Make it gambling only restrict the casinos options to protect local businesses, and you know you do need to understand here like Ron Stevens, and and some of these other guys Mike Gravelly and some of the others. They've gotten money from the casino lobbyists. A lot of people are saying. Why are they rushing well? First of all, they liked to gamble. Second of all they don't want to go out of state to gamble and third. They've got the casino lobbyists whispering in their ears. Tell them it's all going to be okay. Haley, Barbour who? Lobbies for the casinos. Is In has been seen in the state capital before. They rushed this through and tried to do this. He was seen in the state capital. He he lobbied for casinos is a very wily politician. And I think he would be He'd be an interesting person to talk to about this one time but you can also see his hand involved in this. You can see that he and these casino lobbyists are pulling the strings behind the scenes, and the the you need to understand the casino lobbyists don't care about the hope scholarship. And they've convinced they got to convince the Georgia Republicans. They're not gonNA really up in the hope scholarship. But you and I know they are. Why do you have to set up a separate fund? If this is GonNa hurt the hope scholarship. Why do you have to set up a separate fund? Because the kids who would benefit from the separate fund would benefit from a fully funded hope scholarship. And you guys in the legislature said you needed casinos and horse tracks to fully fund the hope scholarship. And now your own legislation says that money's not going to hope it's going to this new thing. That's means tested. You'll. You. I hope you realize what's happened here. "Entertainment venues, the legislature wants to guarantee that certain entertainment and in revenue comes from the Casino. which I think within, allow these aim GM for example they could subsidize the cost of performances that would otherwise the Fox. That's exactly true and we you know. We started this coalition back in two thousand fifteen, we have about fifty members from around the states everywhere from l. j. all the way down to Brunswick and Columbus into Springfield. So the the challenges casinos generally use entertainment is a loss leader so they can pay Some of these artists are one two or three times more than they normally receive and then what it really does. Is it just upsets the market and it's no longer a level playing field for facilities like the Fox, and it's put some theaters out of business and it. It's really generated a lot of challenges for my colleagues all over the country so. We're. Definitely not crying wolf. Well. I keep thinking. One of the planes floated Ron. Stevens. WHO's the big champion of casinos legislature from Savannah that they want something, Hutchins, islander, or something like that, but you've got entertainment venues in Savannah, or even in Athens, that also would be impacted in addition of the restaurant. Industry is concerned about it because they bring in all the the the star chefs and do stuff like that I. don't see how anyone can say this wooden impact local businesses. Oh, it most certainly will, and what happens is when casinos pay a premium for an artist they'll. They'll impose radius clauses and clauses related to win. That artists can come back to the market, so if if there's two or three casinos in the state, and they impose a hundred one hundred fifty mile radius clause in prevent artists from returning, and oftentimes those casinos get I writer refusal for that artists to return it. It's going to blackout many many theaters all throughout the state from being able to take some of those artists and right now it's a level playing field we all. All compete for the same artists from at the same price, and may the best man win and the big challenge for us. Is that you know? The artists will receive eighty five to ninety percent of the net revenue so really we're in the popcorn business, so all theatres and entertainment venues are really the ancillary business, and If if we have to pay two or three times more for that artists, there's no way that we can possibly compete so you having the casino revenue or the gaming revenue is really an unfair advantage for the rest of the venues. It really does sound like it. particularly if they're using it as a loss leader, which you guys can't do in in speaking of loss, leaders and losses right now you're also having to deal with the financial impact of the virus. Can you talk about how viruses impacting you guys? Oh heads. It's been tremendous you know. Unfortunately, we had to start canceling events back in March so we've we've canceled over fifty performances beginning in March with Miss Saigon and we're one of the first to close, and we'll definitely be the last to open, so it's been devastating to us in our staff so we are dark right now. and we're doing some work and repaired some restoration while we have that time off and the challenges. Is that though the executive order the governor issued? Issued recently was very helpful to us. by insisting on so this thing which we understand is a public health issue it only provides us with about twenty percent of our capacity, so it's impossible for live entertainment facilities, especially those like with seats to operate with eighty percent of the overhead, but only twenty percent of the revenue so we're. We really need to see that You know the the public comeback and operated one hundred percent capacity. When public health officials say it's safe to do so. So, you've got that environment dealing with the virus, not able to operate at capacity, and added into the mix casinos, and you really are looking at it a completely upended market for entertainment venues in the state. Yeah absolutely, and and we were really challenged by this and the threat of casinos really concerns us. Greatly you know in the Fox is a nonprofit, and and our board has always directed us to be a self sustaining so we don't ask for contributed revenue or donations like a lot of other nonprofits, so it'll make it'll make it very very difficult for us to compete in that landscape. Gosh what would you? What would you gotta? Th I know actually because I'm getting text messages from some of them, although they they tend already be sympathetic to your cause. But what do you want the legislature to know about? The casinos what what what would you tell them is the bottom line here. You know I've done my best to educate them and started with Ryan Stevens, because I felt that maybe he didn't realize the these unintended consequences. What we what we said is a coalition is if the Georgians want gaming? That's fine, but we don't believe they up. End Our. Our industry because a lot of our facilities, our tax subsidized or built by the taxpayers, they're not all nonprofits like the Fox and well we say is if if is one gaming. That's fine, but you know the casino should not get the free rein to have entertainment venues build it without entertainment venues, and that seems to work for quite a few states. Throughout the country if they're going to get the majority of the revenue that's GonNa go. To the taxpayers through the casino floor. Fine if that's what people want, but otherwise they're not allowed to really upend our market and take over our business. That would that would be a fair compromise in. It's unfortunate I've seen some of the plans floating out there from from some of them would require guaranteed minimums from restaurants and entertainment, just to make sure that they could prop up this new scholarship and stuff and man it it just it. It does talking to you. Even before the virus I knew there would be bad consequences, but Kasha they went down this road with the entertainment venues. It really would just be devastating. Yeah, and it'll devastate venues all throughout the state. It's not just strictly a Fox issue I mean is it regulated industry so I believe Georgia legislatures, legislators should set the rules. Don't let the Casino set the rules. We should set the rules for what's best for Georgia. Well as received for the casino lobbyist money pouring in when the legislature sets, the rules looks like it's going to be the casinos setting the. Feels like a David and Goliath situation doesn't. Ron thanks so much for being with us this morning. You're welcome. First of all, what are the what are the first steps at school district should be taken to improve security to start with training. I. Crane is a critically key important situation. So that school officials know what to do in a crisis developed at close working partnership with local law enforcement, and most importantly, I is really about keeping in touch with students and letting them know how much they are a part of the prevention and information flow when something like this is it sounds like doctor that you really talk about the personal engagement because I'm gonna read the quote that you said of late, quote, if we're just expecting technologies to solve all these problems. I think we're going to fall short. And despite that he still came in actually shot the guard, then went throughout the school and and afterwards many in the local communities as we need to have concrete barriers in front of all the schools and the bid was for a half million dollars to do it in just a small district. And so. School officials have to make sure they're not simply preparing for the one thousand year flood and doing some things that really may not necessarily be all that defensively part of the challenges. And so they get overwhelmed with people who don't even live in the state claiming they live at the state say give me your address to verify. And they give them a local address that it may or may not be there. But that's what pro a lot of these progressive groups do such as the abortion groups. It's the gay rights groups. It's the abortion groups on the left they tend to do this. So you you get overwhelmed with people who are sitting in their boxer shorts in Brooklyn, New York colon in plain and the live here and give you an address and basically. Ginned up the mob across across across the country. So we want these people to stand firm now onto other state legislative issues. There is the hate crimes legislation that's been pending. It looks like it is dead. Thank goodness. I gotta tell you. I was a Email with a friend of mine the other day who is undoubtedly conservative, but he support take crime flagellation, and he's tried to convince me, and I'm not convinced I oppose hate crimes legislation philosophically. I do not think we should have hate crimes legislation. I think when you commit a violent crime against someone hate is part of the motivation. And I don't think you should be tacked on for your thoughts. In addition to your actions because there are a lot of people who ate a lot of people. I know the angry mill from people hate me. We got a lot of hate listeners out there who who hate me loved listen to hate me. And they shouldn't be they shouldn't be accused of a crime for Haiti me, no one should be accused of thought crime. The the Major Bill that has passed is the proposed state takeover. Hartsfield Jackson, Atlanta international airport. Some state lawmakers basically said they saw media reports about the allegations of corruption at the airport. And so they decided it was time for the state to step in and possibly take it over with its own governing authority as you might imagine. That is not sitting well with the city of Atlanta. I'd always always I always question, Richard. The fact that Hartsfield isn't even in the city of Atlanta, it's in Clayton county. How does how does the city of Atlanta run the airport not Clayton county anyway to begin with? I believe that part of of the airport is technically the city of Atlanta. Okay. Even though it is in Clayton county. Portions of the city of Atlanta are in DeKalb county. Gotcha got that. It's been that way since you know, mayor Hartsfield. The airfield opened down there right on top of the old town of rough and ready. I I go back a long way, I see that old town of rough and ready, which is approximately where you know, the runways are Richard Elliot joins us on crossover day from the Georgia state capitol. I'm assuming maybe I shouldn't assume that mostly Republican support for the state takeover of the airport. That is correct. I I wasn't in there for the actual vote. But it went pretty much down party lines. So this passes in the Senate, and then it crosses over to the house. What are we expecting the house to do with this? We don't know. We don't know how much support it's going to have a lot of metro Atlanta representatives are a little wary or you just replacing one oversight committee with that could where there could potentially be problems for another oversight committee where there could potentially be problems. So we're not sure exactly how much support this has has in the house. Richard Elliott from channel to joining us under the gold dome any word, you know, I'm not gonna say I'm very interested in this. But the casino Bill has the casino. Bill leff committee is it hasn't been voted on. What's the status with that? The casino Bill has left committee here. A couple of interesting things we thought that there was going to be a little more support for. I think the house speaker even said maybe it's time to let the voters vote. However, okay. The legislative process is deliberative and slow, and there are a lot of committees. You gotta go through. So before you get to the house of either chamber for vote you have to I go through what's called the rules committee. So it can be voted out of a committee. But then it has to go through rules, and that committee decides which bills make the floor to be voted on. And to our surprise yesterday. Casino gambling did not make it out of the rules Quebec. Wow. And even the bill's sponsor when they called on him. Representative Ron Stevens data savannah who is sponsored this for a couple of years now did not name his own Bill. So we're not sure what's going to happen. However at the same time, there's a rumor going around the capital that I heard just in the past fifteen minutes that it might impact come up for a vote tonight. So we'll see and this could be a long night, right, Richard. This is this isn't some that wraps up at six thirty pm. That is correct. You know, the last day of the session is called Sinai. And the big update on this today is that governor Brian Kemp signal that he would not block a constitutional amendment to to allow Georgians to vote on this for the first time very excited about that. I am pro casino. I think it'll be great for our economy. Our city is a whole enlisted man, we're booming Atlanta's, boom, let's keep this train running. Let's keep Georgia's gambling money in Georgia, and let's get some more of that convention money, and some of that business, man and woman money they're coming to Georgia. Let's make it happen. So we had representatives Stevens on who's you know, seemingly nudging this in the right direction, in my opinion. But the big news today was that it looks like governor camp won't block this possibility. What's the latest under the gold dome there? Yeah. He's gonna take a kind of a hands off approach. Does. He still opposes casino gambling, just like many Republicans say they do, but he also played active role trying to fight it. So that's that's the big news. And it triggered some some other powerful lawmakers to take the same sorta stance basically saying that they'd let this come up for vote without trying to fight it. And if people wanna vote in a referendum that they will. I know a lot of the pro casino folks that I know even, you know, even at the lobbyists level were. Worried that a camp governorship would would pretty much kill the possibility of casinos. So they they've got to be ecstatic it at this, at least the notion that governor camp is not going to stand in the way. Yeah. I think is an understatement. And I I thought the same thing. I mean, I was on the campaign trail within were heard him say over and over again casino gambling won't go anywhere under my under my tenure, but he hasn't changed that position. But he also said that it doesn't require his signature. It's a constitutional amendments. It doesn't require his sign off in order for this question to go to the voters who said he won't actively oppose it, which gives sort of one way for for other supporters to say, okay, if the governor's not going to try to block it then, hey, let's see where this goes refresh. Our memory. Governor deal stance on this duty take a public stance. Yeah. He he actually ended up taking the same stance that he was he was very active for years. He actually said he would fight it. So never really came never really got that far. And then in two thousand a couple of years ago. I think it's two thousand seventeen you took the same stance is taking now it says, okay? I won't I still oppose it. I won't fight. It it still didn't get too far. And it still might not get that far this year. There was a lot of rumblings. Once this came out from lawmakers, you know you've been covering this for a while. Do you? Redder black exactly always read. But no, I think I think this this debate has been going on for years. And so we've seen lawmakers get their hopes up and and gambling quotas. Get their hopes up only to go nowhere. But this is a big one. There's also a tremendous amount of energy in the capital today for those gambling advocates who think that you know, it's not this year next year. This could be voted on and it and the earliest time this could really gonna ballot would be twenty twenty in November. So they've got the next year or so to lay the groundwork for this might be this year, it'd be elite push this year, but it might be next year. And they've gotta get two thirds of both legislative chambers. So not easy, but also not impossible on the ballot November twenty twenty. So maybe some casinos played for the Georgia state income tax and take the tax income tax away from the state of Georgia. So that's interesting. What do you think would garner more support from voters that so if the casinos will fund I don't know if they could totally eliminate the income tax, but maybe knocked down or what has been proposed is getting that money funneled into the hope scholarship fund? What do you think strikes, a broader stroke with the Georgia voters? I think we should do both. I hear you. You may not be able to tell you the complete tax Bill away. Did that the city is down substantially, and I agree too. With the governor that it should go to the host scholarship too. But yeah as much money as these things tend to generate. I think they did enough to go around. We'll see we'll see hopefully, hopefully, a it'll come. Yeah. Exactly. Well, there's some some wiggle room there for negotiation. Then obviously, let's see if it comes to fruition. And be if it does where the monies that are garnered will be spent I think, I think a majority of Georgians would agree that the hope scholarship should be if it's truly endanger this would boost that, but you know, lessening our tax burden, of course. It'd be a great thing as well. Kurtz, down in Macon, Kurt welcome to the Mark Arum show. How are you? Hey, Mark doing great. How are you? Excellent. What's going on? Hey, just wanted to, you know, not going to Vegas or Atlantic City would be extremely nice to have a casino close by. However, there are a lot of negative impacts that come with casinos that we don't talk about. And if you look at Atlantic City, it's a great example of what casinos can do to a community. There's a lot of misconceptions about casinos that you'll bring a lot of revenue. However, these casinos are typically owned by large corporations based in other states, primarily Nevada. And so a lot of the revenue that you would come to the state of Georgia. Does it example of that would be sought machine repairs, and that type of thing all those are out in Vegas that works shipped out there? So the number of employees that you would get and the revenue we get from that doesn't exist. The I think the let me jump in. I am not going to hang up Kurt. But I think the preliminary estimations again, this is going back. Two years now were were somewhere north of five thousand jobs, it would create. And I forgot the amount of revenue you make a good point. You know, those corporations are not based in Georgia about Atlantic City. So Atlantic City is is one of the yo it's an eyesore. I don't know if you've been there have you ever been there? Oh, yeah. So you know, firsthand. What is so that's what I'm saying. Like in Atlanta in Atlantic City, or in eastern, Connecticut, or in Indiana, where they're not in big cities that though that's the whole economy. You know, Atlantic City at one time was a beach resort. And that was the economy, and then the casinos came and kind of killed everything else..

He still opposes casino gambling, just like many Republicans in legislature say they do, but he also will play an active role trying to fight it. So that's that's the big news it triggered some some other powerful lawmakers to take the same sorta stance basically saying that they'd met this come up for vote without trying to fight it. And if people want to vote for it. In a referendum that they will. I know a lot of the pro casino folks that I know even even at the lobbyists level worried that a camp governorship would pretty much kill the possibility of casinos. So they've got to be ecstatic it at this, at least the notion that governor camp is not going to stand in the way. Yeah. I think ecstatic is an understatement. And I I thought the same thing. I mean, I was on the campaign trail with them were heard him say over and over again because you know, gambling won't go anywhere under my under my tenure, but he hasn't changed that position. But he also said that it doesn't require his signature. It's a constitutional amendments. It doesn't require his sign off in order for this question to go to the voters who said he won't actively oppose it, which gives sort of one way for for other supporters say, okay, if the governor's not gonna try to block it, then, hey, let's see where this goes, refresh our memory. Governor deal stance on this duty take a public stance. Yeah. He he actually ended up taking the same stamps. He was he was very active for years. He actually said he would fight it. So never really came never really got that far. And then in two thousand a couple of years ago. I think it's two thousand seventeen he took the same stance is taking now it says, okay? I won't I still oppose it won't fight it. It's still been get too far. And it's still might not get that for this year. There was a lot of rumblings wants this came out from lawmakers. You know, you've been covering this for a while. Do you do you think that we will actually eventually see this on a ballot and we can vote on as voters in Georgia? I think it's kind of fifty fifty. I don't know what the over your game. I'm Ben redder, black exactly always read. But no, I think I think this debate has been going on for years. And so we've seen lawmakers get their hopes up and and gambling get their hopes up only go nowhere. But this is a big one. There's also a tremendous amount of energy in the capital today for those gambling advocates who think that you know, it's not this year next year. This could be voted on and it and the earliest time this could really going to would be twenty twenty in November. So they've got the next year or so today the groundwork for this might be this year, it'd be a late push this year, but it might be next year. And they've gotta get two thirds of both legislative chambers. So not easy, but also not impossible on the ballot November of twenty twenty. And if you look at city, it's a great example of what casinos can do to a community. There's a lot of misconceptions about casinos that you'll bring a lot of revenue. However, these casinos are typically owned by large corporations based in other states, primarily Nevada. And so a lot of the revenue that you would come to the state of Georgia. Does it example of that would be sought machine repairs, and that type of thing all those are out in Vegas that works shipped out there? So the number of employees that you would get and the revenue we get from that doesn't exist. The I think the the let me jump in. I am not going to hang up Kurt. But I think the preliminary estimations again, this is going back. Two years now were were somewhere north of five thousand jobs, it would create. And I forgot the amount of revenue you make a good point. You know, those corporations are not based in Georgia about Atlantic City. So Atlantic City is is one of the yo it's an eyesore. But he said Horta the Atlanta Journal constitution, he signaled that he won't stand in the way of a constitutional amendment that would let voters decide whether to allow casinos in Georgia cracking the door open for the revival of a high stakes debate about legalizing gambling. Now, I know there are a lot of anti casino folks out there, and I get that. There have been some bad ones. There's been some bad experiences with casinos in other parts of the country. But in a big city like Atlanta like New Orleans, Boston just got a three point two billion dollar casino built in their city. We have the infrastructure to to make everything. Okay. Like, it will be fine. It's not like. You know to below Mississippi or, you know, Choctaw Mississippi where there's nothing else in the economy to keep it going, and everyone that's there is just sucked into the casino. Like, we're a vibrant community already. And I just again, I am so pro this. It's not even funny. Mom, very biased on this. I think it'll be a huge boon to the education to the economics of the state, and the the hope is that if a casino comes to Georgia that will help boost the hope scholarship fund, which I know if you have daughters longoria. Yeah. The hope scholarship is something you want to be around in fifteen years or twelve years when your kids or Chuck definitely wants the hope scholarship for his daughter. And I'm sure yeah. If she gets my wife's brains and not mine. I was gonna ask what would a casino do for entertainment. Like, would it have an impact on like say, the FOX or Chastain or other places that have like, comedians and music groups and stuff like that? What would it take away from places like that or just begin another avenue for them to perform it all depends on the size of the venue? So, yeah, if you've ever been to the Harrison in New Orleans. Yeah. So that is not an mega-complex. No, no. It's just a standalone building if that happened in like downtown, Atlanta, you know, they're not going to have a fifteen thousand seat, amphitheater, whatever. But I think if it's that size or bigger, you will get draws entertainment draws here. You will get more fine dining, but I think it will just boast bolster the FOX theater the tabby the tabernacle is dead. Green calls it. I just think it's like the literally the cherry on top of what the city already has. We lose.
