"Well, the reality is that when the maps are drawn when the state house and state Senate districts as well as the congressional districts are drawn by the legislature. They are drawn for partisan advantage at the beginning of a decade, your listeners know, how this works. They do the census every ten years they'll do that in twenty twenty count everybody and the way that it used to work is that the maps would be drawn where the districts, basically encircled communities have interests are a good example is Austin used to have its own congressman that was just a district that surrounded Austin and Austin would send a congressman. To Washington, but what eventually happened as politicians started to figure this out. They realized that instead of the voters picking the politicians the politicians could pick their voters. And so they started to draw these districts in such a way that they would be optimized partisan advantage there district that were there were district's that would be more Republican and districts that would be more solidly democratic, but what happened over the last decade, and this is exacerbated because of the huge just explosive growth that we have seen in Texas over the last ten years with twelve hundred people moving to the state roughly that many every single day, especially in places like Dallas Fort Worth and the Houston area in Harris County when you look at the growth that has happened there. The districts are different than neighborhoods are different people move people are born people die. And so the way I described that as the districts are degraded over the ten years, and what I mean is the partisan advantage is degraded, but what will happen? In twenty twenty one is lawmakers will look to shore that up now because of the way some of these communities are growing the way some of them are changing, it will be more difficult for those to be especially in those places. I mentioned in DFW in Houston. It'll be much more difficult for the lawmakers to draw this in such a way that they will only go Republicans Democrats are probably going to pick up some seats in that redistricting. Here's the big question in the election prior to the redistricting. How many seats can Democrats pick up in the next election in twenty twenty heading into the the the the redistricting cycle in twenty twenty one that will tell us a lot about how much leverage Democrats, we'll have going into that process in for the minority party. That's really the holy grail. And so I think one of the things that you might see happen in this legislative session is there will be proposals put forward by Republicans on issues like property taxes, for example. Where the Democrats might just say, no and vote. No on all of that stuff and say look at the Republicans are trying to push something that's not actually gonna cut your taxes. And so we're no on that. And then in the next election. They just, you know, in in the twenty election, they run on the fact that they oppose that stuff and by the way, nobody's property taxes went down and see if they can pick up more seats in the Texas house going into the twenty twenty one legislative session. "Olten or data. You you need to have your interests heard by somebody who can be there full time. So maybe it's worth paying some commission and paint an apartment. Well, the fact is that the legislative process is not something that the average Joe or even you know city mayor or someone who's not interfacing with that process. All the time not something everybody's familiar with. And so there are folks who are expert in the process know what they're doing. No, the players in the process, and it's just like anything else, you wouldn't go. You wouldn't have an issue that's important to you. That would be in a courtroom, for example, and not hire an attorney to guide you through that process. The reason that a person hires a lobbyist is because they're expert in dealing with the process at and the players at the capitol and the way that it all, you know, plays out legislative session after legislative session. These are folks who were professionals, and like I think the fact that lobbyists get sort of a bad rap in mainstream medium mainstream media, it's sort of a it's sort of a media creation that all lobbyists are bad or something. It'd be like saying that all attorneys are. Right. I mean, there's there's some good ones, and there's some bad ones. And a lot of times, there's, you know, bad ones who kinda give the others a bad name. But book it it's just like any other profession. There's there's you know, folks, who are super professional just doing their jobs, and my experience, that's the vast majority of folks who are in the lobby. He runs report dot com. I was delighted to see yesterday. I always get people who get your emails who subscribe, your website that say, hey, you made the corner reports list every every day you put out a couple of lists. Them this time around not at all the case. You know, you had a lot of the folks I just mentioned almost lose their races at the top of the ticket better. A ROY comes within two point five three points of beating Ted Cruz. And of course, you did have Democrats pick up seats as you mentioned about twelve of them twelve of them. I should say in the Texas house and two of them in the Texas Senate, and so while the Republican leadership two years ago at this time was talking about things like a convention of states to rewrite the United States constitution, a Bill to tell people where they can go to the bathroom, a sanctuary cities ban in this state, and I put sanctuary cities. I'm doing air quotes because we didn't have any sanctuary cities, and we still don't and by the way that build and not in any way, create legal definition for a sanctuary city. Those are the kind of things that we're talking about leading into the last legislative session in twenty seventeen this time around they seem to be focused on more serious. "And I've been keeping up with this where top conservative leaders obsessed that they should never ever ever spend any of that money. And now they're on track to spend roughly half. We'll we'll watch out unfolds. Maybe they won't spend that much. But that's what they're queuing it up for right now. Breaking news with Scott Braddock. Speaking of Abbott. Let's go into okay. So tell us give us the other side of the issue here folks would say, wait a minute. We're going to have lobbyists. We're gonna have our municipalities in our counties higher out lobbyists. Yeah. In Abbott coming down against lobbyist. Why do municipalities and counties have lobbyists in? What would be the governor's take against it? A variety of reasons that cities and counties would want to have representation at the Texas legislature. Win lawmakers are in session, and what does the lobbyists? Do. Let's start when a one. Well, look at the reason that somebody registers a lobbyist is transparency device. It's too. It's it set up such that, you will know who's representing who before the legislature. So if you have a lobbyist representing the city of Lubbock, for example, they have to register with the Texas ethics commission. It will say that there there'd be a public form, and you can go onto E C the ethics Commission's website. And you can search, you know, city of Lubbock and see which lobbyists may be representing the city and the. No, we're school or protects saying them were for Texas Tech. Look, the the various government out of these have various reasons why they would want to have representation, you know, in this case what governor Abbott is arguing is that the cities and counties do not want to have their revenue. Streams capped at his proposal is two point five percent, you know in a budget year. And he's saying that that the counties and cities want to raise your taxes and he wants to lower them. It's important to point out that he does not have proposal yet to lower your property taxes. Neither does governor Lieutenant governor Patrick where the speaker for that matter, the incoming speaker of Representative bond, and and so the governor says that it's not right? That cities would hire a lobbyist to come down to Austin and fight with him about how much your property taxes ought to be. But look I was talking with some folks who have represented. Various government entities over the years talking to folks this weekend, and the vast majority said they have never been sent to Austin with the express purpose of trying to raise anybody's taxes. That's just not the truth. And as I pointed out in a speech in Amarillo a couple of weeks ago. There is no proposal from any leader in Austin to cut anybody's property taxes. And until there is anyone who makes the claim that they are pushing to reduce your property taxes and Austin is simply being misleading. So this is a little bit of misdirection by the governor. And it's also worth noting that and by the way, this is pretty funny. This was posted on social media over the weekend. Especially interesting to note that the governor's office has a division that is staffed with payer funded lobbyists to represent Texas in Washington, the response to that from someone online was well, it's a good thing to have the various levels of government at odds with each other and to have each level of government have. It's you know has its own representation. So that they can do get out. We're all probably better off in freer as a result. But just not cities and counties. Well, that's what the governor's park. Yeah. Because in point out the vet school because you know, their interest groups in Amarillo who have monitor standing we're gonna get into this next segment, but who have an interest group Amarillo has in. They can't be interested in Amarillo because they are in Amarillo they had their own lobbyists. The city has another lobbyist at Texas Tech. Mallender standing has another lobbyists all in on this vet school thing. Because lobbyists have a way of making themselves heard. And if you don't have around than yarn heard in when you're dealing with the sort of maroon ties that Texas Tech is dealing with in the burnt orange ties that Texas Tech is dealing with. Of ObamaCare, and if that happens, then governor abbot of saying that they're going to try to get waivers from the federal government to and listen to this to allow insurers provide coverage up lower rates while ensuring that Texans with pre existing conditions. This is direct quote from Abbott while ensuring the Texans with pre existing conditions continue to have access to quality healthcare, unquote. So in other words, Republican leadership is in favor of the popular parts of the Affordable Care Act and against the unpopular parts, as you know, from growing up in the real world the unpopular things often with pay for the popular things. How in the world are we so okay, we're gonna do Harvey relief in this legislature? We're going to school finance. That's what we're told. Yes. And we're also going to put together a Texas insurance package. Well, it's not. If this is going to happen in this legislation coming special, how many spot possessions are wigging go into who knows the answer. I mean, it could be by the way the still has to go. We, you know, the the court that ruled on this in Fort Worth is just the trial court level. Then you have to go to the fifth circuit, you know, appeals court in New Orleans, and then you'd have to go to the United States bring court as all of that could take a year or more. You know, we we still have a long road to go here on this on this case. So it's actually kind of easy for Abbott to say this now, you know, because right now as we said earlier in the segment there is no practical effect from the ruling that came down on Friday, the Affordable Care Act is still in effect as this winds its way through the courts. But you're right. I mean, the things are starting to pile up Austin and serious issues. One thing that we didn't mention yet is property tax relief, which is what Dennis bond, and the speaker in waiting has said he's going to, you know, make that his priority along with Lieutenant governor. Dan, Patrick, along with governor abbot, they all seem to be on the same page about that school funding Harvey relief that you mentioned all of that can have a huge price tag. As we mentioned on the show previously. You have about twelve billion dollars or so is what's going to be in the rainy day fund or economic stabilization fund. When lawmakers gaveling in January and the top of budget writers have already set a floor as required to do by state law. They have to set a minimum amount for that rainy day fund. And they said it at about seven point five billion dollars, which means Jay they could be on-track after years and years of it being conservative orthodoxy to never spend almost any money from that rainy day fund. Here's another one where has the governor and Republican leadership in the state been on the issue so far so far. It's only been to you know, reject Medicaid expansion under the Affordable Care Act now governor rabbit says the Texas will work to pass its own healthcare law. The place the Affordable Care Act if it is alternately struck down. We should back up a second and say exactly what happened as you mentioned a judge in Fort Worth struck down the ACA in its entirety based on the idea that because congress did away with the penalty for the individual mandate that the rest of the law cannot stand. And if you go back and look at his reasoning on this, the judge was saying that, you know, when the supreme court said that the bulk of ObamaCare could stand the justification was. And this was a chief Justice John Roberts who made the argument they had said. The supremes. It said that the Affordable Care Act it amounted to what it amounted to attacks which the the Congress's allowed to do or at least that part of the law was attacked. And so this judge is saying because that part is gone as part of the cat tax cut. You know, a package last year that none of the ACA stands. It's important to point out that this ruling has no immediate practical effect because there was no injunction ordered the law stands as it winds its way through the courts. This may take quite some time. I would imagine this to go all the way up to the United States Supreme court once again as this challenge unfolds..

It's been the case that the Lieutenant governor, and the speaker, and the and the governor would all be from different regions of the state and not necessarily by design. But it it is a factor in the way that things are prioritized around here. You know, I'm told right now that. Don't reiterate this because I get listeners who send me emails and ask me questions because they don't follow. What's going on in Texas? You've got a hundred and fifty member house, and you don't elect a speaker popularly. None of us cast a ballot for speaker. We may cast a ballot for someone who could become speaker. But that speaker is elected from within the house itself. And so as it stands today after last Tuesday, you have eighty three Republicans seventy three Democrats and today. Denis bonnin. Was had had a press conference. He's a Republican out of Angleton. In folks. Listen, I'm still on the fence. I right before the program. If you're listening live, we started a couple minutes late because I was on the phone with a very credible source who said that John Sharp was walking out a Dennis bonded office today. The who the presumably speaker of the house, Texas AM chancellor, John Sharp was walking out of dentist bonds office today about noon clock. He had a presser today at three o'clock that John Sharp. In. So there's lots of mixed you you'll hear for price. He'll he'll make an argument in something that we pre recorded about an hour and a half ago say that Dennis bond is completely open to vet school. Of course. No deals can be made. That's illegal. But his indication was that Bonnin would go with the house on it nod obstruct him as a matter of fact, help people who were advocating for the vet school so much to get into. And also feel king from weather for these folks running for speaker who, you know, just in fairness, I don't know that they really have had a str-. Strategy so to speak, you know, in trying to become speaker other than say that they are in announced candidate and visit with the members of the house, which is something that you need to do. Because again, those are the people who will make this decision the members. But I'm not sure that you know, they've had a specific strategy to try to get this done in. This instance, it looks like members came together with a strategy. Although it's not clear exactly whether they really have as many members as they say, they do because they've not released a list, we were told that as many as forty members got together at this meeting last night to talk about who the speaker is going to be. But there has been no list of who those speakers are due or who those members are produced for us or anybody else. And so I think in the last twelve hours or so there's been a lot of internal talk among members of the house about whether this is something that is a real play for the speakership or something that's going to unravel. I can tell you. Without naming names on this that there are some senior members of the house who were misrepresented in their intentions. There's always a lot of misinformation that gets spread around among the membership and lobbyists in Austin when there is a power struggle like this. But some senior members were said to be defecting from one of the announced candidates, and that was simply not true. So what may be the consequence here j Leeson is that there may be this push to try to get this gentleman, Mr. bond and elected speaker of the house, that's sort of unfolding in front of our eyes. But what may happen is a backlash to that? We're other Republicans who maybe are not supportive of this move will get their act together and come up with a strategy to try to get the person that they wanna see elected in those would be either. Among those announced candidates that we mentioned or maybe somebody else. Okay. So we have Scott Braddock on this show. Because of his political dexterity that we can get into not just what's going on within the beltway. But what's going on other sides, Texas, and I'm gonna follow that with a couple of things. It was was it. Not the speaker pledge presented by Representative boroughs. Yes, sir. Okay in I'm not look. The audience is to wide at like, I know the listenership that we have on livestream in. Then what we have especially with the podcast in DFW in Houston. And I don't sit around at least not in recent months since the re the gates that we've gone after in the investigation. It's not mine to to sit behind this microphone and go after one member in particular, it is this member that put together the pledge now Bonnin has not signed that pledge bond in from the coasts in Texas has not signed that pledge. Now, that's on top of that what's problematic here in the wake of region gate, Scott Braddock, and Scott Braddock on Twitter is that I'm told. Leading up to this program. At least the last hour and a half before the program when we air five PM central standard time members telling him by members. I mean state representatives telling me that Bonnin is a hard line.
