S. history claim three hundred lives between may thirty first and June first of nineteen twenty one this community was burned to the ground the one building left standing is the church just down the street from where I am right now today is the site of a celebration of Juneteenth celebration there are two trucks parked out here on the street families walking down dead saying hello greeting each other almost everybody wearing a mask in fact there are teams walking around handing out free masks and so but those two things are coming together the the commemoration of the really horrific event in nineteen forty one but a celebration of emancipation in eighteen sixty five of the the Juneteenth celebration when Texas slaves learned that they were created celebrated by African Americans all over the country all right and so the next thing we have tomorrow president trump holding a rally in there until Sarah yes said of his first rally has the signature rallies that you've been holding since before he was elected that year old the first ones in the coronavirus like why he chose also Oklahoma we're not sure the mayor says that you wanted to highlight the success that delta has had in combating coronavirus although the numbers you're having rising across the state of Oklahoma and then also specifically but the mayor is welcoming the president you're the POK center is the arena where it'll happen tomorrow even if people are already starting to line up have been Republic days did he does some of them say they will wear a mask inside some say they won't there's no requirement that they do you eat either that or use the headset because that that could be provided Jim is at an indoor or outdoor arena there is an indoor arena told about nineteen thousand dal will every detail will every space be filled their help with already here it's also hopes not in order that some kind of social distancing it maintained that the president though and and the campaign about that that they are going to put a limit on the number of people who come in and so it was just the there will be thousands more outside as well your tender felt already have calmed down somewhat make it into the event others won't well a lot of people expected it sounds like those so far Jim things are peaceful yes and there are you know despite what's happened around the country there have been well obviously violent demonstrations and active looting and vandalism delta has been peaceful there are concerns that that might change tomorrow and then certainly there the police are trying to keep that from happening as are the people who live here absolutely all right well Jim Ryan are A. "The office of emergency services in Sacramento county I'm Beth react at cap radio in Sacramento I'm joined in the studio by Nicole Nixon cap radio's politics reporter also joining us for a bit of conversation is Lesley McClurg KQED's science reporter so the governor and did it with that word and question when which every press conference from now until there is a bigger broader opening a loosening of the stay at home orders is the question that he's going to have to answer but in this picture that he presented today was a lot about money it was the ribbon that caps being woven throughout the topics and if I take you back to the very beginning which now seems like a long time ago he was actually talking about a ninety day break on student loans for students and he addressed an issue related to the stimulus checks so let's go back and listen to what he was talking about with respect to garnishment many of you have received checks from the cares act some individuals receiving twelve hundred dollar checks those with children additional five hundred dollar contributions but a lot of those checks if you had debt we are garnished by debt collectors we just signed I just signed an executive order quite literally moments ago aware that no longer will be the case the executive order denies the ability for debt collectors to garnish your Kerr cares act dollars it's also retroactive so your debt collector and you did garnish those contributions those checks you got to give him back there are a few exceptions to this as the governor noted cases of spousal support or child support or cases where someone is making a restitution payment of so some sort in relation to a victim so Nicole let me have you jump in here because we heard about money and unemployment insurance come claims we heard about money in terms of relief and even up to the end we heard about spending related to the next stimulus bill that's coming up money is is key to all of this and the foundation to all of this as is the question of when yeah and it's really affecting every level of government here and individuals with the stimulus checks a lot of smaller local governments cities and counties were left out of the carers act which provided a lot of money for cities and counties with more than five hundred thousand people so I know that that is a really big issue for the smaller counties probably most counties out in the country and here in California where they're looking at their budgets and wondering how it's going to work and how they're going to make ends meet in the next few months and he mentioned a few opportunities to try to you know get in for local governments for small businesses in these upcoming congressional relief bills and threw some shade at Mitch McConnell who mentioned that he was not keen on helping states pull themselves out of the pits that the corona virus pandemic is causing so I want to go to that in particular because Mitch McConnell's words had been I think this whole business of additional assistance for state and local governments needs to be thoroughly evaluated he went on to say there's not going to be any desire on the Republican side the bailout state pensions by borrowing money from future generations and this this heading of stopping blue state bailouts is what the governor was asked to comment about he was explicit he said Mitch McConnell's comments were offensive that the state in this country are about to my hi Chrissie and innovation and he hopes he said that those words will be taken back that's really the strongest politically I have seen governor Newsom B. in several many weeks even try president trump came up again today because the governor announced yesterday that trump had promised California a hundred thousand test swabs which is something that every state is in need of right now and needs some mention the ninety thousand of those are arriving tomorrow with more on the way in weeks to come and he was very nice about trump said promise made promise kept Newsome has been in some pro trump ads recently I would not be surprised if that quote goes right into a trump campaign ad did you see that sort of smooth gloss over the math there too ninety thousand is not one hundred thousand to ten thousand are going to be in the next order so everybody's going to be watching for two hundred sixty thousand on the next one with this of course is the picture of what covered nineteen is doing in the state of California so let's listen to a piece of the news today that was actually quite profound and this is in the tracking of the numbers yesterday was the deadliest day for this virus in the state a hundred and fifteen human beings lost their lives families torn apart it was the deadliest day in the state of California I don't say that lightly on all say that certainly cheerfully I don't say that except in any of those individuals it's one of those numbers represents a family represents a life lost and a journey that their families will be on in their loved ones that is very different than the one that predates they're passing of that love one but it's also a reminder we're not out of the woods yet I know there's deep desire people making calls an hourly basis and it's time to open back up consider the deadliest day in the state of California the last twenty four hours eight point five percent increase in the total number of deaths we saw five point six percent increase in the total number of people tested positive in the state of California so let me jump over to Leslie McClurg at KQED and Leslie where you put these numbers in some sort of context because California's numbers are going up but these numbers are nowhere near what we've been hearing in New York Louisiana New Jersey Michigan what exactly right now over the last week we've seen the state average about fifteen hundred cases per day increase in as the governor said there it is that a five point six percent increase which brings us to eighteen hundred for fifteen hundred to eighteen hundred if it's a big jump over a day and again as he said you know a hundred and fifteen people lost their lives the average is about seventy eight so we are maybe beginning to see a rise but we see you know nearly twenty thousand people you know passed away unfortunately in New York so we are fortunately set of overalls who were fortunately seeing much lower numbers here but we are rising but you know as the health and Human Services you know secretary mark Ali said we are at the low end of the models we are you know they made some projections and we are at the low end of what of what those projections could have bent so we're doing good and I think the the governor brought that forward to illustrate as he mentioned several times throughout his speech that is going to be hot this weekend but it's still time to stay home this is that the virus is still active in in the community and perhaps for some people the staying home has been a lot of distance learning or zoom meetings are being caught up in gardening or anything else Leslie it's not been about being so wonky but if you are on that side of things isn't it remarkable how much time we spend in the numbers in the variety of sets of numbers for what this pandemic is doing I just find a phenomenal not give her radio either really hard to follow and and radio reporters but I think as the governor pointed out there we really need to remember at a hundred and fifteen people you know with with family with friends with parents with sisters and brothers and so as we watch these numbers those are the numbers and the science that are really influencing the models that are making the decisions that how long we stay inside and stay on the call that she can and stay you know somewhat isolated it really is to save lives and lower you know these numbers well you just put two interesting things together house sometimes in the statistics we stay isolated from the way it feels and if you sit and feel seventy or eighty or a hundred and fifteen people losing their lives in a day and what those families are and it's it's almost impossible it certainly resonates very deeply with everybody well it is going to be a warm weekend even over in the bay area we've got a forecast of maybe ninety degrees what's your forecast look like Leslie you know I haven't looked at it but if I'm outside right now I would guess that it will be at least eighty it's hot outside and I am cooking in my my room I would I would die to be in an air conditioned office right here all right well you take care thanks for joining us today have a good safe weekend we're all back at this again on Monday thank you better take care that is KQED's science reporter Lesley McClurg so Nicole I I do want us to listen again to the governor's words as he talks about what's going to happen through the valley and really a lot across a lot of the state this weekend so here's governor Gavin Newsom one more time look for walking into a very warm weekend the most beautiful weekend to the extent you love warm weather since January at least or since arguably last summer the state of California that means people are prone to want to go to the beaches parks playgrounds and go on a hike and I anticipate there'll be a significant increase in volume but I also think if there is and people are practicing physical distancing I'll be announcing in a week or so these numbers going back up I don't think anybody wants to hear that I don't want to share that information but that's really that's up to me it's more up to all of you mmhm some real dad energy there that's true and I'm thinking about your very first question to the governor the first question he took today and getting the picture of cities and counties and boards and rotary clubs he said and the number of people and efforts pushing on him right now yeah I know that a lot of counties especially smaller counties maybe more rural areas where there aren't a large number of cases or any cases in those communities yet are really a you know seeing these economic impacts and really concerned about getting back to normal and at the end of the day it just comes back to the fact that people have been staying home has worked here in California to stop the virus from spreading as fast as it could and that's really what it comes down to after weeks of this it's been working and the weather's getting warm and people are getting stir crazy and it's getting harder and harder to do that but I mean he said it's the point where it's it's just as important to keep doing it now keep staying home as it was five weeks ago hi Nicole thank you so much for joining us today glad to have your help on these broadcasts Nicole Nixon is cap radio's politics reporter that will wrap up this daily briefing by governor Gavin Newsom continuing news and stories about the covert nineteen battle are available through your local station this has.

"Five sorry Sacramento county now is forty five confirm novel coronavirus or covert nineteen cases three of which are resulted in fatalities it is also clear the Sacramento county now has community transmission of this virus in order to slow the spread of cove in nineteen we've been taking significant steps first focusing on containment strategies what we pinpoint the exposure and employee quarantine or isolation in places such as nursing homes group homes and the justice system however with the start of the community transmission we have had to protect the most vulnerable from exposure to the virus so on March ninth Sacramento county began undertaking strong mitigation measures intends to reduce the risk of death and illness among those most vulnerable population these measures were intended to do two things decrease exposure of seniors and the chronically ill to the virus while keeping less vulnerable populations from exposing the high risk population this evolution to mitigation has also allowed our health care system in Sacramento county to plan resources to take care of severely ill patients our March twelfth state and federal health agencies issued guidance to support our efforts on mitigation and finally on March seventeenth the governor's office provided details that strength in these efforts even further by prohibition of all gatherings including dining in restaurants that same afternoon the county announces support of the state directives and issued strong directives of our own which urge those in the Sacramento region to stay home in pursuit of the ultimate goal protecting those most at risk in these past eleven days however the United States has learned a lot about this virus but it's continued spread in Sacramento county necessitates the additional step of issuing an order therefore as of tonight March nineteenth twenty twenty at eleven fifty nine PM or one minute before midnight the Sacramento county health officer Dr Libya to Syria he is directing all individuals living in the county to stay at their place of rabbit residence except for essential activities which I'll outline shortly the legal order is based on the same directives of social distancing issued this week to slow the transmission of the disease but it provides more detail and enforcement ability to slow the spread of the novel coronavirus the legal order limits activity travel and business functions to only the most essential needs with the over arching goal being to slow the spread of cove in nineteen and to flatten the curve so that hospitals and other medical facilities are not overwhelmed with a wave of sick people let me reiterate we are issuing this order with the over arching goal being to slow the spread of the virus and others and to flatten the curve so that hospitals and other medical facilities are not overwhelmed with the wave of sick people in other words to spread out the serious cases as much as possible I know you probably won't be able to see this but just as an example if twenty percent of people were infected over the next six months the darker red are how many hospital beds will be needed if it's over twelve months it's lighter and if it's over six eighteen months when others really spreading out the cases it's virtually non it non that unnecessary to have additional hospital beds the order and bear with me as I describe some of the details all of which will be posted after this press conference states that all individuals currently living within the county of Sacramento or or just stay at home or at their place of residence to the extent individuals are using shared or outdoor spaces they must at all times as reasonably possible maintain social distancing of at least sixty feet from any other person when they're outside of the residence all persons may leave their residence only for essential activities essential governmental functions or to operate essential businesses all businesses with the facility in the county except essential businesses are required to cease all activities at these facilities except for minimum basic operations and for the definitions of this please see our have public health order which we put out at the end of this news conference all public and private gatherings of any number of people occurring outside a householder living unit are prohibited except for limited purposes as described in a minute all bars and brewpubs should be closed all in dining at restaurants should cease with the exception of home delivery and takeout and all gyms bingo halls and card room should close close nothing in this order prohibits a gathering of members of the household or living unit finally all travel including but not limited to travel on foot bicycle scooter motorcycle automobile or public transit except essential travel and essential activities is also prohibited except as sexual activities those that are allowed again these are activities that are
