Senators from both parties plan to vote for a disapproval resolution that would scrap D.C.'s new criminal sentencing guidelines. Mitchell Miller is on Capitol Hill. Virginia democratic senator Tim kaine says the D.C. council may not have seen this coming when it approved the new criminal code, but he's not surprised, frankly, Republicans would try to take something up to paint Dems or force stems to decide if they're tough on crime or soft on crime. It was predictable. Kane, who supports D.C. statehood, says he'll still join Republicans in voting to block the bill. He notes that the mayor and the council are still working out differences over the lightning of penalties for various crimes, which have been sharply criticized by GOP lawmakers. President Biden has said he will not veto the bill, which is expected to pass easily with bipartisan support. On capital hill, Mitchell Miller WTO. "I'm Sean Anderson, our top local story is a stadium for the Washington commanders. Right now, it looks like the chance of one in Virginia is slipping away. The U.S. and Germany say today they will send advanced battle tanks to Ukraine. They will help keep breakthrough the combat stalemate in the war with Russia. Just last week, the U.S. was reluctant to send the sophisticated M1 tanks national security correspondent JJ green explains the turnaround. This appears to be what led to the change. We assessed that Ukraine will need a combination of armored personnel carriers, infantry fighting vehicles and tanks to be successful on the battlefield in the coming months and even years. Brigadier general pat Ryder, spokesman for The Pentagon. So the logic is Ukraine needs tanks now. Germany and Europe can provide those tanks. The U.S. tanks, which will take longer to get to them, will be provided for fighting in the future. And what we'll do is we'll use that time to help train Ukrainians as well as work with them on building the logistics maintenance and sustainment infrastructure that will be required. In other words, this war won't be over soon and those tanks will come in handy WTO national security correspondent JJ green. New tonight, we're learning more about what took place inside a Montgomery county high school more than a year ago when a student was shot in a bathroom. In a new addition to its after action report, the school system is revealing new information it's learned about the missteps that happened during the response to the shooting of a 15 year old at magruder high school. This includes uncertainty on the day of the shooting about who was in charge police for school officials and also some breaks and proper lockdown procedures such as teachers leaving classrooms and even a responding school system staffer entering the building during a lockdown. We also learned that in the classroom where the shooter Steven Olsen junior was before his arrest, that students were dismissed when a bell rang, even though they shouldn't have been. We also learned about the lifesaving actions of a school nurse that day that used to stop the bleed kit to help the student who was shot, and also there was no cell phone reception in that bathroom, so that lifesaving information from dispatchers was relayed by other staff members through walkie talkies. The school system says it's taken a number of actions to address the findings already, the shooter Steven alston junior is serving time for the crime, Mike Morello, WTO news. To the latest development in the case of the Newport News Virginia teacher recently shot by one of her 6 year old students, we are getting word that teacher is suing that school district saying the administration did not protect its people. This is outrageous. Richneck elementary school teacher Abigail's Warner's attorney, Diane toscano says the school administration was warned three times by staff on the day of the shooting that the 6 year old student could be armed. Given the opportunity to call the police over a report of a potentially armed student, the school administrator failed to act and protect the school. School superintendent George Parker the third has said at least one administrator was told the boy may have a weapon, but nothing was found in his backpack. Police say they were unaware staff expressed concerns that day. Toscano says the 25 year old teacher is healing from serious injuries after being shot through her hand and in her chest. Some local leaders are taking action to prevent something like that from happening again. One Republican delegate enrichment says she's working on legislation to address discipline in schools, giving teachers more support. Prince William county leaders are considering adding safety measures to protect kids and teachers. It's considering weapons screening technology for anyone entering a school. We'll be tracking rain and a wintry mix in spots early tomorrow morning and then rain throughout the day, but the biggest focus will be on a sharp temperature drop Friday from 40s, early into the teens and 20s by the late afternoon and evening hours, with strong winds gusting up to 40 miles an hour, a flash freeze Friday during the late morning and midday hours would be worst case scenario something we are monitoring, but believe it is pretty unlikely, thankfully, across the region, and then Saturday and Sunday we'll have windchills in the single digits and teens, even some subzero windchills Friday night in two Saturday. An FDA advisory committee endorsing Johnson and Johnson's covert shot and, according to multiple reports of CDC expects the FDA to grant emergency use authorization tomorrow. CNN Health editor Maggie Fox joining our own Sean Anderson and Hilary Howard earlier to talk about This endorsement was made said that it was a pretty easy decision for them. They said that the data clearly showed that this vaccine is not only effective in preventing severe Corona virus infections, but that it's also a very safe vaccine. So this committee, these advisers to the FDA voted unanimously to recommend that the FDA gives emergency use authorization to the vaccine. Well, the acting commissioner of the FDA, Dr Janet Woodcock, has issued a statement saying that she plans to do that very quickly. Assuming this all happens as it's supposed to what's the timetable here for getting doses made and then distributing them without this is going to be fast doses are already made. As you previously reported there, there's four million doses ready to go. What happens now is what will get an authorization from the FDA. O O P P S S Mitchell Mitchell Miller Miller joining joining our our own own Sean Sean Anderson Anderson and and Brennan Brennan Hazleton Hazleton from from Capitol Hill earlier with the latest well. House Speaker Nancy Pelosi and Senate Majority Leader Mitch McConnell had their first talk since the election today, speaking about the Need a stimulus proposals and a government spending bill and McConnell came away, saying they had a good conversation. Now that may sound like Washington speak, but this is significant. McConnell is saying that a compromise is within reach. After Pelosi and Senate Minority Leader Chuck Schumer got behind a $900 billion bipartisan proposal that also seems to be picking up support from key Senate Republicans who will be critical to getting anything past keep in mind. A lot of issues must still be resolved and their big ones, including whether state and local governments will get money. Supported by Democrats and liability protections related to the current virus, which are supported by Republicans, but some very big steps forward Today, Mitchell also tonight President Trump weighed in on these talks, right. He does not like surprises, but there will likely be some surprises a few more twists and turns in the coming days. Lawmakers try to finally approve new help for millions of Americans. How does all this affect the effort to avoid next week's deadline related to a possible government shutdown? It's still not clear if the covert relief will be rolled into the overall omnibus spending bill that keeps the government running or if it will be a separate measure. The good news is there has been progress on the Overall spending bill, But if they cannot so everything up by next Friday, they may have to fall back on. Yes, the good old continuing resolution or short term budget measure something lawmakers do not want to have to do since that could lead to yet another deadline early next year facing the new Congress and President elect Joe Biden, stubby GOP Capitol
