What Would Happen If Chabot Dam in the East Bay Hills Broke Open?
"What would happen if chicago damn cracked open an empty the lake behind it onto neighborhoods in san leandro and east oakland. It's an alarming thought. We asked cake. Ud's dan bricky. Who's reported on safety issues at california's oroville dam to find the answer. Holly and vickers kings question is a really good one because it reminds us that all dams pose risks of some kind given the nature of the job they perform holding back huge volumes of water they can turn from placid lake into deadly torrent. If unleashed all at once. They deserve very close attention. When that attention lapses catastrophes can do happen in late may eighteen eighty nine flood. Water overflowed badly maintained private dam in western pennsylvania. Triggering its collapse. A wall of water race down the valley below a century later. Historian david mccullough said. The johnstown flood was so vividly alive in the local consciousness. I grew up in western pennsylvania. I'd heard about the johnstown flood my whole life as children. We used to shout run for the hills. The damas busted little knowing what real terror is in those words. The flood wiped entire towns off the map and killed twenty. Two hundred people in california owns its own special chapter in the history of dam disasters with a tragedy that unfolded more than ninety years ago in a remote canyon fifty miles north of downtown los angeles from the day. The saint francis dam opened in one thousand nine hundred twenty six. It leaked the folks in the farm. Towns downstream used to joke. They'd see you later if the damn don't break on march twelfth nine hundred twenty eight. The saint francis damn disintegrated just hours after it was pronounced sound by los angeles water. Chief william mulholland who had designed and built the two year old structure when the massive concrete dam broke apart water raised more than fifty miles to the pacific ocean killing about four hundred fifty people along the way but those events one hundred thirty years ago in johnstown ninety some years ago in los angeles county sound like ancient history much more recently california. Got a lesson in how dangerous and costly failure of even part of a major dam can be failure ambiance spillway structure results in an uncontrolled. Lisa flood waters from link oroville and eating evacuation from the low twenty. Seventeen collapse the spillway at oroville dam in the northern sierra foothills one hundred thirty miles northeast of san francisco touched off a series of events that lead local officials to order one hundred eighty eight thousand people to flee their homes. This is not a drill. Repeat this is not a drill. Spill ways are crucial to preventing overtopping. That's what happens. When a reservoir rises over the top of the dam and simply spills over a spillway is like an emergency valve. Damn managers can open to safely release water from a reservoir bills over the top but back in february twenty seventeen oroville dam spillway began to disintegrate just as a series of winter storms dumped huge amounts of rain across northern california without a fully functioning. Spillway lake oroville rose rapidly water poured over a hillside that was supposed to serve as an emergency spillway. That emergency spillway began to fail to leading to the mass evacuation. In the aftermath investigators found the emergency spillway was ill conceived and the main spillway was badly designed poorly built and inadequately maintained. So how is should bowe damn different from all those bad dams and what does east bay mud have to say about. Chaba cracking open and unleashing catastrophe on the east bay. Simple answer to that question is that the dam would never crack open. That's jimmy yolly east bay mud director of engineering and chief damn safety officer he oversees the district twenty six times including chabad. Damn the reality is that the dams are designed such that. They don't just crack open. You will see signs of a failure if one is to occur and The dan's designs with monitoring equipment to make sure that you can see that happening if it was a east bay mud confidence that a dam built within a quarter mile of a dangerous fault will stand up to violent shaking. Let's take a look at how the dam was first built. Nearly one hundred fifty years ago and how it's been maintained since

"To Dave in San Leandro I do David find great are you beyond I have been very well and I do appreciate the call thank you thank you Sir I've been under I think possibly a misconception that S. P. Y. represented the S. P. S. S. and P. five hundred group of stocks that's not quite so correct no it is that's what that's what it's designed to be okay to represent the S. and P. five hundred I'll give you the definition of S. P. Y. as exchange rate of funds seeking to performance corresponding to the standard and poor's five hundred index so yes it's designed to follow it now you gotta remember every ETF has an expense ratio shows although follow perfectly because they charge the weather index Smith if you look at the top ten holdings of US P. why they're heavily weighted towards the bank stocks then they add in one bank and and couple other things it seems like that that's kind of a little bit of a distortion of of the of the five hundred different industries where is going to do exactly you're exactly right it is a distortion because the bigger cap stocks or distorting the index so the underlying index has been distorted so the S. P. why it just trying to match it the distortion everybody thinks it's you know that's to be five hours to five hundred companies in the average amount what no others some of are really really tiny in some of a really really big I'm not really really tight so much much smaller but the S. and P. five hundred is like fifteen twenty percent of of this P. five hundred is about twenty different stocks I mean or maybe ten it's really top heavy with the topic so they're just trying to match the percentage move of the S. and P. five hundred index SP why is the just trying to match it and that's why you're seeing a heavier load in some of those bigger companies it does it doesn't seem right huh you're the first one by the way you're the first one David who's ever brought this to my attention or to the attention of the audience I don't think I've even brought this to a mention is overweight and but yeah the big stocks dominate the S. B. five hundred we should call day thank you let me tell you more today concerns this store the New York Stock Exchange legend who gave us who who got much of two thousand nineteen right has predictions for two thousand twenty have you seen this everybody well I'm gonna share with you okay so who is the well this is art Cashin art Cashin multi billionaire oracle Kasher manager director UBS financial services that's who he is he threw three predictions there last year three for this year the three productions here last year the fed rate hikes and there will be no fed rate hike in two thousand nineteen that was correct he said a final China deal on trade and terrorists was unlikely but something that approximate it may happen the right about that again and his third prediction for this year stocks will be flat two thousand nineteen after being down in the first half of the year well that was all right mean with down in December button started moving up in January so that was wrong so what's his predictions this year our first one I think the fed is someone intimidated by the market in the marketing things think of it as the head of his cell despite they're still strong U. S. economy there will be no fed rate hikes in this year that's his first election the market winning streak will continue this year in the broader indexes at the very least so then sell you things that's what's going to happen in the production number three stocks may be up by there will be several periods of volatility particularly in January March and July now why is that okay he's playing in late January will get to see there's going to be a brexit well with the fear there is actually going to be one member Johnson boards the prime minister Boris Johnson was of about elected reelected in the parliament when you know a lot of consumers came in and all those Paul consumers want to exit so they're thinking about they might be knoll green meant no deal brexit at the end of January so that will be involved for the market in March we will have super Tuesday one third of the US population will vote and we'll see who the democratic nominee is maybe hello or if we're going to have a I have a brokered convention him with the I pod people haven't I I had to explain this to be my my employees today what a brokered convention that means when they vote when you have the delegates they vote for the first round who they're supposed to vote for and then the second round third round they get the vote for the one that might be yeah then they start making back room deals interesting okay trivia question ticker symbols on the newest auditions coming verifies one two.

political correspondent for The Washington examiner he joins us right now with a look at what's going on in DC historic day or is it really well it is historically on a beach residents that often so that five very nature means historic manage something that we will look back on a little study over the years because we're not gonna happen again it was for her and after a few years old I'm trauma it anticlimactic we know that the house will impeach the president without any Republican votes which means that there is really no threat of removal of the static and where you need sixty seven dollars and I'm starting to wonder whether you'll get even one Republican vote to convict the president in the Senate trial with that in mind the question then becomes why we going through this whole it's it's like a kabuki dance we're going through it but it means nothing in the end well I think it depends on how you look an impeachment if the key threshold for impeachment is that the Senate might generally convict and remove the president from office and then there's no reason to do this if the threshold for impeachment is because you have the president's competitive teachable offenses then the threshold has been met in the sense that most Democrats in the house are doing it because they believe the president has committed impeachable offenses you know it's pretty common knowledge that that house speaker Nancy Pelosi more preferred not to go down this road but the train was leaving the station she can either conducted for let me one hour what's with that six page letter he center yesterday he said what he wanted to say the way he wants a brace around most Republicans will find it interesting to say the least and this morning and there's nothing you can do that and would jeopardize his standing and so I think it was his way of cutting himself on record in saying because you can cancel six wanted himself and also looks like she is coming around in this idea and the Senate that there will be no witnesses and I think you want to wait actually things his way there were not going to be the witnesses that he worked for for well realistically you know he doesn't my witnesses because the Democrats do one well he wanted witnesses Mitch McConnell did not want witnesses now Mitch McConnell and Chuck Schumer differ over what witnesses should be called any we're going to be called the publicans and want to hear from hunter Biden Republicans want to hear from a whistleblower Republicans would want to hear from some democratic operatives and possibly even Adam ship manage that obviously we know Democrats want to hear from Mullaney John malls and others you may be in some perfect world or whatever the trade off but at the end of the day Mitch McConnell wants to do is to conduct a trial will both sides can give their arguments and then shot the whole thing down and move on because competing as a wild card there's really no threat within his conference members but it is by the number one issue the president convicted and so I think you would like to get on to the business at hand especially because it's an election year then last question I mean do you think based I mean after all your senior correspondent for The Washington examiner you've been around a long time do you think the president has done some calculation and figures in the end you know I probably gained by being impeached all it needed to mind on this interview to present a couple months ago so my colleagues and spent about an hour and a half president the oval office and it was really interesting because on the one hand he talked about how horrible impeachment was and what a black mark against him thing was just by the fact that it is happening even though he didn't think he deserved it he didn't like the idea that he was mean and peace on the other hand he said look it's choose my basis used my front raising it might actually help me win reelection because of the states that matter and I think he is of two minds about it and I think you know that there are two ways to look at this on the one hand is going to be only the third president to have ever been impeached the
