Lawmakers in Maryland are taking action following the fire that killed a 25 year old woman in Silver Spring two weeks ago. A new bill introduced by lord charcuterie would require oh high rises to give notification if they did not have sprinklers. It also made them provide fire extinguishers for each unit. You know, I wish we had done it last year. I wish we had done it two years ago, she had done it 15, 20 years ago. And named the bill after Melanie Diaz, who died at the arrived Silver Spring apartments on February 18th, her father speaking with NBC four. Nobody's going to be back to my daughter. But this law is going to save a lot of life. In a statement apartment management offered condolences to the Diaz family and said, all fire safety measures in the building were up to code. Police say it happened around ten last night in the 4600 blank of Dallas place, police were sent there on a report of gunshots and found the man outside. No information yet on just what led to that shooting or on any suspects. Last week, a 25 year old Silver Spring woman lost her life in a fire at a high rise building that did not have a fire sprinkler system. Her death has renewed a push to get all buildings that don't have the systems to install them. But the county executive says getting them all protected requires a careful approach, almost 80 buildings still don't have sprinkler systems Montgomery county. This is going to be extraordinarily expensive to put sprinklers in all these buildings. But the county's executive Mark L rich says you can't just force owners to install them because the expense of price tag for installation could send rents up. We just have to make sure we can come up with this solution to manage the costs so we don't displace people in the process. He says he wants to look at ways for the county to help pay for the systems. And so that we could do this in a way that it doesn't severely impact rents and lead to more displacements. All high rises have until 2033 to get sprinklers installed, Mike Morello WTO news. A former loud county high school teacher has won a $5 million jury award over a wrongful case of sex abuse. Kimberly winter sued loudon county after her 2018 arrest on charges of sexually abusing one of her park view high school students, but prosecutors quickly dropped charges determining the student was 18 years old at the time of his allegations. A rash of overdoses in area schools, including a recent death at an Arlington high school, have parents concerned. So how do you protect kids and loved ones from the prospect of an overdose? Sadly, we are seeing a rash of overdoses among youths in schools. Ginny love it Atwood is with the Chris Atwood foundation in Northern Virginia. Really just a responsible community member thing to do to have Narcan and know how to use it. She started the foundation ten years ago after her brother overdose and died. Nobody thinks that this is going to happen to them. She says Narcan or naloxone is extremely safe and usually comes with instructions, but you can also easily find training on how to use it. Want to administer to rescue breaths because the cause of death in opioid overdoses is usually lack of oxygen. Then administer the naloxone if you have it and then keep giving rescue breaths. Virginia governor Glenn youngkin is calling his idea to require student and parental notification about certain scholastic awards, a matter of common sense. But democratic lawmakers disagree that it needs to become law. They voted down youngkin's priority measure by a vote of 8 to 7 last week, democratic state senator chap Peterson says he believed the bill was an effort to turn the matter into a political issue. The legislation would have prohibited any school or school employee from withholding information that relates to recognition or awards earned by the student or information that may affect the student's admission to an institution of higher education. After such delays were discovered in several Northern Virginia school districts, Virginia's Republican attorney general opened an investigation into the matter. A bill decriminalizing street vending is being introduced by members of the D.C. council once again. The street vendor advancement act would make it easier for street vendors to get licenses would create sidewalk bending zones for them and would also change a loss so that street vending is no longer a crime. The decriminalization piece is very important because there's just really no need to involve the police. When somebody is vending without a license. Rianda Doe introduced the legislation with council chairman, Phil mendelson. She's been pushing for it since 2019 to try to support the street vendors and their work is entrepreneurs. What did that say? That's one of the vendors eloise a Diaz, who says the process to get licensed is very complicated and says vendors have been treated like criminals by police. The bill would require federal agencies to return to pre-pandemic telework policies. Three men were shot to death in three separate incidents in D.C. yesterday, police were first called to 21st place northeast just after 5 a.m., a man was found dead in his apartment, a suspect was arrested. The next shooting happened at four 30 in the afternoon in the 1400 block of spring road northwest, police say that victim died at the scene, investigators are looking for three suspects. Overall spending on education this year is going to be about $8.8 billion just for K through 12 and governor Wes Moore's budget secretary helene Grady says an extra $500 million down payment is also being made to the blueprint because even though it's got more than enough money right now, the expense estimates have certainly increased. It's projected the blueprint fund will be nearly $4 billion in the red within 5 years. So the governor was asked if the program will require tax hikes in the future. Prince William county police say several shots were fired at the intersection of williamstown road in old triangle road this morning. Two Arlington police officers are on administrative leave after they shot and wounded a man they say raised a gun toward them. On Friday night those officers were called to a home on shirlington road, police say 44 year old el amen muti of Waldorf Maryland raised a gun towards them before they shot him. He was wounded and now faces brandishing and felon in possession of a firearm charges. Other charges may still come. Arlington police chief meanwhile has requested the Northern Virginia's critical incident response team to investigate the police shootings. It's a regional task force established a year ago comprised of different police departments and sheriff's offices that investigate when police seriously wound or kill suspects. Luke Luger WTO P news. Multiple people are recovering after being shot in Harrisonburg, Virginia, near James Madison university. At least 8 people suffered non life threatening injuries in the shooting. All 8 were transported to area hospitals 5 were transported to our local hospitals and three were transported to UVA in Charlottesville. City spokesperson Michael parks says it happened at an outdoor gathering on Devin lane around two 30 this morning. Both JMU students and locals live in the complex and the injured people range in age from 18 to 27. But now that it's October, there are several new laws taking effect in both Maryland and D.C.. The legal age to get married in Maryland has increased by two years. The minimum age used to be 15, but now it's 17, and those miners will only be allowed to get hitched if they have the permission of each living parent or guardian. They can also petition a court, new driving laws are also in effect in Maryland, the driver on a rural interstate is traveling slower than the general speed of traffic. They are now required to be in the right hand lane, and in D.C., the city will now ban companies from using non compete agreements with employees earning less than a 150,000, or if you're a doctor, $250,000, makes exceptions for employees that could share confidential info. The proposal would authorize the district to boot or impound any car that has three tickets for speeding more than 25 miles an hour of the speed limit 5 moving violation tickets or tickets for running a red light, and it doesn't matter if the tickets are paid Councilwoman elissa silverman wants to get reckless drivers off the road, she says, until their behaviors change. An investigation is underway in northern Maryland after 5 people were found dead in a home. The dead include three children, a man, and a woman. They were found in a home in Elk mills near the Delaware border. This is a tragic and terrible day for county and community. Cecil county sheriff Scott Adams. All the deceased appear to have suffered gunshot wounds. Now, semi-automatic handgun was located near the deceased adult male. Sheriff's officers investigators are currently on scene and actively investigating the incident. He says four schools in the area were put on alert as the shooting unfolded, though he says investigators don't think there's any threat to the public. Niko and Ellie WTO P news. There's been an effort to fix problems with D.C.'s 9-1-1 call center, a new report takes a look at how that's going. In its latest update on the state of D.C.'s 9-1-1 call center auditors found that there has been little progress when it comes to the 31 recommendations made by investigators in October 77% of the recommendations reportedly have no quote observed progress on issues such as inadequate supervision of the call taking and insufficient management follow-up. In a recent interview, the director of the 9-1-1 call center says she hopes to put together an updated road map for completing the recommendations, adding that she'll share an updated council oversight hearing later this month.
