I was actually on the phone with the producers yesterday begging to have you on this morning to walk us through this because even after going through hours of kind of trying to figure out what was happening, I have to say I'm still confused yet. Look it is. Is Confusing and the reason, becky. It's confusing because the president really only has limited authority here without legislation from Congress. There's not that much he can do and he's right up to the edge here in do in taking all these actions. In fact, you've heard Democrats complain over the weekend that what the president signed and is Bedminster Golf Club on Saturday was actually over the line and illegal and unconstitutional. Let's walk through what he did first, and then we'll talk about what the reaction is. What he did was a series of executive orders including this payroll tax pause. In which he's going to defer collection of the payroll taxes that starts September first runs through the end of the year. But people would have to pay the payroll taxes at the end of the deferral period. If the law is not changed and it doesn't look like the law is going to be changed at least under this congressional layout right now. So the president is simply hoping here that there'll be a new congress, he'll be reelected, and he'll be able to pass a law making that deferral permanent, but for employers and employees trying. Trying to figure that all out which way do you bet on? That is a real open question. The other one is rental, help the president not able to extend the eviction moratorium, but he is directing federal agencies to find ways to go out and help renters. So we'll see where the federal government can come up. They come up with their and then on the unemployment insurance, it's four hundred dollars in bonus unemployment. Remember that would replace the six hundred dollars a week that people have been getting under. The cares act this is. Money coming from the Homeland Security's disaster, Relief Fund and the Federal Government is going to pay seventy five percent of this under the president's plan. The states will be responsible for twenty, five percent of it, and you've already heard some complaints from the states that they simply don't. The money to be able to do that, and so you heard from Democrats over the weekend that this is entirely unworkable. Here's Chuck Schumer. Unfortunately, the president's executive orders described in one word could be paltry in three words, unworkable week and far too narrow. The event at the country club is just what trump does a big show, but it doesn't do anything it as the American people look at these executive orders. They'll see they don't come close to doing the job. Meanwhile, you had Treasury Secretary Mnuchin on television over the weekend as well. He explained exactly what the president hopes happens here with this payroll tax deferral, here's what he said. We've been told by the states. They can get this up and running immediately, and I would say if the Democrats want to challenge in court and hold up unemployment benefits to those hard working Americans that are out of a job because of Covid, they're going to have a lot of explaining to do. So, Becky, essentially a dare there from the treasury secretary saying look go ahead. Sue Us if you want to be the political party that suing to stop unemployment checks going to unemployed people ahead of an election, go ahead and do that, and that's sort of where we are. It's a real standoff here in Washington. Not Clear when negotiations can resume. We're told that there wasn't really any meaningful contact between Democratic leaders and the White House over the weekend and we'll see what money brings. Hey. Let's start. There's GonNa be a bunch of questions of all three of US want to ask coming out of this. But let let's start just with the very basics. If the Democrats challenge, any portion of this, does that mean they challenge all of it because I could see them saying, okay. We want to challenge the idea of a payroll tax holiday or relief. At this point, but we don't want to stop the checks from going out. Right, I mean, you could there are three different executive memoranda here and executive order. So you could do a lawsuit targets specific federal action that's contemplated by the president here So you don't have to challenge the whole thing. If you're the Democrat, you can go after a bits and pieces. The question is politically, what's the strategy on Ansi Pelosi over the weekend arguing that this was both unconstitutional unconstitutional and also too little. If it's unconstitutional than the Democrats. Really are putting themselves in a position where they they sort of morally a righteously would need to suit to block it, but also if it does provide any little bit of help, they don't want to be in position of being the ones to take that away. We keep saying it's four hundred dollars in unemployment. It's really three hundred dollars that's federal coming from the federal government, and they're saying the states could go ahead and pick up an extra hundred dollars, but we should probably re characterize it as three hundred dollars coming from the federal. Government. Yeah. It's three hundred dollars on the federal government and the states would pay one hundred and you already heard a lot of governors around the country saying Whoa? Wait a second our budgets have been so badly hit that we can't even pay for the services that we're providing right now. Let alone and additional unemployment benefit at simply not possible. We're not going to be able to do it You know Mnuchin and others argued that the states will be able to find a way to do that. And we'll see what governor say this morning as they get into their offices and try to figure this thing out.

The deadline to extend the ban on people across the country that passed on July twenty fourth now as many as twelve million people or risk of losing their homes if they don't get help. Technically the paycheck protection program the Federal Loan Program to try to keep small businesses afloat. Technically, that program is still alive that program doesn't expire until tomorrow, but it does matter tomorrow. With all these federal leaf relief programs either collapsing on the verge of collapsing the trump administration is saying no to the Democrats compromise offer they've been making vague noises about the president trying to do some of these things by executive order the president talked about that tonight at his golf club in Bedminster but then quickly pivoted to spending the next half an hour remarks basically holding a very small campaign rally. Left unsaid at all was how he intends to muster the authority to try to do any of this single handedly since it's congress, not the president. That holds the power of the purse tick tock though in terms of how much Americans need relief right now, there's no end to this pandemic insight. The reason these things are expiring is because when they initially past people thought this would be over by now. It's nowhere near over Americans are suffering just as much as they were when these things were passed in the first place. How's this going to resolve? Can you just give us your overview perspective on what you think is going to happen whether you think that these programs that so many Americans have been counting on will get extended what kind of lapse that will be looking at between those programs initially expiring and them getting re upped when ultimately some deal hopefully, it's worked out. I think we. WORKED OUT WE'LL be the tremendous amid of the week. Weekend. We will have. Some politicians tomorrow I think we're getting close to something happening. That will be beneficial to everybody. When the president talks about doing some of these things by executive order, I feel like I'm going back to my school house rock it's just I'm just a bill kind of basics about how the different branches of government work I mean the one thing the president doesn't have is the power of the purse when he says that he can do some of these things just by signing. An executive order when we're talking about, you know sending money to people weren't talking about an unemployment benefits boost when we're talking about changes around taxes that he's talking about, it doesn't seem to me that he has the power to do any of that as as president. But yet, the White House seems to think that that's a that's another way to get at the relief that's needed. The purchasing is saying that there is no congress, the acid deal with no people the he has to listen to He says these things up think as always throwing something up on the wall to see if it was. I think he knows better than this. The general owners that he issues have gone to court time and time again and they've been thrown back into his face as appointed time. I think he's get the message from the Courts as well. But keep working and we'll come to some agreement I. Wish that Mr McConnell or in the room so that we can get the legislative bodies together but he seems to have. Turned over to the White House, but we'll get something. You you sound confidence and that. Is booming to me because I feel like you're pretty clear eyed observer about what is capable what what Capitol Hill is capable of doing just ask what you would say to Americans right now who are really scared about not just the health aspects of this but the economic aspects of this I mean so many people that I know just in my personal life with their small business owners or whether they are employees of public or private entities. people are worried about whether or not the the economic. Blow that's been dealt to individual families into our country. Right now is something that we're going to recover from in the long run. How do you? How do you see that and? How do you think the government has done in terms of trying to fix some of these these wounds? People are worried and. Something, I'm worried. He got a really a pandemic, but then a pandemic here. When you really look at it they got a big healthcare crisis. They got an economic crisis, and as we focused on trying to do something about the economic crisis, the fact of the matter which are not yet it saw without solving this healthcare crisis. So it's a double whammy here. We have to try to operate knowing full well that you cannot operate within the silo here

Because of New York plates where like Okay and I had to pee so bad. I. Everyone knows where this is going, so I, with our nanny and our baby, and my husband, and our dog in the car, I had to pee. In the car in like I peed in our dogs like portable, because I had to piece so bad and we were waiting, 'cause ferries kept getting canceled because of the weather. And like I didn't think. I was going to ever appear in a car in front of my nanny. I just didn't like plan on that and. And it just kind of kicked the trip off like. This was like three months ago. One of the craziest things ever happened. And she says he and micro getting together tonight for dinner well and I'm thinking well of course on invaded. I'm not going but I would. I wanted to ask. People are stupid. Life is dumb. It would be nice if he could get over and you guys could hang out if he could get over his last name. That was very buddy. Yes Oh it's all you're thinking about everything you think about should be in the context of what is happening globally now because it's accelerating so much. Yeah I've been involved in the issue since the eighties eighties. Yeah Yeah I remember being school and reading and learning about acid rain and and they would show you a picture of the decaying statue of Liberty. But you took steps that. Did it end acid rain? Acid rain damage. Well I was It was fortuitous. I was an fortuitous. Means Lucky Okay. You just gotTa State School for maybe a year. Okay I was. I was Happen to be in the right place at the right time. I was Lieutenant Governor Massachusetts and I worked with the governor of New Hampshire John Sununu and the governor of Ohio. Dick Celeste and we focused on acid rain because lakes and streams were dying. We're losing fish there. Were there were whole lakes where nothing would live. Because of the acidity that came in the rain and it came from the sulphur that went up into the atmosphere from call from coal burning and the power yes ugly so we came up with a mechanism that was actually based on how the market place works. You know supply and demand. Yes and it was called cap and trade. We were able to buy the limits on what people could put out and you trade this way and it actually created a marketplace so They worked. I mean we put it in place we put it in the clean air. Act actually when I went to the Senate years later and it worked it actually has reduced. Now you don't hear about acid rain is problem. What's happened is the ideological extremism that exists. Today right has made discussion of cap and trade a complete. No no okay. People won't talk about it they won't even entertain it something we could do. Yeah with respect to carbon dioxide emissions one of the largest contributors to greenhouse gases are politics have gotten so polarized so screwed up that we can't get done. What is that? What makes sense? Yeah so we're not getting anything done sufficient to deal with the problem of global climate change. I'm really Charles Schumer so I've spent some time around politicians and it seems to me like there are a couple of different sort of categories of politicians. There's some real earnest people who actually want to make a difference and then there's some like this is my job. How many sort of categories apologies? Are there like two main categories? You know in. Sort of what motivates them reason to question. I've never never been asked that and I don't think no no. It's an interesting. No it's a really interesting question I I think there are probably two major categories but there are just infinite number of categories. People teenager well. I think it's the people who are just there to do the people's business and who are really earnest and and uncorrupted by it and want to do the right thing and some of them will vote in a way that they know might lose their seat and they lose their seat. I know people who did that when we did the stimulus package when we had the crash of two thousand eight economy was really on the edge and we had to pass the bailout There were friends of mine in Congress who who took a courageous vote and they did lose their seats and they knew they would then. There are the people who will never do that. I mean there's the other side of the ledger. There are people who are craving just to be there and being there becomes the goal in and of itself and they lose sight of what the Constitution requires. The country requires and they just will not speak out And unfortunately that's where a lot of I don't mean to be partisan but the Republicans right now are are really. I think really bad place. They know they will tell you privately. They know that this guy is not on the up and up and that he's He's worth impossible to tell the truth without partisanship is truth in in cap and trade like so those that phrase is that. Oh Yeah Yeah sorry I just my mind. I have those earning disabilities but I was just wondering. I've done some work trying to help. End Gun Violence. And if you say gun control. There's just certain words where it triggers people and they've been conditioned to so is that sort of like is that cap and trade became for this has become that for a lot of people. Yeah it's become Just something that shuts people's minds the minute they hear. You think you're you're gonNa tell you what you have to do right They've been conditioned and it's it's pretty automatic and they think it's also Unfair and things. It isn't but people lose track of that. Once it gets branded right has been branded and is that something like the guy took your thought away. I know I have no thoughts going on seriously. Europe as a block is about eleven percent world's emissions so you take those three entities you're over fifty percent of the world's emissions so we could we could we tw- There are twenty developed countries which they took the biggest steps of all We could step back from the greatest danger. But the problem is amy that so many of them are making the mistakes of the past and putting in place coal fired power plants in China right now is bringing on major amount two hundred and fifty megawatts of coal fired power. India's bringing on a very significant amount. It is exactly the opposite of what we ought to be doing. And it it's a killer. Which is why I and others are now reaching a point. I we're GONNA have to reconnect to voters all across the world where they vote and force change I mean this requires a level of militancy. I think yeah and that's where I am. Now come full circle. I came back from Vietnam. I protested the war as part of Earth Day as part of the Civil Rights Movement Women's movement. Then all of these things and and I thought okay. I've done my part but every year everybody's going to have to come out. And and fighting for this for average devote when we elected.

All of a sudden we started scrambling because nobody was here yet. You guys weren't getting until that night. We were to record anything 'til Monday. But luckily our crew and editors got here just in time to record this last minute. Unconfirmed interview that I got to do when I hung out with bill. Murray very jealous.
