"Commissioner of the international boundary and water commission, the IPW C, Maria Elena hyner, was in San Diego as part of a two week response to the latest sewage spill out of Mexico resulted in a pair of broken pipelines. Those are being repaired here this weekend and coming back online. This coming week. But the commissioner is talking as well about the future of how things will be done funding wise agreements that should be in place to hopefully drive a solution to the border sewage crisis in San Diego. There was an issue with one of the parallel lines sewer lines, a force main that is 42 inches that runs along the U.S. Mexico border in Tijuana and this force main carries wastewater sewage to the San Antonio river wastewater treatment plant. This is one of the major wastewater treatment plants that I want to have that air release valve failed and there was a geyser of sewage that was flowing that you wrote that line as well as the line right next door, which is a 40 inch parallel to the 42 inch. And so the 48 inch line collapse and both lines had to be taken out of service because one of the ones collapsed in broke apart and the other one was literally dangling in the air because of the erosion that was there. And this was in the smuggler gold area, so it was coming down the side of the canyon. Because of that, there was a significant amount of solutions that would flowing about 25 MGD, two weeks that was flowing for a short amount of time into smugglers coach. Mexico will right away turned off the parallel lines to pump station one and two and half of it flowed to our wastewater treatment plant and the other half flowed to the peak on a river. August 2nd, that contractor has been working 24/7 at the same time, our value added to this process of the U.S. section of the international boundary and water commission was that we provided our equipment to expect the pipe to clean out all the sediments of it which helped facilitate the process. We also provided our technical expertise in solving the situation. We met almost daily with Mexican officials and received updates again, that's all part of the accountability and finally we are also coordinating with the U.S. custom protection to provide access as it's needed on the U.S. side because of the steep canyon order to stabilize the slope. I think this is a true example of collaboration and recognition that we're neighbors and partners. To that end, if we can get funding on our side here, we can help out both sides and folks in San Diego, obviously you're kind of looking at the future using this as an example of how we respond to incidents like this, but overall the big picture. Is there a message for folks in San Diego about that collaboration or the future? I think the wastewater crises that have been going on here in the region were very cognizant of the public health impact that it has. The fact that it has on the beach closures. And I think it's important to recognize that this is us and action now pretty soon we're going to be having that funding that's going to double the size of our wastewater treatment plan. And so that will be bringing additional solutions to the region. At the same time, Mexico is going to be investing on the Mexican side in building resiliency and their system as well. And we'll be able to announce some of those details next week at our ceremony where EPA and Mexico's national water commission are going to be signing an agreement with committed funding and we will be entering into fourth our minutes that will help put enforcement triggers into that agreement. Um, And even if you find them the caterpillars and you bring him inside because they can't take the cold. What are you going to do with them if they emerge, and it's too early for, you know the next spring migration. So disrupting that cycle really threatens the monarchs. The problem is, if you're growing tropical milkweed, you want to chop it to the ground or pull it out before the migration arrives. You can check US site called Journey North to determine when arrival is imminent. Um, the tropical milkweed has a really long growing season in the South, which offers monarchs an opportunity to hang around and breed. But repeated use of tropical milkweed plants can lead to disease build up, especially in mild climates, where it may persist all winter. One of the biggest disease threats is a debilitating protozoan parasite. Uh and I can't pronounce it, but it's referred to as O E. Um And then the The milk weeds that died back That parasite dies along with them, but the ones that stay green It builds up and builds up and builds up and it will kill the successive generations of monarchs. "The gunman involved in a deadly shooting on the city's east Side Affairs Avenue near Martin Luther King Drive that happened earlier this morning. Police say a man in a white car pulled up to the home, went around to the side of the house and fired shots into a bedroom. A man inside was hit in the back to other people. Also inside the home were not injured. The man who was shot died at the scene. No arrests have been made.
