Primary said generally turnouts or low anyway, but they're expecting it to be even lower because they expect more people have voted absentee. So that's the expectation. Um, and so well, it'll be interesting to see what those numbers are towards the end of the day and just to see where people are. And we had a couple of people on our Facebook and YouTube talk about, um You know, they were only eight in line. They were just getting ready to leave at quarter to 10 and they were number eight on We had a couple. Other people say, Well, I was number 40. S so it could be a low turnout. And yes, he has aren't so another big topic that we had read this weekend, of course, was this back and forth Pull between Theater, knee General's Office and Dana Nessel and Governor Gretchen Whitmer and the folks and N Bridge, And as it turns out, attorney General Dana Nessel will now end her challenge to the constitutionality of the line five tunnel law. S so she's going to abandon that portion of her action. Ryan Duffy, the spokesperson with Amber joins us Now. Here on the Frank Beckmann Show, Ryan. Good morning to you. Good morning, Chris. Thanks for having me on. Yeah, you got it s so tell me a little bit about what this means for you guys. Obviously, I assume it's It was pretty good news. But I don't know that you guys ever really questioned the constitutionality of the law that was struck up here in Michigan. Right. Our focus has been on the Great Lakes Tunnel project, and we've been able to stay on schedule with that all along. And so with this case, you know, the appeals court decided last month that our agreement with the state on the tunnel are legal and valid, and that upheld an earlier court acclaimed decision. And so now the attorney general did not take that on to the Supreme Court, so that case has concluded its done and what that means is our agreements with the state remain in place, and that includes the tunnel agreement. And then the third agreement, which allowed for in bridge to continue to operate line five while a tunnel is being permitted and constructed, So that's what that agreement says. So now we are looking forward to working with state to make safe pipeline even safer and complete this project. We're investing, investing the full $500 million in the construction when paying for everything. We know the majority of Michiganders support the project. That's the polling we've seen. We have had now 23 counties and the Michigan House passed resolutions in support of them. Ah S o. The next. Part of all of this, of course, is ah, The Attorney general's office says that they will now focus its efforts on other litigations related to the pipeline. Have you guys been aware of anything yet? That's come down from the attorney general's office on that front. Well, no, I mean, our focus has really been on the permitting an approval process that we're in. Right now. We really want to make sure Teo stay on schedule and and our project team, you know, which is about 30 people working on the project their focus solely on their project, and that's what they come in. To work every day to do work on the Great Lakes Tunnel project, So they've been able to keep us on schedule. But we do have permit applications in out of the Army Corps Eagle Public Service Commission, though they're all moving forward. There's been some public comment happening on those and those timelines are all built into our planning. That's really our focus. You know, we want to make sure to stay on schedule Start construction next year, finished in 2024 because we know more than ever. Right now. This is a project Michigan needs. There's there's two million labor hours that go into it. We place to use Michigan labor money will be spent all around northern Michigan hotels, stores, restaurants on those things, So that's that's our focus, keeping things on track with the project. So you said you've got permits out now, Where are you exactly? In the process of of this tunnel project, And like you mentioned you're looking to start next year and it would be, you know, roughly a three year process. Where exactly are you add in that process now? Well, we're really focused right now on the design of the tunnel, so that's moving along. You know, we completed our rock and soil sampling last year, and that was a big piece of the $50 million we've already invested in this project. And so that data has been guiding us here on the next steps we're taking And so, really, we're in the thick of permitting and approvals and and that does take a little a little while, but that is built into our planning. So that's going on and next up. We're going to be looking at ordering the tunnel boring machine itself, which is the A huge piece of equipment that actually drilled the tunnel that takes a year just to build that, and then you just for this project, and that says, so that that would be coming up. And that's that's the next step. But yeah, again are big focuses on permitting an approval. Awesome. All right, well, we appreciate the update on that. Obviously, it was a big story when when the attorney general decided tow to skip out on on taking it up to the Michigan Supreme Court. They've said they're going to focus on other areas. But obviously you guys have your focus, too. And you and you're worried about look just making this thing a safe is possible and getting it on the right track and and making sure that You know, the people of Michigan continue to have those those those minerals, the oil and the crew in the natural gas. Pretty squarely jobs, and the basic idea was that Kim Jong had just come into power unexpectedly at that time. If you can put yourself back there I mean. He still is leader of the hermit kingdom, a bit of an unknown quantity right? He's he's. He's he's quite mysterious. People have a hard time even pinning down reels basic by graphical information. How old is Ray i? The one thing we were just talking about what we think. His skin looks absolutely flawless in this documentary like we can't. We can't figure that out either. The, you know, this guy wants bitcoins in exchange for calling off his supposed bombers, and it's like the Nigerian prince it's dealing dealing with emotions the Nigerian prince tried to touch our sympathetic sympathetic bones. And this guy is trying to touch our bones of fear or guys whoever they are. So it's it's very very similar in that way to the Nigerian prince scam. That was always run there's probably nothing there. But what are you doing right? Probably doesn't cover everything. Yeah. Just like Andy arena said. Yeah. Exactly. Right. All right. We've we wanted to spend some time here with Ryan Duffy from Enbridge corporation. You know, that there's a there's still a battle going out over line five, and and what's gonna happen there and the governor and the state came to an agreement within ridge to build this tunnel into the into the rock bed. Really that's underneath the straits of mackinac. It's going to be far enough down. So it doesn't have any relation to the water. The tunnel will will have the line five pipe running through it along with some other things as well. And it's it's a pretty foolproof method to make sure that we don't have an accident in the future. That's bills oil into the Great Lakes Huron. And Michigan up there. They meet at the straits of mackinac as you know at any rate. Ryan Duffy's back with us on the other end of our line this morning, and you got the the legislature. That's that's balking at this. We're hearing from the incoming. Governor Gretchen Whitmer Gretchen Whitmer and her attorney general RAs Nestle that they they're totally opposed to line five. They want to see it shut down period. And so I'm not sure whether there's time now to get this done through lame duck and the governor's signature on it or not. But I think Ryan Duffy is hoping so unless I'm totally reading them wrong. How are you? Ryan good. Good frank. Good morning. Always good to talk to good to talk to you. Yeah. A lot going on a lot going on here. Indeed bowl. Let's talk about this. This change that's been that's been made. And and and what lies ahead for for this with our incoming administration that that is opposing the pipeline. So that we wanna see a chat down. How how how is this complicating matters for you? Well, we are optimistic in and we're excited about what's got on this week. You know, the governor signed the legislation creating the mackinac straits corridors authority which would have ownership in independent oversight of a tunnel. So we see that as a good thing this independent authority, and we did see a lot of support bipartisan support for that legislation. So the next step here's finalizing a few more agreements, and then we'll be moving forward. So for us. It's great to see all the support. This idea is getting from all across the state. A lot of different groups labor groups, supporting business chamber of commerce, Michigan oil and gas association and for us. We've been supplying energy to Michigan now for more than sixty five years, and we see this now as the future the next generation of Michigan infrastructure. They will be building here. Do you see a need to to have it done though before the? The legislature ends at session at the end of the year. Well, that's really what we're looking at right now, you know, this is been going on and it has been discussed for quite a while. Now, we've talked about it. Yeah. You and I or the last few years, and, you know, the state's been looking at this since twenty fourteen and in that time there been panels boards numerous studies, and it's all really led to this to where we are now. So the governor and his team have been really dedicated and determined to see this through to a resolution, and it does seem to really just make sense that all the people that have been working on this for all these many years here. See it through to the end, you know, all the experts for the state the engineers, the people look into this people from bridge. It just seems to be logical that they would be the ones to finish it even though we are getting down to the wire here as far as the calendar goes well, exactly because wants to counter flips over if. If this isn't passed then it would have to go with the legislature does say, yes, eventually it would have to go to Gretchen Whitmer. She says she's against line five. So you lose right? Well, from our perspective, you know, we're looking forward to working with the governor elect the attorney general elect we wanna have a good relationship with them. And give them the information. They need answer their questions. So we're looking forward to that. I mean, we're optimistic. In the meantime, we're just really focused in on our agreements with the state now implementing all the safety measures in those there's a lot in there. A lot of safety enhancements like safety and adds men's at the other waterway line five crosses the replacement of that section of line five there at the Saint Clair river. So there's a lot of good things that are part of that including the tunnel project, and and we're focused on that. Well, good luck with it. And I hope that we don't have too many headaches. Let's decide what we're going to do. And it sounds like a pretty foolproof or is foolproof is it can be to build that tunnel down there. So. Good luck. We see that is a solution. Yeah. We're talking about this new deal that was reached between and bridge and the state of Michigan announced yesterday and discussed for a long time. It's been going on for over a year. Really? And Ryan Duffy has been the Enbridge spokesman joined us many many times, and whenever we do an interview with a major company like this the company sends over some talking points that they'd like to get into a lot of times, we just ignore them. But there is a great question included in in those that you sent over Ryan. And I want to get to it. Some people are saying that this agreement means and bridges at bidding. There are problems with line five as it is. Now, what is your response to that will line five continued to operate while a tunnel project is going on is? The response. First of all to admission that line five is a problem. Sheriff Frank well, I did want you to have our statement on this and line five will continue to operate. You know as we move forward. We're looking at a tunnel project. All our recent inspection. Data hit all she does the line is in very good condition. This agreement would have make a safe pipeline even safer, and then we are going to be putting in a range of new safety measures that would go into effect and its tunnel project would be moving along. So we're providing funding for cameras to be there at the straits to give the coastguard realtime monitoring. So they can see ships coming and going. You know, we're completing coating inspection survey every second year on the line. And then as I mentioned, we would continue to shut down the line daring sustained adverse weather conditions. So I think and you know, I've been talking to you about it for probably the last two years the line five in the straits is inspected more than any other pizza pipeline and our entire system and all of that data from all those cast in the inspections, which by the way, our federal regulator fins that does review all of those. They all show line five continues to be in very good condition. And that should be the answer for this question about whether you're making it admission that there are problems with line five. There are no problems. No, no. And we do a lot of testing and a lot of maintenance on the line. And there there are no issues the line five like I said it continues to be in good condition. All right. This this new tunnel. That's going to be built. It'll have a brand new line five. Right. I mean, this is going to be the to be new completely. Yep. Yep. That's right. It'll be a new section. That'll be inside the tunnel inside a ten foot or so channel, and the you know, the old languages continue to run until all the new pizzas are built. And then it would just be a switch over. Yeah. And bridges paying for the whole thing. There's no state tax money involved in this whatsoever. Enbridge is going to pay for the tunnel for the new pipeline. And what's the starting date? What's the projected completion date Ryan? And what's the cost? You think? Well, our feasibility study showed it would be somewhere in the ballpark of three hundred fifty to five hundred million. And then it would take about seven to ten years. And it really just depends. You know, there's gonna be a lot of permits involved in terminating. And so if that goes faster, I it could be done fast. Mr. And then I appreciate you clarifying that that is correct. There'd be no tax dollars spent at all. On on this project. So I think that's important for people to hear too. But we recognize we do have we have work yet to go on this. We think this agreement though, it's it's a solid foundation. It's the path forward at the plan. We we are committed to the work that's still to go on this. But we we think that work will make the title and all the aspects of this agreement every -ality. Assuming that that the exaggerating environmentalists do not have a successful court challenge against you. When when you antiquated putting a shovel in the ground. Yeah. I'm not sure we were at that point yet. You know, we as the agreement laid out we're going to need to move quickly on the next steps to get that going like I said, there's some work to do. We're going to start up discussions as soon as possible here with the mackinac bridge at thirty two set up a partnership and move forward with that. And so there are several steps here are still to go, you know, but the overall time Lang was estimated seven to ten years or so. Yeah. And are you worried about a lawsuit interrupting this? Well, no, you know, I I can't really wouldn't want to speculate on that our focus is on this agreement right now. And and the work we have to do here. And we're excited about him fair enough. And and now this new one is going to be huge to build this tunnel underneath the the straits. Yeah. If it if it goes ahead. I'm sure they'll be some sort of court action about the the the green lobby will be positioning itself to try to stop it. But I don't know what rules are in place. That would make them have legal standing in this. Well, that's a good point. They may not have a legal standing in. Let's let's get the companies that you heard from governor Snyder on Paul show this morning. And now we check in with the with within bridge and man who's been with us a number of times before the spokesman for end bridges. Ryan Duffy, and we're happy to have him back on the show. Ryan good morning. Good morning, Frank. It's good to talk to you again. Good to have you back with us. Take us back a year when you had the first agreement with the state about line five after all the concerns. Right. Well, the new agreement with announce yesterday, there are pieces that are really a carried over from our twenty seventeen agreement and over although we are excited about this new agreement because it really laying the foundation for the future. First of all what's the protection of the Great Lakes at the forefront. So that's really the best part. But then it also ensures continued reliable energy delivery, and we believe that making what's a safe pipeline now even safer, and it's doing that with a lot of the safety measures that are part of the agreement. And so a lot of those are carried over from the previous agreement like the fact that we get in a hand safety on a lot of other water crossings, they're line five crosses throughout the state. You know beyond just a strange we are going to move forward with replacing line five section there at the Saint Clair river, we're still going to be shutting down the line when they're sustained severe weather in the straits. We're we're going to be looking at mitigating any any possibility of any future anchor strikes? And then of course, the part of the beginning a lot of attention. We are exploring the replacement of just straight section of the line with the tunnel under the lake Vanda den would contain new pipeline. Tell me about this tunnel. How big it is at cetera et cetera. Well, we did a feasibility study on it came out earlier in the summer, and what we studied would be about a twelve foot outside diameter tunnel. Ten foot on the inside. It'd be inch. I'm sorry foot. A foot thick concrete walls in the tunnel. And then our thirty inch pipeline would run through the inside of the tunnel. So you know, it is of course, it's a big project, but what's important to point out in that tunnel would reduce the likelihood of any kind of relief of any product into the straits to near zero because a foot thick concrete wall. That's basically a secondary containment system. And it also would be a hundred feet underground ourselves. And that's the other part of it. And then he would eliminate the potential of any anchor strike and that study to it found there'd be very little disturbance to the lake bed or Defensor to wildlife because the tunnel needs so far under the. The ground could could that tunnel be accessible for people to inspect the pipeline by walking through it. Yeah. The final details and plans are still going to have to be put together. But that's what we studied. We studied, you know, making an accessible to people to get into their baby tiny specialty vehicles to get in there. And and look at the pipe. But yeah, that's that's the idea would be accessible you could have maintenance in there inside the tunnel for. Sure. All right. We're talking about a lot of new construction there. "Governor has struck a deal with end bridge and among other things they're going to study the future the pipeline that report is due in june of 20 eighteen with the decision from the governor about the future of it in in august of 2018 but they are also in the meantime going to do some other things and he talked about that this morning with paul w smith so there's several pieces first of all it's about style replacing not type pipeline that currently exist in a st clair river with a tunnel underneath the tunnel that pipeline uh and then to do a study on the pipeline up across the straits to see if that can be tunnelled in some fashion i take some other interim measures to protect it in the meantime from ankara strikes and some other activities like that and then to look at the entire length pipeline the brown but have often water crossings to say practices could be improved their uh to make those pieces safer sell it's a very comprehensive that ties into a much greater transparency within britsh and transparency is needed because in breach has as i said not business worth uh uh on this program we gave them the benefit of the doubt when he said that that law line was problems three that it had been fully inspected well then there was word that there were a couple of bear patches but they were very small and it was only under the superficial coating it wasn't the real protective coating of that protects from corrosion well then we learned out there that was a few more and then there was a few more and they were actually larger than expected and it was like this creeping trickle abc news out of end bridge before they finally acknowledged that there had been a miscommunication inside another were actually much more patches of concern then perhaps before so governor snyder says yeah they have a credibility problem dan there's been an issue with their track record um and so what i would say is this are they have an opportunity to earn trust out of their own work hard to verify everything we're not gonna take things for granted and ryan duffy who who's a spokesman for end bridge at sake to frank beckmann said yes we've promised transparency in this process and understand that we need to earn.
