"And sheriff song is probably the most adamant here. He is again on the phone just a few days ago, I believe on constitutional law and as an elected sheriff and a constitutional sheriff. I believe violates the second member of the US constitution and more sympathy, violates Washington state constitution that thing that song called himself there a constitutional sheriff. That's not just a random term. It's a phrase that crops up quite a bit in the west. Basically, it's the notion that elected sheriffs should refuse to enforce laws that they? Unconstitutional. Jared Goldstein is a professor at Roger Williams University School of law, and he's researched. The roots of this idea it dates back to a movement from the sixties and seventies called the posse Comitatus movement that itself came out of the Ku Klux Klan, he says originally it was about resisting desegregation and federal taxes later. It was about challenging federal ownership of public land. But under President Obama, the focus shifted to opposing gun control isn't to say that there's a moral equivalence to the clan and these constitutional sheriff's, but the idea that they can refuse to enforce laws that they disagree with is just the same. He's full of bologna. And he obviously doesn't know me because that is not where this game from. That's Richard Macke the man who popularized the term constitutional sheriff, his constitutional sheriffs and peace officers association promotes what he calls the doctrine of interposition, the idea that sheriff should stand up to laws that violate people's rights, including minority civil rights. But max focus is on the right to bear arms. I hope we have a law enforcement community in this country that are smart enough. And dedicated enough to the constitution knowledgeable enough of the constitution that we know and understand the second amendment when it says shall not be infringed. And I swore to uphold and defend that that. That's exactly what we do. It's hard to gauge max influence though, because he won't reveal which sheriffs have joined his association or taken his courses Maria Holman teaches political science at Tulane university and researches the attitudes of sheriffs around the country and the prevalence of the constitutional. Sheriff idea is a thing that exists in that there are sheriffs that endorse this. There's also a lot of sheriffs that wouldn't sorta fully endorse it, but like some of the ideas contained within it whether or not they use the term constitutional sheriff. She says this kind of pushback is a symptom of the political polarization between urban and rural areas. Sheriffs are feeing laws being made potentially by voters in urban areas and feeling like they need to protect their population. From these people that have very different attitudes about the way the world should be. That's certainly what's driving things in Washington state..

"Here like a movie monster lying in wait. The blistering two thousand fifteen state police assessment of the Cranston. Police department has now made its way into the governor's latest attack ad against the city's mayor and her Republican challenger Allan Fung. Now, we spoke about this. We knew that you hip would be the governor's major achilles heel. And this would be Allan Fung major major. He'll achilles heel against the dark and grainy backdrop it says if a thirty second television ad and announced your asks and answers this question. Why did the state police takeover the Cranston police department TV viewer season? And here's a Raimondo summary of the report, and it says, quote, Allan Fung was ultimately responsible. There was poor leadership gross mismanagement with officers being harassed and retaliated against and quoting from an interview that the state police did with an unnamed individual that's mentioned in the report, the announcer goes on to say in this television, ad thirty seconds, by the way, the department is run. The mafia with Fung intervening in to police business on behalf of friends and allies Ellen phone is closest with failed leadership not the change we need now Fung insisted during last week's eyewitness news gubernatorial debate, which was done Roger Williams university that he called in the state police he fixed the problems raised in a report and then won reelection by close to thirty percentage points, indicating that the vast majority of his own cities voters have confidence in him. So those are the two issues that they're going after each other on pretty aggressively and understandably show because you know, those are the the biggest blemishes I would think on their records today. So of course, they're going to go there that this low hanging fruit, if you will apparently we got some more we got some more video that doesn't add up in GOP at this time. According to Patrick Anderson, the pro-jo it says a Republican governors association funded TV ad attacking the governor for business closures in the state appears to show the former home of a providence. Business that did not close but expanded instead into Pawtucket, and it says Gina Raimondo promised to fix our economy. She failed the narrator in this particular television ad from the Rhode Island forward superpac. It says as the image of a shuttered redbrick commercial building flashes across the screen says businesses are closing Rhode Islanders have lost their jobs unemployment above the national average. Now, the building that they used in the ad on Eddy street in south providence near the Ferber's avenue curve on route ninety five the former home of kitchen and countertop center of New England. I drive by that every day which moved to a new larger space in Pawtucket last year. The Eddy street building has been vacant ever since. Well, you know, don't let a good picture get in the way of the truth. I don't know if that really impacts a lot of people when they go to the polls whether or not it's stock footage. It's like a bad nineteen fifties. Black and white western film. You know, they use stock footage of some steetch coach going bananas. All right. Let's get back to the bus drivers strike, shall we? Number five, civil rights group is saying that providence is actually violating the law, but not transporting special needs kids during this whole brouhaha. Here's Caroline Goggin. From eyewitness news on the eve of day five of the providence. School bus drivers strike. There is no end in sight. This is completely unacceptable Tuesday morning in providence. "Experience a twenty four seven FM Friday morning September the twenty eighth flash flood warning in effect. It's really coming down hard out there now until about two o'clock this afternoon, and then it gets outta here. Sixty one for the high sunshine for both days this weekend Seventy-three on Saturday, sixty eight on Sunday and right now, it's fifty nine degrees. And it is pouring out their first televised. Gubernatorial debate of the general election last night. The gloves came off in this first debate which was held on. On the Bristol campus of Roger Williams university. Joining us now is Brown University policy. Professor Wendy Schiller as we start to pick. This thing apart, Wendy, the Providence Journal called it a blistering pace Senate never slowed down. You think they were kind of maybe some of the emotion penned up because they never debated during the primary. Well, I thought it was a pretty good debate. As far as the base going on Jim Stinson issues. I mean, there was a typical mudslinging and name calling. But I think the candidates were asked to cover a range of issues, and I think it highlighted some of the strengths and weaknesses of each candidate. So I thought it was pretty good. You know television for those people who watch it for the for the election right out of the gate, the two big elephants in the room. If you will the achilles heels is I like to call them for Ramon. Does you hip and for Ellen fund? These state police takeover of the Cranston police did they cancel each other out. Do you think? No. I mean, I think they're fundamentally different amounts on made the point. Well, we had the scandal. And I still got reelected. I think it undercuts. His criticism of governor for Chicago. He called her incompetent or mismanaging. I think it undercuts it a little bit. Because if you're the mayor, and you've got gotta really corrupt police department. You know money, you know, about that. So I think he needs to pivot a little bit away from emphasizing that against the governor to really gained ground because she can just come back that he made one mistake. He talked about a business at a closed, and she immediately jumped on it and said, oh, by the way, I have a new business in that very same building in the lights are on. So I think he's got to be super careful about the particular charges makes them against the governor. And I think Joe Trillo made a really probably the best case that you hip, you know, how could you continually spend hundreds of millions of dollars. I'm a system that doesn't work. And I think that's a question. The governor still doesn't have a great answer for and Trillo banged and banged and banged away on the actual number two the the millions of dollars that have been spent on that let me get back to those two issues real quick with you Wendy one connects corruption, and that's what the crash. Winston police situation while the other one with you hip, it's all about people not getting their benefits on time. Or what have you which connects do you think with the voter more aggressively charges of corruption or the other? I think corruption still really sensitive issue in Rhode Island because of our reputation, and in fact that we have people like the speaker went to jail pharmacy Ford, and FOX and buddy CNC. So I think people are super sensitive to that and not everybody in Rhode Island is necessarily receiving benefits or affected by you hip. So that's kind of gain here. Right. Like, what what you know? What? Election day. What's more important? Right. And so that's the big question, Mark. And and you know, and the other hand some of the Republican party policies at the national level would cut all of the programs that the people who had problems that you had received. So those people who are dealing with you hit what actually, you know, lose their benefits under a lot of the national Republican policies. So he's got gotta fight that charge. And I think that's coming. You know, every time he brings it up. Then they'll say, well, you know, you're a Republican probably wanna do which helps Joe Trillo. 'cause you can say listen on conservative on some things. But other things I'm willing to negotiate. So I thought trilogy. Well, I thought he did better than most people think I think he can gain some steam right now, I think it's at the expense of Allan Fung. But I think if he really picks up steam, I think both candidates have to worry about Joe Trillo Trillo bristles to when he hears that term spoiler being used. And I think a three or four times last night if I'm not mistaken, he reinforced I am in it to win it. Hey, any big gaffes in your opinion by either or any of these candidates? Like, I said just the one opening song. Did it was just a quick to date mistake? But I don't think anybody meet at a crucial mistakes. I thought songs very aggressive. He's much more aggressive against the governor. Then he was four years ago. I think he's being coached that way. It's probably the right way to go. Trillo the really really big personality their phones gotta step up every time. He's almost data Trillo. Because otherwise he kinda fades into the background. Why didn't see big mistakes? Governor is just kind of playing it steady. Right. The economy economy economy, and that's what she's going to run on. And she's going to see how much this fight control on songs saps each other's energy. Yeah. I think I would play at the exact same way too. I was watching when those two were going at each other from the corners. I my eyes were fixated on Raimondo to watch your body English into to watch your face, and she kept a pretty straight face while they were lobbing bombs at each other. Do you expect Trillo this type of approach is that what he's going to continue to do just empty out the two blocks and Chuck wrenches. Yes. I think it is. And you know, he's. Got some credibility in terms of his business background. He can point to all these different things that he's done. And and all these different ways in which he connects with Rhode Islanders, the bricks and mortar example, he gave a really good example for Linders. We we like to build things a lot of people respond to that. So I do think he's pushing the right buttons to try to gain some traction. I think he has to gain traction pretty quickly to be factor. But I think it's possible to do. And and Ramona's body language was good in a sense that she stayed calm. She didn't try to insert just let it happen. And I think we're gonna see these television ads we see now we're going to have to change a little bit particularly on the part of Alan song. I think he is going to have to go after Chiloe just a little bit. If he can reduce trolls margin. You know, he has a real shot at the governor. But if he can't picks up steam becomes a big disadvantage for him. Okay. Brown university's Wendy Schiller. Thanks for the insight Wendy from seven fifty NewsRadio nine twenty one zero four seven FM was gonna traffic and.

"Newsradio nine twenty four seven minutes. Sixteen past six o'clock. It's Friday September the twenty eight th you know, that both the incumbent Gina Raimondo and also Allan Fung GOP candidate who won his primary. They're both kind of taken over the coals. If you will criticized for refusing to participate in debates during the primary now, the reason that Gina Raimondo decided she didn't want to debate Matt Brown. She said that the kind of ran a campaign that was for the lies but still despite that after she beat Brown Brown endorsed her. So, you know, you got the Democrats walking in lockstep there. That's not the case with Allan Fung GOP because the person who lost the primary there. That's Patricia Morgan she has yet to throw her support to anybody. There was some buzz out there. Now intelligence I was receiving from my ground sources told me that she was going to endorse Joe Trillo, she could still but right now as. As of right now, really no endorsement coming from Patricia Morgan. So the candidates got together last night at Roger Williams university. And it was hosted and moderated by eyewitness news. And I don't know if it was because you know, Romando and Fung had all this Kent up, you know, energy after biffing, you know, primary debates, I don't know. But of course, this is round two for them. It's round one for Joe Trillo against them as an independent. But this thing it it came flying out of the gate, and it's sustained. I was surprised. "Nine twenty four seven FM. Thanks a lot. It's five minutes after seven o'clock now going to be chatting with Joe Fleming from Flemming and associates at a poll released yesterday on I witness news and also for Roger Williams university that by the way, we'll be the site of the first gubernatorial televised debate coming up on September, the twenty seventh among Gina Raimondo. Allan Fung and independent. Joe Trillo that's seven o'clock on the twenty seventh of September. And I witnessed news Tim, white will moderate that Tennessee also on the panel there, Cathy greg- Patrick Anderson with the recap of Joe Fleming's poll Joe is going to be with us at seven forty five this morning. I want to talk to him about some of these tabs and some of these claims to that Joe Trillo made Joe Trillo said how can Joe Fleming put out a pull so soon after the primary told the journal itchy responsible to go out in the field mere days after the primary election when some voters are not yet focused on the governor's race. So that any pollster would know that the skews the results Dem's fighting words, I would think. We'll find out though Joseph very tempered guy, though, he'll take it with a teen grains of salt. I'm sure so it says here that fresh out of a decisive democratic primary win the Providence Journal reporting that Governor Gina Raimondo is widened her lead over Republican challenger Ellen fund. This is according to this Flemming and associates poll eyewitness news and Roger Williams university with the number of undecided voters shrinking misses the thing too. I want to ask you about because that number is small to me with this much time to go nine percent. Raimondo now leads phone the mayor of Cranston. Of course, forty-three percent thirty six percent. Now, you get in the way back machine and travel to July of the past year. They were within two points of each other. So when you factor in that the poll has a margin of error, which is plus or minus four point eight percentage points that would mean back in July, they were virtually flat. But if you factor in that now clearly shows that Raimondo indeed has a lead here. So telephone survey veteran relevant pollster, Joe Fleming has been doing this stuff. Eyewitness news since nineteen Eighty-four. And I always he'll gills results. He's very very accurate. Very very accurate post primary survey four hundred likely Rhode Island voters conducted between Friday September fourteenth and Monday September the seventeenth. So they were both on television by then, you know, Allen Funk's campaign didn't spend a lot of money on TV for the primary. But soon as the primary results were out. They were both found the very next day. So they were on television both at that particular time one of the observations to I wanna talk to Joe about his funds potential Trump problem. It says he said the Raimondo campaign has already started trying to tie Allan Fung to Donald Trump. He said the thing is if Allan Fung distancing himself if he distances himself too much from Donald Trump, those voters if they get upset when they got a place to land. And that's Joe Trillo Trillo was the Trump campaign chair in Rhode Island. This is according to the Joe Fleming. So that's very interesting, which these things can a little. Peaks and valleys how they can twist and turn to sell. That's the number that we're playing with right now. Gina raimondo. The incumbent forty-three percent GOP challenger Allan Fung thirty-six percent. Trillo at seven percent now. Eight minutes after seven o'clock the monthly fee for providence. Speed cameras has increased by nearly nine thousand bucks here. Steve Neilson from eyewitness news. A new speed camera contract is going to cost providence more than originally revealed that a council meeting Wednesday night, it seems like the city Hyde the company's lawyer. To represent the city up until now every time a camera captured a car going eleven miles per hour or over in school zone seven dollars and fifty cents of the fifty dollar ticket. When to conduit the vendor after state law changed to limit win. The cameras could be in use the city renegotiated and so that's what brought us back to the table. Mayor jorges. This says the city already agreed to increase the amount conduit gets by forty cents per ticket. And we're not going to pass any of this on to the end to the end consumer what wasn't revealed that the city council meeting Wednesday night is that the payment? The city makes the conduit for each camera is jumping up after we requested the new contract amendment. Eyewitness news uncovered this month, the city will pay an extra thirty thousand seven hundred and seventy two dollars compared to the previous contract and every month after that providence will pay eight thousand nine hundred sixty four dollars more than they were before city councillor, Johnny Leo's e contents. The contract was negotiated under a cloak of. Darkness..

"FM team Scott some lingering drizzle going to get out of here to mostly cloudy day to day, maybe some isolated morning showers, high sixty eight team Chen meteorologist Zachary's forecast. Tomorrow, partly sunny, sixty nine then nice bump in the temperatures on Friday, sunshine, high seventy five by the way official start of fall is on the calendar for Saturday. Now this year's moderate party candidate for governor. His name's William Gilbert. He's upset that I witness news channel twelve has excluded him from the first televised debate between the major players in the campaign for governor. It's coming up by the way on September, the twenty seventh going to be live for an hour long broadcast, and I witness news channel twelve live from Roger Williams university. And he says it's a disservice to the voters to not present them with all the credible choices to choose from. That's according to Gilbert. So here's the deal. It's all done with Nexstar broadcasting's rules for debates general manager over at channel twelve is Pat. Holy told the pro jail the stations following those guidelines so some of the guidelines include candidates who meet some but not all of the criteria. The candidates have received. At least five percent, if a potential primary vote or ten percent of the potential general election vote from an established professionally conducted nonpartisan poll it says here now Gilbert moderate party candidate netted eight point three percent as the moderate party candidate for Lieutenant governor two thousand fourteen had he said this about the rules. He said, I don't have a dedicated campaign headquarters that's part of the rules for next star two and a staff and he said, but when Bob Healy ran and Healy garnered what twenty one point four percent of the vote in two thousand fourteen he said that he'd never headquarters either. Well, I I got to point out to Mr. Gilbert that they're going by next stars corporate rules for debates and the last time in two thousand fourteen they won't earn. They were not owned by next door. They were owned by Lin broadcasting. So they might have had different rules and regulations. So. Just going by what their corporate headquarters with their corporate company. Next star says these the rules and regulations to get in. But still as her pulled question. Do you think the moderate party candidate William Gilbert? Should he be included in all these televised. Gubernatorial debates, what do you think about that? I mean, there's a recognized party right recognised party. And also, you got Healy there who was you know, he founded the cool moose party. Bob Mueller was so much well known much much much better known than William Gilbert this year's moderate party. I'm not sliding Mr. Gilbert, but I'm just saying, you know, Bobby Healy was part of the election process for a heck of a lot longer than Mr. Gilbert has been however, you got to Bob Healy generating twenty one point four percent of the vote when he ran as a moderate party candidate back in two thousand and fourteen. But what do you think about this? You know without rules this chaos. No question about that. And what an hour give enough time for four candidates. Remember, the crowded fields? Oh, the primaries for presidential debates. They are Li we're allowed to get a word in edgewise. And that's the problem with these things. But I mean four people in an hour. I don't know you tell me should the moderate party candidate William Gilbert, be included until advised gubernatorial debates, he certainly thinks he should be. It's a recognized party seven forty NewsRadio nine twenty traffic.

"The app to try it for free that's, babble dot com the, seventh, primaries coming, up I guess we can say there's sort of. Right around the bend and a poll that, came out yesterday done, by I witness news and Roger Williams university says that Gina Raimondo and Alan Fung or even in. This new poll and joining us now is Joe Fleming from. Flemington associates who did the poll for I witness news and Roger Williams university Joe thanks. For being with me My you're, on now Gina Raimondo right now thirty nine percent in this poll to thirty seven percent for Allan Fung with margin of error of four point eight percent so right now this is the exact same number that we were looking at an to pull you didn't February right yes we are on it's a two point spread same as in February the, brace, really hasn't moved at all I really. Believe the voters haven't really started to focus in on the governor's race of this point especially now in. The, middle, of the summer people are enjoying this. Summer that I really. Think too much. Race so basically holding onto the back four or five months ago Gina Raimondo has spent I believe anywhere from one. Million to one point three million on television advertising. Since the month of June surprised it didn't move. The needle, in a little bit for I'm a little bit surprised. Move the needle up some however did move, the needle among democratic voters they are very numbers Democrats for. Favorability job approval have gone up slightly and that's a. Plus for here because she has a, democratic primary in five weeks. So she has to. Do, well in that primary so she's movie trending that way with democratic voters but overall general population Herat's have not moved the voters, at all. But if you, look at the end tabs it tells a a little bit of a different story too and, I? Know, you like to. Get into that stuff how 'bout in terms of. Job favorability how she doing their job Same fifty percents favorable forty eight on fable, that's about the same as it wasn't February where she has improved. Slightly is a job performance forty percent of the voters now, feel she's doing an, excellent a, good job and thirty one percent say, she's on a poor job in about twenty nine percent fear. Job that number's up three percent from the February survey however you're poor rating has not changed that is. Still, at, thirty one percent those voters seem really. Entrenched not liking the. Governor Joe if. We take a look and we compare this pull to the one that was done in February what's the number of. Undecided looking light but number of undecideds dropped by. About four three or four points only has not. Been a, big swing and was like seventeen points last time now. Down fourteen points at this point so it's, been very little movement among decided voters the other Joe Trillo. The moderate party and other independence they're getting about nine. Percent of the total vote which means, that they get nine ten Percent of the vote among those Jennings at least all you're going to need, is about forty five percent of the? Vote to be elected governor in the state, of Rhode Island if he's other independent candidates shot the draw more votes you've already lost votes to get elected governor now you you point. Out that you don't think voters have really completely tuned into, the campaign, yet and I think that probably. That underscores your argument there because the undecideds really, haven't changed all that much since February And I'm not surprised at this point I would, think after the primary after Labor Day people will stop zero, more, and get a better idea which again the top to the governor in may have fun. Bolton a well known for years ago so it's not, like either one of our unknown commodities either one of them is really grabbed. The voters attention at this point store a lot of the. Vote in both are. Under forty percent Gina Raimondo's television advertising it's been consistent, since June, as you've pointed out previously you know sometimes it happens, where candidates are on TV or radio, pretty aggressively for a couple of weeks but then they get off the kind of day accordion it if, you if you will in. The middle, there's no spending in all but boy. She's. Been solid right across the board yeah I don't see her coming off the pave media to stay with. Media all the way through to November Yeah Shore-based she has right now simply there's no negative ads out. Here so all you're hearing is positive, ads and that's why I think they felt like move the. Needle some of this Paula has not at this. Point I was so you know it'd be a lot of outside money. Coming after the primary with a lot of negatives. On, both of the nominees the potty yeah her stuff has been mostly institutional at this particular point all positives and warm. And fuzzy and feel good kind of stuff he, house Trillo doing with name recognition has approved now last survey was about sixty seven. Percent did not, know who he was bet numbers down. To forty two percent now so. As name recognition house up quite a bit his is favorability, has one up some and also his negative has one up something. So I mean it's been a to, itch the Joe I think basically he's right now he's been. Known for his yacht rally in assigning air again Stable rating is fourteen. Points negative ratings for eleven point name recognition has also increased Before it was on the off thirty. Three percents, all right I know this poll did not, include any party primary matchup so. No we'll look for A separate. Poll to do a primary match up to get the correct. Sample, that, would meet okay So, we, keep them. Separate Joe Fleming. Fleming an associates always a pleasure my friend we'll talk okay Thanks Joe seven fifty Joseph, busy man today he's all over the place because I he's. "Caroline. Goggin from eyewitness news she went on the air early and you've seen her often democratic Governor Gina Raimondo is fighting to remain Rhode Island's. Leader And she's putting a lot of money. Behind this is part of her strategy at least in my mind and I would just use analysis of filings by the FCC shows Governor Raimondo has, spent more than one billion dollars airing TV ads since going on the air, two months ago I would assume political analyst Joe Fleming says for Rhode Island that's a. Lot of money this early on because she didn't get a very positive message out about herself hearing these two months before the other canning stock going on the ear taken pair a spokeswoman for democratic primary. Rival Matt Brown says his campaign doesn't have any TV ads in the works right now that they'll be focusing on quote grassroots organizing to win the primary and then. There's leading Republican challenger Allan Fung he spent more than eighty thousand dollars on TV by after he kicked. Off his campaign last fall but he hasn't run anything since I believe what they have they're saving at towards just before the primary both, democrat and Republican side they. Want to get their money us basically when they feel more tuned into. What's going on Fleming says Raimondo went into this Campaign meeting to shore up her image look at the last poll with you for WPRI TV Roger Williams university, those numbers showed her job. Rating in the thirties but that poll also showed St. percent of voters had a favor you governor finally Fleming says sometimes that view can be worth more than money I've seen, racism Rhode Island where people. Had a lot less money and. They still won the races as spokesperson for the Raimondo campaign declined to comment at the question that really stands is how exactly will the other candidates compete with the money that the governor is putting into her campaign Fleming, tells me he believes after the primary that we're going to see a ton of outside money come into the state, for, both, the Republicans and the..
