"The UK froze the assets of Chelsea football club owner Roman Abramovich as the British government has stepped up its sanctions against prominent Russians over the invasion of Ukraine Now there is a growing number of bids for the team and a prominent U.S. dealmaker has entered the fray for more on the story let's head to London and bring in Bloomberg UK business reporter David helyer I want to talk about the latest now that we have news on that's now in the mix Todd bully is the U.S. deal maker planning the takeover of the Chelsea football club and he added a former UK government adviser and a celebrity PR executive to his consortium bidding for the west London team This is turning into just a big old list Not surprisingly There are people coming out of the woodwork all over the place I say not surprisingly because the last time a sort of top really top site Premier League team was up for sale was in 2010 when Liverpool was sold to the Fenway group and other American group There was a chance that Chelsea would be sold in 2019 and Todd boli made it quite clear then that he was interested in buying it But we don't know all the details but he didn't get it then but he's come back and he's kind of like the fun runner I guess because he's done a lot of the due diligence couple of years ago And he seemed to be pretty well set up right from the beginning There are a lot of bitters that have entered this contest to this unofficial contest I guess I've seen reports of around 20 Has anyone come close I mean to be honest with you I think the 3 billion was what he wanted in 2019 and he didn't get it then I think now we're looking more around 2 billion The figure that we use KPMG value tilted about 1.8 €1 billion The thing is that obviously in a hotly contested auction prices can go up and over that But against that I think that is a very aware of the fact that this doesn't transact soon Chelsea's safety quite interesting cash flow problems and the longer this goes on the harder it is for the team Which might be they might think they might get some position where they have to sell players Which could be quite serious for them So David once a brim which sells the club he can not reap any of the profits can the government do that a and B what happens to the profits He put out a statement before his sanctions saying that he would sell the club and he'd set up a foundation that would transfer any net proceeds to minus expenses and things To victims of the Ukrainian he calls the victims of the Ukrainian conflict Things changed then when he became sanctioned He I mean as it stands the license that he Chelsea currently have doesn't allow for the sale The government it's all in the government's hands So government has to in order for the south to go ahead has to give another license which enables the sale sources are saying that the process would be put in an ethical account and they would go to some form of charity presumably connected to Ukraine but not through Roman Abramovich's hands What about the Chelsea fan base They have a global fan base of about a 135 million and we saw what happened when the football clubs tried to announce the formation of the Super League had a fans rebelled against that and swayed public opinion and left the club scrambling so that politicians were acting and the clubs ended up having to retreat and back off their original plan What does the Chelsea fan base what's their take on who they would want to own the club Does that matter at all And there's a big chunk of the fanbase that is very loyal still to Roman had promoted it because of the way that he spent so much money And that has been a bit embarrassing for the club So basically I mean if you want a view I mean they are wary of any American buyer but football is probably one of the least criticized by them And I think Todd Bowie has done a very good job in terms of his PR I mean one of the things that struck me about this list of lanes and people that want to buy Chelsea football club Up until today there has been no women So even though Chelsea has one of the most successful women's teams in Europe none of the groups have sort of putting a woman on board And Thompson has done that with Barbara Sue I think that's quite a clever move really Because he's also got a Tottenham sports on board which is not a great move in the fan size but I think that can be overlooked if he's got the balance of the board right That's David helier Bloomberg UK business reporter up next on the show.

liesel hill who heads up our coverage of metals mining and agriculture and crucial elements to throw in there Thank you both for joining us Laura let's come to you first then on the oil price I mean $118 a barrel This is incredibly fast paced fast moving We heard no no change in direction really from OPEC plus yesterday Yes they came forward with more but that had been anticipated no more than had previously been anticipated before the war started Is that something the market is reacting do you think Yes absolutely I think the market would have wanted to see more from OPEC plus because 400,000 barrels a day really is a bit of a drop in the ocean when you think how much production comes from Russia So that definitely isn't helping prices That isn't helping prices And more broadly across the oil sector Laura we're hearing a lot about what he's driving things here And yes there's sanctions but then there's so much self sanctioning So some businesses deciding they just won't touch Russian product not all though I think you had some reporting around shell that was different yesterday Yeah absolutely So shell is still buying oil and gas from Russia We don't know exactly what that means We don't know if they're turning to the spot market or they're just continuing with existing contracts But as you say a lot of traders are practicing self functioning They're just looking at the whole scenario and thinking it's just not worth it I'm going to try and look at see if I can secure other supplies and fed And there's also a lot of practical issues around trying to load cargoes of crude and Russian ports for example a lot of shippers it's simply not calling a port or freight rate for going through the roof even just getting insurance on you on your car is a big problem So there's a lot of reasons why traders would practice self functioning Yeah so even if you would have the appetite to buy something that isn't actually officially sanctioned if you can't get the tankers and you can't get the insurance then that's not going to not going to happen perhaps Lisa let's come to you on the wheat story something we talk less about but is certainly a factor of what's going on here It remind us why wheat is such a part of the commodity story at the moment then when it is a war in Ukraine between Russia and Ukraine that we're talking about Yeah So Russia and Ukraine together account for roughly a quarter of grain trade or grain trade and we trade So it's really it's hard to end it and overstay rather the effect that Russian and Ukrainian grain coming out of the world market could have on the world's food supplies Ukraine obviously we're not seeing anything coming out of those ports at the moment And in Russia while there's still been some ships being loaded and leaving not all of them but as far as we're hearing there's just no more deals being done for ration wheat And certainty their traders are facing obviously whether there could be sanctioned at any point Or trying to figure out whether they can get ships and ensure them to move the wheat out most of it goes through the back seat which is obviously fairly chaotic at the moment And so we're just seeing dramatic moves in the weed market this week Wheat in Chicago is limited up again today When I stood up for my desk the main contractors are by about 47% since the start of the year And I just showed no sign of slowing down So sanctions I think is that really a fear that wheat would be sanctioned and sanctioning foodstuffs on the impact that that would have with an interesting idea these are or is it more the logistics that you describe because obviously the Black Sea a very dangerous place to be perhaps at the moment No that's right I haven't really woken up until I've had my McDonald's breakfast deal And I know this is true because before breakfast I put my phone in the refrigerator and couldn't find the keys that were already in my hand.
