It is Wednesday, April 6th, 2022, and in just a moment, a conversation with state senator John Liu, a queen's Democrat who is in Albany as we speak, about to give us an update on state budget negotiations, the state budget, of course, is about 6 days late at this point. We are now 6 days into the new state fiscal year. A few days into the state fiscal year, the legislature passed what's called a budget extender allowing the state to continue to pay its bills, including its payroll of state employees, although there was a little bit of choppy waters there, and it's unclear how many people's paychecks might have been disrupted because even that was late. But they are now in the final negotiations among the democratic majority in the state Senate, the democratic majority in the state assembly and democratic governor Kathy hochul, trying to lock down this new state budget deal, which will have roughly $220 billion in spending and a whole bunch of policy involved. There are all sorts of issues, of course, with the process here, all kinds of problems with how little public review, a lot of the final details we'll get, how little legislative review a lot of the final details will get as this budget is going to be passed sometime in the next few days, most likely, they have to come to agreement on the broad principles on some outstanding items and then of course right up all the budget bills and then get those printed a little bit of time for legislators to review and then vote on them. Whatever deal is struck is all but certain to be passed and they will probably use messages of necessity from the governor, which allow them to waive the otherwise mandated review period for legislation. Again, all sorts of problems with the process that we've discussed here on this show in recent weeks actually as I've been joined previously by state senator Gustavo Rivera, a Democrat of The Bronx, state Senate minority leader rob ord and upstate Republican. How Do Congressional Representatives' Stocks Perform in Relation to the General Market?
"Let's say you're a congressman or a senator and you're part of a team that is negotiating with pharmaceutical companies about how many vaccines, the government is going to purchase or vaccine pricing and at the same time while you're doing this, you are also investing yourself and benefiting from shifts in the stock price of pharmaceutical companies. I mean, should this even be allowed? Now Nancy Pelosi says yes. She says, and in fact, she is, I can see why she says yes. She's known to be the most successful stock picker on the hill. Not because of her having gone to business school, not because of her wide experience and understanding how the stock market works none of that. It's because and this is true not just of Pelosi, I have to say, but it's true of a lot of people in Congress. They have access to information. Why? Because the government has its tentacles and everything in so many industries from gas to energy to manufacturing and high-tech. And of course, to pharmaceuticals is an interesting report in on a website called unusual whales dot com. Well researched, it goes into all the stock trades that these congressmen centers have been doing over the past year. In fact, throughout essentially the year 2021. And its Republicans and Democrats and we're talking about pretty large numbers. Representative Susan del Ben, the ELB EME, her family, sold $25 million of Microsoft in September and October in the Senate, Bill hagerty sold $5 million of the tech company data dog. But. a lot of time I think the thing I learned most is for people to vote for you. They really have to identify with you. And you have to be. He wrote this book Start With Y. And you touched on something I think that you probably in in that that race people have to trust you. They have to know not what you're GonNa do so much y you're doing it I think that's one of the things that a lot of political leaders business leaders. Product. Developers they miss you know. Senate he created what's called the the Golden Circle which on the furthest outside is like what we do and then inside, it's how we do it but at the core of it is why we do it in. So you mentioning that made me think. His philosophy on that. How going forward and because I know that as you went through your career, you you took on some things that were very tough positions for the state of Texas to try to convince Texans that things you know certain things in the gaming industry and that sort of thing. So that would follow you. So what disciplines did you start to? Implement, to scale that trust and help people understand the why of what you were doing? I think to some when you approach public office and you serve in public office, I firmly believe you have to have sort of business plan going in what you want to accomplish what you intend to do while you WanNa do it I think of all if I look back on all my careers I think I've had about fifteen. A. Lot of people say I can't hold a job. All been rewarding and exciting I just feel so blessed but I think networking is probably yet no one term that would sum up certainly your ability to succeed in politics. Now, politics is radically changed since Iran for DA and since I ran for the Senate. It is social media blitz. Now, it's quite different There are no secrets. Lecture they ask me said Hey. It was a graduate class. In business school and they said Hey tell us how how we can be successful how we can get to be sweet how we can be. He's the minority leader of the New York. State Senate Senator John Flanagan. Good Morning Senator. How are you this morning? I am doing very well. I'm always happy to agree on his show. Thanks for having me. There are so many problems that people are worried about in Albany. There's the bail reform. Then there's there's the the new laws they passed about real estate and there's a lot of developers leaving town more jobs jobs really. There's rumors that the budgets would be six billion dollars short. Where do you WANNA start? Well I'm GONNA start with. Thank you but also recognizing nizing what we're really confronting. It's one party rule. The disaster one party rule in the state governors have lane the Senate Democrats the Assembly Democrats their priorities. Way Out of whack with the average person whether your health from the city of New York or any other part of the state. So I think it's been an unmitigated. Disaster them in charge and unlike two thousand eighteen then now have to run a record where more people leaving the state than ever before we have a massive deficit this year which is going to grow in the out us. So I'm I'm trying to send a message of hope against the backdrop of all the things that the Democrats have done the bail issue and a criminal justice reforms as their cats to are terrible terrible things for our law enforcement personnel for our first responders for DA's so we're staring down to bat barrel of a disaster again. AH WITH ONE party rule. I blame all of them including the governor. Now I had A. I had a speaker of the assembly. Mr Hasty On a Wednesday show and he felt he did the right thing on bail reform. I agreed with him. Poor people should not not stay in jail longer. But there's better answers like it's more speedy trials. What say you? I say that there was a lack of information sought from from all the people who would actually be administering law. There were never real public hearings this was enacted as part of the New York state budget. which is the last place where it should have been enacted? They never talk doc victims and never talk to not for profit would be affected by all these things so I completely and very strongly disagree with the speaker. I believe there should be reformed. I believe leaving. There should be no distinction between rich and poor. But if you're a murderer or rapist or you're an arsonist. It doesn't matter whether you're rich or poor. The preeminent concern has has to be public safety than not talking about that and there are very egregious examples since January first including somebody being killed online. Just just a couple of days ago. We thought this would happen. Didn't want to see it happen. But we're seeing the manifestation of a very bad law in its implementation. The other thing is happening a lot of real estate people are up in arms because of the laws that already passed a few real estate developers. Developers are so fed up with what the city council voted in New York City besides What the State Senate in Assembly did off Albany? Is there any hope that you could flip back to the state Senate back to a moderate Democrats. Moderate Republicans well. If I didn't think there was any hope I wouldn't be doing doing. I wouldn't be running for reelection. I wouldn't do everything possible with my colleagues to recruit good candidates so I always look at the glass as being half F O. We need to have a philosophy. We need to have an agenda that people can embrace. I couldn't agree with you. More the real estate community. Who is a major major economic? Let me repeat. It's got not only in the city of New York. But all across the state of New York the policies were enacted were one dimensional. There are developers who are packing up and leaving and even those who are staying are not willing to take the risk that they were willing take before. But he's been very negative in its effect not only here in the city of New York but again across state. Unfortunately I do agree with the control. I wish it were to the contrary but there have to be very strong steps. Taken and all the Democrats are talking about is how to raise taxes with hundreds of thousands of people living leaving the state of New York. The last thing people should be doing is talking about raising taxes taxes. But that's exactly what the Democrats are talking about bad for the public bad for the state of your great for other states outside of the state of New York who are not only trying to attract actor businesses and people but people are fleeing outside the boards of New York. What else you WanNa tell? The New Yorkers I think people have to pay very close attention and what happens in Albany with everything that's going on in Washington and it has a tendency to suck all the air out of the room but real hard issues here in New York. There are efforts of foot right by the Democrats again to raise taxes to blow out spending in the state of New York to move social policies. That are GONNA make -Nificant New York much more difficult place place to live work and grow your family. I I really implore people to be holding the feet of their elected officials to the fire. Republicans and Democrats but in this case the Democrats profligate spending not listening to the tax payers not listening to the people who are actually living here in New York who want to keep their family here and have good healthy place to live. I'm very concerned to that. On the criminal justice piece our quality of life is eroding. That's why we had to be even even more vigilant. And they you know they get credit were done but I think they are destroying the state of New York not only in a criminal justice way. Social Policies well economic development is joke it's laughable label in terms of what's being done. We have the most sweeping rent control law that one could possibly imagine. I don't know anyone who has property would like contingent invest in real estate so there are significant ramifications in terms of taxes and driving people out of your it was tough already driving people out of New York but I don't want to just pay a negative picture. "Responsibility are flying. And the prospects of finding a quick solution to the crisis or of coming together to pass significant legislation when it ends remain grim now with Senate majority leader Mitch McConnell, making his first significant legislative overture to break, the stalemate Sunday, the outcome might rest on the capacity of house speaker Nancy Pelosi, and Mr. McConnell to find a way to bridge the political divide between them their parties and the White House, but as congressional reporter Emily Cochran at the New York Times says their new relationship is not off to a good start. So the two of them, obviously, different backgrounds. Sides of the ideological spectrum. And they've often found the belts on opposite sides of several issues in the shutdown is the latest one day worked on different side of congress, obviously in different ideological sides. For decades, they have a working relationship, but it hasn't always gone. Well. That was interesting to read to in your piece that you said they have actually accomplished stuff before. Sometimes it's hard to remember that one day they get bogged down in the in things like this shutdown. Almost two decades ago they were both top members on their respective appropriations committee, and they work together on spending bolster foreign operations. Then another infant has an eight when congress associated the economic recovery package McConnell called her quote extraordinary. She was equally complimentary of his leadership, then but in recent years, they've certainly gone head-to-head speaker Pelosi with not very complimentary of the tax overhaul that just went through and later McConnell had issues with the Affordable Care Act when it was first introduced and several other parts of the democratic agenda when President Barack Obama was an office and later Pelosi. In charge about. So do these two generally dislike each other is this just politics? I think it's hard to say they they have a working relationship. They just happened to consistently end up on opposite sides of the issue. It's also worth noting. They tend to work with the other litter there, for example, speaker Pelosi spend more time working with Senator Chuck Schumer her democratic counterpart in the Senate and Kevin McCarthy who's the Republican leader in the house? But this time they're both leaders of their respective chamber. So it remains to be seen how they work together looking forward speak with Emily Cochran congressional reporter at the New York Times. It remains fifty what is actually going to get through. And until that happens. Everything else is kind of at a standstill boy what about something like infrastructure, which people from both parties have expressed at least in some way, shape or form some interest remained abusing. But lawmakers are hopeful about they nonpartisan issue we need the public works overhaul. But again without a clear way out of the shutdown. They can't really get started working on it and going this long without any kind of compromise on reopening. The government doesn't bode well for any kind of compromise going forward. So there remained some optimism. But we'll have to see how the shutdown in coded Senator John Cornyn from Texas at the very tail into your story. He said, we'll figure something out. We always do don't seem very close at this point. That's the kind of optimism we asked about an infrastructure Bill or some of the legislative priority.
