But in reality, Russia was planning to do that itself. So what they were doing was trying to get people to think through its disinformation that Ukraine was going to do it. Then they were going to blame Ukraine for doing that essentially saying they were attacking Russian or at least people who were aligned with Russia and used that as a provocation to attack Ukraine. "Both sets of people and the fact is Russia's army has shrunk over the years. This is not the Red Army of law. This is not the Soviet Army. It has shrunk in size. And then when the war began, the army was decimated by Ukrainians, it lost huge numbers of people, maybe 60, 70, 80,000 casualties that is killed and wounded in total, so it suffered grievous losses and what we have found is that they can't defend this huge front line, this thousand kilometer front line. It was a manpower problem, ultimately that resulted in weak spots appearing along the line in half if province that opened up space for Ukraine to conduct this spectacular counter offensive two weeks ago. And it's this manpower shortage that has forced Russia's army to rely on mercenaries, convicts, on people press ganged from Ukrainian territory in Donbass. So there's a clear element of desperation that was creeping in to Russia's recruitment policies. Why do you call the number 300,000 aspirational? Because it's easy to get warm bodies, right? You can threaten them with jail, you can count them off in vans. You can pull in prisoners, but warm bodies are not the end of the problem. These people will have some military experience, so you don't have to train them how to fire a gun. But do they have officers to lead them? Do they have equipment with which they can fight? Do they have enough secure handheld radios? You know, it's the absence of all this kit and of leadership and of refresher training because all the officers who would train them are basically dying or fighting that is going to be the major constraint, the big bottleneck on Russia's generation of combat power here. So that's mobilization. Let's move on to the referendum C mentioned, what did he mean by those? Where will they take place and what are they voting on? Well, we've known for a long time that Russia is planning these sort of fake referendums in the provinces of Ukraine that it occupies fully or partially, so that is Don bass, which is done yet, can lohans, and in the south it's croissant and zapor Asia. And we saw yesterday on Tuesday that the officials in those places said they were going to hold referendums on joining Russia between September 23rd and 27th. In other words, in two days time. And they are transparently going to be the same kind of rigged pole that Russia used in 2014 to facilitate the illegal annexation of Crimea, which was also Ukrainian territory. These are kind of puppet regimes that will hold fabricated votes they'll probably rig the results and the result will be that Russia, if it wants to, and we think it now does, will be able to formally absorb these places into the Russian Federation. And the goal of doing that, I would guess is that it allows Putin to treat any attack on those provinces as an attack on Russian territory. Well, this is a war of conquest, so the territory itself adding to Russia's state rebuilding Russia's empire if you want to put it in those more dramatic terms is part of the aim. Beyond anything else, then there's a manpower aspect to this, which is that if this is suddenly Russian territory, well, you can conscript from these places. You can build up manpower from these places, which is a not trivial consideration for his depleted army, and then yes, the third consideration is exactly, as you say, John, if this becomes Russian territory, and Ukraine then attacks these places, the Kremlin can say, look, Ukraine is not just liberating its own territory. It's attacking Russia, and if you attack Russia, then our nuclear weapons may come into play, Russian nuclear doctrine actually says that nuclear weapons come into play only if there is a threat to the existence of the state, but I think we will see the Russian government say this is now a Ukrainian attack on Russian soil and therefore the west had better stop it or who knows where this might end up. Well that brings us to the third thing you mentioned from his speech, which is nuclear threats. What did he say and how seriously should we take his words? Promise to use all resources we have to defend our people. And I think later in the speech he added, it's not a bluff. I want to remind you that our country also has various means of destruction. So in some sense, this is known different to the speech with which he began this war if you cast your mind back, John, to February 24th, the early hours where he talked about anyone standing in our way would meet with grave destruction, clear illusion the nuclear weapons. What I think has changed over the course of this conflict is our original concerns were about a NATO Russia clash, Russia perhaps attacking NATO convoys, a conflagration, escalating to the use of nuclear weapons in some fashion. The concern we have today is very different. It's about Russian weakness, not Russian strength. It's a fear that Russia may be losing the conflict and out of desperation may use nuclear weapons perhaps a small what we call sub strategic or tactical nuclear weapon to try and shock Ukraine and shock the west into submission. It's by no means clear to me where the Putin was alluding to that, whether he was just conducting generic saber rattling. And I would say that we have to treat these nuclear threats with a critical eye. We shouldn't swallow them uncritically because ultimately Ukraine has been attacking Russian soil with special forces with helicopter raids in places like Belgrade. It's been attacking Russian occupied soil in places like Crimea with missiles and special forces for months and months. And there has been no dramatic apocalyptic reaction. So I'm not going to go as far as to say this is a bluff because we can't know that for sure, but I will say that ultimately these nuclear threats are probably designed to produce a certain psychological reaction in the west, and we should always keep that strategic intention in mind as we interpret these words. And this week, of course, the UN General Assembly has been meeting in New York. Russia's invasion of Ukraine has taken up a whole lot of attention. Turkey's president Recep Tayyip Erdoğan seemed to be positioning himself as an interlocutor. He said that Putin was looking to end the war. This seems the opposite of that. Does this strike you as an escalation? It's undoubtedly an escalation. Ultimately, Russia is losing this war John. It doesn't have the manpower or the morale or the impetus to conduct any more big offensives, so it's offensive capacity is for now spent. Ukraine is exploiting the resulting weaknesses which result in things like this incredible counter offensive that liberated huge chunks of territory and put even the position of Don Bassett risk, Donbass being the ostensible aim of Putin's war effort and in the south in Carson, you have perhaps 20,000 Russian troops, squeezed against the dnieper river with their means of resupply being steadily cut off by missiles and trapped under miserable conditions. So Russia had to do something and for Putin this is now in some ways existential, not in terms of the survival of his country, but in terms of the reputation and therefore perhaps survival of his regime, and therefore I think this was a step that was going to come. He had delayed it as long as possible, it's still isn't a national mobilization. He's not saying he's going to send callow 18 year olds straight into the war in ways that would prompt howls of outrage and potential protests from their mothers and their families. But nonetheless, this is a Putin that is really on the back foot down and is finding some way to revive and rescue his failing war effort. There was plenty on offer for me and my producer Stevie hurts to find. Prize cows, award winning pickles, and a Sunday with three types of maple syrup. But democratic voters were harder to come across. I'm a Democrat, but vote in republic. In America, not that long ago, the two parties fought hard and almost evenly for rural votes. These days most rural areas are solidly Republican. I don't like the Democrats anymore. They have gone so far to the left. They're not for the working class anymore. What do you think when you think of a Democrat? What does that mean to you? To me, that means higher taxes. Fewer jobs. Yeah. When you think of Democrats, what do you think of? I think it's all just a hoax. Control as much as like a control and everybody just turns a blind eye to everything. On this, the latest in our midterm series looking at the broader forces influencing power and politics ahead of November's elections, we're finding out how Democrats are trying to win back white rural and working class voters. Between now and election day, we're going to different House districts around the country. Each chosen to illuminate a salient theme in American politics. This week we're in Maine's second district. Maine has just two congressional districts. The first is small and liberal the second is rural and huge. Bigger than Ireland. It's significantly older, wider and poorer than the rest of America. So perhaps it's not surprising that Donald Trump won it twice. But so did Barack Obama. It's rightward shift isn't unique. It's part of a national pattern of rural America moving away from Democrats. Here, this local summer fair is still an agricultural event, complete with livestock, lots and lots of livestock. If you signed up for the scramble, come to the polling rate. At the pig scramble, pigs are released. And kids, some as young as 6 compete to catch them. They are, don't be scared. Grab it on those legs. Grab it onto his leg. Build it in there. And if you catch one, you keep it. You want to get it out of the bag as soon as possible, get it out. To raise or sell, there are enough pig farms in the area to give them good homes. The county's Republican Party has a stall at the fair, with buttons, hats, and local candidates. I'm Jim white. I'm running for House district 30 in piscataquis county Maine. Some of Somerset. Biggest things on the Second Amendment advocate. I've owned a gun shop for 30 years. I pro life individual. I'm a Christian. So many of my court beliefs align with the Republican Party. Up here, people hunt. Not just for a hobby, but for food. Gun stores and guns themselves are commonplace. Tell me about the raffle. The AR-15 rifle? Well, last year we did our first firearms raffle. We raffled off two firearms. So we did it again. And it seems very successful and several other committees around the state have been doing firearms around. But a Democrat has represented this district in Congress since 2018. Jared golden is young, not quite 40 years old. He grew up here before joining the marines and serving in Afghanistan and Iraq. I thank the gentlewoman from Florida for yielding. The purpose of my amendment is to call attention to the shortage of VA mental health and substance use disorder facilities. Golden is plain spoken in tattooed with kind of a reserved demeanor. He isn't a typical glad handing politician. His detractors and supporters alike say his most striking quality is attentiveness. He listens to people. For example, veterans in my home state of Maine must travel hundreds of miles out of state to access long-term treatment facilities. That's just unacceptable. We're just ramping up right now, obviously. Some are doing doors, some are doing events, and Joanne mason is the chair of the kennebec county Democrats, helping local candidates like golden with their election campaigns. How do you think he has managed to do so well in a district that voted for Donald Trump? What is his secret? I don't think it's a secret. I think it's right out there. There's many things. One, he thinks very independently. He pays attention to what the community needs. He's a marine, which is huge. People recognize that this is a man who cares about his community. He's a man who, you know, who's handled guns and owns guns, and that's not a hugely democratic thing to put out there. Golden's won twice. Both times by narrow margins. This year, he's running against Bruce poliquin, who he beat in 2018 to win the seat. But while people might like golden himself, the Democrats reputation is still toxic to many in rural America. I hear a lot of people complain about Democrats. It's so liberal and they want everything that you know, they want this or it's not the case. In my opinion, Democrats are very vast group. So golden has worked to separate himself from that national brand, which means distancing himself from the president. I'm Jared golden, and that's why in Congress, I'm an independent voice for you. I'm taking on my own party to stand up for Maine families. I was the only Democrat to vote against trillions of dollars of President Biden's agenda because I knew it would make inflation worse. Golden was the only house Democrat to vote against Joe Biden's massive build back better act. And he recently came out against the administration's plans to forgive student debt. Jared Gordon isn't the last of a vanishing breed, but he's a remnant of a vanishing breed of rural Democrats who represent a kind of old school liberal working class politics that increasingly reads in the contemporary Democratic Party is centrist or center right. James Bennett is The Economist Lexington columnist. If you ask him why are you a Democrat, his answer is because he believes government can play a very important role in helping people. His concern, I think about the contemporary Democratic Party is that it's got kind of a grandiose view of that role. And he says, wants to help everybody, including people who don't really need it. And he's very concerned about the deficit and excessive government spending. Rural Democrats weren't always so rare. As recently as 2009, there were democratic senators from North Dakota, South Dakota, Montana, Iowa, Nebraska, and Alaska. But that has

"Strategy works. I'm not sure if you've heard of the explosion that killed Daria dugan. Alexander duggans daughter whoo the man many considered to be creative some of the ideas that mister Putin is acting upon right now. What do you make of that attack? Because the Russians have blamed Ukraine for it. Or some Russian officials have frankly saying I would be happy to know that this made by Ukraine. It means that our special operation forces or other forces are working quite effectively because we are speaking about Moscow, but let's not forget that in Russia everything is like a very corrupt and there are like a battle of different political groups. So I'm not so sure that that's Ukrainian probably it could be some internal battle so internal fights. Even if it was done by someone else, I might put frankly say I'm happy to see it because I believe that it should be some kind of paying back. Elena rover former deputy defense minister of Ukraine. So who is Alexander dugan? And how much sway does he hold over president Putin's political thinking? Care, Giles is a senior consulting fellow of the Russia and Eurasia program at the UK think tank chatham House. Alexander dugan is the notorious figure among those who are supposed to have been the inspiration for president Putin's colonial wars of reconquest and trying to reestablish Russia as an empire as a great power with dominion over its neighbors. He has combined a lot of mystical theories about the history of Russia with ideas about Russia's future destiny to put together a toxic mix of expansionist and aggressive ideologies, which are driving so much of what Russia is doing today. Now, a lot of people blame him for inventing this, but in fact, he's Tapping into just like president Putin. A lot of the long-standing roots of Russian behavior because a lot of these convictions that are expressed by people like dubin and Putin are not new. They simply were submerged for a while while many people thought that Russia was actually a normal western leaning country. So how influential was he and how important were his ideas in what's happening for instance now in Ukraine. There are a lot of different assessments of how much influence dugan actually had. But that misses the point slightly. It may not be that he is the chief adviser to president Putin driving his ideology, but he certainly represents a trend and a groundswell and a background of convictions that drive these Russian behaviors. This belief that Russia is entitled to an empire and that aggressive behavior is the best way to recover it. Daria, his daughter, died in an explosion, she was driving his car, did she share her father's views? Absolutely. It started talking it was another vehement Russian propagandist, calling for the expansion of Russia's empire over Ukraine in particular, but more broadly as well. So there were plenty of reasons for people to dislike, in fact Mayo within the Russian elite. Within the Russian elite factionalism and organized crime are indistinguishable. So how significant do you think this attack is actually right now for mister Putin? Well, first of all, this is a return to an era that Russians thought had gone, the 1990s, the lawlessness, the car bombs for settling scores. Whoever has done this has actually reached back into an earlier playbook for dealing with Moscow and with their rivals within Moscow. If it is Ukraine behind this it indicates an ability to strike at people close to the Putin regime, if instead it's internal factionalism, it might be the first sign of a split within that ruling elite in Russia. Tensions between Serbia and Kosovo are heating up and from the language used by at least one side, it could become dangerous again, so be as president has been raising the specter of the vicious wars that sundered the Balkan states in the 90s, vowing that there will be no refugee columns in Kosovo and that's a direct quote. Alexander vucic was speaking on television following a meeting in Belgrade with ethnic ethnic Serb representatives from Kosovo. A Balkans correspondent is what gave rise to the latest tensions. The source of the tension seemed slightly ridiculous. It's this row over number plates, vehicle license plates. The government in Kosovo says that everybody in Kosovo should be using number plates issued by the government in Kosovo. Ethnic Serbs living in Kosovo, particularly those in northern Kosovo, prefer to drive cars which have Serbian issued vehicle license plates. There's been a fudge going on with this for years now and everybody's been getting on quite well with the fudge. But Kosovo's issued deadlines saying that people really do have to hand in their Serbian number plates and swap them for Kosovo plates. They had one attempt at this at the start of August, which resulted in barricades being set up and the EU and the U.S. telling Kosovo to back down very sharpish, which they did. Now we've got a fresh deadline of the 1st of September. We've had talks in Brussels and attempting to find some sort of solution and it hasn't transpired these tensions continue. The tone of the language is really emotive words like pogroms and persecution being used. Why, if it's purely an administrative issue of number plates, I think there's two things going on. One of which is president vucic has sport from Serbs who really don't want to relinquish Serbia's hold on Kosovo. They believe the Kosovo is Serbia. They don't recognize Kosovo's unilateral Declaration of Independence in 2008. They don't want to make any concessions to Kosovo. So it's very much in president future's interests to keep his support base happy and the fair part of that support base a Serbian nationalists. On the other hand, there is a genuine fear among ethnic Serbs in north Kosovo that they might suffer persecution or worse and because this is certainly happened in the past in 2004 there were numerous incidents of so called ethnic cleansing involving ethnic Serbs in Kosovo and there is a genuine fear among people in the north of Kosovo that that may happen again. So the president of Serbia is reassuring them basically not on my watch. Do we have any more detail on what the compromise solution that president which had proposed could mean? We don't really. And I think he's trying to keep his cards as close to his chest as possible. And he's talking about different ideas about identification and papers that you can use going across what cervicals the administrative line into Kosovo. So they're going to keep talking now until the 1st of September in an effort to find some sort of solution that's going to be acceptable to everyone. Is this a sign that the underlying tensions following the conflict that raged in the region in the 90s is still unresolved? Well, in terms of cost of our it's very much unresolved and that's because it's Declaration of Independence in 2008 was unilateral. Serbia didn't agree to it. As a result, Kosovo does find itself in a very difficult position. 5 European Union member states don't recognize Kosovo. Somewhere approaching half of all UN member states don't recognize Kosovo, including such big hitters as India, Russia, China, Brazil, Indonesia. And it's not a member of a lot of international organizations. In addition its citizens are the only people in the western Balkans who don't have Visa free access to the countries of the European Union. So it's unresolved what everywhere you want to look at it. Serbia doesn't accept that Kosovo is an independent country. The people of Kosovo found life very difficult because quite a lot of other countries in the world don't accept that either

I think a lot of Russia's discourse in that way or rhetoric is also directed domestically within Russia where still this propaganda continues about portraying this horrendous war going on in Ukraine as part of Ukraine's fault, saying, you know, we are often offering humanitarian corridors, but the Ukrainians don't want to accept. This is clearly disingenuous from the Kremlin's point of view, and it is clear that Ukraine can not accept these kind of proposals. As yaroslav was saying, the west has repeatedly refused a no fly zone over Ukraine for fear of being dragged into the conflict. But it has been reported today that a senior military figure in the west has said that NATO could fight now all later and a no fly zone might become necessary. So do you think it's inevitable given Putin's rhetoric that this conflict will escalate to global level? Well, the issue is, of course, that all war has the tendency to escalate. It is already escalated obviously to incredible levels in terms of the way that the Russian armed forces are going about that. But obviously it can not be excluded that this will escalate further. I'm not working for NATO. So I don't make decisions, but as far as I understand it, of course, NATO had ruled out the option of a no fly zone because they had ruled out a military option in terms of aiding Ukraine and of course a no fly zone also is a military option because in order for it to be enforced, of course, Russian aircraft, for example, would need to be shot down. I agree with the official that it is impossible to say how this will develop further, obviously, is Russia. It's not stopped there. It's obviously also the tendency that this will spill beyond Ukraine and into NATO countries, but obviously we should bear in mind what the overall implications of that would be. Is it the region where you thinking about the mujahideen and Al-Qaeda and Taliban? Were you thinking about the Soviet Union, the proxy war Afghanistan where you thinking about Iraq and oil? What's the full space of things in your heart in your mind at the time? Let me just run. And of course, it was the sense of the suffering and the tragedy of the moment of what the deaths and that was I think I was practicing by the violence at the moment.
