"Michael thanks for being here. Thanks for having me. So you've covered very exciting topics before. Wall Street is exciting. Sports is exciting. The Department of Agriculture is not generally considered exciting. How did you decide to to turn to this? So it wouldn't have been exciting before trump. I think trump electrified all the material. So what happened. Several things at once happened. I just finished a book about Danny. Common name is diversity to Israeli psychologist who Study the way people Miss Miss Value. Risk price risk and one of their insights. Was that if you take a catastrophic risks. I mean it's like a one in a million chance of happening and and make it a one in ten thousand still very remote increase the likelihood one hundred times people don't feel it and I had this sense. When trump was elected in the way he was approaching governing that he was he was doing that across a big portfolio of risks that. I thought that the one way to think of the federal government is a manager of giant portfolio of risks many of them catastrophic and that people weren't feeling it exactly. I was doing on this in about how to write about it when he made Rick Perry the Secretary of Energy of Course Rick. Perry had said that he thought the Department of you should be eliminated when he was on stage in a debate but he couldn't remember even the name of the place and once he collided with it he realised. Oh maybe it shouldn't be eliminated because the departmental has nuclear weapons in inside of it and I thought well maybe this is the this is the way maybe actually kind of want follow it follow ric currency what it means for. Rick Perry to be running this place and then somewhere in all this. I learned that the Obama Administration partly because they're required to by law partly because Obama was a responsible person had essentially Had BEEN AT WORK. For a year to create these briefings for the whoever was gonNA roll into the federal government and run it and there was a there have been thousand thousand people across across the government who had spent the better part of a year creating these briefing books thinking about how to present the government to someone who didn't know anything about it and these briefings were supposed to happen the day after the election. I mean they're gonNa roll and that's what happened. When Obama rolled in to replace Bush and the trump people hadn't shown up at all so then I had a hook but now I do too in the hook was I'm GonNa go get the briefings. Briefings and trump people never bothered to get and kind of learn about this portfolio of risk and try to get a sense of what we should be worried about why that was the start and then you ended up covering not just the Department of Energy but also the Department of Commerce and the Department of Agriculture. You know I had a selection problem that reminded me a bit of the selection problem. I had with the big short and the big short there was a pool of kind of fifteen Wall Street guys who had seen the crisis coming or thought they'd seen it coming and made a fortune betting on the collapse of either Wall Street or the housing market and I wandered around a long time on a casting. Search figure out which ones were the best to tell the story through. Who are the other contenders? There were a lot of them. I mean they were. They were hundreds of them but they were fifteen of them and and all were willing to let me write about him. It was just who could kind of teach the reader the most important things what was the best way to dramatize this. And in this case I had actually fifteen cabinet level positions fifteen departments to choose from and I had a narrow down. I couldn't do the federal government. I wasn't gonNA keep the reader for more than a couple of hundred pages. I knew right away it was going to be three or four and I thought I had some criteria I thought one. It's gotta be something that I suspect. Most readers have no idea what it does and I just. I would just market test this. I'd be at a dinner party and say they might tell me what the Department of Commerce does and nobody had any idea that half the budget went to weather collecting weather data. You know or in the department energy most people didn't like Rick. Perry as opposed to the Treasury Department of the State Department of people have some vague idea. What does it? I wanted to be out of the public eye because I thought among other things I think. The risks are greater when public not watching the trump administration and finally. I thought they started to be very important so the Department of Education. I mean it's nothing's not important in the federal government but some of it's more important than than others so i. I spent time in most of the departments. I mean are talked to people from most departments and eliminated things along the way and then figured these are the three I wanted to do. Having said that I mourn not having written about the State Department and more not having read about the Department of the Interior. I think you could drop a writer into any one of these places and he would come away with a really. There's a wonderful stories to tell I mean. The Department of Education Is One. That's been written about a lot because of that. The high profile of the appointee to a lesser extent repairing sort of when he came in there was a flurry of attention and then kind of died away. So what is Rick Perry doing at the Department of Energy and what the Department of Energy supposed to be doing? It's a really good question what he is doing what. I dipped out of this story. I mean the last time I interviewed someone at the department injuries. Maybe six months ago and what I'm told. Is he set himself up as a kind of cheerleader ceremonial head of with the. Who isn't all that interested in the place? So you seem tweet a lot about it but we never got the briefings presumably. I know more about it than he does. Because I sat down with people had them walk me through the whole department. Maybe by now. He's accumulated some information. But what does it do? It's a vast science project what it is and part of the science project is tending to testing assembling nuclear weapons. That that's a big part of the budget. Another big part of the budget is cleaning up nuclear. Waste their sites in this country. And you wouldn't believe it. It's sort of like green type. Post-apocalyptic PLACES PAN for Washington. The Department of Defense three billion dollars a year trying to clean up the remains of the plutonium factories that that generated the atom bombs for World War. Two you ask the people in the department energy to give you an honest estimate how long it's GonNa take to to clean the place up hundred years one hundred billion dollars. I mean that's not trivial. And and what is at stake is there is a giant plume underground of of nuclear waste. That's slowly drifting towards the Columbia River which is not that far away said up on the Columbia River because they need the water to cool the it was there for a reason but if it leaches into the Columbia River. It's a catastrophe the for the Pacific northwest and it's managed in a very short term way. Things happen there. That are very alarming but does that predate trump or is it always been managed in a short term way although trump was the trigger for my story and trump is by far the most negligent manager of the federal government. We've had my lifetime Fisher probably forever. I never thought of his story. Just about trump. I thought of it. A story about the narrative we have created has poisoned or at Lea- screwed up the relationship between the society and government. That that this whole notion that the government is filled with lazy stupid. Bureaucrats who were kind of dead weight on society is a really dumb story. It's not true story. Department energy actually illustrates this. There is within the Department of Energy and his science project a seventy billion dollar loan portfolio and a few hundred million dollar venture capital fund. That is responsible for the entire. Solar power industry is responsible for Tesla. The first that were given to Tesla it is. It's it's the only place where dollars will be allocated to long term innovation. Industry doesn't do this if you she track back. Where the the innovations that led to the current American economy came from almost always it started with a government some government investment the Internet. The iphone wouldn't wouldn't exist without govern investment. When I think about the government I think of it as this. This exquisitely important exquisitely complicated machine that. We've let rust for decades telling ourselves a story that we need to basically just kick it every now and then it keep it from being too lazy and this guys come along and got sledgehammer. Trump has come along and he's getting this is getting you. He's going to do really mortal damage to it all right. So here's a short term thinking way of looking at this if you have things like nuclear cleanup. That are one hundred year. One hundred billion dollar projects is this potentially four year maybe eight year term of neglect. Kind of benign neglect. Because it's just GonNa it's all moving so slowly anyway or is he actively doing something in these departments. That is making it far worse. We have to worry. I think we have to worry a lot in. That's not me saying there's there are people who were kind of professional watchers of the federal government who are independent reps of the situation and then they're terrified for a few reasons. One is just the people who were in the federal government in the first year. The trump administration twenty percent of the top six thousand managers in the government civil service senior executive types left Biz. A hollowing out of the talent. And there's real talent there. These are not trivial. People people who were there in a lot of people federal government could be being paid a lot more money in the private sector and they've been drawn to some mission whether it's school nutrition or tending the nuclear arsenal or the weather service. They're there because they love the mission in because they know how important job is and we've mistreated those people for a long time. But now the level of mistreatment got very high and the dispersion of those people is a problem but then there are lots of things that are not so long term. I mean the trump budgets zeroed out both the loan program and the investments in the Department Energy Department of Agriculture Department. Agriculture has a three billion dollar research. Budget typically always overseen by a scientist and agricultural scientist. And if you talk to the woman who previously occupied the place Kathy Woteki a re a one a distinguished agricultural scientists who've been in government. Thirty years really knows what she's doing. She's all of his budget right. Now is one way or another being directed to research tied to climate. Change that we're to feed ourselves we're GONNA have to think differently. Be where how and where we grey sheep and cows and grow wheat and the climate change and have a big effect on the food supply trump appointed to this job right wing talk show radio host from Iowa who happened to support who knew who has no science background whatsoever named Sam Clovis now he has recently been removed from consideration. And there's nobody on his anybody in the job right now but the neglect of investment right now in the government will have consequences down the road. The bright spot is make it so bad and this is the point of the book. It make it so bad that people may wake up and we'll have a different narrative about our government.
Breaking Down Bloomberg's First Debate
"Up on today's podcast. The ninth and possibly the liveliest democratic debate in Las Vegas. This was the first debate performance for Michael Bloomberg and the other candidates came out swinging. I like to talk about who were running against a billionaire who calls women fat broads and horseface lesbians and no. I'm not talking about Donald Trump. I'm talking about Mayor Bloomberg. It was also the first chance for Bloomberg to respond to criticism on the public stage. Here's an exchange with Senator Elizabeth Warren as she pressed him to release women employees from nondisclosure agreements that prevent them from talking about sexual harassment and discrimination in the workplace. I hope you heard what is defense was. I've been nice to some women. The mayor has to stand on his record and what we need to know. Exactly what's lurking out there? He has gotten some number of women. Dozens who knows to sign nondisclosure agreements. Both for sexual harassment and for gender discrimination in the workplace. So Mr Are you willing to release all of those women from those nondisclosure agreements? So we can hear their side of the story. We have a very few nondisclosure agreements. How many finish. How many of them accused me of doing anything? Other than maybe. They didn't like joke. I told and let me let me play agreements between two parties. That wanted to keep it quiet and that's up to them. They signed those agreements and we'll live with taxes you know from all sides and just want to show everybody a quick exchange between Bernie Sanders and Mike Bloomberg believed it Democratic Socialists. Working People not billion as healthcare for all educational opportunities. Chopstick we have the best known socialists. In the country happens to be a millionaire with three houses. But I miss here. Bloomberg also drew negative reaction from the audience for his comments on releasing his tax retur variously transparency Mayor Bloomberg. Your campaign has said that he would eventually release your tax records when it comes to transparency but people are already voting now why should Democratic voters have to wait? It just takes us a long time unfortunately or fortunately fortunately I make a lot of money and we business all around the world and we are preparing. The number of pages will probably be the thousands of pages. I can't go to turbo tax but I put up my tax return every year for twelve years in City Hall. We will put out this one. It says tells everybody everything they need to know about every investments that I make and where the money goes and the biggest item is all the money I give away and we list that every single donation I make and you can get that from our from our foundation anytime you want. And this was Bloomberg's response to whether he supported Senator Bernie Sanders proposal. That would require all large companies to turn over up to twenty percent of their ownership to employees overtime absolutely not. I can't think of a ways that would make it easier for Donald Trump to get reelected and listening to this conversation ridiculous. We're not going to throw out capitalism. We tried that other countries tried that was called Communism and it just didn't work again. That was an answer that actually agreed with. There was some people who said that's not the answer you given a Democratic primary. That it's an answer you would give if you were in the actual campaign against president trump but that was the one that really resonated with me with. Yeah okay. Honest answer on that part of Ari Fleischer on twitter last night tweet aways going on saying that. He couldn't fathom how the whole Party that nobody in the party when they're asking their capitalism everybody's there with the exception maybe of Mayor Bloomberg I think Amy Klobuchar also said that she was a capitalist of believe in capitalism. But you know you know how everybody gone mad that this is just not what it is but by the way I mean Look Bernie. Sanders calls himself a socialist. Whether it's a democratic socialist or whatever you WANNA call the it's strange led a little bit of circa firing squad feel for me or someone said a gun fight in a lifeboat or something like that. But but what what I'm coming to realize is that Bernie is in the stage. Yep He's got grassroots. He Does Sport. And these people are gonNA turn out and if he just keeps winning and winning and winning. I don't know what you do. There's a difference between the democratic establishment and millions of of Democrats. That are voting for him. And you can't just say no. We don't like the way this looks so we don't like our prospect and who knows what the prospects really are. You never knew. He may have some people think he might one four years ago if he so. I've always been a Bernie Bro and BRO now. Well no Birdie Bro. If I had to pick I'm not sure at this point I immediately came in and I said to you this morning. The rights that that Bloomberg is the gap that Bloomberg's performance the gap between an influence or marketing campaign and putting an actual product in front of reviewers. I think Mike Bloomberg we will look back at this debate potentially as the beginning of the end because he did not come across as prepared and more importantly I don't think captured the tone of the audience that he doesn't understand that there are more women than men who are Democrats that they don't like this Aggressive behavior and I don't think in Blooberg defense of capitalism against socialism. He doesn't realize that. So many Democrats prioritize socialism over Frank. I WanNa ask you about the preparedness issue. Because he I know we'll say he only got into this campaign ten ten weeks ago but he's been preparing for this for a very very long time. How could he not have been more prepared? Well and what were the right answers to some of these questions? Well I so I want viewers to know that I did work for Bloomberg in two thousand one and back then. He doesn't like language. He doesn't like debates he doesn't like that. Kinda give and take that's not what he's about. The problem is it's what the Democrats are about and he should've known that these candidates who are going to take him on frankly. I don't know what the response is for the challenge about the nondisclosure agreements in terms of capitalism vs socialism. He's GonNa Remember. You should know that. The average Democrat is working class. The average Democrat is middle income and having a capitalism vs socialism debate among the average Democrat. Bloomberg's GonNa lose that and Bernie Sanders and the reason why is leading right now is going to win that contest. Frank do you believe Bloomberg will follow through on his promise to spend another half a billion dollars defeating Donald Trump on one of these people that just you know completely eviscerated him last night. Have you think once he realized you just said maybe it's the beginning of the end of his candidacy? He sees it. He's not going to be the candidate. Will he follow through and spend another four or five hundred million dollars on somebody else well? He's not done because we still have a South Carolina debate coming up and Super Tuesday. If you look at the state by state polling Bloomberg is actually taken the lead in some of these states doesn't if you said that it's probably the beginning of the end it was. Do you believe he will follow through and spend his money to defeat? Donald Trump by backing Bernie sanders or the eventual nominee is. Do you believe he'll do? I think Mike Bloomberg will have a problem backing Bernie Sanders or Elizabeth Warren because he simply disagrees with them ideologically on their economic last night's performance by Elizabeth. Warren puts her back in the game in a way that she might not have been just Twenty four hours ago. I'm going to surprise you but my answer is no because I don't like Democrats attacking Democrats they want you to focus on donald trump but that's what Bernie Sanders has been doing so successfully and he seems to be the runner. And that's exactly. Why is the Front runner and Elizabeth Warren Attacking Buddha judge as well as Bloomberg? I don't think that sits well with the average Democrat. I'm will tell you know. Sandra has been attacking his his competitors in this race. No He's been speaking clearly and loudly and pronounce way in a position that for the center of the Democratic Party. And they like what he's saying and he is going to trump more than the rest of them I think last night was a good good debate night for Sanders because he clearly articulated a point of view that none of you may agree with but for the center of the Democratic Party. Remember this is not the center of America for the center of the Democratic Party Bernie. Sanders speaks to them. He's emotional he's passionate and it's the reason why he's now the front runner and what we got to run but what happens if if he is the nominee against trump given what you know given what okay. What are your odds for the first time ever ever on a TV program? I will say that trump will have the narrowest of advantages narrowest inch. Yes that's all that's all this going to be a brawl. It's going to be ugly selection ever and even though centers outside the mainstream the press will protect him. The media does not want trump elected. It will come down to election day. Pence to focus on US Iran policy in speech
"The increasingly intriguing question of what did the vice president know. And when did he we know it. Yes the vice president. In the midst of this very high stakes increasingly scary escalation between N- The US government and the nation of Iran were millions of people filled the streets today for the funeral of Qassem Soleimani was essentially seen as the second ranking official in that country. Second most powerful position in that country at least Soleimani was killed in the US air strike last week today. The trump administration announced. What's that they will soon have a public explanation for? What exactly they're doing? And what exactly they're thinking when it comes to Iran but the whole idea. is in terms of explaining their actions and their strategy toward Iran in the wake of this targeted killing now. This explanation from the trump administration as to what their strategy is for Iran. This explanation from the administration is not gonNA come for another week or so and it will not be president trump who gives the country this explanation the critical matter of the utmost and deadliest urgency. They'RE GONNA put off this explanation about what's going on between the US and Iran until next week and it's going to be vice president Mike Pence who gives the speech that is supposed to lay out. US policy toward Iran. And what exactly is going on. And what the strategic not gic thinking was behind this killing of this incredibly revered figure inside Iran why they think the country should wait a a week to get that explanation why it should be vice president. Mike Pence who gives that explanation to US rather than the president himself that remains to be seen. But if the the idea is that there might be less impeachment baggage trailing around after Vice President Mike Pence than there is after president trump and therefore maybe vice president pence might have of a sort of cleaner shot at this issue in the public's mind well maybe that's not true. The question of Vice President Mike Pence is Owned implication in the impeachment scandal is both unresolved and that was sort of back on the front burner. It has been nineteen days since the House voted to impeach president trump for trying to get Ukraine to help him out against Joe Biden for the two thousand twenty election. I honestly can't believe it's only been one thousand nine days Since the house impeach trump doesn't feel like it's been nineteen months it's been nineteen days and in that brief period in the less than three weeks weeks it has been since he got impeached. We've continued to get new evidence and new information about the scheme for which the president was impeached including a reported communication from the Office of Management and Budget in the White House to a Pentagon official in which the White House official assured. Dod It was president trump personally who was insisting on holding up Ukraine's military aid and a communication reported by Cape Brennan Adjust Security. That ownby official tells tells the Defense Department quote Clear Direction from Portis inning president of the United States to hold the Ukraine aid since the the House vote to impeach president trump. We've also seen new evidence in new documentation of this intense conflict and intense concern within the administration shen that president trump ordering a hold on that military aid to Ukraine was in fact illegal. So here for example is that same defense official who just assured by the the White House that the money was being withheld on direct orders from the president. house's legal battle with congressional democrats let's eisenberg is a key witness for the impeachment inquiry he reportedly was instrumental and locking down the transcript of president trump's july twenty fifth phone call with ukrainian union president by moving it to top secret server so let's learn more about who eisenberg is and his role in this whole saga tom hamburger is is an investigative political reporter for the washington post and tom last week alexander van men the top ukraine advisor at the white house testified that he listened in on that call where president trump asked the president of ukraine to investigate the biden's and vinson said he raised concerns to the white house's top national security lawyer earlier john eisenberg what was eisenberg's response according to your reporting so what we learned about colonel benjamin's testimony to the a house impeachment investigators is is this he was alarmed as he listened to president trump's call with ukraine's president on july twenty five so unnerved that he went immediately after listening to the call to see john eisenberg the white house legal adviser on national security parity to tell him that what the president did was wrong that it seemed to be violating US policy and seemed to be seeking a personal sola political favors from foreign leader he testified that he went to eisenberg's office because he was alarmed by what he had heard on the call and and the only response that he offered during the meeting right after the call was that the roughed transcript of the call the summary of the call should be placed in an unusual usual spot that is the highly classified top secret vault i'm usually reserved for documents that would reveal sources and methods for US intelligence awesome military operations not for presidential call transcripts in fact we're told it's unheard of or virtually unheard of for for such a call to be placed on a classified server like that so that was one step another was a couple of days after the conversation eisenberg approached vitamin again and said i'd like you not to talk to anybody about what we discussed and what you observed in the call again a by and why is this important to note eisenberg was aware of concerns from the national security staff because a couple of weeks earlier on july ten presidents alinsky had sent a delegation of ukrainian indian officials to the white house to try to shore up relations with the US they couldn't figure out why it seemed there was a delay in getting face as to face meeting set up between the newly elected president and president trump and there was some concerns about whether legally mandated a military aid would be flowing to the ukraine and so they came to the white house these two emissaries end-july ten and had a meeting with the national security council staff but also with three other they're individuals one is a special envoy appointed by president trump mr samland another was energy secretary rick perry and the third was a special on on void to ukraine volcker and in the course of meeting with this group those three led by sandra fund seemed to be pushing a request for assistance in getting information that might be helpful to the president politically the conversation was a bit subtle but it so alarmed armed john bolton in this meeting that they had on july ten that he quickly called it to a close and then he later asked one of his associates the national security advisor sir for ukraine to report what was observed to legal office and so the the place that those bolton advisers went was once again john eisenberg so on july ten there was the first warning of an executive branch effort this time not involving the president personally but involving some of his top appointees to seemingly introduce a question of seeking political favors from the new ukrainian administration as a condition for getting a meeting meeting with president or getting needed aid has eisenberg or his lawyer responded to any of this eisenberg has so so far declined to comment and the white house has declined to comment the response that we have is really the response that is visible today on capitol hill which is where in the impeachment investigators hoped john eisenberg would be sitting to answer questions there will be an empty chair eisenberg is another of several figures at the top level of advisors to the president who are declining to respond to subpoenas and request testify in this impeachment inquiry and so he is one of these figures who is now part of this constitutional drama that we're witnessing between the demands of the legislative branch and the claims of special privilege by the white house in the office of the president and those other folks michael ellis also of the national security council as well as robert blair and brian mccormick of the white house office of management and budget they're all skipping this meeting as you said these meetings what will the the democrats do next now that these folks have decided not to testify so there are others who are facing request to testify who are even more senior one is john bolton "So as soon as rick perry announced that this study would be coming out within sixty days everybody who's focus on these issues start putting out reports white papers blog posts comprehensive lists of every grid analysis out there and like you know i've never seen so much attention on one specific study and it goes to show you that there is a vast body of work countering what is likely the conclusion of the rick perry study which is renewables are bad for baseload well you know i think what's interesting about it and part is it like you said there's been all this intellectual firepower directed at it despite the fact the report hasn't come out yet so this is all sort of pre reading before we find out what the report itself says and then presumably there is going to be an even bigger reaction to the report itself which is probably to have some policy recommendations in it so we'll see even more come out later but you know the other thing i think it does highlight one of the reasons why there's so much to say here is that despite the sort of tone that the request took when rick perry announced it it you know he's highlighting something that is real baseload resources or more specifically a coal resources and nuclear resources are struggling we are seeing early retirements and so there's there's something to talk about their but you know the reasons behind those early retirements aren't necessarily the ones that he's implying in his request which is why i think there's just so much analysis already being done.
