We get a chance every 10 years, and it never seems to get anywhere. Let's welcome Marie Dillon, she's policy director at the better government associate back to WLS. Marie, How are you? I'm great. How are you? I'm still hanging in there. Well, the completion of the 2020 census begins a process that will shape the maps for the next decade. I know. The BJ and other advocates have campaigned for years for a constitutional amendment that would assign redistricting to an independent panel. Not surprisingly, that hasn't happened. Why Marie Well, I think the obvious question is that is that incumbent would prefer to draw their own district. Right. In other words, politicians want to pick out their constituents. That doesn't seem to be very democratic. No, it doesn't. How many times have we had an effort to amend the Constitution for District and I remember at least two, maybe three times. Do you recall? Well, it's been sort of nonstop ever since some the 2010 census. I think there were three drives to actually put an amendment on the ballot. They were done through a petition drive. Some citizens would do it themselves. But that mark all three times that was defeated ever since then, since the Supreme Court seems to have foreclosed that possibility ever since, and what we focused on is trying to get the lawmakers to either put an amendment on the ballot themselves because they don't have as many barriers as it is with you, or even to pass a law. Um, it's too late now, obviously, for an amendment for the next redrawing they still could pass a law But I'm you know, I'm not holding my breath. Breathe, You know, maybe a silver lining to this very nasty covert cloud that we have experienced is the fact that will never make the deadline and they'll have to go to the bipartisan commission if they do so and not picking sides here, but least Republicans will have a little bit of say in redistricting. But do you think that's gonna happen? Well, First of all, you know, I know you had Mike Dorf on the other day, and I agree with him. They're gonna find a work around. I don't think they're gonna be sitting on their hands waiting for those numbers to come around. But let's pretend they did. I think we're kind of missing the point anyway. I agree. It would be better if Democrats and Republicans did this together. Um, but when partisans brother and chief that's inherently unfair, so of course it would be better if an independent commission did it. Um, since the lawmakers are going to do it, there are some principles that they could follow. We did a project last year where we actually hired Rob Caroline. Gentle Lewis. Theo draw maps for us on by the way they used estimated numbers, which I think is what the lawmakers going to end up doing, Um and what we had them drawn according to the principles of independent man making some of those principles I seek. The lawmakers will follow anyway, obviously it because everyone to protect minority representation and I feel like they Are committed to doing that. That would be a prime a priority. No matter who draws them. Will they draw them compact on avoid busting up communities? I don't think they're going to do that, if it doesn't suit their purposes. The things they shouldn't do is to build district around their own homes. I think when we do end up getting the maps, you'll see pretty much 118 district's with each one public one and a few. Maybe we'll have two incumbents in them, but they do They build the district around their own homes and the other thing they factor in that they shouldn't and that we didn't is, you know past voting behavior so that they can start the Democrats and the Republicans. Into these district, you know, at their own convenience. Yeah, it is a real rigged a system not to borrow an overused phrase in the last couple years, But I'm looking at your congressional district right now at the better government dot org's Web site. Better golf dot org's and your map makes so much more sense. It just seems so much more logical. I want all my listeners to go toe better go down organ. Take a look at this.
