"Sam Shane this morning, A Wall Street Journal investigation says the Texas Electric grid came within five minutes of complete collapse in mid February. Problem could have been much worse. A little known network designed to jolt the grid back to life was not working properly. Right. A new report from Quest Diagnostics says the proportion of U. S workers who tested positive for marijuana climbed higher in 2020 Marc Grossman from The Wall Street Journal has been looking into the trend and which industries are testing the highest. The employers in the hospitality and restaurant industry have found that their workers have some of the highest positive rates for marijuana tests, and that has a lot to do with Just the size of the workforce In those industries, the demographics of people who work for hotels and restaurants against a shifting legal backdrop and changing cultural attitudes. Some employers have stopped testing for cannabis well, others say testing policies promote accountability. Some are just caught in the middle. They want to test but they may lose needed workers to those policies. A lot of those places shut down last year. Now they're opening very rapidly. Trying Tol hire staff as quickly as they can, and in many cases, they don't have a lot of they can't afford to be really picky with with who they're hiring right now. Some are dropping the test completely. But, you know, Cos in safety sensitive industries, they have a lot less flexibility. Oh, I would imagine because on the job testing is mandated by law. And then there is this very surprising thing that I learned from this report. When it comes to the trucking industry in the trucking industry, there's been a change in the form of a new federal database that tracks People who have tested positive for drugs and alcohol on the job and as a result of that database just over the course of its first year in operation. Tens of thousands of truck drivers have found themselves in this database, you know, is being listed as having a drug or alcohol, positive test. And so that's been hiring constraint in the trucking industry. And so the database it doesn't list convictions or terminations. It just lists like positive tests. And from years and years ago. I mean, it's you know, we're getting back to you know, it's like on social media. You posted something say five years ago, and then you regret it. You know this applies here, too. That's also adding to the crunch for truck drivers. We've been reporting for months. Yes, And how difficult it is to find folks to drive trucks. That was higher than expected by a lot. I mean, the expectation was 3.6. This is 4.2 on do you know, economists will tell you? Well, we started from a low base, which is true a year ago. Things were really at the bottom right about now. So the the year over year numbers can skew because of these instances, but at the same time and the Fed will tell you Yes, we expect this, but we expect this is transitory that this will just last for a short amount of time. This is not some sort of permanent. Run to inflation. But the same time when you got rates as low as they are in the government, just pumping money into the economy, In some cases, whether it's wanted or not. Under current law, an applicant can have their benefits terminated if they submit an inaccurate statement. Currently, the only way that my constituents and constituents all across California are notified of this issue is through a very small box on already complicated form that, if missed locks them out of their benefits from anywhere from 5 to 23 weeks. Up to 23 weeks to be locked out of benefits. It's absolutely unacceptable when this is a lifeline for so many Californians. Okay, So here's the problem. Here is what happened in D, D D, and this is why it's such a mess, and he's trying to fix this whole thing. So they discover that Oh, my gosh. All these prisoners and people who don't live in California stealing our money, right? So what we're gonna do is we're gonna shut down the whole system. And then everybody. Even the people who are legit, got no money in unemployment. And in many cases, some of them. In fact, we just heard from a lawmaker yesterday, who said One of my constituents was living in his car right? Because he wasn't getting an unemployment check. This is a disaster. It is so they're trying to figure that out number one. They're trying to introduce legislation and they're starting their starting finally now to hold hearings there, But we're talking about $30 billion being stolen from taxpayers through one agency in California. Not a single person has been fired, and there's no deep investigation yet. I know that doesn't seem to be any accountability. None. Yeah, we have to scathing reports from the auditor's office. So great. I mean good for you for introducing legislation and starting to hold hearings, guys, But let's get serious about this. So this is causing problems not only for the agency and for the people who depend on it, but it's causing problems for the governor to. They could be in an alternate care facility still with nurses and doctors at all, but they may be at a less medically required need to be acute care hospital and this has helped a great deal by Reducing the amount of pressure that's in these acute care hospitals by as having these these alternative care centers throughout the state of California. Oh, yes, director says when they built out the sights last march, even though the cases didn't materialize, then they knew a time would come when the alternate care sites like the one in and Thomas would be needed, So they remained on a warm status through the summer until now. So Aubrey, the patients being treated at the alternate care facilities. What are the chances they will be? Okay, well, I'm told that these patients need medical attention but do not need to be placed in an intensive care unit. And this really helps ease the strain on local hospitals. As the number of available ICU beds remains pretty low in our area when we look at it from a regional perspective, how we decompress the hospital systems. Region. We flow those patients into those those alternative care sites. And the idea is is that from that site, you know they'll get better and that we could make a release on get them to go home and we may need to send them home with some oxygen. Or some some palliative care at home as as necessary. Asleep Train Arena Field Hospital site in the Thomas opened back up last month, and officials say they can accommodate more than 200 patients there. If necessary. Any chance we're going to Ah, get some of these Southern California patients that need care up to that facility. I know those hospitals and so Kaller are really full. I haven't heard specifically about patients from Southern California. But as I said, they can accommodate more than 200 patients. So it remains to be seen if if we do get filled up here locally, right, Aubrey, Thank you so much appreciate that very much On a related note, and what you were just discussing with Aubrey is this California Department of Public Health has now ordered counties that have available intensive care capacity. To accept transfer patients from these overwhelmed regions, which include, as you mentioned Southern California and the San Joaquin Valley is getting crushed right And so that if you were going to see a transfer of patients to say, sleep train it more likely would come from San Joaquin Valley. Because obviously geographically, they're closer, right. So at any rate that order has been issued. Across the state, not just for sleep trained, but for any any hospital. S. treasury secretary Steve Mnuchin Mnuchin on people calling in sick obviously people who need to be quarantined and people who have the virus we want them at home and we want them to continue to get paid we don't want to be in a situation where they fear not getting paid during this two week period of time so the first thing that this does is it creates a very seamless process for people that work for small and medium sized businesses they will continue to get paid by their employer they don't have to worry about big government in coming to big government debt to get their checks they will continue to get paid we were also very sensitive to small and medium sized businesses many of these businesses covered sick pay but they're going to have many more people that may be on quarantine the normal sick pay and we didn't want them to have to bear the cost so a hundred percent of the cost for these limited situations will be taken care of by the federal government and then finally we want to think of it again as I said how do we deliver money to the people in the quickest way we didn't want to take six months to implement some government system so I want to thank everybody at the IRS the way were able to do this again the IRS will issue tax credits for most employers will just deduct the money from what they owe us but I want to emphasize for small and medium sized businesses that have cash flow problems we will issue guidelines you'll be able to come to the IRS get the money in advance so you don't have cash flow issues so we were very careful in balancing of making sure that people got paid with not creating undue burden we also will have unique circumstances where schools are closed in many places our parents may be able to telecommute and take care of their kids and continue to get paid for their companies but in certain circumstances that parents have to be home to take care of youngsters are elderly people again we wanted to ensure that they had the ability to do that and is the vice president mentioned for kids that received meals in schools the schools are closed we want to make sure that those kids would continue to get lunches paid
