"Santa Clarita but five of six this is All Things Considered from NPR news I'm ari Shapiro in Manchester New Hampshire and I'm not a coronation Washington Chinese health officials are reporting that more than forty thousand people have been infected with the new corona virus more than nine hundred people have died this appears to be a rapid escalation of the outbreak that began just two months ago and there is a global health correspondent read Eisenman is in our studios to talk more about it either hi alright what are we learning about the nature of the outbreak given these new numbers well we know that almost all of the cases are in China and in fact most of them are still in who bay the province where this new corona virus was first detected there only a few hundred or so cases outside China and about two dozen or so countries on on the other hand officials with the World Health Organization say that while China has been providing the broad numbers China is not providing key information that would tell health officials where this outbreak is going so China for instance will report that they've confirmed state three thousand more cases in a given day and we're trying to often doesn't tell the W. H. O. is how many of those cases are people who were newly infected that week you know or the cases from a month ago where the tape tested just now come back or the new and the reason we need to know that is that's what tells you is this outbreak accelerating how fast or is this just about uncovering a backlog of older cases so the visit by the W. H. O. must be incredibly important right I mean it is the sense that they can shed more light on this right so there's this international team of experts that does is arriving and for weeks the W. show had been asking China to let it send in that expert team that's the common practice without breaks the US has also been trying to send a team from the centers for disease control and prevention but China had been slow to grant permission and it's just to date that the W. H. O. team leaders touch down in China W. officials say the rest of the members will arrive soon between ten to fifteen people but it's still unclear what they'll be doing is there a sense of just how deadly this virus is at this point on the positive side the read the WHO's says more than eighty percent of infections result in mild symptoms so far are just two percent of reported cases roughly have resulted in death and that percentage could even go down further once officials can find out how many people might have been infected without showing any symptoms at all but world health officials also warned that China has access to a lot of lifesaving medical technology ventilators intensive care units and at the press conference to date the W. to official who's in charge of emergencies Dr Michael Ryan had this to say this disease may appear relatively mild in the context of a sophisticated health system that may not be the case should this disease reaches system that is not as capable as that of trying in other words if the virus spreads to lower income countries and say Africa the death rate could end up being substantially higher and yet we're not hearing about Africa so much right I mean there's other continents that are concerned right now right and in fact today officials also expressed concern about some of the ongoing transmission that's occurred in Europe we cases of travelers who arrived in France and then the United Kingdom and then ended up passing it on to other people who passed on and they're saying you know well that's just a spark it might be ultimately a larger outbreak from that the ten pairs read Eisenman thank you so much for this update glad to do it Americans carry one and a half trillion dollars in student loan debt and many of the leading democratic presidential candidates have plans to address that problem as New Hampshire voters get ready to cast their ballots tomorrow I sat down with three women who have different perspectives on the issue to hear how their experience with that is shaping their view of.

"Four in Santa Clarita at three twenty from NPR news this is All Things Considered I'm ari Shapiro and Audie Cornish the trump administration has decided to expand a major immigration detention center in California despite scathing criticism of the facility from watch dogs within the department of homeland security NPR has obtained new information from a previously confidential inspection of the facility the inspection found that bad medical care at the facility was likely responsible for bone deformities and even detainee deaths in one case a detainee was kept in solitary confinement for nearly two and a half years Tom dries Buck is an investigative reporter for NPR's embedded podcast will come back to the program Tom thanks for having me so Tom it tell us what you've been able to learn about this facility and because it was already problematic right and it sounds like you found out even more information right so this is the model until ice processing center in southern California it's one of the biggest immigration detention centers in the country holds about two thousand detainees most of whom have no criminal record and it has come under intense scrutiny in the past but this report that we obtained goes far beyond that it was written by experts for the department of homeland security office for civil rights and civil liberties at the watch dog office inside the government and they did an inspection of the facility in late twenty seventeen and found many problems for example that detainees were put in solitary confinement for hundreds of days even if they have a serious mental illness they found detainees were disrespected and retaliated against if they complained and they found that medical leadership was quote incompetent and that was leading to negligent medical care things like missing medication and long waits for treating broken bones it was so bad the experts found that at risk detainees should be immediately transferred out for their health and safety and buy at risk they meant anyone over fifty five years old or anyone with a health issue like diabetes but just a step back for a second this since action was from a few years ago where we only hearing about it now well sources familiar with these reports tell me that they almost never become public the nonprofit group project on government oversight actually sued the government to get a copy of the report they published a version of it last fall but it was heavily redacted separately we obtain the report under the freedom of information act in our case for whatever reason it included a bunch of new information Tom can you talk about how ISIS has responded and also I understand that this facility is actually run by a private contractor right the geo group what if what if they had to say about all this well Gee declined to comment to us and a spokesperson for ice told me that detainee health and safety is a high priority for the agency but they said that the agency only agreed with roughly half of the recommendations in the report but they declined to say which parts of the report they agreed or disagreed with or what steps if any they had taken to fix the problems so I talked to a bunch of immigration attorneys who represent detainees at this facility and they say they really didn't see any major changes after this report was issued for example I talked to Liz Jordan she's working on a major civil rights lawsuit against this facility and others here's what she told me the mental health expert identified one place where some standard psychiatric treatment was more likely than not have contributed to somebody yeah right like that you can't spell any worse than that and you know no changes were made but as you mentioned at the top of this conversation ID facility is actually expanding at the end of this year I signed a new fifteen year contract with geo and going forward this facility will be able to hold almost twenty seven hundred detainees how is that possible because you have a new California law that essentially bans private immigration detention centers in the state right the state passed this law in part because of all these critical findings like this but immigration and customs enforcement calls the law inappropriate and harmful to your group actually sued the state of California because they say it's unconstitutional but we're guard this they were able to circumvent that law because it did not go into effect until January first and they signed that new contracts before the new year so advocates say that means and contractors essentially being rewarded despite all these problems that's Tom dry spoke with NPR's embedded podcast thanks so much for your reporting thanks buddy.

"Is this unfortunately as we come on the air today we have to discuss another school shooting this out in California in Santa Clarita and the LA county and we also just found out just a few minutes ago that a second student has died prior to coming on the air here in and been one student debt an oppressor was just held in the last fifteen or sixteen minutes and it was revealed by law enforcement that a second student has passed away school shooting and solve this high school in Santa Clarita California male suspect with a forty five caliber handgun this and we had heard a couple hours ago that one student to head that died and that was a sixteen year old female and now ward is that one of the wounded who was wounded critically a fourteen year old male it has also passed away so it looks like good two dead one female sixteen one male fourteen and then three other injured and the shooter killed himself shot himself in the head some of the details that are coming out are rather chilling on what appears to be a clear premeditation here and even keeping track of the rounds there were expended during this school shooting in that it was reported all of the rounds were expanded in this weapon I guess I can't account for exactly how many rounds were fired but we do know how many were hit and the magazine according to law enforcement was empty and they're claiming that the filters save the last round for himself and shot himself in the head now the shooter is not dead sure is in extremely critical condition apparently I with a gunshot wound to the head I mean that would mean that this individual kept track of how many rounds were in the weapon and shot his fellow students but then knew how many rounds he had fired and then save the last round to take his own life to commit suicide on the campus and of course the politics on this have already started ringing out already seeing the interviews from politicians and yeah that's what you'd expect folks you know this must stop I think we're all in agreement that we don't want to hear about another school shooting but it's really the same rhetoric that we have to stop this this has to be brought under control how many more is it going to take the folks how do you stop a sick twisted maniacal individual in this case this suspect this student from bringing a hand gun to school again I would imagine this law lawfully own handgun let let's assume a couple of things that we don't know everything let me be crystal clear some of what I might speculate upon here could obviously change what you're dealing with a high school aged kids all of his another just sick twisted fact here today confirmed by law enforcement was this student shooters sixteenth birthday so on his birthday on this Thursday November fourteenth twenty nineteen the shooters sixteenth birthday is want to carry this act out shooting and killing two of his students wounding others and then killing himself committing suicide on his sixteenth birthday not that that's a a pretty twisted fact here that and but he kept track of the rounds and save the board for himself that has you know California as one of the strictest.
