You have this proposal Interesting read today and in both newspapers, Senator the Journal and the new Mexican about allowing counties to secede from the state. Come You know what we've seen, Um especially accelerate over about the last 20 years is an urbanization, um, of people. And so with that organization, you have people that are hundreds of miles away from where they're Their fuel, their food and their fiber or produce and eventually what happens is they start putting their policies and how they want to see the food, vibrant fuel produced, but they don't want to take the time to come. Understand how or why or or what we're doing in these rural parts of Of the state, and so you know, it's it's just come to that point where especially in the rural part of the state that we don't feel that we're being heard or respected or appreciated. And it may just be time for a few of the counties to either join another state or create our own state. Whatever that would look like, Hopefully we could work together for for a stronger future for everybody. Now you know this? I mean, this is a message legislation. It would be a constitutional amendment. Uh, you know, would have to pass through of the house and the Senate to even to reach that point. The majority then and have to pet so I mean It's It's a free and kind of uphill struggle. I mean, this is this is kind of a pipe dream, but you're trying to send a message that you don't feel respected. Well, it all starts. You know, you always have to start at the beginning. And our our state Constitution doesn't allow for this, even though our neighbors do And so this would, um, started to wear at least we could petition the Legislature and then upon their approval. If counties wanted to join another state. They would have to petition that neighboring state to allow them in or if they wanted to. For their own state. They would petition Congress to be allowed to become a state. So it is an uphill battle. But you know, as we look at our country and we see the divide within every single state Um, you know, maybe that's that's what it's gonna come to is is people who think similarly or or have similar goals can join together and and have states instead of this this divide because You know, we've been told of unity and and been spoken to about unity. But then our ideas our ideals. Our values in rural the Mexico are being ignored, once again by the majority of legislators who lived in Dona Ana Berna, Leo and Santa Fe County. On DSA, So I understand there's a balance there of what your specific constituents want. But there comes a point where you have to understand where your food fiber of fuel comes from. And we need to respect those communities and understand that they are smart enough and capable enough to do what they need to protect themselves and their way of life. Listen, I do not disagree with you. I think your voice should be heard. S so what are the particular issues? One of the particular things that you say that you would like. The Democrats. I guess you know, just a lump it all in to pay attention to to to kind of come up with solutions that you guys can agree with. Well, every year we see an attack in the Legislature, Um, from the rural district on the way we produce food, how we do predator control. Um What does oil and gas production look like? How? How can we Find that win win of protecting the environment but also having affordable energy for our poorer citizens on DSA. Those are just things that that I think over time, build up and build up every year. It's another attack. Another attack, another attack. And we're standing here saying We, too, want clean water and air, But this isn't the way to do it. This is going to cause jobs. This is going to cause electrical bills to go through the roof. Where are struggling, Um new Mexicans who are working, you know, 23 jobs are then even not gonna be able to afford food again because their electrical bills are going to go higher. And so we're being ignored, Um, to the point where it's come to the to that realization that well, if they're not gonna listen to us on these issues, and they're going to continue to put people out of out of work and shut down businesses and making it almost impossible to grow. Um corn and alfalfa and milk and cheese for the populist Then you know it's time timeto create our own state. I think that's something that was even missed in the legislation where Speaker or the speaker, the president Pro TEM said. If you like Texas better, just pack up your bags and move. Well, Madame Protein. It's not that easy. When you own a farm or our drilling for oil. We can't just leave. You know, we we make our living off the land. And so, um, you can't just Pick up and move in oil rig where there's not any oil or you can't pick up your farm and moved to the mountains where there's not lush soil, so if they make it completely impossible to produce, food and oil in the state will have no other choice. But that's that's not good for the public. Um, especially with the lockdown, then the lack of groceries and grocery stores. But if we shut down the oil and gas on federal land as as the newly elected president Um, has decided to do or as a state. We make it almost impossible to operate within the state were forced to purchase our oil and fuel from other countries. Um, And so the potential for for prices to go up are are are there you know if we shut down coal mines and then allow other third world countries or other nations. Burn coal without the regulations that we have. We've actually had a net gain. A net gain of the negatives were there polluting the world at a higher race that we are We have to find that happy medium of clean air, clean water but producing affordable energy. Okay, But you do understand. I'm sure you do understand that The president is not trying to close oil and gas production on federal lands. There's 10% of the federal lands had have never been drilled. They're out there 430,000 acres. Federal land that could still be access still be drilled, could last for a long time. He's talking about a six month moratorium, which even Ryan Flynn, the president alone. Guess association says we can work with that. But the thing is, is they're not gonna stop, um producing and drilling because you know, we need to produce As much oil and gas domestically and no, this is this is just new leases. Years later, it sprung back to its original size. So I've been watching long enough to see this shrink it of the ice caps and then the expansion afterwards. What? I don't want eyes for the U. S to be paying all the cost. Right now. Even the U. N is saying that the Paris accords are are very much aligned to the rest of the world and And aren't going to really change the change anything about to the temperatures or are the climate change itself on? Well guess that the Permian Basin admits 1.1 million metric tons of methane annually. The equivalent to 25 coal fired power plants. They have not self regulated. When you say they haven't felt regulated. Ah, I grew up in that industry and I would go out 10 years old. I'd rather put my dad on weekends go and yet be driving out. And and so you saw then if you're right, you saw please pretty serious environmental degradation. He saw them putting all on the ground. Well, my generation when we had our business that began to dig up those things that our parents had put down, the old and gas industry has is regulated tremendously on. Maybe it is not perfect, but it is. It is a long way toward a perfect And and and the difference is that Let's say that we shut down all and gas today it would be extremely difficult to provide energy off of wins over The environmentalists did not want the cleanest energy that did not want nuclear. They are the problems with nuclear political. They're not. They aren't environmental in nature. If if we allowed the re enrichment of rods, which of those fuel rods which chemical Carter outlawed under environmental pressures around them, and we still we still have unproven, we still have unproven small nuclear reactors. Come a long way. I agree. They're coming a long way, And it should be in the mix. Small, community sized nuclear reactors, not giant was like like three mile island or even poverty, which would be able to find an agreement in that in that room, But but again, they're politically. Not allowed. And so when, again when I approached this, I'm thinking of a family like mine that just struggled to make the paycheck work every week. And if you have a cold cold three days You just didn't have the money at the end of the week because you had to turn the fires up. Mr. Chairman. They called all the workers, all the contractors that were out getting the rig's ready to start drilling again. They've been shut down for about a year here. They said. Let's we're just going to cancel everything. We're moving. Our four rigs in the Texas Texas does not have the public lands that we do. It's the 11 Western states that labor under these the federal lands So about 52% of New Mexico's production comes from federal lands. You've made it very uncertain for people if they're going to get permits. If you're gonna be able to buy leases, if they're going to be able to Produced there. They're just gonna scoot by 10 miles across the border here in Lake County in Eddy County, and they'll take the jobs with him. They'll take the revenue that comes from the increased production. And from the Mexico is on a very serious track. When 40% of our state's budget comes from within gas, these things are far bigger than just the pronouncement itself.
