"Among the top ten states that are seeing increasing out of state travel study also found that not a single state has observed more than fourteen days of decreasing coronavirus case cases the ease of state homeowners which is a trump administration guidelines and that Maryland is among more than twenty states that don't have sufficient testing capacity a federal government health leaders testifying today before Senate panel about where the US stands during the pandemic and all agree that we need to be cautious as several states begin to re open I spoke with the Washington post national political reporter Robert Costa but what we learned from that virtual hearing as president trump continues to move forward with trying to re open the nation's economy one of his top health officials Dr Anthony Fauci warned Congress on Tuesday that prematurely opening state amid this pandemic could lead to disaster he warned of gas on the horizon and this was a warning bell for Congress as it continues its probe of the trump administration's response and handling of this crisis the messages and answers were heard today offer warnings about reopening the timetable for effective treatments vaccine testing a lot caution which seems to keep contradicting what president trump continues to push which is a fast re opening nationally and across the country you still see governor struggling to get the testing capacity that they need especially in highly populated areas I spoke earlier Tuesday with governor Ralph Northam Virginia he said he still dealing with many issues but that he tried to reopen partially some restaurants in beaches and what many states of hospital capacity at this time there's still the possibility of spread it everywhere you go out you said you because if social distancing is lax you could see the spread continue does this feel like this hearing was away for the White House to detach itself from the initial objective of the task force by leading founding others testify on their own so that president trump and the rest of the administration can go all in on re opening without any more direct connections to reservations that health leaders might have this is only the beginning of congressional scrutiny and what you see here is the White House trying to manage that battleground house Democrats who run that chamber have been trying to pursue testimony from many trump administration officials including doctor factory but the white house's block Dr patching others from testifying before the democratic controlled house they have allowed Dr Balaji to testify before the Republican controlled Senate and if that scenario gives the White House in their view a little bit more control over the amount of time that is taking about the way the whole hearing flows so look for the white house based on my reporting to try to focus more on the Senate in the coming weeks but look the house Democrats have subpoena power and they're not going away again that's Robert constant national political reporter for The Washington Post nine thirteen how do you calculate grades for students who suddenly have to take classes online can cry and WTOP news at least one area public school system is accepting the possibility that in person learning will not resume in the fall Arlington public schools already said last week that they're thinking about ending this current academic year early so they can train staff for a possible physical re opening months from now but at a Senate hearing today White House ground buyers task "One hundred twenty two thousand cases of the one hundred thousand for every one hundred thousand cases of the virus forty people end up in the hospital but if you're over sixty five hundred and thirty one if you end up in the hospital comorbidity if you've got hypertension and you end up in the hospital is fifty seven percent you're gonna die fifty percent of the people who are obese ended up in the hospital when it died so don't get it the doctor said last hour when you get it you're really rolling the dice I'm joined now by Robert cost of the Washington post host of Washington week in review and Robert I have been doing this I've been broadcast for thirty two years I have never seen a problem set like this because the data is so hard to tie with Cormac about this last hour what are your sources telling you about who is the most vulnerable is invulnerable tennis if anyone well everybody is vulnerable to it in the data shows that obviously if you have comorbidities if you have lingering health issues you have a big problem in the the issue now is there's no vaccine and if there is treatment but it's not exactly sure exactly how this treatment it's going to be effective or not hydroxy caloric when for example at the extent of warning about it after a lot of hope about that drug and we're starting this summer and they're still real possible ability to spread but when I see Robert when I look at the CDC's data is that it is uniquely segregated by category into its like a gunshot wound there lots of guns around a lot of bullets or fire in the United States every year and the viruses and millions of people have had it it's killed sixty eight thousand people and what the government needs to start focusing on are those people who are relatively to almost certainly say even if they get it have you heard again got any reporting on whether or not they're going to start saying all clear for for example people are under forty in in good health athletes you can go back and play it anywhere any are we close to that yet it not based on any scientific evidence at this point that confirm a book are you seen governor's favor we're gonna separate old people but the people who are over seventy who have comorbidity there is going to stay home they are under a different regulation but you do hear discussions about that at this point but there's a lot of constitutional issues you would know better than anyone legal issue about how do you separate a population how do you how do you really regulate people staying home or not difficult issues to actually enact but there those discussions are under way because people are desperate in all the states to reopen their economy yeah I don't think it's it's a legislative guidance I'm looking here I'm looking for Tony Fauci to say something like look if you're under forty five and you're healthy you're good you're in good shape exercise regularly you can take the kids to with other so located parents and and some will get the buyers but they won't be impacted I think Bob I think that the number of fatalities among children is is in the double digits low double digits is that what you're reading of the data is it it it I had not looked closely at the data but it's definitely affecting older people more yeah and so I I think they've got a start opening it up by telling as opposed to negative messaging positive messaging and I I think they're afraid to because of the sunk cost as you know everybody is invested a lot of money in the shut down they've lost and bye bye invested I mean productivity has been crippled we can't keep doing this do you hear that again and again I mean my congressional sources alarm because they've already pumped trillions into the economy and that liquidity it helps stock markets stay afloat but if the economy starts to tank this summer and you have a job jobless numbers that are thirty million forty million you're gonna be a position where Congress is just not going to have the money to come together and do another huge guilt for the economy and and I had everybody worried the stock market the about twenty people feel okay but if that stock markets are different back to nineteen sixteen seventeen amid a death rate that's not really of abating you're gonna have panic well the death rate is I think we've got a fix on the desk right now and it's going down as a percentage but what I think we have to attack is the fear there was a great question last night when can we fly again and to me that is that is the sixty four thousand dollar question when will people feel free to fly and it's when they start to tell people who is relatively almost certainly not going to die from the virus and not even that end up hospitalized that is that's when we're going to start to fly again when you tell I think it's the forty five and under healthy crowd go on the plane just don't go see grandma and grandpa I think that's were headed Bob Costas it used to be where we're headed and I have a couple sources in Florida United talking you should should they try to urge to want to one in Ohio defended the floor to keep different populations segmented but I I don't have source you know exactly where the other governors cell thinking that the gasket but you do see that under discussion among top Republicans in mice working world it's a difficult proposition okay you look at the wind for example in Ohio he started to pull back now but they DO re opening the state very quickly you know how better than anyone what it may first now it may twentieth looking further down the line because the data in his state it worsened yeah it's because they've got prison population data which is terrible in Ohio I do know a little bit about that and I talked to doctors from Ohio and study my home state very closely but I do think we're going to end up is is giving Ollie Ollie and freeze for demographics tell me we're gonna end up on the hill because on the house side they want money for states and local on the Senate side they want liability guarantees maybe federalization of tort law they want some industry help is there a deal going to be done Robert constant I'm it's in my opinion thank you to get deals in the works at this point I mean the liability at the beach the biggest issue for the chamber of the world across the country they wanted this to be protected but if you're a Democrat supported by union who believes in litigation for workers to be able to sue customers to be able to sue you're not going to come to an agreement to protect businesses I don't see how the two sides come together at this point because they're so entrenched in their different camps zero it's going to be interesting about the unions the plaintiff lawyers will never give up and they're important to the Democrats right the trial lawyers association but the unions are they're not gonna be unions laughed they're gonna be gone unless people go back to work because people aren't going to be paying union dues so they're going to have to cave on the liability because admissions not gonna go the McConnell not gonna do this unless they protect **** the country from vulture plaintiffs bar I mean it is a bright line for McConnell isn't it's a very bright line for McConnell hi the media doesn't the east herein to many CEOs too many business groups that if they don't do liability protection businesses would rather Chater and take the risk of being sued for million dollars I want people to understand the real debate in DC right now is over what the plaintiffs bar wants which is to feast on the ruins of American business like vultures and what McConnell says is we're gonna protect business or not re opening because that is it's it's sort of like Fredericksburg in the civil war and there it's going to be the bloody angle well I mean I wouldn't characterize it myself that way because you'll have a lot of employees in their advocate saying if we're going to be told to go back to work and we won't get unemployment benefits and we're being told to stand one foot apart serving food we're not given the right personal protective equipment and worked we somehow contracted rotavirus a from talking to colleagues or employees we don't want to be in a position where the business is protected so finding out the gray area of how this legislation is put together is going to be the real key for any deal because you're gonna have maybe liability protection to a point but what kind of protections will workers get that's going to be where McConnell in close you have to come together what is the what is the line on liability well yes it's a that's just workers comp I I just don't understand how that is a problem but I do believe the plan as far as Ghana I put a parable of a gun or we call that the moral equivalent of a gun to the head of the Democratic Party Robert cost always a pleasure Costa reports on Twitter are going to be camp this summer some camps may open up but not the angel tree camps what angel tree is going to do they've gone to moms and dads in prison and they found thousands of them who would like to send sports equipment and food to their kids and so angel tree is going to do very special angel tree care packages Jim Forbes from prison fellowship explains kids all over the country all fifty states who their parents while imprisoned said you know I really wanna help the relationship my son or daughter and I like to give them a kiss so the kid receives the gift and it doesn't say the you know I mean it gets there's not one there now they're all different different cultures different motivations for voting differently I'm not sure so eight he won a state right young you wait you wait a bunch of different states well and that's how you get the nomination yeah it's and the thing is is that what you want to if you wanna make the analysis that Joe Biden is gonna have a problem beyond South Carolina he's not polling well and many of them in fact and a number of the other big states he's not even viable so according to the polls right so much that changes Biden's not going to be the guide Bernie's going to be the guy well you know you and I can have that discussion twenty four hours now and see what happens and and if he gained any momentum I that would be a huge swing checks is not so much because it's been closed before and if you want taxes that would be a big deal but I mean he's not gonna win California he's not gonna win Colorado you may not be viable in Colorado right now according to the polls he's not which means he gets no delegates thank you won Florida Florida Florida is between Arbeiten and Bloomberg basically right invite good right yeah buy and sell those two will be viable and bulls will split those delegates but yeah he could take for M. and we'll see that Ford is not until March seventy so we'll see what happens you know later today and how it plays out on Tuesday night if this bump is really going to help standards up in in New York yeah I'd be another huge game two hundred twenty four dollars Sanders twenty five Bloomberg twenty one by ten thirteen right so so he's not even he's not available there as long as Bloomberg is in the race right according to those polls now that's later that's later now that pulls over ten "Moving are we will check with Marshall we'll get a live check but are we going to Dodge a rain bullet if you will for the kiddos tonight he does everything I saw on the radar if anything you might have a few flurries but all deal flurries before all deal with rain so you're were you saying that to her it's like up in fort Wayne I mean it's so I can actually get to us in the next couple others hitting the ground I don't know lot just just to see blue on the radar did and you know what I've done for perfectly fine with it wow I I I think yeah yeah I'm with you I would rather see a couple flakes of snow as opposed to rain drops for the kids because you know a little bit chilly all right it's going to be that anyway you might as well you know what makes it worse when it's chilly out is obviously when you get wet I mean it it it you know it's so see your bones if you will yeah right now it looks it's dried up outside outside the studios here yeah I was a little worried because my son is going and and by the way if she's listening kudos to my sister in law Leslie she's an arts and crafts guru and she made Robert though cool as Godzilla costume I mean the Godzilla from the recent movies all because you know of Godzilla's my my boys ultimate hero next to his father of course right so yeah and I was worried because that tail was gonna be dragging on the ground like a hole it's going to be so well let's see here have you be pulled his pants down well it is it made out of there like a felt on it yeah all the spikes are made out of like she hands that stitch dome and they're all cut out yes they have to pay for you to even pay for a five year at route we have never once paid for our kids Halloween costumes not one time because I have the world's greatest sister in law that's amazing man absolutely amazing we forget out every year man for not a fact my wife ended up wearing it Josephine was a doughnut last year the front in the back of this summer it's kind of like if you ever seen those sandwich boards where people have John about yeah it's like a big huge down at and on the front and the back the prince got sprinkles on it everything she wore it shoe of where to work today so she recycle it my wife was like I'm just gonna be with Jesse was last year I was gonna be a down at because I was like well good for you not like flood mid upper doing some silly now let me ask you this your your wife it's like I don't know because girls tend to sprout up big time when they're around your daughter's age so is she close in size and height to your wife at this point yet or not hi yes size no I mean she's she's not as you know she's not the same size as my wife you know she's much she's thinner Josephine thirsty thirteen so she's you know but this sucks like yes the height that all of that but this this costume I could probably put it on okay you know I was gonna say it's not like specific to that build I guess I was pretty cool that your wife can pull off wearing a costume a twelve year old dead by I that's I think that's commendable yeah it's yeah because of the what it is it's you know over and so anyway I I don't know why if they made Roberts constant bigger I think a lot of parents do the same thing we bought stones for costume bigger so that way you can have stuff under it a coat some layers because you always plan for it to be cold it seems like it is he is actually the jazz the the body part the top part of of his outfit is a as zip up hoodie so it's kind of build for cold inclement weather you know so it is he'll look good it's gonna be fine tonight I I'm just excited all the good member we were everyone the last couple days ago the worst your country holds we got a cancelar let's move it was postponements like see people come down and look look what happened I think we're going to get away with it I'm so happy I'm so happy for the kids and obviously we were get you know you got to deal with and you know what kids are resilient by the way they are like whatever drain off yeah but the deal just go I'll just go and do my thing you know they they don't they're pretty it's more the parents that are worried but I'm just happy they don't have to you know they don't have to get the what because you know some of them have stuff over their hands and you know it's hard for him to you know maneuver around the motor skills are like kinda hampered because Wonderland then you throw rain into the mix and you got to try to put some they keep them dry and triumph of the the blood so it sounds like again we'll check with Marshall about a half an hour maybe and it and see if this is moving out to be interesting if it actually ends up being snow flakes because they call for the wintry mix overnight tonight yeah overnight but I mean if you get a stray flurry why your trick or treat and I know that I should be very cool yeah yeah it's no big deal I remember so I don't ever remember it being warm enough but I always try to figure out like one year I was going to be like the incredible hawk so I had to wear like a ripped up kind of you know how when he would turn and talk to that Lou for a non talking back in that way back in the day bill Bixby and look for it now it sure would care yeah I'd be all like shredded and stuff and I I would I I tried to do that one year about froze to death because I thought I'm gonna because I'd green paint on on the body and all of that and all my gosh it never worked out it seems like it now every year I'm like and this weather is not cooperating with my outfit I just said outfits that accosted outfit off with what's wrong with me Hey I'd stand by we're going to talk to doctor been bring with the Dublin Methodist family medicine and you know fall back is coming on Saturday it's whether you wanted to or not as they say death taxes and the time change are things you can't get away from I I I don't mind it I like going to get an extra hour of sleep and and you know it plus what it does is it makes it a lease so people it's when you're going to work in the morning yeah you can try to be coming home when it's dark but at least you're not going to work when a stark and coming home when it starts well right there what you described is what's going on people have their affected by this you know all types of you know depression and disorder and you know there's even no cardiac events car accidents work accidents all of that stuff is elevated so we'll have him on here momentarily to to discuss this but it is a real thing and it's something that you may kind of forget about it is yet another reason they should be doing away with it if you ask me also want to work this him in a you discern Alison maybe talk about it real quick at the top of the hour do we do even have time to get into this the finalists announced for the the Columbus chief of police position I mean we can we will dive a little deeper as the show goes on but I think we can pray announce leased to the five are right right and Thomas Quinlan and Perry Terence former assistant chief of police for the Seattle police department Paul Newdigate who is the assistant police chief patrol bureau commander for Cincinnati police Alexander Jones colonel chief of community relations bureau Baltimore county it doubt Maryland and then Samuel Dobson who's assistant chief of police national railroad corporation out of Washington DC that I see I am track police yes correct node well in and absent from this list the uber driver did not make the cut the over driver didn't make over driver did make all come on what what well what about the casino guide to the casino guy make another casino management guy didn't make it and also the vision equipment repair specialist did not make the cut Josh he did now so apparently being the the vision would make his interview went bad when he's like you know it's like I could police said like this or like this jeune one or number two here's one again and number two that didn't go over well in the interviews I guess not that didn't work out so well for himself there are the five I see I think when one's probably going to get it he's a guy who's in house he's a guy who are already kinda knows what's going on he's in a room right now but more on that and we'll see how it actually ends up plan out all right let's welcome and now Dr Ben bring with Dublin Methodist family medicine and doctor welcome to the mark blazer show how are you doing great they market research you have me on absolutely so too is assigned to it tis the season it's daylight saving time coming out of this weekend we're gonna fall back an hour and you know you brought up an interesting thing before we started does for when I'm here air here when I was talking to you yet why are we still doing this this is crazy right yeah you know there's we get out the blood every year about the the health risks associated with daylight saving then you know that the falling back I'm sure you've been you know the reports there's increased traffic accident usually the Monday following they'll profound at the there's an increased risk of heart attack even within the first three days special this is more when we spring forward in the spring you know they found things like more workplace injuries they and even a higher incidence of what's called a seasonal effective disorder which can kind of trigger depression type symptoms you know when there's not as much sunlight out so the sleep disorder thing which is you know right London there with all the other medical conditions that could be caused by could this bring on sleep disorder or is this more of a disruptive thing for people who already kind of have a sleep disorder well you know we talk about good sleep habits we try to tell everyone to go to bed at the same time every night and try to wake up at the same time every morning and you know so when you change your routine even just fine our it's almost like a mini jet lag and so you know this can really disrupt people's regular sleep cycle and so yeah you know it's it's more it's not necessarily that their you know their sleep cycle is getting disrupt but it definitely can disrupt the the way that your your sleep habits are going in so yeah you know every year we talk about this and I actually had a funny conversation with the patient yesterday about it we're we're just kind of joking it's like yeah you know I don't I don't know why we I think it's time to yeah maybe you could reconsider daylight saving Dr Ben bring.

"Washington post political reporter comes whole host of The Washington week in review on PBS every Friday night you can follow Robert on Twitter at Costa reports I recommend that you do and this Friday night on Washington week in review they're going to be talking about debate debate debate I'm sure Bob welcome back Anil on Friday night I'm always curious is going to do the post debate Washington week in review. good morning you we got a great panel we get calls from the New York times one of summer's the eight P. Jack Sherman from political and guarantee the Washington post so you can't beat that that's absolutely the best now you can however be everyone in the prediction game I am going to watch every minute as top to bottom because either the fields gonna get bigger after tonight or it may collapse to the big three what do you think is the dynamic going in Robert constant. it's still broader than the big three. once you got and center stage vice president fighting and he and his allies have been really starting to punch back up politically senator Warren taking on her campaign donations the way she's been framing herself as a small dollar candidate they say she's great big money in the past from from major financial figures and so they're really going to try to call her a hypocrite you see that in governor ed Rendell that they had this week they're really taking her on in that in that direction of people to judge the mayor of south and senator Harris California senator Booker New Jersey they have a real challenge here how did they catch up had a make sure they're part of that conversation at. I I did a panel yesterday morning in DC with Paul Begala and Paul steak is that Bernie Sanders just is too far to the left he did not say it but he implied so Elizabeth Warren but he has the same doubts that every Democrat I've talked to have about Joe Biden's viability so the moderator after that then who's gonna be the nominee to look I don't see how they get out of a Kamel Eric's nomination because Bernie to radical they'll lose Elizabeth too radical bellows and and joke appears to be too old he'll lose I don't know where else to go because it doesn't seem to me the bridge is maintained as early momentum or that anybody else has breakout potential does anyone else have potentially Robert Costa. you can't rule out senator Warren she's drawing the crowds she's a liberal alternative at this moment to vice president Biden at the polls and this is a party that wants to candidate in many respects to the left and so you could see senator Warner start to pull away here and this is a party that is a mind that used to the left and she's different and senator Sanders she's a fresher face its losses in that race he remained a bit of a burden to her politically but it this is becoming is this going to be a warrant I did race that's what tomorrow lancer now there is a dynamic here the rule set of the Democratic Party jet that fifteen percent in a caucus or primary to collect delegates right now there are three people are pretty healthy fifteen percenters Bernie a little bit worn and Joe Biden if that were to deadlock and stay that way you've got a two ballot convention or even longer is there any animosity on a personal level between these three such that you would think it would inclined one against the other or two friendships that will bring them together. at the moment you have senator Warren and senator Sanders really it is serving as allied politically they come from the same wing of the party well senator Sanders because of a democratic socialist even much more of a lapse in terms of his position that how they articulate them and senator Warner's echoed many disposition it's only getting nastier though between the fighting camp in the war yeah they both see the nomination within their grasp and unlike senator Harris you say could you could end up in her lap the nomination if things become chaotic warning by imposing a chance to grab the nomination right now this is one last question on two thousand and twenty I wanna go back to two thousand and eight you'll remember not many of the audience of the West Virginia primary when John McCain cooperated with Mike Huckabee did and I met Ronnie a win that would have catapulted Romney forward do you see any kind of strategic alliance forming up between Sanders and Warren to cripple Joe Biden's momentum. nothing formal but certainly informal currents are moving in that direction you see. the left wing of the Democratic Party once this nomination at the one at that that's so fascinating Robert let's switch over to the White House John Bolton is a friend of mine and he's gone the short list includes a couple of friends of mine record now I think it's flying in to see the president tonight Robert C. o'brien is in town for whatever reason in Washington DC both ambassadors who else is on the short list to replace John Bolton what to the individual names mean or or signify for the other people in ministration. several US friend of Mike Pompeii the secretary of state say you could try to pull Henry Kissinger you so close to president trump right now even technically running for policy military policy security policy he could become national security adviser we have one of his allies in there and circle the secretary of state and an essay well both Grinnell and Brian as well as Brian hook in our special represented North Korea they're all I don't see anyone actually outside of the Palm pale orbit who would be there it will go it's sort of role will revert to second term Nixon first term for it because that's when Kissinger it was double habit and it worked pretty well then but you have to have total authority to make it so do you think the president has that kind of trust in the secretary of state. he does have that kind of trust based on my reporting a but you do see a lot of names out there that are. they need no the president doesn't want to have a foil anymore like you had with John Bolton and so you can look it up and that's a that's probably gonna be a little bit more low key weaker and their power within the administration more of the Tom Donilon model under president Obama's oppose the Susan rice model under president Obama that's a fair a fair way of putting it I'll bet you right now in my audience nobody knows who Tom Donilon is in very few people know who Susan rice's point being they're much more low profile much more low key sure like Stephen Hadley became the Condi rice after the secretary of state became the secretary of state and that's one of the Pantera style however there's a cat. right now if the president looking for someone to go on TV and to be a spokesman for him and it really be more of a fighter on TV you could still see a record at all get that job making sure he never gets too much distance from Ontario but still being kind of more of it he be present that often like that let me underscore that there are two people who are natural television performers o'brien who was born to be on television and Grinnell who has been on television for a long time redeye the whole fox news channel during the eight years of Obama spokesperson for John bone at the U. N. but both o'brien and Bolton are friends with John Paul I urge o'brien in Grinnell are friends with John Bolton record now work form for I think this entire time is the other **** does that make a difference because I I saw the president was calling HR McMaster he doesn't really exile anyone from its orbit he still talks the rights previous and he said the only guys been exams Bannon recently. and you could see president from say record now was a ball can guide for years the root canal has been so forceful and being a trump person politically that that is that kind of washes off any of that concern. to the hilt runner costs are they going to get a budget deal done I've got North Carolina senator Tom tells coming up this are all ask him but what are the prospects of avoiding a shutdown. the White House once you're the Senate Republicans in the house Democrats want to avoid a shutdown they're gonna have played about different funding think we have the Democrats really reading. concerns about the national emergency in the president's use of federal dollars but they keep trying to delay the budget deal hello to our November maybe even December they're trying to get a deal done electricity is spending agreement about the president want to stand up for twenty twenty similar to what he had last year that no question that the west wing right now finally got Mike pence said to have had a role in the after John Bolton what you're reporting Robert cost. president trump always has a confidante vice president pence in these private meetings especially national security who would give him get an invite backing him up I have no heart forty that and was trying to push out pulled him but I do know that hence camp on Hey camp there were tensions that have John Bolton operate inside the bureaucracy and that wasn't helpful double. under Kanza always good to talk to you will be watching tomorrow night doing debate analysis with the find panel on Washington week in review will be following on Twitter at Custer reports follow me my friends as I tell you that if you have heard of the fresh start initiative concerning the IRS you may have thought it was too good to be true but it's not your more than ten thousand dollars to the IRS you should do yourself a huge favor have a conversation with Perry Cronin he's the president of.

N. but both o'brien and Bolton are friends with John bowl of Brian in Grinnell are friends with John Bolton record now work from for I think this entire time at sea on a **** does that make a difference because I I saw the president was calling HR McMaster he doesn't really exile anyone from its orbit he still talks the rights previous and he said the only guy I've been exams Bannon recently. and you could see president from say record now was a ball can guy for years the root canal has been so forceful and being a trump person politically that that and that kind of washes off any of that concern. to the hilt runner costs are they going to get a budget deal done I've got North Carolina senator Tom chills coming up this are all ask him but what are the prospects of avoiding a shutdown. it depends on what the White House once you're the Senate Republicans in the house Democrats want to avoid a shutdown they're gonna have played about different funding things we have the Democrats really raising concerns about the national emergency in the president's use of federal dollars but they keep trying to delay the budget deal hello to our November maybe even December they're trying to get a deal done it like this you spending agreement about the president want to stand up before twenty twenty similar to what he had last year that's an open question inside the west wing right now finally got my parents because of said to have had a role in the after John Bolton what you're reporting Robert cost. president trump always has a confidante vice president pence in these private meetings especially at national security who is given in canton invites the backing him up I have no heart forty that and was trying to push out Fulton but I do know that the pens camp Pompeii camp there were tensions that have John Bolton operated inside the bureaucracy and that wasn't helpful double. Robert Khan so always good to talk to you will be watching tomorrow night doing debate analysis with the find panel on Washington week in review will be following on Twitter at Custer reports follow me my friends as I tell you that if you have heard of the fresh start initiative concerning the IRS you may have thought it was too good to be true but.

"Joined by Robert cost of the washing pose he's also the host of washing we can review on Friday nights to perfectly good this Friday past when Peter Baker was on talking with you about the census question Robert Costa good morning how are you my friend good morning to you that was a great exchange Peter get said he understands exactly what the stakes are what you're reporting on what's going to happen today about the census question you're gonna have the administration continue to fight to include that citizenship question the Attorney General he stepped up compared to commerce secretary Wilbur Ross you that the the process for a long time justice department lawyers remain uneasy about it but you have the president in the AG working together to try to for this earlier this morning a former federal judge Michael living told John has one at actually as quote the first thing is is a singular moment the first thing this is is a singular moment in American constitutional history contemplated anticipated and provided for by the framers of the constitution I'd stage the very last thing this is is a constitutional crisis agree or disagree Robert Costa what crisis in the sense of the courts need to alternately make a decision here this is a big decision for the Supreme Court John Roberts that you've just looking for the right a rationale the administration is trying to run into the gaps here and say we can fill it they were some of those justice department lawyers are going to walk away three I agree in the sense that it's not a constitutional crisis is the court case that's what I'm looking for it's a court case the government will work and the president will submit if John Roberts says no you can't have it and he's got the for liberals the president will not put it on that means we're not in a crisis the crisis when it doesn't work court cases are not crises I do think a lot of this is tend to be just over heated but that's the error of trump is it not what the advocates for migrant illegal immigrants and others say this is going to make people not participate in the census the you know the whole argument I don't I don't need to get into it and they think that's gonna hurt resources going to certain communities so there it is it's not a constitutional crisis but if the political crisis and economic crisis for somebody that ticket that's very well said don't talk to me a little bit the president tweeting this morning about the economy after brawling if today with the ambassador of Great Britain the United Kingdom and taken a shot at Theresa may he generally doesn't seem to have bugbear about anything right now the way that he will sometimes target and repeatedly do fly overs on something he's moving around is that your assessment Robert constant it is in it he's riding high in the polls latest Washington post culture the president with a strong approval rating and he has a really strong in the ratings on the economy but there is some monies in Republican circles about the federal reserve if they don't get a rate cut does that in the economy somehow slipped a little bit so you see not pressure on chairman pal but you the president would like to see a rate cut not just be the fed sit back on the line dance but this is really it and for many people inside the White House a high point the administration were or post mall of report they say the economy is strong the president it has been making any major mistakes the trade wars ease up a little bit so they're feeling good over there in the west wing now let me play the interview I had with labor secretary accosted two months ago in may before the new abstain arrest and I think this guy never gonna see the light of day again and that's good but here is what Alex Acosta told me two months ago I'm looking for generally similar where am I looking for their let me most of my interview talking to you about occupational licensing but it seems to me you can't go anywhere these days without people asking about the acting plea deal is that ever going to be in the rear view mirror for you well you know the department of justice office of professional OPR is taking a look at that and they will in England concluded issue a report and so any any idea when that will happen because it seems to me a lot of the great work the department is doing his obscured by that there is frankly trump derangement syndrome is a part of this as well but this story is controversial and it needs to go to to rest soon do you have any idea when that's going to come out well the department has its own time line was were proceeding on on all the work they were focusing on the economy and jobs and that's what we're doing right now Robert that is clearly not going to work anymore in may of this year you could deflected not answer and say there's an ongoing investigation justice what is the development of this we're going to see the secretary is going to keep his job I mean if that's the case was ricocheting around the country yesterday with the federal prosecutors moving for reviving the case and you have a cabinet member was directly involved in a plea deal and making that decision that is angered an alarmed many Americans on both sides of the aisle it has nothing to do with his service in the trump administration but it's an issue and for a president who is riding high in the polls this is not a helpful development politically so when you talk insiders in the White House and elsewhere they say yeah he is on the hot seat for that reason is there any way that he can say anything that saves his job I've heard the explanation off the record from other people that this is the result of the state prosecutors in Miami botching the case and he got what he could get which wasn't much against abstain that does not persuade most of the public do you think there's any way survives this they all the way you survive he has to come out publicly and talk about his decision making process in a way that's not defective he was the **** your questions a few months ago at what what his real position what really happened I mean this is his career on the line keeping a low profile is going to have a cost perhaps the switch the judges because one of the criticism one of the bumper shots off of the senses debate is a focus on patch of Bologna who's the White House counsel and at Jeff sessions in the department of justice and how they completely botched this case now bars pick up the pieces of the senses case but we still have a problem on judicial nominations the second circuit well here eventually the census case there are two vacancies on they haven't nominated anyone the night circuit as two vacancies which often blocks the president they haven't nominate anyone what is happened to the judicial selection machinery it was humming for two years and this administration and it suddenly is stalled which McConnell the Majority Leader it is someone who rushes these kind of these things through ease made historic progress in nominating conservative judges but that's a Bologna a lot on his plate and the slowdown is going to be noted by historians and reporters and what happened here because that was the the rapid clip of confirmation the nominations what the finest administration for really its first year and a half two years and now because I knew don McGann being out has just changed the whole dynamic there are been a grand total of three circuit court nominees this year from February may and June one of the Mister breasts is getting about I think today maybe tomorrow Peter Phipps of come along after them and then the fifth circuit guy will get it about a month or so but with that many four vacancies known and others pending when you say the slowdown is gonna be noted by historians and reporters what are they going to say is the reason for it well part of it Senate Republicans blame Senate Democrats as you know for trying to snack up the process but you also have a White House counsel's office that's very busy on multiple fronts are dealing with a Congress I think part of the explanation for history is going to be the Democrats taking over the house has changed things because you have a White House counsel's office is dealing with multiple fronts multiple battles rather than just having to deal with it a Republican Senate and a Republican house that wasn't a problem I'm going to part company with the here I just think they don't want to pull the trigger on controversy they're very they're got their gun shy and one of the problems I don't know that many people know this of the forty three judges that president trump is nominated that have continued on a forty four actually one was withdrawn forty five if you include Mister branch more than three quarters of them have been men less than one quarter have been women is that a problem if they're running it's calmly Harris Robert Costa The Washington Post is noted this in recent days that they're very very few women I don't believe there have been any African Americans on nominated and you only had a few Asian Americans nominated so this is a problem for a country that's increasingly diverse to have judicial nominations that don't reflect the country some people say oh that doesn't matter well it does matter to many Americans hello I I believe diversity does but I really believe gender balance on the bench given that there's gender balance in the law schools and that the District Court is a huge mistake I didn't I'm I'm coming up to saying where is don McGann had great political chopped instincts and focus I don't think this White House counsel's office does is that widely shared outside of conservative commentator circles it looked that's why a member of the net Naomi route nomination some people thought she wasn't conservative enough but that the that the article was she's a woman who's smart she's a a judge you can really come in in the DC circuit and understand regulation and and be someone who helped the conservative cause and so there's a lot of push back again center hall in others who said all we have these the fit is this or that concern there are so few judges and out there like they only route who could provide the administration with a really high profile female conservative that there was there there's a sense that we need to move for with that nomination for many reasons it and they're they're struggling to come up with new names they shouldn't daily route was one Bridget Blair bay there's another one Allison Jones rushing is a superstar there are lots of great women judges or candidates for the nomination out there I just think they frozen and someone's got on stick that and I think that a person has to be Mitch McConnell has he alerted the president of this problem to your knowledge robber costume he's always trying to move on it but you know the relationship between the president and leader McConnell it's about a million different topics but this is the topic and Emma Connell is known to work directly with McGann on this I I got to do some more report on the relationship between McConnell Aloni is it is the brain for any reason that's a great question I'll leave it there I hope I read that soon because they got to get the engine started again I get three nominees in all of twenty nineteen from the White House counsel's office on the circuit court of appointments including two vacancies in the second circuit will decide the census cent and two in the ninth circuit where the person is repeat repeatedly enjoined by District Court it's just crazy Robert Costa following that Costa reports walked him on Friday night on Washington week in review and stay with me as we go on the next segment with Arkansas senator Tom cotton I'll ask him the same question time now to tell you that really factor that come there's a bag three times a day the three time today I tell you I took in the first hour three times a day in the shower remind you that you need to be doing it three times a day I just tryin prompt you to get the starter pack if you're not already taking really factor that come I carrying Turkoman was very trying to make our for natural supplements I now the fifth natural supplement to take lutein accordingly eye doctor because it works along with these other foreign aid I I believe in science in the science behind I Keren Kirkland is very tall and omega backs up the millennia old tradition of using the.
