"And Customs Enforcement will soon operate under a new administration. President elect Joe Biden has promised to return to quote sensible enforcement policies. But that change will take time. Right now in New York and New Jersey activists do not want to wait. They're calling on ice to release undocumented immigrants from jail that's led to clashes with police, hunger strikes and a restraining order from member station W. N. Y C. Matt Katz reports. Right after the election. I start getting calls from immigrants like Carlos Gomez. He was on hunger strike and New Jersey's Bergen County Jail, which has a multi million dollar contract with ice to hold detainees. It's just hard boys just You know you feel d C. It seems like they don't care about immigrant detainees say they're being mistreated, and they're scared of getting the coronavirus, the first covert 19 case an ice detention was reported here. Detainees are demanding immediate release. They say they could be given monitoring bracelets to make sure they show up to immigration hearings. Frederick Body told me he hadn't eaten for nine days. They are hitmen beat right now in the United States that are being treated. Very badly, simply because they don't have a paper that state that they are. US citizens. Gomez body and other immigrant detainees in the country illegally are often held by ice and county jails. Many have lived here for decades and have us citizen spouses and kids. Some were transferred from prison after they finish sentences for crimes. Last month, Rabbis took notice of the hunger strikers and began praying outside the Bergen County jail. Racial justice activists soon joined them. This wasn't something that Bergen County, a wealthy Democratic suburb usually experiences, but the protests are now held almost daily with live music and occasional confrontations with the police. One night earlier this month, officers in riot armor arrested nine activists. Sheriff Anthony Cure It's in, appeared before television cameras in the next day and alleged that protesters actually bit Two officers. It was not a productive act of political expression. "Update now on two important diplomatic vacancies. One is the post of U. S ambassador to the Ukraine. The last woman who held that Senate confirmed job was a central figure in President Trump's impeachment. And now the president's pick for the job is facing some lingering question in his own confirmation hearing. NPR's Michelle Kelemen reports President Trump's ouster of the ambassador to Ukraine featured prominently in his impeachment trial. remove the one obstacle to it US special forces who've been living with and fighting with and training the kurds doesn't that seem like a pretty clear example of a green light would look like that if this was all unexpected it this was all as expected i should say then why the threatening letter why the push for economic sanctions on what is after all a nato ally why send vice president and secretary of state to turkey tonight this is all going to plan and is strategically brilliant why the apparent rage the meeting this afternoon one answer is simple the president didn't see this coming or didn't care what happened there which seems to be the case if you listened to the way he describes our kurdish allies you have to say it nobody wants to say we're making the kurds look like they're angels we paid a lot of money to the kurds tremendous amounts of money we've given them massive russians and you know what it's wonderful they fought with us we paid a lot for them to fight with us the president made you feel deeply concerned for the country can you talk about what happened in the meeting what you saw from the moment the president came in i would describe him as belligerent he's smackdown support of files on the table and said well you all asked for this meeting i reluctantly gave it to you and speaker pelosi say well with all due respect mr president i didn't ask for meeting with you we asked for a briefing on the secretaries of defense state intelligence to understand the consequences of the actions you took and then he said and let's end the meeting and she said well while i'm here as the speaker i have an obligation to tell you that the house just voted three hundred fifty some odd to i forget okay what the amount was but it was an overwhelming bipartisan vote to disapprove the actions that you took in syria and then he got that that devolved into that's nothing uh-huh hit job and the republicans and she said well many republicans joined us and then he called speaker pelosi a third rate politician he said that the kurds were nothing but communists and democrat all of us democrats who is seated there must be happy with that you know suggesting that we all subscribe to that view of being communists and then you know it just it was belligerent and and something i have never seen in twenty seven years here in congress and serving under four different presidents i've never seen a moment like this that's not how these meetings usually go no yeah well not with other presidents and i've had presidents from clinton to bush to obama and now trump i was in the white house with president bush and he is president we might have disagreements but one it was never disagreeable and always it was respectful and there was exchanges of views as i said to the president when i stayed after the speaker you're left and several others left there was president everybody here loves country nobody here loves it more than another but we can have a agreement as is evidenced by the fact that the house overwhelmingly with republicans voted disagree with you you're the commander in chief but i disagree with what you did and here's what i'm concerned about the consequences the reconstituting of isis i said i don't know if the military people tell you but there are you know you're inspector general at the department of defense says there's still fourteen to eighteen thousand isis fighters in syria if the ten thousand have been detained get unleashed and are freed you're talking about a potential fighting force about two thirty thousand that's a clear and present danger to the united states you've opened up a land bridge for iran to bring serious weaponry and to potentially attack our allies state of israel that's a huge risk and you know at the end of the day you've changed the political dynamics of the region with just one stroke said so and actions had on turkey had been absolutely nothing the turkish stock market went up the next day so you know this is this did he respond to that he he basically started saying that number one you know well we can destroy turkey's economy and but you don't wanna drive turkey into the russians which of course turkey's already been with the russians they've been buying the four hundred from the russians which is sanctionable on the US law he's also he's also just given russia a huge victory in syria they've been propping they've been supporting propping up the regime as well as iran to the point of view absolutely i mean look the the the big winners as as i said jessica the big winners are iran russia and and even turkey in this regard and so this letter that he handed out to all of us beginning which i if he hadn't handed it out himself i would have thought was not a real letter but basically a letter he wrote to air to one in turkey ah he wrote to urge to wanna turkey would you gave out to every member who is there basically strikes me as a letter to cover your backside because what he unleashed he now cannot recall and so you know i it's to try to respond to the incredible criticism it's an incredible letter the way it's written and believe me i'm reading about issues like that i've read it does not i mean it's not the kind of a letter thought he president united states would send to you know the president of turkey it it does not read as a i mean at one point i think it s sorta ends with you know don't be tough guy don't be a fool i'll call you later yeah that's how it ends and and it just is just it to me it was to be able to dock at first of all the letter is just an incredible letter the way it's it's it's dictate needed but it sounds like it's definitely dictated directly from him the way he thinks speaks and secondly it was to try to you know cover himself for The news came just before a White House. Briefing that Bolton was was scheduled to attend secretary of State Mike Pompeo and Treasury Secretary Steve Mnuchin who both reportedly clashed with Bolton behind the scenes. Were notably all smiles at this briefing everything a source close to the administration tells me that Bolton's exit is the result of quote Ed Administration with dysfunctional processes and bureaucracy one that attracts people who we're willing to make the big compromise to work for trump so they are especially cutthroat. It's a real snake pit and it's run by quote in Iraq. President who is hard to manage anew brings out the worst sensibilities people add it all up in the source says quote John Bolton standing for principals such as it's a bad idea to invite the Taliban to Camp David Well. Bolton was seen by CNN cameras outside the West Wing this morning after sources said he got into a bitter disagreement with trump the the night before the alternative was the White House and you wouldn't have been happy with that either. They argued over the president's decision to host Taliban leaders at Camp David a a meeting trump later cancelled John Bolton's priorities and policies just don't line up with presidents bulletins pushback inviting the Taliban on US soil and allegedly tiddly telling reporters about his feelings after may have been the last straw with one source telling CNN the leaking is what got him but in recent weeks Bolton had found himself isolated from the president iced out by the chief of staff and barely speaking to the secretary of State there were many times ambassador Assar Bolton. I disagree that's to be sure. Bolton was scheduled to be at this afternoon's briefing alongside Mike Pompeo and Steven Mnuchin the president's view of the Iraq war and and embassador bulletins was very different but after the president's tweet a White House official said Bolt is no longer in the building. I like conflict. I like having two people with the different points of view trump once claimed he liked the chaos of a west wing with multiple opinions but he grew irritated by Bolton's hardline positions in recent weeks. I actually temper John which is pretty amazing now. Jacob President says he's going to announce his fourth national security adviser next week until then Bolton's is deputy. Charlie Kupperman will takeover the National Security Council but I do want to flag one other bit of reporting we got that may have shown that Bolton was on the way out apparently currently when they were at the g seven summit in France just a few weeks ago he was tentatively scheduled to build some of the Sunday shows defending the administration's policies but sources tell C. in the bulletin was uncomfortable and didn't want to go on to defend some of the president's policies including on Russia which had become a big topic of the summit though people close to and said he simply thought that people like Steven Mnuchin or Larry cudlow were better suited at defending the president's policies on tariffs but jake of course requirement of working in this White House as you've got to be able to defend the president on television even the president's post to have Russia back in the g seven Kaitlan Collins. Look the Unser Mona's way that Bolton was fired at stupid this functionality the whiplash that goes on in terms of you know national security and foreign policy look at the record this is going to be the upcoming the fourth national security advisor the Third Secretary of defense the Secretary Second Secretary of state the Second Second Director of National Intelligence and the list goes on and so the situation room shouldn't be the place in which the president plays his this reality TV show of the apprentice so it's it's very hard for our foreign policy and national security both with our allies as well as sending messages to our adversaries by the dysfunctionality that the president has in the White House. I'm no fan of John Bolton. He's very bellicose in some of his views but you need a national security advisor who's was willing to give you alternative views and other realities and not just yes men in in such a critical position. Well I want to ask you about Bolton specifically because one of your colleagues league's Republican senator who declined to be named told CNN that Republican senators quote clone to people like Bolton on Capitol Hill relying on him to know what's really going on at the White House seeing him I suppose as a non-sycophantic grown up one of the proverbial guardrails what do you think well clearly although I don't agree with many of embassador Bolton's views and he has a bit of a bellicose way about him in terms of foreign policy and national security but he was a voice that would give alternative realities or real realities to the president for his consideration and I know that in many choices for example like the precipitous move in Syria which would have left those who fought alongside with us in in the Lurch that voices like his were also you know surrounded by members of the Senate who who felt this was a disaster astor in the making so I think there are those particularly on the Republican side who felt that he was some sort of stability in terms of foreign policy there are many on my side of the aisle who thinks that that accurately you know he was a bit of a warmonger but what this says Moore I think it's less about Bolton and more about the president the president has no stability in in terms of national security and foreign policy just cut his legs from his Afghan. you know envoy his. Middle East peace envoy just laughed. He's got nobody with Kim. I'm John Own to deal with it so it's it's a disaster at a time that we have to one of the most challenging foreign policy scenarios in the world that I've seen in nearly thirty years. I know you disagree with Bolton on on a lot but there are areas where I imagine you you do have some agreement. A Bolton was skeptical of the President Meeting with Kim Jong Hoon skeptical of the president's offer to have a no strings attached meeting with the Iranian President Ruhani. He was against the Taliban being invited to Camp David. I wonder what this might mean for the administration going forward when it comes to policy and when it comes to people in the president's inner circle who are willing to say you know what Mr President. That's a bad idea I think those people are few and far between if there are any left in this administration. I think the only way you survive in this administration is by I saying yes Mr President even if you believe it's a horrible idea including for the national security and interest of the United States in its people and so that's one of the challenges of this administration administration the reality is is that this is why I believe that Congress under its Article One role is more more important than ever before the Senate Foreign Relations Committee the House Foreign Relations Committee the intelligence committees the Armed Services Committee need to have a robust oh bus vigilant row using their article one authorities to try to pursue a foreign policy that the administration ultimately will will limit the risks that they pose in terms of US foreign policy and national security interests oil prices fell almost immediately after trump tweeted about Bolton Why do you think that is. What are the ramifications might this well? I think that those who believe that Ambassador Bolton who was an advocate of for example example the potential of an attack on Iran because of its nuclear program and the instability that that would create in the region maybe be those of us that now there's less of a bellicose view as it relates to Iran and the region you know I would assume that that's speculation on their airport and that's why some of the prices fell all right Democratic Senator Bob Menendez of the Garden State New Jersey. CFPB Chief Says Education Department Is Blocking Student Loan Oversight

The CF PB says the Trump administration's education department is getting in the way of efforts to police the student loan industry. This comes amid lawsuits that allege widespread wrongdoing, by student loan companies. Here's NPR's Chris Arnold, the head of the CF PB Kathy Cran anger is responding to Senator Elizabeth Warren and other Democrats who wanted to know whether the consumer protection bureau is doing its job protecting student borrowers and her answer is pretty striking. The letter obtained by NPR is carefully worded. But in essence Kranjcar is saying that the CF is trying to do its job. But she says that companies that manage student loan. Are not handing over information that the bureau needs to do supervision because they say the education department told them, not to in other words, the education department is getting in the way it's actually quite remarkable. Seth frontman heads up the nonprofit student borrower protection center, he used to be the cfpb's student loan ombudsman, but quit last summer over frustrations with the Trump administration. The head of the consumer financial protection bureau is telling the world that the secretary of education has put in place, a series of policies, that are obstructing federal law enforcement officials from standing up for the millions of Americans with student debt Americans, like, Jessica Saint Paul. She was grappling with about eighty thousand dollars in student loans. Then when she heard about a program called public service loan forgiveness. She was ecstatic, the programs designed to encourage public service. So police officers government workers teach. People who work for not prophets if they make payments for ten years, they can get the remainder of their student loan debt forgiven. Saint Paul work for a nonprofit that provides services to foster children. I oh, this is perfect, I called interested in of a service. I don't forgive me. That was nine years ago. She says over the years she called the company servicing, her loans to check in just wanna make sure you know, I'm on track. Okay. No problem conversation with quick. I mean they were so kind. But Saint Paul says she was getting bad information. She says she found out just last year at a conference. There was an information session on loan forgiveness since she was told that she was in the wrong, kind of loan and wrong payment plan, so that she couldn't qualify. And she says a lot of other people were finding out the same thing, right there at the conference support group almost turned into because you were like, no that can't be true. And people were I went on my home. We're gonna phones and that type checking your loan, what type alone they were, and we were all sitting there like just frantic like. Well, on in my in what wait, wait. Wait. Let me pull this up. Let me see bud say, Paul says it was true. If nine years ago, her loan servicer, just told her to take a few simple steps to convert to the right loan payment plan. Everything would have been okay. Instead, she says she feels like somebody's stole tens of thousands of dollars from her is it Australia? Not just cannot believe it happened to me, it's happening to a lot of people so far about ninety nine percent of people applying for this loan forgiveness program or getting rejected, and more than one million people are actively pursuing it and hoping to qualify Saint Paul's a plaintiff in one of the many lawsuits by advocacy groups, and regulators related to this program and other problems. This is why democratic lawmakers say they want to be sure that perhaps the most powerful federal watchdog for consumers is on top of all this in March. "That gubernatorial debate was getting started in Florida last night Senator Bob Menendez and his Republican opponent former pharmaceutical executive Bob Hubin, they were walking into a television studio in Newark, New Jersey for debate of their own getting into the studio required walking a gauntlet of protesters who are waving competing signs and chanting, competing slogans. Herb Jackson was watching all this from his perch down in DC when I called him up this morning. He talked to us from a phone in his newsrooms podcast closet. Jackson. How is it in there? It's closed. Not too many dust bunnies. I hope. No, no. I asked her to start off by telling me what Menendez was accused of doing wrong in the first place just quickly lay out for me. What was the scope of this Menendez was charged with bribery and other corruption basically, mail fraud and denying honest services, it's called, and then he was also charged with filing a false disclosure form. He was accused of receiving more than seven hundred thousand campaign contributions from his co defendant, a Florida is doctor named Salomon melgren along with luxury travel on Meghan private plane staying at Milkins hiaasen, a resort and the Dominican Republic also staying at a hotel Dominican Republic and Melbourne actually wants put them put Menendez up at a sweet in Paris using Milligan's American Express point. Is there any doubt that he did all this? Is there any doubt that Menendez received these items? No, it's not disputing that that he sees these items of there was. No evidence, presented of the quid pro quo that the the corrupt bargain, the government wanted you to believe that Nelson would give something Menendez would do something. But it didn't have a recording or confidential informant or anything like that. There is a dispute over what the actions meant. In were the government says Menendez was trying to pressure the bomb administration to ease up on Melbourne on on a Medicare billing issue. Melbourne was alternately convicted in a separate trial of sixty seven counts as Medicare fraud and his actually in prison right now. So this case happens the jury. Man into court hit. There was an eleven week trial. And the jury hung most of the jurors said they were going to quit. The question was after the hung jury with the government retry Menendez on the same charges. The judge came in a month and a half later told the Justice department you never prove that these were bribes and acquitted Menendez on that. So then a week later the Justice department, they dropped the case. And that's it all legal jeopardy has gone Menendez is off the hook legally. But politically he's still in a jam. Yes. He is still trying to restore his support with the public in New Jersey. And the polls have shown that even though majority say they will vote for him narrow majority fifty one fifty two some polls fifty four percent, a larger majority disapprove of him and people I know who are. Longtime Democrats say I guess I got to vote for him. But I don't want to they feel. He doesn't deserve another term because he kind of got caught doing something. They're not sure what there are other people who feel that the, you know, he was unfairly targeted, and and there was one poll that sort of found a lot of support for the idea that he was only doing what they all do and he was singled out for it. So tell me a little bit about the Republican who came out to oppose Menendez. Bob Hubin had been the CEO and chairman of pharmaceutical company called cell, gene Corp, I've learned more about them than I ever do before they made cancer drugs. He was a Trump delegate in twenty sixteen in the Republican convention. He was a big backer of Chris Christie's presidential campaign. And then when Chris Christie Governor Chris Christie signed on and endorsed Trump. Hugo was also the New Jersey finance chairman for Trump for president. So he helped raise money for Trump's presidential campaign and contributed. He got into the race. He says because he thought New Jersey deserve better. And he didn't think Menendez should just be able to coast against some Republican who wasn't going to be able to raise enough money to compete and last night, the two guys Bob Hugenin Bob Menendez came together to debate, right? Their only debate and the campaign, puke and said, you're lying to me about what my drug company did Menendez says you're lying to me about what the government did. And what I did end is is to try and make this a debate about Donald Trump. That's because he doesn't wanna talk about anything about his record of corruption and failure. He will be another vote for Donald Trump. I will stand up to Donald Trump you said corruption and Menendez said Trump, and that's where the race stands. You know, I'm wondering looking at this race. I saw this statistic from five thirty eight and it said that usually corruption isn't a problem for representatives as long as they're in a partisan safe district. Like, if they're a democrat in a blue district or a Republican in a red district and looking at this Menendez situation, it just struck me that maybe in any other year, we would expect Menendez to actually win it. Actually, I think it's the other way. I mean, I think he would be a lot more trouble in a year that wasn't like this because this like of Trump in New Jersey is so high that what we thought were reliably red congressional districts are probably going to wing democratic or at least narrowly reelected Republican. That's the climate. He's running in if he weren't. Being in that climate. I think he'd be in a whole lot more trouble. The thing is though that Menendez has has built a long career of, you know, appealing to the powerbases New Jersey the environmentalists love him for you know, his opposition to offshore drilling. And you know, the unions like him because he supports, you know, their issues, especially prevailing wage and things like that. He becomes the champion of different groups, this group of people who really still finding on their superstorm sandy claims who rallied in his support after he was indicted, saying, you know, we need to save Bob Menendez because he went up at fought with FEMA over people claims people people were filing on their flood insurance and
