. You know, we shouldn't be making these decisions in Congress, but what a win for labor if they come out with this 7 days. I don't know that they will, but it would be quite a success story for them if they did. Let's go back to what we heard from senator Elizabeth Warren. I still like to see the parties come to an agreement. They're very close, the only thing that stands in the way is I understand it now, is about sick leave. And I think we should keep urging the parties in that direction. Is that pipe dream Rick at this point for lawmakers to be suggesting they go back to the table? Well, I think they're just sort of doing a shout out for the union negotiators who have been stiffed. So yeah, it'd be nice if negotiators saw the writing on the wall and said, well, let's split it and give you a three and a half days and call it a deal and tell Congress to go home, right? I mean, all of a sudden there may be some momentum behind that. But as we've heard entirely within the realm of possibility at this point, I mean, they see what's coming. If Rick Davis thinks this 7 days passes the Senate, why not go back to the table? Yeah, well, the problem is they've got to show progress in immediate term. Unfortunately, these negotiations have really long timetables to negotiate and get members to agree and you don't know if they're going to agree like this last time. So I can't imagine anybody's going to get in the way of this bulldozer going through Congress right now. I got to tell you, Jeannie, Marty Walsh, just never calls me like he used to. And I was a Boston boy. Where is the labor secretary? He hasn't been on TV. I haven't seen any op eds. Shouldn't he be dispatched to some bargaining table right now? Well, you know, I'm sure he's got you on his speed dial Joe. He's going to leave that right away. I think they are doing though, I would say a good job behind the scenes. You know, you haven't seen some of the big labor groups come out and speak ill of the administration and the work they've done. You know, you do see some unions frustrated that this didn't get done and then Biden's going to Congress. But by and large, I think they have been working behind the scenes pretty well. And I think Nancy Pelosi taking up these two bills is critically important because it is telling labor, you know, we understand the frustration and we agree that you need these days and you rightly should have them. But we also can't destroy the U.S. economy. We can't allow people to be right before Christmas increased inflation. All of those things. So it's tricky for Democrats, but I would give the Biden administration pretty good marks on this so far. Does it actually mean that he's busy that we're not seeing the labor secretary or same for transportation secretary Pete Buttigieg? I haven't seen either one talking about this. And I think it is a failure by this administration. That's not delivered. They stuck their heads into this and they couldn't solve it. And I don't care who you blame whether it's Buttigieg or Marty, but this is a flaw that last thing they want to do is give control to Congress to make administration policy on this. And where's the great defender of unions? President Biden has been talking about it every day since he was elected and he can't deliver on one of the most important labor disputes in his administration. That's incredible. As we learn from producer Matt labor secretary Marty Walsh and transportation secretary Pete Buttigieg will be meeting with Senate Democrats at lunch Thursday. To discuss the legislation, what's the point now, Jeannie? Well, and then he's going to come over and see you, Joe. I think it's a big round meet you there. That's right. It's critically important. I mean, they need to get this passed through and let's not forget we know that it was Buddha judge Walsh and vilsack, who went to the president and said there is no path to resolve this and let's not forget this has been going on for two years. It has been going on a long time. The unions wanted to mandatory expansion of paid leave, they got a bunch of things they wanted, they didn't get that. They do deserve it. But they simply couldn't get it through. And so they're going to go there and try to convince Democrats that we need to get this through now. The risks are too great if we don't and rightly so they are doing what they have to do behind the scenes. Is that a chance for the administration to take a little credit here? We swooped into the last minute, got the senators to vote yes, Rick. Well, this gets through, they're going to take credit no matter whether

"Real deadline is sooner than that, because as the speaker mentioned, many of the people who many of the suppliers, if they believe their may well be a shutdown, will then not send their goods, chlorine, desperately needed perishable and cities and towns throughout America need that chlorine for their water supplies to keep them safe. So the real deadline is sooner and we're going to try to solve this as AP. The point here Genie is that this involves a lot more than your Amazon packages that you might be waiting for at the front step. Does this need to be dealt with this week no matter what? It really does. And I thought senator Schumer made a really important point there saying we can't afford to wait until the deadline and of course this likely passes the house pretty quickly the problem is Schumer's own Senate where one senator one or two can object enough to drag this out and again we are coming up in a very short deadline and he's right. You can't wait till the 8th of the night that's got to be done before and one or two senators, whether it's Sanders, Rubio, maybe John soon, although I don't suspect he would drag this out by objection. We could go into a strike and that would have devastating economic consequences. That's where the unforced errors are. Potentially going to happen and certainly something The White House is aware of. Let's get to the issue of government funding senator John thune a short time ago on Bloomberg, recognizing we've got the funding expiration on the 16th of December, so then what? Well, I do worry about, you know, when you do these sort of short term CR, short term CR short term CR. Eventually, something's got to give. There's got to be some final resolution to this. And I would hope that that wouldn't result in a government shutdown, which is why I think it's advantageous for everyone to try and work this out now. And hopefully there is a path forward to a funding solution that would go into the fiscal year next year. But the big question here, Rick, is do we do a short term CR or do they find an omnibus that maybe it's a long-term CR gets us through the year? What's the real outcome here? Look, what I've been hearing is they'll do a short term CR from the 16th of December sometime around the 23rd. The back will be up against the wall because I want to get out for Christmas holidays and that's usually good things happen. So my guess would be that they'd do an omnibus. They've been working hard on getting this omnibus done. I'm not sure they've actually come to final agreement on top line numbers that will then just flow down through this massive government budget. But once I do that, this should put this to rest. We'll have a lot more on this with our panel, Rick and Genie stay with us as we also turn to the issue

"Not likely to get very far unless of course Republicans managed to get both the Senate and the House. So what's the point then, Rick, if this doesn't have a path, why muddy the waters with this messaging or is this actually what Republican voters want to hear? You know, Republican voters like hearing this, especially pro life Republican voters, he was surrounded by women activists in this area, all of whom he's been working with for three decades on this issue. You mentioned it. He's done this bill repeatedly every other year for the last 20 years since he's been in the United States senator. I mean, this is not an unusual Lindsey Graham play. I mean, if anything, the only thing different this year is that he's gone exactly what you described from a 20 week ban to a 15 week ban based on what he's alluding to, which is a new new level of knowledge on science. But look, this is, you know, this is standard operating procedure for the vast majority of the Republican Party. So if you're Lindsey Graham and you want to continue to be seen as a major national player, you're going to actually talk about nationalizing an abortion ban and so a better question probably Rick would have been what is this how does this play with the Republican strategist in you? Is that the speech that you wanted to give today when you could have been harping on the CPI all morning? Yeah, no. You ought to be given this speech next year after the midterms, right? I mean, he's not running for reelection. This isn't a naked political grab on his part to win a reelection. This is just him trying to position himself as a player nationally. And the reality is, whatever level of insecurity he's got, you know, that he doesn't have to worry about that. He's a national player, whether he likes it or not. And there are days when he probably wishes he weren't. So yeah, this is off message. And if you're Mitch McConnell, you're scratching your head going, you know, look, Lindsey, I don't disagree with what you're trying to accomplish, but did you have to try to do it today? Just like we were talking about the Biden administration being a bit tone deaf on message today. So was Lindsey Graham? Yeah, we have found the nexus year White House press secretary karine Jean Pierre Jeannie says, in a statement that was put out on this Graham's Bill as, quote, wildly out of step with what Americans believe. It's sure difficult to quantify that. I know that Democrats think that this really is a winning issue going into November, but a lot of this is conjecture based on very few races since the row ruling, right? It is. I mean, you know, we don't know what the impact is going to be, but what we do know is there's a big difference sitting here today in September 2022 than there was 6 months ago. And that difference is the Dobbs decision. That has resonated whether impacts voting in the midterm we don't know. We know what happened in Kansas, we know what happened in New York 19. We know by reports there has been an increase in voter registration among women, so the potential is there for this to be an issue. And we know if we go and we talk to women, they are concerned about what this means for their ability to make decisions about their own healthcare. And that's the danger here. You know, Lindsey Graham may be living in 2002, but this is 2022. And the environment has changed on this issue, and he doesn't seem to have caught up, and that's by Republicans, are keeping an arm's distance from this today. You come at this from the other side, senator John thune Rick says there are a lot of Americans out there in favor of reasonable restrictions, this bill would counter Democrats messaging that Republicans want to ban all abortions. Is there some truth to that? Sure, there is. I mean, you know, Lindsay has created the safe harbor for people for a long time. He's going to put out what is deemed at least in this debate, a reasonable position

You know, I think the motivation is they're trying to show that they're using all the tools in their tool belt, even if they, you know, and I say tools in their tool, but they really don't have this one, but just to show that they are trying to do what they can to push through anything. I think the danger here is, number one, not just the fact Congress probably won't pass it, and it may not get passed on to consumers, but this focus the president has doesn't seem to be sustained on addressing the energy problem. This is one off policies like one hit wonders one day this one day that. And that's a problem for him politically. And I think many people particularly on the left are asking themselves, you know, essentially who is Joe Biden. He could have used the challenge in Ukraine and the challenge with prices to push for renewables. You know the old saying, don't let a good crisis go to waste. Why hasn't he pushed for something that people on the democratic side believe in? This is not it, and he's going to talk about it. It won't get through, and I fear politically it does him. You know, I don't think it doesn't much damage, but I don't think it doesn't much good either. Wouldn't bring down the price of gas now, though, Rick, which is what The White House needs. Yeah, they need a summer of driving that has some relief to the consumer. And the reality is, but between congressional recess is coming up and the inability to get something like this passed. I mean, there's just never going to see any kind of relief. So people are going to hit the road for their summer vacations, pack the kids and the dogs in the car, and they're going to pay full price at the pump. I think that we've actually seen in a bipartisan way. In god knows how long take a look at this article. This is coming to us from business. Insider in its entitled inside senate republicans dismissal of trump as he tries to torpedo biden's infrastructure bill from the sidelines just came out today. And what they're saying about this. Bill is that over the past week. The senate has taken up biden's one trillion dollar infrastructure bill. It's cleared two major test votes already with some republican support. Lawmakers of approved seven amendments so far in the legislation could clear the upper chamber this weekend. They're gonna work this weekend. You've got to be kitten possibly even with senate minority leader. Mitch mcconnell's blessing. It's absolutely amazing. Folks that this is actually going to pass but donald trump is actually. He's he's not giving up on this for some reason so he's out there trying to torpedo this thing and the best he can do folks. The best he can do is say that you're going to hand the dams a big and beautiful win a big and beautiful win. I mean come on. You've got a better than that. Donald trump give us a reason why we shouldn't pass it. I mean you can drive around you know that. We need new bridges new roads. All of this stuff has got to get fixed. And this isn't everything that i'd like to see in a bill. One thing i'm not happy about is the fact that they're not going to take up the enforcement by the irs. To to just ensure that people pay their fair share namely the rich who had been getting away with murder. And i've gone on at length about how the staffing at the irs is actually at nineteen fifty some odd levels and they're not willing to beef up the amount of people at the irs the republicans to just ensure that people pay their fair share in a. We're not looking to raise taxes. Just get them to pay their fair share but that was taken out of the bill to me. That's a travesty. We've got to get you can't have a country that doesn't pay for itself on one hand. The republicans say we're not gonna pass because it's not paid for well. One way that you pay for it is to staff the irs. For god's sakes so the other thing that's amazing about this. Bill folks is the amount of senators republican senators that are actually coming together and pushing back on donald trump. Those two things. They're not just coming together in support of this bill through actually pushing back on. Donald trump wants senator bill cassidy of louisiana one of the gop negotiators pointed to trump's previous support for one and a half trillion dollar plan for infrastructure. Back when he was in in office of which only a fraction of that plan was paid for by the way so donald trump is pushing a plan that wasn't even paid for wasn't even fully financed so republicans negotiating this infrastructure. Deal with democrats. Say this deal. On the table. Now is fully financed. According to this article in business insider so take a look at what john cornyn said of texas. He mentioned that trump's hold on policy was rather loose and they quoted him as saying something. Like i think he still has some substantial influence among the republican base. What is her argument for pumping almost went to trillion more dollars a federal government money into the economy right now. Also, the economy has lost a little bit of steam. The U. S lost jobs in December for the first time in eight months. The pandemic continues to weigh on in person businesses like restaurants entertainment, So, Yellin says this is not the time for Congress to pull the plug on economic assistance. They're free direction. We risk a longer, more painful recession now and longer term scarring of the economy Later, she acknowledged in her confirmation hearing last week. Congress has done a lot already, and that's helped to pull the economy part way out of the deep hole we were in last spring. We're not completely out of the hole yet, and Democrats believe one of the reasons we had such a slow recovery after the last big recession was that Congress didn't spend freely enough. You know it kept the rescue package, then under a trillion dollars. And then cut off the relief too quickly and whether Republicans in Congress have to say about that argument. Republicans argue Congress just passed another $900 billion aid package a month ago. A lot of that money hasn't been spent yet. And South Dakota Senator John Thune has also been raising concerns about mounting government debt. Many of us have said for a long time that anything we do related, the krone virus needs to be targeted. It needs to be fiscally responsible. It needs to take into consideration the fact that every dollar that we spend is a borrowed dollar. That Democrats wonder. Where was that concern about the debt when the GOP was passing? It's big tax cut a few years ago, yelling for her part, agrees. Government can't run huge deficits forever. But she says the cost of borrowing money right now is really low. And that the best way to put the government's fiscal house in order is to spend what it takes to beat the pandemic and then make the kind of investments that will help to remote future growth. Well, we're nearly a year into the pandemic here in the U. S. How is Thea economy doing right now? International Monetary Fund actually put out a somewhat upbeat forecast this morning. It projects the U. S economy will grow more than 5% this year after last year's sharp contraction, that's better growth and the math was protecting just three months ago. And the optimism is based on successful vaccines and that additional relief that was passed last month. At the same time, forecasters warn. There's still a lot of uncertainty about how smoothly the vaccine rollout will go. And what could happen with these new Corona virus variants. Exactly. Okay, So what happens next in Congress? The Congress. The White House is reaching out to lawmakers looking to see if there's some wiggle room around the edges. Brian D's, the incoming director of the National Economic Council, told CNBC. The administration would like to work with Republicans, but Only up to a point. We're very open Tol people's input ideas. That's the process that's happening right now. But we do need to move with speed here, so we don't find ourselves a month or two or three. From now. In a place where the virus isn't getting under control. The economy is in a worse place, and we're all asking ourselves why we didn't act. Democratic Senate leader Chuck Schumer echoed that, saying he'd like to craft a bipartisan bill. The seem to be a problem that was solved and then last night. President trump sent a tweet. The bill they are now planning to send back to. My desk is much different than anticipated. It really is a disgrace so aiysha. This was not an explicit veto threat. But it kind of was and the president made this after the bill had already been passed. What exactly does he want here. Yes so the president is asking for explicitly asking for a bigger payments Stimulus payments for individuals two thousand dollars for individuals. Four thousand dollars for couples He also said he wanted The tax break that was brought back in this Bill to last for longer than what is in the bill. Right now This tax break is known as the three martini. Lunch tax break by critics of who say that it benefits you know executives more than it will benefit struggling restaurants but those are some of the things he also raise these concerns about other things being in the bill not seemingly acknowledging that this isn't just a covert relief package but this is a a spending bill. It's the the relief package is coupled with the spending bill that funds the entire government. Right right. I mean these. These are programs that the president asked for his own budget months ago and programs that he has signed previous annual spending bills mean things like money for the military more money for the military money for military. Pay raises an endeared. Your we talked about this a lot but it's worth just emphasizing one. More time as the president comes out and tries to blow this up. After the bill had passed after congress has left town he was absolutely totally disengaged from these negotiations for the last few months right. I mean really.
