It's going to be a ticking clock and we're all going to be waiting with bated breath. The great motivator, as we now know, we're looking at what somewhere between July and August and we want to add Emily Wilkins to the conversation. Of course, Emily is working the halls of Congress speaking directly with the leadership on a daily basis about the issues that we talk about, and that's why we want to connect with Emily as well. She was with Kevin McCarthy last evening. He was dealing with a lot of matters beyond the budget, including the whole January 6th thing on Fox, which we're going to get to. The primary season you shoot for the stars you go for the best go for whoever you think matches your sensibilities will do the things that you think are needed to take this country in the direction. We need to go once. The primaries are over and we enter the general election. Well then all bets are off. Then i to say it. It's us against them and we know who they are and we have to make sure they don't take any more power than they have and hopefully we take some of it away from them so when how says in a presidential election and he's done this for a few presidential elections he says i will not vote for the lesser of two evils anymore. I get it. You know what he's in in. And i sorta give it to him. I tell anybody who lives in an a reliably blue blue state. You know what you vote your conscience. You do what you need to do. I'm in florida. I don't have that luxury. I could not lodge a protest vote in two thousand sixteen against hillary clinton or in twenty twenty against joe biden. Not that i wanted you. Because in both cases it was more important to me to vote against donald trump. howie in california. Said you know what i don't have to do that. California is going to go for the democrat. I can cast a protest vote. And i don't really see a problem with that because it's not gonna make a difference one way or the other. But here's here's the rub as they say here's where it gets to me. Here's what has been weighing on my mind so heavily since yesterday. This recall election of gavin. Newsom is not a is is not a regular election. This is another tactic of the republican party to steal a seat held by a democrat and force a republican into that seat. This is not a time when they're supposed to be an election. This recall is manufactured. I don't care if if you love or hate gavin newsom election day for this for the governor of california is november eighth twenty twenty two. They can't wait another year. We waited for four years for donald trump. to get the fuck outta there. They can wait another year. And if you really hate gavin newsom you voted against him in the general election. But i don't understand somebody who cares about the country in the future of the nation to who would say i don't like newsom. He's a corporate chill stocks So i'm gonna help the republicans steal the governor's seat in the largest state in the nation by the way where one of the senators is. What eighty nine years old is not all there could keel over at any time now and the the governor if a senator should die or become otherwise incapacitated during their term. The governor gets to name their successor to fill out the rest of the term. We don't have one spare seat in the senate to even tempt fate in the slightest. I think is irresponsible and wrong. And i believe me i heard you guys. I heard i heard. I saw the comments in the chat rooms. I got got alati emails. I saw the tweets. I heard it. And i've spoken to friends and colleagues about it and frankly were all a little dumbfounded. I i appreciate how he's Dedication and his principles. But i think they're misplaced right here and so i'm struggling how he's been a regular on this show for a decade and some of the comments in the chat room and helpful. He's not secretly jealous of gavin's good looks that's not that's not it. He has high standards and then he does not like avenue. Some i knew he didn't like avenue some before the election. But sometimes you gotta take out the industrial nose clips and vote for the least worst person on the ballot And he would say if. I said that i did. I voted for the green candidate while no because this was not a regular election. This bullshit republican scam to to throw out the sitting governor. They did it. A couple of decades ago with gray davis than we got arnold schwarzenegger. Luckily he could have been a lot worse than he was. And larry elder is a lot worse than ona-led. So here's where we are. This is all infrastructure. Everything needs to be fortified and rebuilt and re-engineered because we are in a new era in climate and joe mansions response is. Oh my god. There's a lot going on. We need to put the brakes on. We need to hit the pause button on this three point five trillion dollar deal. That would help put america back to work you know. Put get money in the system to deal with some of the disasters. We're seeing that are not going to go away. This will not end with ida. There's another storm out there. larry. "That that benefits them they'll get behind it but democrats need to find a way truthfully. Hopefully i i hear that they say well. We don't have the votes. They need to find a way to get the votes to abolish the filibuster. And just get good stuff done. Because here's the thing. Even if the filibuster is abolished and and democrats in the senator saying we just don't have the votes for it primarily because it's a fifty fifty tie in the senate. Commerce harris breaks the tie but of those fifty democrats several of them are functionally republicans including a joe manchin of west virginia and including one of the senators from arizona they basically function like republicans in in voted with donald trump in the majority of his policies. Which is disturbing and so democrats are going to have to find a way. And one of the ways that they're going to be able to lead is because bernie sanders is the head of the senate budget committee and when you are overseeing the budget committee there is a lot you can get done through. What's called the budget. Reconciliation process and bernie is an expert in that. He's he's been working on this basically for his entire adult life and As much as i wanted to see bernie as president or even bernie as the labor secretary which is something that bernie said. he wanted I know but he's gonna kick ass in the senate In the months and and In the weeks and months ahead and we need to. But we're going to have to pressure democrats to do right by us. And i don't know if they will even with that pressure but i damn sure know that they're not going to do right by us without the pressure. It's important to understand though that this is only the first step in what could be a long process. Here's a bit from the bible. It says the budget. Committee's was to provide instructions that allow every major program proposed by president by to receive robust funding. The recommendations below should allow the proper flexibility for the committees to make policy decisions unquote so kim. How does this process work. And what are the next steps. Well first of all. Let's just remind everyone what budget reconciliation is in theory. The majority party gets to use it once a year. The twenty twenty budget resolution never happened And so it. It moved over into then and now democrats have a second bite at the apple And this is the first step you are basically put out a framework a top line a document that lays out The instructions to all the committees The amounts that each of them will have to play with the overall number three point five trillion here and how that db's up And then generally the priorities that you want to see included in the text that ultimately comes out. They'll start working on that after. This resolution is passed this week. We won't have a big fight over all of that Until you see that text in the fall this is just the opening starting gun as it were that starting the does though. They hope to touch education, climate change childcare and a range of other issues while they have control of Washington, with the top line number sent, lawmakers now need to craft details. "Senate. Democratic leaders have reached an agreement over unemployment benefits with moderate democratic senator joe manchin ending a nine hour. Standoff threatened to derail action on president biden's covert relief bill. The agreement would extend the existing three hundred dollar weekly unemployment benefit through september the sixth and it offers tax forgiveness and to ten thousand two hundred dollars in unemployment benefits for those who make less than one hundred and fifty thousand dollars a year in a statement released tonight. Senator manchin said we have reached a compromise that enables the economy to rebound quickly while also protecting those receiving unemployment benefits from being hit with unexpected tax bills. I mean we've got fifty democratic senators and we need every one of their votes to get this bill which will do so much good for americans to president by his desk. Senator manchin hannah concern about the way the unemployment insurance benefits were structured. And he stuck to his guns and that concern was not my concern. I i really liked the bill as it came over from the house. I think we made it. Stronger of senator manchin needed some additional adjustments to get there. But now we're there and we're gonna rocket four and they're going to be dozens. Maybe hundreds of amendments that republicans will offer tonight and tomorrow but democrats. We have linked arms with president biden said. The american public needs this relief and they needed soon. And we're gonna stay at our desks and tell sometime over the weekend. We send this bill back to a house for a quick vote so the president by to get it next week four unexpected. It's obvious why so. Many americans support this bill. It's not actually a partisan thing it's money that people need in their pockets. It is overwhelmingly popular amongst americans. It is even supported by the majority of republican voters. What's going on. what's what's the reason for. Fifty republicans not voting in favor of this and by the way. No republicans voted in favor of it in the house alley. My my gut is this. I think they've made a strategic decision and remember just replay. The tape back to the beginning of the obama biden administration. They just sort of decided no matter what. The new president offers to rescue the american economy. We're going to be against it. I will say this. This is a bill. That is just chock full of of provisions that republicans have offered in past years. It's chock full of provisions that are desired by republican governors. And mayors as you point out it's full of provisions that are popular republican voters and when it's implemented it's gonna do enormous good for republicans and independents and democrats so they made a strategic decision. That and i can't put myself in their shoes about why they don't want to be four but will be able to bring the final bill out and show you. How much bipartisan Agreement there is this bill. The democrats are just riveted upon the fact. We're still ten million jobs down from where we were laying out here. We've lost five hundred thousand people. Were not out of the woods yet. Is that the house. And the senate democrats passed budget. Resolutions will the resolution to basically these budget. Resolutions is the process Where the committees in this case the senate budget committee. That's run by bernie sanders. They look at They they go through the budgets and they increase decrease spending Dead and the ideas that you get busy. You get what you want out of a bill in through this reconciliation just by fiddling with the numbers of the budget and it's a first step process to in its case pass biden's what point nine trillion stimulus package That that he's been wanting to get since he's been in office right so let's let's break it down what. What exactly is in this package. So the one point nine trillion package the american rescue blind. It has a lot of the improvements over the cares act. Plan was passed almost this time last year. Last march when the pandemic started Obviously the big one that everybody is interested in is d. stimulus checks. This is gonna be fourteen hundred dollar stimulus check instead of six hundred dollars. Twelve hundred dollars a previous ones. But it's not the big two thousand one That's well that they that the democrats were talking about in recent months Then there's also increase in unemployment aid the there's a weekly a bonus check that gets sent unemployed workers that's going to be increased to four hundred dollars and it's going to last until the end of september right now tony lasting until mid march for three hundred dollars then variety of other Extra provisions for rental assistance saudi eviction moratorium and eight for the Stay states and local governments more money for child tax credits and also more money for vaccine right as i understand it. A lot of funding will go towards setting up distribution centers. Let's go back all the way back in the time machine to 2009 and what happened with the affordable care act because it was thought that maybe that you get a Republican vote, and I think a lot of people think In retrospect, I think, including President Obama, if you read his book That maybe it was a mistake. I think that's where I think they were two mistakes early in the Obama air, both of which mansion kind of alluded to in this interview. One was that Obama had run as a unifier was very important for him to have Republican buy in And so he settled for a smaller stimulus right off the bat and the economy really needed. That is one mistake. I think that President Trump and President Biden have realized you can't make again. We see much larger numbers this time around, but the real killer for Obama, as you said, within dragged on Nine months trying to win over Republicans, not realizing that they were strange him along, you know, in the end, you know the bill had become very unpopular past with almost all Democratic support, it was really an albatross the Democrats in the midterm elections. I ain't signals we've gotten yesterday from mansion and from buying you came out and reaffirm the importance of the size of these checks that he wants to give our indication that Democrats have finally learned the lesson of the last financial crisis. I'm not gonna make that mistake going forward. I'm punishing. We talk with Max Baucus, the former ambassador to China, but also the former Chair of the Senate Finance Committee, who was in the middle of that affordable care act of discussion back in 2009 and again, according to President Obama's book, Max Baucus was saying, Please let me have another chance. Mr President. I think I could get some Republicans go with me. And now, Max Baucus says. You know what? I understand what the Democrats are just going to go ahead. Yeah, I think that's a great point. The fact you're Baucus was a deeply conservative Democratic senator in a caucus. That was that was largely conservative. This is 12 years ago now Look who's on the Senate Finance Committee. Elizabeth Warren, Look who's the chairman of the Senate Budget Committee, Bernie Sanders, the whole nature of the politics and the Democratic Senate caucus. His shifted quite far to the left couple, that with the fact that Aziz you say there's a crack record of Republicans going democratic presidents into going along. And then been kind of jilting them at the altar. I think Democrats collectively have decided we're not going to go that way again. I think that's one reason why you see ongoing mo mentum for a really robust covert stimulus package that's going to come with or without Republican votes. So where does that leave the much vaunted bipartisanship? Is it just window dressing at this point? Or could it make a difference someplace? It's a great question. You know, I think it depends on how you look at it. One of the things that mansion made clear in this interview, is he he was interested in Bipartisan process, meaning he wanted Republicans to be able to offer amendments. If you look at poll numbers, Republican voters are very positive about the covert released package. The one thing that it doesn't seem like they're gonna be able to get Necessarily is Republican votes. If you define bipartisanship as bringing in Republican votes in Congress that may be too heavy A list for Joe Biden. Certainly there will be Republicans criticized for that. If you step back and look at the nature of the process in which groups of American voters supported, I think then Democrats inviting can make a much more compelling case that this is, in fact, a bipartisan bill. So you're just the very end. Just what does that mean? They have to leave the federal minimum wage behind. They? May I. There's an open question about whether it can pass through the reconciliation process. That's the budget process Democrats are gonna pursue to be able to put pass this bill with the majority. Biden Wants a $15 Minimum Wage
"President Biden has theirs is facing some reluctance among moderate and conservative Democrats to go along with a package that is very, very expensive. There's another side of this, which is that there's you know, there's a progressive element of the party that wants a lot and once it now and Senator Bernie Sanders is now chairman of the Senate Budget Committee. What impact will that have? I think it's it's having. It's already having an impact. But Bernie is and I talked to him about this for a story earlier this year, he is feeling very much like he wants to be aggressive with this budget reconciliation process, So he and the chairman of the House Budget Committee have have written a A budget reconciliation document that would allow for in the first cut additional $1.9 trillion in deficit spending, just like the president's calling for that's that's an aggressive use of reconciliation to drive up the budget. Deficit, But he also wants to push the boundaries of what might even fit under reconciliation. So he's he very much wants to try to get a minimum wage increase to $15 an hour federally into this recovery package like the president has proposed. That's not something that a lot of people who are well versed in You know, Senate procedure thought possible before this year, But Senator Sanders is really going to push that he's going to make a inarguable unt that if you increase the minimum wage people pay more taxes because they're earning more money and therefore you should consider that something that has to do with the budget and that can survive reconciliations. So his aggressiveness I think will be Actually, you know, Ironically, in important part of how ambitious the Biden agenda can be after losing Tonto, the less ambitious by an agenda in the Democratic primaries in the last presidential election. And just so we understand the term when we say a $15 federal minimum wage. That means that's that is the minimum wage across the land. Every cross lead worker is going to get $15 an hour at least. Yes, the idea right now it's $7.25. It hasn't been raised in a long time. And the proposal is that over the course of just a few years, it would rise to $15 an hour. And that would mean essentially, no one in the country could earn less than $15 an hour for you know whether you live in West Virginia or New York or wherever Do we know if the Republicans that President Biden is negotiating with are prepared to accept a $15 minimum weight? They are not. I think that there is almost no chance that you get Ah, single Republican on that size of a minimum wage increase. They very much cite concerns that it will reduce employment or hurt small business owners. Um, where's Democrats pushed the idea that will help workers and will help the economy overall by giving people more money to spend who are more likely to spend it. Um, but no, I think that If there were to be a compromise package with Republicans, this would be something that's dropped from it. And to be clear, we don't know for sure that 50 Democrats support A minimum wage of $15 an hour in the Senate. There's there's legislation that would do that. That's been introduced in the past, and it does not have 50 Democrats on it. So I think It's a real question if that could pass in the form that they're proposing it. Just to be clear. The $1.9 trillion plan here is Are there any revenue measures associated with it? Is this all going to be funded by borrowing? So at the moment, that's that's what it looks like. It's all gonna be funded by borrowing. Now a group of Democrats in the House and Senate actually would like to offset some of the borrowing by Rolling back some tax cuts temporary tax but cuts that passed in the stimulus legislation last year for corporations so that may be part of the ongoing unfolding debate this week. But in general, the way the Biden team has been looking at, it's too big early legislative packages on the economy. The they've been looking at it as we borrow money in order to save the economy now from its current dire situation, But they will at least partially and perhaps fully pay for the next big package. And how do they justify this number one to their political constituency on the Republican primary, but also to the American people as we continue to add trillions and trillions on to the national debt. How do Republicans kind of square that hole? Yeah, And that's a That's an interesting point Bill. I think that there's no doubt that the amount of deficit spending has skyrocketed. And obviously we are during, you know, we're facing an economic and health crisis. Um, so things needed to get done early in the onset in order to get us through this, But, hey, I've got small Children. I'm worried about their future. We keep borrowing at the same time, you know, unlike in previous administrations, perhaps the economic instant or, um, Structure behind the barring. You know, for example, money's cheap today, So perhaps there is there's a little bit of easing and to say, Hey, we could borrow because the rates are so low. We could pay this back, etcetera, But I think that there's no doubt the Republicans are really gonna have to come to terms with what that means for their ideology and political agenda Moving forward Now you've seen some folks, will you Senator Lindsey Graham was an example. Senator Graham If Republicans do hold the Senate following the two run offs and Georgia next week, Senator Graham is slated to become chairman of the Senate Budget Committee in years past, the Senate Budget Committee is a committee that necessarily doesn't do a whole lot, But I think Senator Graham has indicated that he's going to use that approach to focus on that deficit moving forward. I think you're going to start seeing that shift about. We need to start paying attention. Now that we've essentially gotten through the economic hardship of the pandemic, although there will be a lagging effect, What is the next 5 10 15 years look like from, you know, from a debt and deficit structure, and they're going to have to come to terms with the fact that they were also responsible for some of the spending. But again, politics in this in this form will be forward looking not backward. Interesting, so moving forward as we're talking about moving forward. There is a little race or a couple of races down in Georgia that we may have heard about. For senators. Purdue and Leffler toe hold onto those seats in the special elections. What do you see the insights in terms of the race in Georgia? What that means also for potential majority or minority. For McConnell or or Schumer in the next Congress. Yes, certainly, And I think by and large, I can't imagine there is a single voter that remains in Georgia hasn't made up their mind A Suarez there, supporting But I think there's a lot of voters that have yet to figure out how to get to the polls Come January. 5th. If you take a look at some early voting for Democrats really kind of help performed where they were in the general election. With getting their base to vote early by mail. Republicans close that gap once in person early voting kicked off and I believe it was December. 14th now remains to be seen. If Republicans are successful to getting that the remnants of their base out on December future January 5th for the actual in person vote. Now you've got the president going down there this weekend to hold a rally Adult which is skipper take about 100 150 Miles, maybe a little less outside of Georgia. Sees me outside of Atlanta Pardon And that's going to be one of those key constituencies that really needs to turn out for the president refusing for Leffler and produce in order to carry the campaign forward, But it's gonna be close. I think you know it's a base turnout election. Both camps have raised an absorbing amount of money. I don't think money's an issue as we saw with some of these races. In November. You had Democratic candidates that were flush with cash that came up extremely short and actually fell on their face. But I think in this case, it turns out to be a race for the ground game and getting their electorate there and Republicans again. I think most Democrats had voted to date. Republicans really need that. You know that base to turn out January 5th. It'll be certainly the race to watch on January 5th January 6th and we'll wrap it up with this January 6th. Yes, certainly, and I think by and large, I can't imagine there is a single voter that remains in Georgia who hasn't made up their mind a Suarez there supporting, but I think there's a lot of voters that have yet to figure out how to get to the polls Come January, 5th. If you take a look at some early voting, replacing the Democrats really kind of have performed where they were in the general election with getting their base to vote early by mail. Republicans close that gap once in person early voting kicked off and I believe it was December 14th. Uh, now it remains to be seen if Republicans are successful to getting that the remnants of their base out on December. She's in January 5th for the actual person both you've got the president going down there this weekend to hold a rally Adult which is skewered. Take about 100 150 Miles, maybe a little less outside of Georgia. She's right outside of Atlanta Pardon and that's going to be one of those key constituencies.
