"Senator Chris van Hollen. Hi, I'm Chris van Holland a Senator from the great state of Maryland just a few weeks ago. President Trump told the country that he would be proud to shut down the government if he didn't get his way. So here we are two weeks into an unnecessary government shutdown because President Trump and my Republican colleagues are playing political games with the important issue of border security. We all support providing strong and affective border security, but we should not be wasting taxpayer money on an ineffective too. Thousand mile long wall that the president said Mexico, not American taxpayers would pay for the president hasn't even spent all the border security money already allocated by congress. And now he's demanding billions more more than he asked for in his own butter request for this year. We didn't need to come to this just before the holiday. We had a big bipartisan vote in the United States Senate to keep the government open, the White House indicated that the president would sign the Bill, but then after he was criticized by right wing talk show hosts, the president flip-flopped and former Republican speaker Paul Ryan refused to even allow a vote in the house on the bipartisan Senate Bill to keep the government open as a result parts of the federal government shutdown and families across the country. And our tire economy are paying the price. Mr president. This is nothing to be proud of nine out of fifteen federal departments and dozens of agencies have closed and many services for American families have ground to a halt from small business support to farm service centers to supplemental food that goes to soup kitchens food. Banks and Patrick. At the same time more than four hundred and fifty thousand federal workers are doing their jobs without getting a paycheck, including more than forty one thousand federal law enforcement and correctional officers and up to eighty eight percent of the department of homeland security employees, including the men and women providing border security on top of that over three hundred eighty thousand federal employees have been furloughed without pay in my home state. This government shutdown is affecting over twenty six thousand Maryland jobs, and I've heard from federal employees that I represent who spent Christmas and New Year's worrying about how they will make ends meet if this shutdown continues and to add insult to injury. The Trump administration actually suggested that these furloughed workers tried to barter handyman services in exchange for rent money and to pay. Out of their own pockets, the higher lawyer gimme a break. But make no mistake this shutdown affects every part of our country. About eighty percent of federal employees are based outside of the extended Washington DC metropolitan area, and almost one third of federal workers are veterans. This government shutdown is part of a larger pattern of a president who puts his personal whims and his effort to score political points before the needs of the American people. Fortunately with Democrats taking control of the house of representatives. We have a new path forward and the Trump shut down. The good news. Is that right after they were sworn in on Thursday, the House Democrats quickly passed two bills to keep the government open. One Bill would fund the department of homeland security at current levels the same level, President Trump previously signed into law until February eighth and give the congress and the president time to try to resolve their differences over the best approach to border security. The other Bill. Would fully fund all the other government agencies for the remainder of the fiscal year. It has the same bills the full Senate or the Senate appropriations committee have already passed on a bipartisan basis and both these bills from the house would ensure that federal employees are paid and not punish for shutdown. They had nothing to do with. This is a straightforward simple solution. The bad news is that President Trump has already rejected. This commonsense legislation. He wants to keep all of the shuttered government agencies closed until he gets more money for his unnecessary wall. Even the eight federal departments that have nothing to do with border security, and now Senate Republican leader McConnell and his caucus are refusing to even allow a vote on this proposal, despite the fact that many of them already voted in favor of the same. Funding levels. This is political cowardice at its worst. The president told the country. He would be proud to shut down the government and proud to assume full responsibility for the shutdown now, he's pointing fingers at everyone but himself, but the key to ending the shutdown is in his hands with his support. The Senate could move immediately to pass this legislation and end the shutdown. Let's do the right thing. It's time to end this government shutdown. So we can have a happier. Start to the new year. "Are you a socialist? I'm not a socialist. I'm a big believer is the Democratic Party moving in that direction. I don't think so. I think the Democratic Party believes that the private sector's the main engine of growth, believe in a market economy. We also believe that history shown that we've got it, make sure we take off the rough edges of market economy. We saw that during the great depression and FDR came in with the new deal. We see it in the anti-trust powers of the federal government. I mean, if one company gets a monopoly, they can Jack up prices. So the federal government has a very important role. We see that in social security. We see that in the area Medicare. And my view is that it's always. Important to look at areas where there are market failures that hurt real people around the country. Let's get down to brass tacks. Shortly after the Trump tax Bill was passed. Bernie Sanders said, you know, we should have made the. Pots to personal income taxes permit. Do agree the cots to the personal income taxes for middle class. I might everyone, but middle, that's really important distinction. I'd be fair to him. He said, middle class, not everyone, but Bill class. So I agree, yes. I believe that the the, the cuts which were relatively modest to folks in the middle should be kept it all and she should be kept an extended permanently. I do believe that what I do not believe is that the massive tax giveaways to millionaires corporations should go on for what is the appropriate corporate tax rate in your opinion is twenty one percent now down from thirty five? What should it be? Twenty eight, twenty nine. Thirty luck. I believe I think of corporate tax rate of thirty. If you also get rid of a lot of the special provisions within the corporate tax, I think you know, because you follow this budget stuff very well that the effect of corporate tax rate was never anywhere near thirty. It was much lower because corporation. Some corporations can actually take deductions that got their -ffective right down to zero while some repaying paint. At the top rate. So look, I believe you could bring that. I think the corporate tax rate before was okay, but you can do things to make it more fair. So that small businesses, small businesses that don't have the capacity, higher, big lawyers and hide a lot of their money overseas get a fair deal, whereas multinational should be paying their fair share. Now there are some Democrats are running for election twenty eighteen who have proposed big ticket items, Medicare for all. For example, there are those in my audience who would say, well, that's just a giveaway and way too expensive. Are you for Medicare for all? So I'm for universal health care and I four moving toward a Medicare for all type system, but let me make important distinction here. They're different ways you can do it. So for example, there have been some ideas of allowing people to buy in to Medicare, so doesn't require you to to go to Medicare purchase the right. You sensually. Yes, by in its and. Within the Affordable Care Act. I've always believed we should move move to a public option to create more competition and also make sure that there's an option everywhere in the country because some markets of seeing the number of insurers go way down. So I think there's a lot more we can do to move in the direction of what people may refer to as Medicare for all. I just want to caution there watts of different ideas for how to get their fifteen seconds, yes or no. In the next congress will Donald Trump, president nights dates be impeached. It all depends on the result of the Muller destination new you're asking for yes or no. But I think it depends on what they find if House Democrats takeover will the impeach him. I think it depends on the outcome in the Muller investigation, and no one can predict exactly what he will come up with. If he comes up with something where the American people see that this has been incredible beach breach of trust than people. Both Republicans and Democrats have a duty to do that. The amount of corporate taxes collected by the federal government has plunged to historically low levels in the first six months of the year, pushing the federal budget deficit, much faster than condoms than economists had predicted. The management budget has added in its projections over the next decade. One trillion dollars of additional debt averaging, almost one hundred billion dollars more a year in. Deficit's. What are the implications of that Senator van Hollen. The implications are very bad for the economy because what happens when you take on these huge debts, you end up driving out private sector in investment. It's called crowding out effect because government is borrowing more they're competing in money has to come from some what's right, and so it can have the effect of driving up interest rates over time and driving down a private investment in the economy and that slows down the economy. So when you look at Congressional Budget Office, the nonpartisan unpire on the budget, if you look at their analyses, they believe that growing deficits and up having a harmful impact on economic growth. So what we had here with this sort of tax giveaway, two trillion dollar tax giveaway is a very short term sugar high for the economy, but we've also seen on sustainable. Well, we seen from, that's your opinion, right? Sustainable, not just my opinion. The Congressional Budget Office in its most recent reports to with. In the last ten days indicated that you're gonna see a a slowdown in economic growth as you go in the next couple years going forward as you see a big increase in the national debt. All right. Let me ask you this because there are members of my audience who are sympathetic to this administration like the tax cut and believe the economy is roaring and they would say to you. "And now you have John Bolton, expanding that list to these other countries. The you mentioned coincidentally, which do have a history. I mean, it's not untrue that China, North Korea have malevolently used hacking mechanisms to infiltrate America. Oh, there's no doubt about it. I mean, these are Iran has to around mostly after we did the right. So these are all right. I mean, we are on the show outline. Yeah, no, absolutely. We hit Iran, Iran hit back. We know the Chinese. I mean, they hacked into the opium off the personnel management management, federal government agency, obviously the North Koreans hack Sony. So, look, I mean they're all involved in cyber attacks. Is this to that sound you like minimizing Russia? Absolutely. He tried to put Russia's just one of four sort of one among equals. Absolutely. At his, not the case in two thousand sixteen Russia interfered. I don't know of any evidence than anybody else interfered. He didn't say there was any evidence, and I don't know of any second. We also had all the intelligence folks get together weeks ago to say Russia was planning at the White House at the White House. Russia. Again, all the microphone all at the microphones that they're planning interfere again, twenty teen, and there's already evidence that they have tried to do some things. So then the president right after his national security team said that went up to Pennsylvania, gave a speech to the crowd and said, this is all Russia hoax and undercut their credibility, our end, our credibility overseas, and then just the other day, President Trump said, you know, it's not just Russia's China. So all you have here is John Bolton, sort of plane of the leader. Again, not saying to the president, stop misleading people because we know Russia. Is the primary suspect and primary likely in entity to interfere in two thousand eighteen, which is why Rubio Senator Rubio Republican from Florida. And I introduced the deter act which you referenced, which would establish very harsh and immediate penalties if we catch Putin and the Russians interfering in future election. And what is the status of that legislation? Currently, the status is it has growing momentum. Growing number. Artisan ship. It is in it isn't committee. It's in the banking committee and this coming week the week tomorrow act. Yes. The banking committee will have a hearing on Russia interference in the elections and talk about this legislation. The foreign relations committee in the Senate will also be having here, and so the hearings are moving forward. But the test about whether people are serious about protecting our elections will be whether we actually go beyond hearings. And do so do you have a commitment from the majority leader to put this on the floor? I do not have commiserate byu, not a commitment, but I will say that Senator McConnell has majority leader. Yes. Indicated on a couple of occasions that he supported the deterrent. Now, again, let's see if that rhetoric of those words translate into action. All right. Let me skip ahead here because we're gonna talk in the four segment about the budget, but we're going to have a spending Bill of entry. We eventually eventually who knows when I said, we'll get to that in a minute, but would you attach this to that which you demand, it's inclusion. Would this be a faultline in a continuing. Solution or something to keep the government open? Well, we're looking at different alternatives. We meeting Senator Rubio and to attach it, but I'm not threatening government shutdown over this. I hope people can do the right thing without a threat of a government shutdown. The only person threatening government shutdown these days as president and we'll get to that. But I mean, I, if this is really important, it is really important. You've got a lead on a marker, we and we, that's this is why Senator Rubio. And I've been very focused on this. We've talked to Senator McConnell, majority leader, a number of occasions. He has public said he wants to move forward with us. So let's let's keep this process going, but you're right. The clock is ticking. You talked about the deterrent. I want our audience to know because I think that might be fascinated by this development in Maryland that you have another's have detected about Russia and Maryland. Tell them what it is. "It shakes up Washington and makes it uncomfortable in ways that tell tell the country more about Washington and its mores, and it's attitudes and its sense of privilege or tell more about the country more about Trump. Oh, I'm all for shaking up by Washington. I'm all for reforming because that's what I should say. Shaken this place in Washington doesn't like it, and that's why get the blowback because Washington comfortable because I'm a disruptor, that's what he would say. Many who believe in him would say, look in my view, we need lots of reforms both in Washington in our political system, and certainly in our campaign finance system Trump is doing nothing to shake up our campaign finance system. No, I think the reason you find broad bipartisan concern among national security officials with respect to his foreign policy is it is different in kind than previous presidents, and I include Republican and democratic presidents Reagan Bush Clinton Obama go back further. All of them had this idea that America had a important role in the world to stand up for human rights to stand up for the rule of law to stand up for freedom of the press. And in fact, we know President Trump is doing just the opposite. He's in courage, ING, authoritarian leaders regimes around the world, putting in danger, people who were standing up and fighting for human rights and freedom of the press. Well, let's start with the fact that the intelligence agencies, including Trump's intelligence agencies unanimously agree that Russia interfered in the two thousand sixteen elections full stop. We are. There should probably stop using the word medal because that sounds innocent. It does sound innocent the reality and benign or near benign, it wasn't. It was not at all what they did was direct interference trying to influence the outcome. You can argue whether or not they did, but they no doubt they intended to interfere. Do you believe they changed any votes? I have not seen any evidence that they changed any votes in terms of at in the voting machines. I mean, what we cannot know is to what extent they were successful. At influencing people's opinions that's knowable. But what we do know is that looking forward to Twenty-eight teen and I think we're about, you know, more eighty days out as we're sitting here to to the November midterm, election, all the heads of the intelligence agencies are telling us that Russia his planning once again to interfere in our elections..

Well, he's a big fan of the show and he's gotta take out podcast or right on this beer cooler. Here right there, and he wrote us a long time ago and I said, we might bring the show to your back and that's where we are and who's our guest, Chris van Holland, democratic Senator from Maryland. So continue that line of conversation about John Brennan, the security clearance issue. Now I've talked to people in the intelligence community say, look, it's not a right. It's a privilege. You're not guaranteed to keep it for the rest of your life and lots of not lots, but some people have lost it for 'cause they've done things that have compromised themselves and John Brennan kind of out there very harshly critical of the president personally, not on policy, and there are some in the intelligence community a little divided about John Brennan's intensity and criticism of the president. They're not sure that really becoming a former CIA director. What's your thoughts on that? Well, I mean, Brennan accused the president of trees look, I'm, but I'm sure you comfortable with that. I'm comfortable with John Brennan, expressing his views. Absolutely. And the reality is, if you look at what President Trump buzz done in Helsinki what he's done, he and other contact. You can understand why John Brennan would say the things he said, but that is not the issue with revoking his clearance, right? You've read the criteria that are quired to be met for taking back, someone's clearance and he did not. He did not violate any of those criteria. And so people can disagree with his expression of his opinions, but that is not just -cation for revoking someone security clearance. And so a former CIA director heart harshly critical president loses his security clearance. So who cares? Why does that matter? Tell my audience who might reasonably wonder, what's the big deal? What is the big deal? Well, they're afraid of their two things. The first is the signal it sends to chill to try and quiet and shut up. Other people who want to express their opinions who have national security credentials and have clearances because that's what the president did. He essentially said, if you say bad things about me, I will take away your security clearance. The reason people keep their security. Clearances after they leave is because their expertise can be very valuable to people in any administration, whether it's a Republican or democratic administration is a former director of the CIA. People may want to get his his insights on what's happening today. It's certainly true that other directors CIs had been brought in to offer advice to folks in the Trump administration. So you're sensually taking away his ability to do that, and therefore you're also taking away the ability of others to ask for his opinion. So I wanna play for our audience case. They forgotten sought number one from the president, July sixteenth, Helsinki Senator van Halen made reference to that. Let's listen. My people came to me. Dan Coats came to me and some others. They said, they think it's Russia. I have President Putin. He just said, it's not Russia. I will say this. I don't see any reason why it would be among those statements that and others prompted John. Renan to say the president's actions were treasonous. Were they treasonous? John Brennan has said, what you, what do you believe? I believe it was a betrayal of US intelligence, community intelligence community, and it certainly undermined the position. The United States with one of our greatest adversaries ended undermine Dan Coats who served with the United States Senate. Oh, it absolutely what the presence at Helsinki took his legs right out from under him, and we've all seen the tape rolling about how he didn't know what happened during the president's conversations with Putin in Helsinki, but no doubt about it..

You got people like John tester in Montana, Heidi Heitkamp, North Dakota, not as not as long serving, but she's today. She's right, and you have Claire mccaskill Joe Donnelly. So look over castle in Missouri, Joe Donlan Indiana's, right? So all of them have always put their states first and foremost, and so that's going to hold it. Absolutely. They're all going to hold. Absolutely. They're all going to win. They're all gonna win. Okay. Well, let's good. That's news. All right, that's good. Are you going to run for president? Almost everyone. The Democratic Party is thinking about it already announced. Are you going to run. You know what I'm focused on this mitchum electric. You said that's my job right now.
