Good evening, chilling down to 39 now in Seattle forecast coming right up. I'm Rick fan sites with Kim shepherd here's what's happening. A lawsuit filed today accuses Washington state of waiting for California to write a law covering the sale of gas powered vehicles rather than creating that rule itself. Northwest news radio's John Loeb were teeny reports. The lawsuit was filed by the citizen action defense fund. The legislature delegated to the department of ecology, the ability to delegate executive director Jackson Maynard says ecology waited two years for California to write a law that Washington would also adopt in 2022. The executive office should have to go through the proper rulemaking procedures where they are required to have comment from the public on rules that are going to be enforced in our state. Mike folk, we've governor Jay inslee's office, tells northwest news radio, the department of ecology acted lawfully when it went through the process of adopting these rules. The legislature is also clear in its intent. This may or may not be a good policy for our state. But Maynard argues this is a violation of the state constitution. It's one that should be debated in the state legislature where our voters can hold them accountable at the ballot box. The state has 20 days to file a response and from there the legal posturing takes over. John Gobert, northwest news radio, the mental health crisis was pushed to grow by what local experts call the population shock of the COVID pandemic. Northwest news radio's Ryan Harris has more from a new study. That population shock hit women and young people according to the researchers from UW's institute for health metrics and evaluation who say they were surprised older people at higher risk for disease weren't hit as hard. Doctor Damien santaro says women suffered from more depression and anxiety because of an increase in domestic violence, more caring for people at home and because their jobs were more likely impacted. Let's secure employment. More likely to lose the jobs because it's on average lower income, more likely to have less savings to kind of buffer any kind of financial difficulties there. Doctor Eliza Ferrari says COVID also added to an already growing mental health crisis while access to services changed. It's important for us to learn from that so that we're better prepared for the next population shock, whether it's an economic shock or conflict Warren violence. Ferrari says there's

"For joining us. I'm Rick fan sites with Kim shepherd, Bill O'Neill at the editor's desk. The acting administrator of the FAA called before Congress to explain the current state of air travel, ABC's Alex stone is on the northwest news line, and how did Billy Nolan do in that hot seat today? Well, he's the acting administrator right now. He's not permanent. There were not a lot of big headlines said that he was able to offer the lawmakers, but they wanted him to come forward and they wanted to say, what is going on, that in the past week, passenger tried to stab a flight attendant a United flight attendant and open an exit door. That was on Sunday. There have been 6 near misses and we know about planes that have come too close to other planes on runways or near runways in New York in Austin and Burbank, California and other places in the last couple of weeks, and then this flight, the triple 7 united 777 taking off out of Honolulu a couple weeks ago that we still don't know why it took a major drop and doesn't appear it was mechanical or weather. And then climbed only a couple of hundred feet above the Pacific Ocean and then continued on at that point what went on there. So he was called forward to say, look, they're warning signs here. What is going on? Senator Ted Cruz saying. He's been said many times. Aviation safety regulations have been written in blood. And the lawmakers saying that their alarm bells going off still, though, with 45,000 airline departures every day in the U.S., this country is seen as a gold standard that hasn't had a fatal airline crash in around 13 years. So the point was made today that even though there have been little things that have made the news that generally speaking, it is still very, very safe in the U.S. and Billy Nolan, the acting ahead of the FAA talking about the unruly passengers. That is true that we will take every step every tool that we have at our disposal to ensure that that the action takes place against any perpetrator. It is just simply not allowed. Any promised technology upgrades if the FAA can get the money from Congress to make sure the aviation system is safe. You remember the outage a few weeks ago, the notam system that went down in all flights were grounded that and runway incursions and all that. He says, yeah, they got to work on that. The FAA understands and embraces the importance of continuously raising the bar on aviation safety. And there was debate about President Biden's nominee to run the FAA Republicans say Phil Washington, the nominee, not qualified for the job, that fight will continue on, but was part of a hearing today as well. And American Airlines announcing a deal that we'll see some of their pilots making $580,000 a year. They're getting a pay bump of a 170 grand from their current salaries, but I guess they're still having trouble keeping those cockpits filled. Yeah, this is supply and demand. Yeah, Alaska airlines made headlines a couple months ago with some of their pilot salaries and now today it's American Airlines a couple days after Delta pilots, they got a big pay raise as well, United's gotten them southwest. But at American, yeah, $590,000 a year, imagine going into your boss and saying, I want to pay raise of a $170,000. Not a lot of people would get that, but when you've got the power of the pilots right now, in that the airlines need pilots and they've been poaching them from smaller airlines from regional carriers, sky west that we see in the west a lot, losing pilots to the bigger airlines, Southwest was proposing, which has gotten a lot of pushback changing the number of hours of pilot needs to fewer hours to be able to get more people into the cockpit that's something that seems like a lot of people don't want. But if you're not going to change the rules a little bit, what do you do to get enough crew in that cockpit? It is expensive. It takes a long time to get somebody certified to be an airline pilot, united has gotten creative starting their own academy and in Arizona, a college for united airline pilots who first will go to the regionals and then the united other airlines are trying to get creative, but right now they just don't have enough employees. The need for Covid vaccine boosters remains a big question, so local researchers are trying to help answer it. There are still so many unanswered questions when it comes to this virus, and the need for vaccine boosters is definitely among them says Dr Christine Johnson with the University of Washington School of Medicine, Johnson says there's just not enough data out there yet. We want to have the evidence about whether boosters are effective or not. My current case and hospitalization rates that would push the county back to face to county health officer Dr Chris Spitters. The pause was to see if he's slowing down. The momentum was kind of hand out over time when vaccine eligibility expands to 12 to 15 year old Spitter says they should get their shots from their health care provider to help them catch up on wellness care and other vaccines on which they fallen behind. "I'm Rick fan sites with ELISA Jaffe and our editor is Jeremy Greater. California Governor Gavin Newsom is trying to hang on to his job. He's got to work on attempting to defeat the recall campaign against him. Speaking at a press conference with the firefighters union, Newsome said California cannot afford to waste hundreds of millions of dollars in what he called a partisan power grab. Is your child refusing to eat his or her broccoli? Maybe you've tried little bribery. He eat your broccoli and you can play your video game after dinner. Well, it's an adult is reluctant to get the cove in 19 vaccine. Maybe a little bribery would help their two national correspondent read. Wilson has taken a closer look at this idea for the hill intact with Cuomo's Tom Butler. The first example You site is that of New Jersey, where they're swapping out. Shots for points as it were New Jersey and Connecticut that are offering those who have been vaccinated a pint of beer after they show their vaccine card. This is all part of an effort to get his many people as possible to accept the Corona virus vaccine as the U. S races towards herd immunity. Which, of course, is the point where the virus effectively has nowhere else to go and can't infect any more people. S so a lot of these states are turning to new efforts to try to get people on board. With this vaccine. West Virginia is offering a $100 savings bond to younger residents in Detroit residents who bring other unvaccinated people to a vaccine site. Get a $50 gift card. So hey, bring your neighbor bring your friends. We haven't gotten back to get vaccinated when you get a $50 gift certificate on the house, the instead of seem pretty impressive, too. I mean, these are less these air more than just a gift certificate for a cup of coffee or something. Some of these are pretty significant and this is becoming more more necessary. I guess as the dwindling numbers of those ready to take the vaccine seemed to be of concern now because of the fact that We're trying to reach out 75 to 80% toe. Get the herd immunity right there Pretty much. Three populations in the U. S. There's the population that's really eager to get the vaccine on a huge number of those people already have. There's a large number of people who are taking a wait and see approach, making sure the vaccine is safe and others before they get that vaccine and those air who are being targeted. A lot of these programs to try to get them off the sidelines and get them vaccinated. And then the third population. The people that were really worried about are those who are skeptical and don't want to take the vaccine at all. Those are the folks who are we're gonna have a little more trouble reaching, and there's a lot of the even senior reaches of the federal government are doing a ton of research to try to figure out how to reach them. What messages? They're gonna be the most effective In converting them from not wanting to get a vaccine to being open to accepting work are certain states. More reluctance, for instance, I thought it would be maybe Texas. But I see the Harris County, Texas has $250,000 set aside to buy gift cards to incentivize. But are some states more reluctant and others? Yeah, it's a pretty clear that the Southern states are lagging in this Fewer than a third of residents in Mississippi, Louisiana and Alabama have received at least one dose of the Corona virus vaccine. Contrast that with the Northeast, where more than 55% of residents of Massachusetts and Vermont and Connecticut and main have received at least one dose in New Hampshire, it's more than 60%. So the Northeast doing really well on vaccinations. The West Coast is catching up the south, though that's becoming a problem. More and more people are trying to get those folks off the sideline and get them their shots. We certainly hope that even without having to bribe them that people will get out and get those.

Companies, saying today that it delivered 26 new commercial planes in January, including 21 Max jets. The bad news for Boeing is that but only got four new plane orders in January, down from 90 in December. The pandemic is hammering air travel. A year after the helicopter crash that killed basketball star Kobe Bryant and eight others, including his daughter. The National Transportation Safety Board has released its findings on the tragedy. ABC News correspondent Alex Stone joins me. What did they find Alex? Well, bottom line. Rick The NTSB s saying today that the pilot made mistakes said that they should have never flown into too thick clouds while in the clouds that the pilot suffered from spatial disorientation thought he was climbing while he was really turning left and descending. And that the crash was avoidable. According to the NTSB today that had he declared it unsafe and landed or gone back to John Wayne Airport, where they started and said, You know what? We can't go into those clouds. Everybody would be alive today. This is Robert Sumwalt, the chair of the NTSB opportunities along the way to have reversed the course and prevented this crash by simply landing and that spatial disorientation of phenomenon that effects pilots who really affects everybody, even experienced violets like ours as a buy in this pilot 15 years of flying around l A 85 100 hours in the chopper and The NTSB doctors today, Rex saying that comes in our inner ear and when we don't have visual cues or interfere, controlling balance in other down concave, a full sense of orientation, and that Islands can believe that they're gaining altitude when they're really dropping. They call it in her ear illusions, and that's what they think happened here. I can't believe that the aircraft is straight and level when it is not so there was no mechanical problem. The engines were working fine. The NTS believes that there may have been self imposed pressure on to buy ended to keep going. Because it was Kobe Bryant on board and not wanting to upset him. They say that Bryant didn't put any pressure on the pilot and the owner of the chopper didn't but they feel like when there is a celebrity client that often times Pilots who put the pressure on themselves to go ahead and get it done. But bottom line. They say that it was the pilot who was not equipped, was not trained to fly in what they call I have our instrument. Flight rules into those clouds became disoriented, disoriented and then they hit the ground. Now such a tragedy of being one of the first things they teach you in Flight school is about disorientation in clouds. So what's next? Alex is is their court action proceeding or anything else that could happen against the helicopter service. Well, First of all, there were recommendations that were made today by the NTSB and the FAA is already responding today. The recommendations include simulator time and training specifically on and mandated On spatial disorientation. The FAA today responding, saying they already offered classes or not mandatory, but they offer classes on it and they want flight recorder is the NTSB does on helicopters? The NTSB is saying that even on these types That don't require it right now. The FAA responding today, saying that it will look into that whether all helicopters release those carrying passengers would need to have a flight data recorder on board to help out investigations like this, but there are lawsuits that have already been filed. The Bryant family is suing the state of the pilot suing the helicopter company for negligence and wrongful death. There are lawsuits from the other families involved against the helicopter company. Ryan family suing the L. A County Sheriff's Department for photos of the crash site that were being passed around among deputies who did not need to see them. There are a number of lawsuits that have now been filed. They're beginning to move forward at this point. All right, thanks for the update. That's a BCS Alex Stone in Los Angeles coming up on 5 20..

I think for both sides of the aisle he was remembered for his role in during Hurricane Katrina and the aftermath of Hurricane Katrina. He's been tapped to conduct this investigation, which is just one. We should point out. Just one of many investigations that are is launching or at least you know, we know that they're more House Democrats are calling for more investigation see of a coalition of more than Already House Democrats right now calling for an investigation into some of the Capitol tours that took place the day before the riots there, calling those tours suspicious. They're claiming that Some of those tours might have served as kind of re Kon. So they're asking. They're they're They're calling for an investigation into that. I think you're gonna see in the coming days more and more investigations either starting or being called core because there's a feeling that you know, obviously everything that happened in terms of security. There's a real concern there that the security and security officers just do their work. And that's also why we thought, you know those resignations of the House sergeant at arms of Senate sergeant at arms and one of the U. S. Capitol police. It's those those allegations of the tours that really caught my eye the last day or two because I was under the impression that during the pandemic, you know nobody's able to get into a groove and take a tour of You know, the U. "I'm Rick Fan sites are editor Jeremy Greater President elect Joe Biden, laying out his plan to boost the economy amid the Corona virus pandemic. It has a nearly $2 trillion plan that will give $1400 payments to supplement the $600 payments already given it was also extend unemployment benefits. It's been a day since the second impeachment of President Trump's an hour. What baby sees in his daily to Tara is following it for PBC news and spoke with Cuomo's Taylor van sites. The president is still in command for six more days, six days left in his first term, and as far as I can tell Doesn't seem to be really in earnest effort to begin the Senate trial yet. Where do we go? Yeah, so I need. Senate Majority Leader Mitch McConnell was asked if he would reconvene the Senate before January. 19th to kind of fast track this process get the impeachment Senate trial underway in the same way that the House had fast tracked. It's part of the process, and McConnell said no, he said it would likely be after Joe Biden is inaugurated that they will get the Senate trial underway. So some House Democrats Pushing back on that kind of hitting McConnell hitting Republican senators. They're saying that you know that the Senate could be working right now. They could be holding the people responsible for this chaos at the capital that they could be held responsible right now, But senators are home so House Democrats not not thrilled with the timing of all of this. There's also concerned that Holding the Senate trial after Joe Biden is inaugurated might make it more difficult for Joe Biden to past parts of his agenda, You know, confirm some of his Cabinet members. He's gonna have a lot to do in his 1st 100 days. And if the Senate is consumed with the impeachment trial that's gonna suck up a lot of oxygen so that You know, And that could have been part of the reason that we didn't really see a full endorsement of impeachment from Joe Biden, who initially, you know, didn't say he was against. It certainly condemn the actions and said he wanted everybody to be held accountable. He condemned President Trump. But he also seemed to indicate at one point that maybe it was best for the President Trump, you know, just finish out his term. Hey, did Joe Biden did release a statement yesterday kind of praising the house and, you know, essentially saying that that they had done the right thing, But that is going to be a concern for Democrats. This feeling that the Senate might have too much on his plate. If they're having to deal with confirmations and legislating while at the same time figuring out the seven trials, you know, and as I was wondering, maybe it's because of the business that we're in you and I being in broadcast, but So much of our day, our our work day and and probably following us home around the first impeachment. See, made it seem like a really grand event. You know, we devoted a lot of broadcast time to it. How is it gonna be different This time, though, Like you say, it's gonna be a really busy time not only for the president coming in, but for a lot of journalists and people around the country trying to find out what's new in with the new White House. You know, it's funny. I have that same feeling When I got home last night. I remember last time around. I always spend you know, hours and hours talking about this. That book the lead up to the actual vote, all that the hour long hearings and how the process dragged on for weeks and It happened so quickly. We barely a timeto realize it. It was happening yesterday. So yeah, it's a very different time. I think part of the concern with impeachment being fast tracked and with, you know, the Senate taking up the trial after Joe Biden is inaugurated is that they're gonna be essentially holding the trial for a president who is no longer in office. And that's never happened. I think part of the concern on the Democrat side is that there might not be enough energy enough momentum to convict the president. "Around the world in the nation in here locally, I'm Rick Fan sites along with ELISA Jaffe, Our editor, Jeremy Greater, and House Speaker Nancy Pelosi is now signing the article of Impeachment, accusing President Trump Of inciting the violent protest on Capitol Hill. Last week, more than a half million people in Washington and Oregon plunged into darkness by last night's deadly windstorm. A woman was killed in Spokane when a tree fell on her car. Impeachment of President Trump became a bipartisan effort. Representatives Dan Newhouse and Jamie Herrera Butler, both Republicans from our state, voiced their support today and as delicate terra in D. C. Covering this for ABC News. She spoke with co most Taylor Vance ice. That is, Are there many other Republicans voicing support for impeachment? Even if maybe they haven't voted for it? No, the majority of House Republicans were seeing are condemning the president, condemning his action, condemning the violence. We saw play out of the capital last week, but they're also for the most part, still opposed to impeachment. They're making the argument that they feel the focus should be on unity that impeachment is too divisive and they're saying that this process was rushed. Democrats are countering not by saying, We cannot unite the country until we hold those who were responsible for the capital siege. Accountable, And they're also saying that they're rushing the process because the president is is dangerous in their view that he poses a threat to democracy, and for as long as he is in power, he could pose a threat to our institution. So that's why they're saying they're fast tracking this this process impeachment what was going to pass even before Republicans said they would cross the aisle. But what's the future in the Senate? Is there gonna be pretty busy over there on that side of Of the U. S. Capitol, trying to confirm members of the Biden Cabinet, right, so fascinating to watch what's going on in the Senate. There was a story that came out actually late last night, broken by The New York Times that Mitch McConnell is reportedly pleased with this impeachment effort, and that he might actually be on board that he views impeachment as a way to purge the Republican Party. Of Trump he today without if he had made his mind up, he said he hadn't decided. You know which way he would vote, which is different from what he said again. Last time around, he was asked about impeachment last time around. It said he was not an impartial juror and that he would be coordinating with the White House. This time around. The headline is that he's not shooting it down. He's saying he hasn't made his mind up, which means he is considering it. So that is fascinating. The timing of that story breaking in The New York Times yesterday was interesting. There was some speculating that that was done on purpose to free up. Republicans in the House to be able to vote for impeachment if they felt that that was warranted. If they feel that they have Republican leadership in the Senate on their sides, and that certainly kind of frees them up to vote, their conscience on Bill, See what happens on the on the Senate side, Mitch McConnell was also asked in terms of the timing whether he plans to reconvene the Senate before right now, the Senate isn't supposed to reconvene until the 19. He said he would not be do not so the trial will likely start. No. After Joe Biden is inaugurated, which pose another that of issues. That means the Senate trial is actually going to be conducted by the new Senate. So that's something else to watch. There's gonna be a democratic, You know, they're gonna be a 50 50 with these recent Democratic gains in Georgia. That, you know, tips the scales in favor of conviction. Well, we'll see. They'll need two thirds of the Senate to convict President Trump but interesting to note that yet many Republicans feel that impeachment would be a way to get rid of President Trump. Because if he is convicted by the Senate cannot run again in 2024, baby season as delicate Terry with us on Come on, you And that has come most Taylor Vance ice When I remind you to join us tonight at seven o'clock, we will have a full hour looking at today's impeachment vote, and what's next? All eight of Washington's congressional Democrats and both senators are calling on the Cabinet to invoke the 25th amendment. Anjali says he was appalled to see the mob inside the Capitol, calling it an insurrection and we need to go to the heart of that insurrection and remove that cancer. And that means the president of states he's calling for Trump to step down or have his Cabinet invoked the 25th amendment or have Congress immediately IMPEACH the president. Trio of police accountability bills will be among priorities for Democratic state lawmakers in the upcoming session. Here's comes Ryan Harris with detail. The first bill would require officers who see their colleagues using excessive force to step in when I asked Democratic State Senator Monk a Dhingra if police don't already have that duty, she said, from a young age were all taught not to snitch. But that's changing. Arranging our Children to Latin adult know when they think someone is in trouble, so that culture is changing, innovate, deliberate manner, and so I think we have to change it in the deal. Brick manner in our law enforcement as well. Republican representative Gina Mas Brecker agrees with the idea. Police have a duty to intervene. Unfortunately, there's bad police officers and they absolutely should be held accountable for their actions. The answer isn't not to defund them is to support them. The other bills would create a statewide database of cops whose testimony has been questioned for its credibility and the process for state auditor review of deadly force investigations to create more transparency.
