Now, if you are leaving out of San Francisco at the moment, making your way through the Peninsula, one on one southbound, two 80 south bound both, a really nice drives at this time as you continue on through San Bruno, milbray all the way to San Mateo, not running into any problems, taking a look at San Mateo, the San Bernardo bridge, no issues there. Same thing with the Dunbar bridge, both are really nice on the east bound side, heading over to the east bay. Your next update is at one O 8 on the traffic leader, kcbs. San Francisco officials announced last hour that they plan to allow indoor dining movie theaters and gyms to operate with reduced capacity starting tomorrow. The problem of domestic terrorism has been metastasizing across the country for a long time now, and it's not going away anytime soon. NPR congressional reporter Claudia Gonzalez joins us from the Senate, Claudia Republicans, Democrats agreed that the people who stormed the capital ought to be prosecuted, but they framed the issue differently. Democrats focused on the threat of white supremacy. Republicans pointed to civil rights demonstrations last summer. Is that a fair equivalency? And what did Ray say about the FBI's priorities? In terms of Ray's response, he didn't seem to pair the two. It is as a fair equivalency. This division was clearly on display when it came to Democrats and Republicans as to how they were approaching the various threats facing the country. But when we're looking specifically on that day, the day of the insurrection Hey, pointed directly at these right wing groups and study there was no evidence of Antifa playing a role. I see. So that's sort of the big picture. And then as it goes specifically to the January 6th insurrection, what other updates did you give about that probe? Yeah. He started his remarks with an update about that probe, he said at least 270 people have been arrested. We know more than 300 have been charged. He says he content the agency continues to chase down leads the reviewing evidence or coming through digital media toe. Identify, investigate arrest Anyone who broke the law that day. He says. A Long and Winding Journey For Some Drinking Water
"Thousands of years before Checchi was a reservoir, the valley was home to several native American tribes. The name Hetch hetchy probably derived from the me. Walk Word Hatch, Hatschi, which means edible grasses, the valley floor would have been full of them, and they were important food source, but in nineteen twenty-three those grasses were buried under billions of gallons of water when the reservoir was finished to find the answers to the rest of Alex and heath questions, reporter Sara Craig, found herself someplace unexpected in the hills of San Bruno. We've arrived just in time to catch some action at the Harry Tracy Water Treatment Plant. Really, high. Spillover! VERICOSE OH, wow! Drinking water from all over is getting filtered here to move large and small particles, but water from hetch Hetchy is so pure. It doesn't need to get filtered although it does get disinfected with chlorine, an ultra violet light. Let's start at the very very beginning where the water starts, that's. And she's joined by Suzanne, Goatee. They work for San Francisco's Public Utilities Commission and a ton about Hetch hetchy water. They tell us it all starts high in the SIERRAS so high. The water isn't water. It's snow. The snow that we're talking about. Is this know that falls on the Twala me. River watershed, which is four hundred ninety two square miles. That's about the size of this city of La all the snow in that watershed Melton to the TWALA me river and three smaller creeks which empty into the Hetch hetchy reservoir. On average per year at San Franciscans consume would be equal to a foot of snow covering that Ptolemy River watershed. To put this into perspective, it takes five feet of snow to fill the hole reservoir once-melted that water leaves the reservoir from o'shaughnessy Dam. And then so look at this map. It travels through a whole series of tunnel so here we're moving through the mountain tunnel. In along the way it goes through hydroelectric dams that generous about seventeen percent of San Francisco's electricity. Did you know that the power from Hetch hetchy from water. That's what actually powers your school. Yeah, I. I go to Jefferson Yeah, it probably yeah. Yeah not even the the Muny Light Rail that you've seen San Francisco Yup. I ride on those sometimes. The water travels downhill the whole. Rushing through tunnels drilled through solid granite. PIPELINES LINED WITH CONCRETE Picture a giant underground waterslide, twisting around mountains and under rivers, and then it takes about three days for the water to get over here all the way into San Francisco. Is. Kinda long, isn't it but yeah, okay only three days sure. It would take a long that do like four or five as maybe a week will need. It's not a bad guests. How do you know that it takes three days? Did you send like some kind of a probe in the water to to time it? We have flow meters throughout the system. and. Yes yes, it'll tell you how much water is moving through what pipeline so we do a little bit of math and you say one hundred sixty seven miles. At three feet per second equals about eighty three hours, but those eighty three hours are rough estimate because operators are always releasing different amounts of water, depending on how much people use. Okay any takes us outside to where some of our drinking water is stored. We're standing on a hill, looking down at a huge tank that holds eleven million gallons. So this is one of those places where we regulate shifts in demand on a daily basis. It's white. "This isn't actually like some apocalyptic Hollywood movie the is what's been happening in California in recent weeks in southern California as well as northern California but the biggest effects and the scariest ones so far have been really in the area surrounding San Francisco and up into the Sierra foothills where in several different kind of segments in recent weeks we've had power cut to upwards of two million people at a time and the last week we saw a huge fire breakout in Tacoma county can gain for the largest in the state W incisors weekend the blaze now bigger than Boston this ring video showing residents fleeing the flames race towards their homes Friday morning you can see lays towering over them in the hills nearby hundreds of thousands of people who were without power already or adjacent areas without power than had to flee their homes I'm from these wildfires including one that broke out on Sunday right next to one of the bigger bridges in the area oh my God oh my God wins Governor Gavin newsom actually said on Monday many of you may not be aware that we have put down over three hundred and thirty fires aw Mussa logos you've been covering these fires and PG Ni California's biggest utility for years now acuity but right now California is in a state of emergency how much of the state is dealing with fires or blackouts or both we are talking about hundreds of miles tells north and south of San Francisco as well as huge swath up in the Sierra foothills so you know from Lake Tahoe and north and and down towards Yosemite and southern California southern California really hasn't been experienced this level of blackouts now part of that of course is because of how huge PG news service area is but it's also because this is a utility with a really terrible track record that is already in bankruptcy court because of the past fires at caused and is it a point where they are really trying not to screw up anymore for the future of their company and by extension our electricity service because it's the only one we got and so they're sort of balancing the facts that we all pay them for the power and it's really inconvenient when it goes out with the fact that a huge wildfire in the conditions were living in right now can spread very quickly threatened tens of thousands of homes and obviously killed people we've seen in years past mostly because of the campfire and because of the San Bruno Explosion PG and he doesn't exactly have the full trust and confidence of the people of northern California how does it decide at this point who's electricity to kill and who's to keep on that isn't excellent question and one that we have some clarity on but not a ton so some of it may be just an abundance of caution but I think broadly we're talking about old technology here you have transmission towers and other equipments decades old most of it is not under grounded it's all hanging out there what's the problem when the wind kicks up if it takes down the lines they spark fires and so even with these shut offs it's possible that PG NEOM may have caused housed the big fire now burning can kate fire and snow MMA county they've also admitted that their equipment probably caused a couple of other minor fires in the East Bay this weekend. PG any now says two fires that broke out Sunday less than twenty miles northeast of San Francisco in Lafayette including one that destroyed these tennis club made they have been caused by its own electrical malfunctions even as a large portion of the state sitting in the dark until also says it failed to notify twenty three thousand customers including five hundred with medical conditions before shutting off their power it feels like a tricky time to learn how to do this on the job is PG NI ready for the rest of this fire season no I mean PG's answer to their ongoing equipment problems isn't we can fix this quickly it's that we're just going to cut off your power I mean we're paying for a service and they're telling us they do not have the ability to deliver that service in a manner that safe and GonNa keep California's lights on and so I think nobody's ready and there's a lot of anger and they've said that it could take it's Kinda rough honestly I mean it feels like even in San Francisco where I am where the power has stayed on and in some ways life has sort of marched on as normal the weather's just been strange like it doesn't feel natural to have ninety degree heat in San Francisco in mid October very high winds you wake up in the morning and you walk outside you can smell spoke have young kids were constantly monitoring the air quality and talking about whether we should let them play outside not range

You report that for more than twenty five years. The company has run afoul of regulators in the courts. Is there anything about p._g. That stands out about it's illegal or unethical. Pickle activity or is it. Just the fact that it's misconduct seem so widespread well. I think the main thing is that the misconduct is widespread and that it appears to have gone on for a very a long period of time. I think this is one of the things that's puzzling public officials now who are trying to figure out what to do with the company might mean. It's one thing if the company says well yeah we have problems and we'll fix them and it fixes them but the problem with p._g._a. Is that in many instances. It promises to do things that it never does. I mean one of the things we've seen a longstanding problem with is inspecting different kinds of inspections of its system and this is obviously extremely family important for safety but sometimes it has people do these inspections who aren't qualified to do them at other times. It's records are not reliable and may even have been falsified so this is it all boils down to a big problem of trust for the public and for public officials talk talk about the falsifying of records at p._g.

People who try to build a career as creators on YouTube may put all their creativity and time an identity into the platform while on the other end of the screen an algorithm can take away their ability to make money by what's called demonetizing videos or just giving the videos a lower priority in its recommendation engine one year ago today, a YouTube creator shot three people at that company. San Bruno headquarters before killing herself a police investigation concluded that when YouTube demonetized her channel it took away. Quote, a critical part of who she was Catherine low is a visiting researcher at the informatics department at university of California Irvine. She said the relationship can feel very one sided it can be difficult to gauge how urgent this feels in part because people kind of just accept the conditions of their engagement with a platform, and you often see outraged manifest when there's a big event that happens say, there's a takedown of a video or. Suddenly somebody's seeing very few views relative to what they had before. And what's also difficult to see is are people using their interaction with the algorithm as a scapegoat. Or is it because you know, they they were kind of wrong by the algorithm. And, you know, people people do notice at one point or another that he'd yeah, they don't have a lot of control over the system. And I think it does become increasingly urgent the more that creators across platforms talk to each other. Is there a sense that it could impact business like we'll would creators leave? Is there an argument that would say you have to create a sense of agency with your creator? So they don't stop uploading to YouTube. I think YouTube is not overly worried at this point about creators leaving. And I think this is a problem when you have effective monopolies over certain types of content, but you do see Facebook. And and also streaming is getting bigger as a form of media creation that there. Our competitors on the scene innocence. So that might happen. But for uploading video YouTube has such a significant monopoly that it's it's hard to see how threatened they could be is there like a big lesson. Would you say is there an overarching take away from the last year and kind of how we've seen this relationship? Evolve. I think that creators the same way you see with gig economy workers, I think a lot of them are starting to think about unions. Tell me more about that. Are you seeing that happen is that that that a structured movement in the YouTube space? I think it is really difficult to collect people in a sense because you to does have a very wide range of creators, you you have people who have five thousand subscribers and you have people who five hundred thousand and five million, and they all have very different interests. But I've seen various groups come together some of them working with governmental bodies. And we'll see Catherine low is a visiting researcher at the informatics department at the university of California Irvine, we asked YouTube for comment, the company said that on the one year anniversary of last year shooting it's focused on the wellbeing of its employees. And now for some related links a little more on this ongoing tension between YouTube the algorithm and its creators one complaint from creators is that the outcome seems to reward and promote sensational or risque content, which can then backfire and get a channel band. We did some reporting last week about how platforms often recommend increasingly extreme content and activists say it can actually radicalize people online. So YouTube is also trying to contend with how to minimize that extreme content, and fact advertisers have boycotted the service over their ads showing up on hateful, racist or sexist videos. In fact, these are the issues that spurred YouTube to make major changes last year to how creators could monetize their videos, basically made the bar a lot higher in July of two thousand eighteen accompany sued YouTube, parent, Google, saying the algorithm changes had made it lose ninety percent of its revenue, but a judge throughout the case agreeing with Google that post. On YouTube is both free and optional and that YouTube has no obligation to place ads on videos. There's a good story on all this in the Orlando Sentinel this week it's a profile of creators who live this, quote, unstable life at the control of YouTube and about how the pursuit of fame online can lead to a tricky balance and promises broken for all involved.
