California braces for more storms following Saturday's flood
"California residents brace for another round of powerful storms this week and weekend after flooding from New Year's Eve storms killed one person forced jail evacuations and washed away a section of a levee system. In Sacramento county crews rushed to repair a levee system protecting 53 square miles of mostly vineyards and cattle ranches, hoping to finish before the next atmospheric rivers hit. It is going to be bringing the potential for significant flooding and this will also include concerns for debris flows and rock and landslides. And national weather service meteorologist Andrew orrison says another three to 6 inches of rain and this will actually even include some of the cities like the San Francisco Bay Area on down towards Monterey. Higher elevations like the Sierra nevadas could get 6 to 8 inches and snow could fall, which he says is not all bad. It's going to actually be very, very good news for the longer term water supply considerations for the state of California. I'm Julie Walker.

The Sacramento county office of emergency services issued an evacuation order Sunday for residents in the low lying community of point pleasant near interstate 5, until residents and two nearby communities to be prepared to leave officials feared that more roadways could be cut off by rising water, a powerful storm on New Year's Day brought drenching rain and heavy snowfall to much of California, breaching levees and shutting down major highways, even after the storm moved through there was major flooding and agricultural areas about 20 miles south of Sacramento, and state route 99 were officials told the Sacramento bee that some motorists had been rescued and one person was found dead in a vehicle near the interstate. "Crest on record, the highest was back in 1997. And folks here remember that very well back in the late 90s, but overnight, the river level started to recede a little bit. But the problem was the first flashlight warning last night was issued because of an imminent levee failure, while overnight in this morning, there were two separate breaches in the levee along the river, which sent uncontrollable release of water into the communities there into southern Sacramento county. So the kind of wilt and especially was hit hard with floodwaters and it's still developing situation right now. Warnings so long because some continues and in fact a flash flood watch has been issued for areas downstream because we're looking at the course water flows downhill and we're getting ready to see a potentially additional evacuations later on today. This is downstream as we talk about the flow of water from the Calder fire burn scar. Is it not is there an impact because of that? No, actually the rainfall rate, even though we had a significant amount of rain, the rainfall rates did not exceed the threshold to trigger flash flooding with respect to the burn scars. That would be debris flows in rock slides. This is happening in the valley, but because of this was because of the terrain. When you have the foothills going up towards the Sierra, it triggers orographic lift. And that creates an excessive band of rainfall right over the foothills. Some areas picked up more than a foot of range from that last storm over the last three days. So the excessive runoff big cause the rivers to rise with the extremists in this case out of the banks. So the burn scars with the caldor fire really does not have anything to do with this situation. And what we're seeing here is more so the levees. So at the Levi to not breach, we really wouldn't be seeing the problems at all that we're having right now. So looking forward, how concerned should we be with yet another atmospheric river bearing our direction? You know what? It's a good question. And that's something that we are concerned about. Fortunately today, the sun is out, we're going to get that nice break in the allowing the rivers to receive a little bit. We, of course, getting a little bit more rain tomorrow. But Wednesday night and Thursday, that's another system. And it looks right now estimating about could be another two or three inches of rain coming for the valley and maybe as much as another four or 5 inches of rain for the foothills. And with what's going on right now, I do expect to see the rivers to rise again maybe back at the flood stage. That's incredible. And just before I let you go briefly, why was Sacramento? It seems like Sacramento was hit, especially hard by the storm, a lot of down trees and obviously the flooding. What happened? So last night, the storm was starting to pull out. We started seeing an area of low pressure drop down a cold front and the back end, there was a very heavy band of just torrential rainfall on the back end and it helped bring down some of the strong winds that are way up in the atmosphere, brings them down to the surface. So around 8 o'clock last night, Sacramento international airport had August to 60 mph. And Sacramento executive peak us was 64 mph. And those strong winds lasted for about an hour or so. And at the peak of the event last night about 260,000 customers were without power in the Sacramento county Yolo county and CLN key counties combined. And this morning, there are still several thousand people without power. Just simply amazing from a storm that just kind of grew up out of nowhere. We knew it was going to be bad.
