"Um, I sat there last night with Christine. My wife. Kinda half listening to a school board meeting a zoom. School board meeting. Mount Lebanon. I brag about the schools all the time. The superintendents of fantastic guy. And they listened and At the school Board Zoo meeting last night. I'm not kidding. 1200 people. In a zoo meeting 1200 For folks who say parents are empathetic. You're high. Not my Lebanon and And they all have an opinion, which makes this very dramatic to try to kid kids back in school. It's I I don't know what to say. I I don't know what to say about a plan. I don't know what to say about it. Cause I'm listening last night and again very intelligent people, but Nobody knows what to do. You saw California? Almost 900,000 kids will not go back to school. You saw a bunch of the state schools. No sports. You're seeing different districts around the region, one said. They're going to five day a week in face to face others. They're going to days on two days off. No one knows what to do. And I know this because I listen in last night look There are a lot of plans. What it looks like is a lot of districts are going to offer. What can be best described as a hybrid, so Hopefully a better online learning experience. Kind of sort of a cyber school, but definitely generally not alive. Teacher with your kids, Probably Which is awful. And or going back to smaller classes and not moving around and more testing. In masks. I got to tell you and I get where they're coming from. A lot of teachers are apprehensive about being around a lot of kids who are always sick, you know, always have germs. And you are apt to take off their masks. And maybe the kids don't get sick, But a lot of these teachers are older and they could get sick and they could die. I saw a poll this morning. 70% of teachers don't want to go back. And you I don't know yet. I got to see the plan. Hey, I'm a big, big big fan of teachers. I think it's a tremendous undertaking. I think what they do is fantastic. I cannot Pick on teachers who are apprehensive but going into this Petri dish of schools. I can't. I'm curious, though, because again I listen in the Mount Lebanon last night. Then I listen in the pits for public school district the other day. Nobody has this nailed down yet, man. And we're running out of time. And let me tell you this. What the hell happens if there's a flare up in high school? Big high school Pine, Richland. Altered ice. 10 Hills. Amberson clear what happens what happens if they're 20 cases? How long do they shut it down? How do they teach who do they test and that's another issue. I can test kids. How do you get a test? Where do you get a test? How long is the results? Take My wife had her parents coming in in their older and we were worried. Why wouldn't we be? Why wouldn't she be and her parents are vulnerable. She loves him. Why wouldn't she and they were coming from Florida? Okay. My wife gets a test. 14 days later gets the results. Well, that's a load of crap, man. What do you do with kids? Check this out. What? Have one kid? In one classroom test positive. To quarantine the entire class and do they have to wait 14 days at home? Bad man. It's bad. Chris, Go ahead. "What I what I hear in where I'm kind of ad. Mike more Askia since the public school board joining us what the teachers say, Mike, I know I have to imagine you've heard from a lot of parents that are saying, God, this is gonna put us in a tough position howto in a two income household. How do we both Goto work? When somebody's got some of the kids are not. My kids are going to stay at home doing God knows what with God knows who. Um, But what about that? What about the teachers? Were they on the start? Do they want to go back? Are they concerned about getting the virus where they act? So it's like that, Like I told my my good friend Brian Thomas before and I'm not dumb enough to speak on happening. Teachers union, but I you know the sentiment that was heard last night during the hearing. The public sentiment that was shared among the teachers was largely in favor of the after we collected. Yet Your point received a whole lot of notes, calls messages from parents, teachers, everybody more than any other, You know, decision I've been afforded the opportunity to make and To your point with the parents. You know it was split on then their parents or thorn, who said, you know this is going to be a pain in my butt. But I still feel it's the best for safety or by first I know it's for safety, but you get my kids out of house. So I think a lot of folks their feelings on a personal level, but again to be direct the teachers we heard from last night and teachers I've heard from today and gotten some notes seem supportive, but I know that's not across the board at all. My gay explain what bus service looks like I've been reading. I guess that you gotta have a special person assigned to taking temperatures and watching the bus to make sure they're not sitting there. Like what does that What does that whole monster look like? So and then you bring up a great point, Which is the nuts and bolts of this whole thing. The budget because so you know, all these models have associative thought that we're not used to write and the extra personnel and the buses are a big bulk of that. And so we're also were needing to figure out how to anchor amore caught while receiving less money from the state so that the next Very interesting discussion that will be having in public session. What does 90 day appropriation looked like until we can pass the budget in the fall? So personnel? We will need more personnel on the buses to ensure you know, kids are sitting separated, taking temperatures and the like. Um and you know we'll we'll take the temperature's right when they get there on the bus was initially like all we get to school. If you have this life contained environment, we have a nap already where you have to answer your own information to gain access to the building's very Forward thinking Excellent. Then all of a sudden, it's like, Wait a minute. We can't let him get all the way to school. We have to do that on the box. There is, Yeah, there will be added personnel when we come actually August 24 in total. Mike I've read. I guess it's an added $23 million on top of the already multi $1,000,000 budget for since Nice schools just in terms of Covic stuff is that is that the accurate number 23 million. So 23 million in Yeah, so it's a couple of things were said there's some action and, Ah, it's actually more than that, though. The 23 million Is the cost associated with the plan we selected notably it was the cheapest plan. The other two are about twice as much, however. Even though it's the cheapest plan. It's also the plan that is going to require get in full transparency. Conversation about personnel lay off well with decided conversation Anybody like to have Um and so 23 million there, But then also, we were. We were needing to find $33 million before Kobe. So let's go back to January before this was the only conversation we're having. We were already looking at Where to find $33 million to keep our 625 million. And so you have that 33 million at businesses usual cost 23 million with the added plan. But then the estimate for Cove it incurred expenses and this is going to be a big variance. I know your years they're gonna perk up. I could explain why, but 35 to 70 million in Kobe related expenses. Um, And that's the reason it's so the gap is so big. Normally we could be far more accurate, like 35 to 40 million, but we've never been a pandemic. And so we know there's costs associated costs incurred while the building for close Certainly, however, we also saved money with the building's being quote, so hopefully some of that, you know, will nullify self But 23 million for the plan. Stay 35 70 super broad for related expenses, and then we have to find 33 million period to say 625 all while. We're not receiving our full chair from the state of Ohio, making us even more reliant on property taxes. I know, regardless of where Iraqi and might fall on the issues. I know we all You know the saying of the property taxes, So, um, you know It's It's stuff. This is this is definitely ah, Michael. What about this? But I'm sure you see and I believe I know Cole. Rain has said they're going to go five days a week, Milford said. They're gonna go five days week. I think Lakota Ross School system just said they're going to go five days a week in person. Why can they do it? In Cincinnati? Public schools can't Did you ask that? Because I think it's not a question Many folks are absent and we do need to talk about are part of it. There's a couple things one is some of the district have space that we just don't have a friend. The Dayton school board. Text me to ask me Is there blowback from your decision, and I kind of like, Well, blowback is an understatement. Yes, there's gonna be blowback from any decision, but she was saying, you know, they have, like two empty building. So they can do 65 days a week. No problem. You know we have a problem, but it's a good problem in our problems that people want to be with us. You know, we've been our enrollment has been on the upward trend passed 67 years and you know, for a whole host of reasons AA lot of Wakefield culture wanting to stay in the city. They're not having kids and run for the hills. They want to be a part of Our programming on DH, So that's great. Um We did the facility and that y'all recall about 10 years ago $1,000,000,000 bond by the thought that you know, we read it all our bills. So when we did, so we tore down other building. And when we did that we also then sold buildings. The charter school that Carter's first and so on. We were going off projections that had our district at, say Thousands of kids don't want to give an example would be you know wrong, ingenuous Thousands of kid left in where we're at Point is, we made those decisions. The school board path made decisions. We are where we are. We don't have enough buildings already. And so that's where the that's where the issue came..

Good morning and welcome to Sunday. Civics the home for the civically engaged. I am your host your civics teacher and and neighborhood political strategist L.. Joy Williams and I am so happy to be with you this Sunday morning. I just finished celebrating this weekend again. Mitre Day yes. I was the birthday girl. Happy Birthday to me. My birthday was Friday and had a great weekend celebrating braiding getting some rest but also working. Because that's what I do. I hope you are ready for class this morning. Because we're continuing our who we elect series now if you're just tuning in our who we elect series explores various state and local elected positions. That may appear further other down your ballot. So for instance. You may walk in on Election Day knowing who. You're going to vote for for a presidential candidate who you're going to vote. Vote for for Governor Mayor Even District Attorney but then you get further down the ballot and there are some positions down there that you're not quite sure. War with the role of that position is or who any of those candidates are. Well our who we elect series helps to demystify that a little bit for you explaining explaining what these positions are how you should evaluate candidates and what role they play in our democracy this morning. Our conversation will be focused on the role whole of school boards and school board members. School Boards Set the vision and overall for your local school district and for a lot of districts districts across the country those members those people who serve on the school board have to run for that position now. What does a school board? I do overall now. I need you to know that the responsibilities and the role of a school board member will vary from state to state and from district district to district. So it's important that this is an overall general description of what school boards do but as you dove into your own research research locally in your community you can get a better understanding of the exact role school boards. Play where you live. So schoolboys overall set the Vision Vision for education in the local school district. They can do things like higher end evaluate the school superintendent. They approve the budget set. Set spending priorities. The even approved things like the curriculum and the text books that the schools will be using whether or not schools will be closed. They also set things like the school safety protocols or betting and approving the vendors that the school district by supplies from WanNa know who the the school buys all of their paper products from WanNa know who they buy the food for school lunches or school breakfast or any of those things more than likely the school board had a hand in that now. That sounds like a lot of power right well it is and particularly if you have children Aldrin who were attending district schools. You need to keep abreast of what's happening in your local school board or on your local school board now. Who serves the school board? As I mentioned school board members are elected or appointed. It depends on your local district in how either the local constitution solution or the state constitution reflects how to put people on the school board right but nationwide school board's control more than six six hundred billion with a B. Annually and they oversee the education of fifty million students told you that's a a lot of power. The school board interacts on a daily basis or an ongoing basis with the superintendent. Some school boards have the ability ability to fire higher n evaluate the School Superintendent and they work hand in hand with the school leadership team in that can be the teachers the Principals Bulls parent coordinators. All the folks that are involved in running a school so school boards are really important and this is a a public entity so you can attend school board meetings. Certainly when candidates are running for school board they need to interact with voters and talking to them about what vision they have for local district schools. So you can always go to our website at Sunday civic civic stat or we have a link up there to a school board look up tool where you can put in your information and you can see how the local school school district where you are. Our government is an elected school board. When is the next election in fact this year in two thousand nineteen coming up in November there a lot of states in a lot of local areas where there is a school board election happening so you still have time to look up and see who's running for for school board in your area now ballot pedia which is one of my favorite outlets nonpartisan outlets they actually cover school board elections and in the two hundred large school district by student enrollment and they also cover the school districts of the top one hundred largest cities by population and so there are a number of school board elections happening that are very important like in Leeann Texas and Los Angeles there? Our School Board elections happening. That are really important in sort of battleground in Houston Texas in the Los Angeles Unified School district. So if you're in La way if you're in Houston you definitely want to check out those elections. That are coming up. It's also important to note ballot. Pedia also did this study we between two thousand fourteen and two thousand sixteen and they found between thirty two percent and thirty six percent of elections were unopposed each each year. So it's basically the same people that are serving on school boards. So if you think about it if you are having issues if you your Parent Parent Teacher Association and others talking about some of the problems in issues in your school you have to think about. How much have you engaged with those who are serving on ambush school board? They said also that incumbents won between fifty eight percent sixty two percent of seats each year and that between eighty-one percent An eighty three percent of the incumbents who sought reelection one each year so now that could mean that people are doing a good job or it could mean that people lord just not paying attention to those elections and the same people are getting elected over and over again and it's not making an impact and maybe there needs is to be a change. And so that's something we definitely want you as listeners or Sunday civics to be empowered with that information so that you can get involved involved on a local level again particularly if you have students or children in the school district but for those of you who don't want want to don't want to discourage you from also getting involved because this is your tax dollars at work and you have every right to be at the table as well now to have this conversation. I reached out to someone I know who has some experience serving on a school board to meet a heart. She is currently the senior program Officer for US Policy Advocacy and communications for the bill and Melinda Gates Foundation. She leads their grant making on civil rights and equity the organization but before that she was a public school teacher and she was also an elected school board member so I sat down with her in. DC A few weeks ago to discuss that role having served on a school board member. And then you know we lead the discussion asking a little bit more how we should evaluate awake candidates for school board. What should we be watching for as a school board is doing their job? I also have a conversation about her overall career career in public service because she's been a public school teacher she's also an attorney and now she's a grant maker as a whole lot of jobs but before we get there ear check out the story of her civic action. My name is to Mika Heart. I'm a senior program officer at the bill and Melinda Gates Foundation and this is my first civic story sorry. I was a high school student in Memphis Tennessee at never had any interest or desire to run for political office. Didn't know anything about politics Hurt my father talk about a little bit but didn't see that as anything pertaining to me in my life and then my senior year in high school just to be popular I think I I decided to run for treasurer of the senior class and I was running against someone who was very popular in the school She had gone to the school much longer than I had. I had started as a tenth grader at the school and they had been there at least since junior high and so I was nervous but I decided so you know I could do this. I don't know why decided I could be the treasurer of the senior class. It's not like I was particularly good with money. Don't even know if I knew. What treasurer of the can you classmate? But I decided I'm going to run because it was my senior year and I wanted to be engaged and involved in my high school and so I stayed campaign and and again whatever that meant at that time I remember had some posted bores because I had seen other people do that and put up vote for me for treasurer and and we had to do a campaign speech on the day that the senior class voted and I remember standing on that stage and I was nervous but in a good way was it. It was interesting because it stood there and I'm looking at my classmates and I'm thinking yeah I can do this and I just told the story of why be a good treasurer and I remember saying because I'm good at math and surprisingly I won I won that campaign it was my first campaign and I serve as treasurer and what that meant was that doing spirit week. I got a chance to go collect dimes that we were selling for our spirit ribbons and raise any other money and count the money for any fundraise of our senior a New Year so that was my first civic activity and I had not thought about that as my first Actively until just.

"For the twenty minute morning show from our studios in Charlotte North Carolina. You know. The articles recently came out about superintendent. Wilcox and you know his attitude toward black limit and the things he said about black women and you have a black chair. They're saying these things right. It's time for the General Election Agenda the Charlotte Mecklenburg Board of Education and that Albright is a candidate is running at large. She's a powerful woman. She's been in the community. She's always candid candid about how she feels about education for young people and she's on the twenty minute morning show for Tuesday November. The fifth one of the primary mayor reasons that I'm running for school board is that I actually work inside. CMS and once. I started working Ashley I'm had a first hand. Look Doc at what was going on inside the buildings and a lot of the things people just see is what the school board or the principles or administrators are releasing to the public. But when you get an inside look at what is actually going on inside those field as you get a very different perspective. So I I think is you know we need someone in there who is about creating change. Because what they're doing now is not working. You know I've been Eh. Call the school but the school was wild as all get out and I couldn't believe what I was witnessing because I brought somebody over to speak to to the young people from out of town and I was like wow man. This is what we've come to is like the schools are out of control and and it seems like people are just are going along to get along to to usher. Our young people are black students through the system because they Charlotte Mecklenburg always wants to keep a good face absolutely. And you're absolutely correct and that's actually what happened to me. I went inside and I was like Whoa and the thoughts that I had is. I'm also apparent and I thought that I had was. Are My children going to school every day and not learning anything you know. A lot of those schools are not Asked with certified teachers. You have a Lotta substitute teachers in there. You have a lot of turnover and you know children pause boundaries. Yes what they do so if they are allowed to behave that way. They're going to do it right so that With you in that situation that happened a couple of years ago when a student attacked you right yeah and you were trying to actually break up a fight. No that wasn't quite right. Correct okay. What happened on that particular day? We had twenty four teachers that had called out twenty four and so the kids says were going. Wow they were going into classrooms. They weren't supposed to be in. They was roaming the halls. Because you have substitutes who don't know. A group of students came into the building that I was working in I got the call the security guard at the call. The calmed down and get the students into class. I got there before the security guard or the police officer a resource officer Continuously calling for them to help me come get students into class. 'cause I knew it was a crowd that was too large for me to handle and One of the students became blatantly disrespectful. Respectful he was cussing at me and his sister Chime Dan and there. She just walked up to me as she got really close to me. Start chest this bumping me and when I told her to get back she just slapped me. And the rest of the British just jumped in on me They try to make you ought to be. The bad guy is absolutely it's all about image for cms had it not been for some valence video and The students video and one very honest resource officer. They would have blamed that whole incident on me so so a net. So you WANNA run and people will say well. Why does she want to get back in evolved in this had happened to her? I mean what what what's your what would what do you tell. Oh people when they ask you that question I tell. People is simple though students day with a were allowed to do. I don't blame the students. I blame the establishment that allows this to happen and one thing that always say especially to black folks people of color I I tell them when our children start hitting and beating on us go. It's time for us to wake up and find out what's going on. They're angry with us because we have done a good enough job of providing secure future for them and that's why they're out of control. I'm so disappointed. It in our school board and what they have allowed to happen on their watch and we had a majority We had school board chair. Miss Mary who I I just thought she was going to do a better job. I was kind of disappointed in her Aloofness I would say especially with forty. Two thousand doesn't suspensions in Charlotte Mecklenburg and she didn't pull the alarm to the black community and say look. We got a problem here that we need to fix what. What can we do about it as a community? Absolutely you're absolutely right and another thing you know that I was very perplexed about you know. The articles recently came out about about Superintendent Wilcox and you know his attitude toward black women and the things he said about black women and you have a black chair the air who knew that he was saying these things you have three other black women on the board that knew he was saying Sandy Springs about black women and they allowed their top educator who had turned around a failing school without busing. I think he is. You know across the street across the city without bus white kids over to this high school. She was turning around a filler school school and they allowed her to walk away to protect the image of cms and to me that speaks volumes. Absolutely it so I know like a person like you on a school board. That would have never happened. Oh absolutely not not absolutely not you know one thing that I did in an eye I planned it this way. I did not take any donations for my campaign I did not I don't have any endorsements and I did not actively seek endorsements idea go to forms where I was invited if I was endorsed I I will was if I wasn't I wasn't because I did not want to have to own anybody a favor. I did not want anybody to say. We'll I put you there week at you there. Are I donate it to your campaign because I'm all about doing what needs to be done. When is right and fixing what is broken right? So do you think with the non transparency of what happened with superintendent. Wilcox that everybody on that school board there was a part of that they gotta go gotTa go absolutely and that is just the way I see it i. I did not like the fact that you know in two thousand hazardous seventeen. When I ran every candidate that was out there with me said you know if we're a part of school we're going to be transparent and we're going to communicate with the public and we're going to do things differently and win? The same situation. Basically came up again. They fail right in line with the school board members that was already on board and I think if we don't start choosing differently we're going to get the same thing same results. And what do you think about. The black political caucuses choices of who they who they are endorsing. Who they're backing? I heard a lot of controversy about that Yes I can say that I was not surprised There seems to be in a group in the black political caucus that feel that they need to choose for everyone based on their agenda. Who Do they want in Who they want to endorse?
