"You don't speak our language. We're going to put tax on their hospitals and schools and housing and other public services. That's what Bernie Marino was arguing. I will come back to that. Let me go back to something you were in the forefront of killing off the attempt by the reconciliation bill to do away with stepped up basis, because Arkansas farmers and foresters and people across the country were deeply concerned with this. Now it turns out that Ron wyden and his team are drafting some kind of a law about unrealized capital gains. Allegedly only for billionaires. And they say only 800 people will draft it. Well, putting aside the merits of the argument and I don't think they're very good of ever to tax unrealized capital gains. What is your level of confidence in their effective legislating so that unintended targets aren't hit by this? Zero confidence in the Democrats ability to draft a highly complex novel tax on the fly just to satisfy their desires for three and a half $1 trillion from breakfast news. To make it concrete you for your audience and unrealized gain is when you say buy a stock in January at a $100, you hold it through the end of the year when it's selling at a $150. Now the government's going to say, oh, you have $50 in game. You have to give us 14 of those dollars as taxed, even though you don't have the cash. Of course, people are very rich, often shipped out of assets or tax, chips and assets aren't taxed. So you could expect to see millionaires buying up private islands and horses and jewelry and paintings. I guess if they're going to be buying paintings, that's probably good for Hunter Biden though, so there's one upside. My wife's new tax. But here, this is just related camel's nose under the tent. They're not going after 700 billionaires in America. They can tax them all they want in the end is not enough to satiate their desire for more taxes to spend on more welfare. They want to get this tax written into law. So in the future, they can start dropping it down further and further and further and further until they get to what they view as the goal with goose, which is your 401k plan. And this is so smart. This is exactly good enough for millionaires. It's good enough for your 401k and they're going to start taxing your 401k each year like you pay those taxes on what you're putting aside for retirement. Unrealized capital gains is the same for everyone that they say it's a limited by income. It will go the same way as the income tax went. Started with a little income tax on the wealthiest people. It's now on everybody's back. If unrealized capital gains are taxed, it will expand to everyone not billionaires. It is the camel's nose. Only I don't think they're even going to be able to write the law. Senator because it requires confidence to write a law like this and they won't show anybody. When do you get to see a draft last question? And it's a good one good sign of that is that the democratic chairman of the House ways and means committee. Richard Neal, who's been writing tax laws for 30 years in Congress, he opposed it in part because it's a highly complex effort to write an entirely new kind of tax into the law and the Democrats are doing it in secret on the fly while they're trying to juggle another $4 billion of spending. Solely because they want that spending. So even if they do get it passed, one is probably going to have massive unintended consequences for our economy and for jobs. But two, it's probably going to be struck down as unconstitutional as well. This is the kind of taxing power that has reserved to the states and our system of government and the federal government has never had the power to impose this kind of tax. Senator Tom cotton on that note, thank you. You were right. I was wrong. I should never underestimate the perfidy of legislative efforts by Democrats..

"Nation now calm and we will further our coverage in the next hour and now to the other big story tonight. Unemployment benefits helping millions of American families stay afloat during the pandemic are set to expire at midnight tonight to programs that expanded jobless benefits are scheduled to end if President Trump doesn't sign Congress is massive end of the Year Cove in 19 relief and spending Bill. He's digging in his heels, saying it's not enough for struggling Americans. In a tweet earlier today, the president repeating his call to increase stimulus checks to $2000 from the quote, measly $600 in the relief bill, and also taking aim at what he calls pork in the $1.4 trillion government spending Bill. House Republicans rejected the idea of an increased during a rare Christmas Eve session. The bill, which had one sweeping approval in the House and Senate this week, also provides an extra $300 per week in unemployment benefits after spending time with the president at his Mar, a Lago resort in Florida, South Carolina Senator Lindsey Graham tweeted that the president is more determined than ever. President elect Joe Biden, calling on the president to sign the bill, saying in a statement. Quote DeLay means more small businesses won't survive this dark winter and quote Americans face further delays in getting the direct payments they deserve as quickly as possible. House Ways and Means Committee Chairman Richard Neal also weighed in saying, quote. Failure to avert this benefits. Cliff would be devastating for struggling workers and their families. There is another growing concern and eviction moratorium set to expire at the end of the month. Relief bill would extend that moratorium until at least the end of January. And joining us now to talk more about the day to day impact of this stimulus stalemate is Mark Hamrick. He is the Washington bureau chief and senior economic analyst for bankrate dot com. Thank you for making the time for us tonight. Good to be with you. Thank you. So how many people will be affected if the special unemployment does not extend past tonight? Well directly. 14 million Americans are set to lose their unemployment benefits that were created under the cares act earlier this year, But I would argue the entire country stands to lose if this measure is not signed into law because economists believe that For the most part, this is what stands between the risk of another downturn in the first quarter or keeping the economy above water. So what happened to compromise here? Both Democrats, Republicans obviously have complained that the legislation isn't what they wanted. But at least it's a little bit of relief for Americans who are desperate right now, when it comes to the art of the deal of negotiating in Congress, isn't it expected that the final outcome? Won't be exactly what one side wants A seldom do. We have remarkably elegant solutions coming out of Washington, D. C not far from where I live, but something is better than nothing And nothing is unacceptable and to have 14 million Americans essentially not know how they're going to pay bills. As of tomorrow, I would argue is unacceptable. It's unacceptable to allow the economy to potentially crater again in the coming three months when we know that the vaccines are the solution. Not only To the health crisis, but to a healthier economy. We're so close and to allow this to happen now is just another bit of heartbreak and Ah, heartbreaking year. Yeah, we talked about the people waiting for unemployment benefits and families. But this will trickle down to all facets of the economy. Right? What are some of the other parts of the economy? This would affect that we don't often think about maybe right off the top of our heads. Well, essentially first of all, think about the fact that we have those 14 million Americans, You're gonna lose their benefits. But those who still have benefits would get the additional $300 a week in the extended benefits that goes on through early March. There's the evictions moratorium that goes away s Oh, there's a lot of steak here. There was to have been also more funding for the distribution of the vaccines. We all need that there is extended food stamp benefits. We've seen the lines all across. The country of millions of Americans who are at risk of losing access to the meals that they need to put on their table. So the president wants these checks going to Americans to be bigger. He's also complained about the pork in the bill. It's true that every big piece of legislation like this has pork in it. But does the president have a point that Americans are in dire need right now, and that $600 may not cut it and that maybe we shouldn't be channeling money into Pakistan and having Dalai Lama be a part of this Bill education about fuel containers, etcetera. Well, the president was missing in action. Then, when the Congress passed the budget that he submitted to them. It was his Treasury secretary who basically come up with the idea of the $600 rather than the 2000. The president now says he wanted. So where was the president? When his Treasury secretary was negotiating this? It's a little like Lucy and Charlie Brown with the football the footballs out there ready to be Kicked. All the president needs to do is sign and unfortunately he's taking the football the way he's taking checks away from Americans and really what this isn't going to be. The difference between people being able to put food on the table to stay in their homes were not. So let's end with a little piece of practical advice and your experience. What's the best way to address the possibility of losing your benefits with your creditors? First of all, you need to make sure that you're not going to lose your benefits. Or if you think you are. This is the time to basically be all hands on deck. Haven't idea about what your budget is and then make sure that you're in touch with your creditors. If you're going to, perhaps Mr Rent payment or mortgage payment, do not go AWOL communicate aggressively in a helpful way. But to let people know you're struggling because you are not alone. And we'll hope that this a bill does get signed, Mr Hammer. Thank you very much for joining us tonight. Thank you. Learning the new, potentially more contagious Corona virus. Trump's ambitious infrastructure vision faces Senate GOP roadblock

"President trump faces a clash with Senate Majority Leader Mitch McConnell and other Senate Republicans over the president's desire for a two trillion dollar infrastructure spending bill something he promised during his twenty sixteen campaign what's going on here here to explain is Alex Bolton senior staff writer at the hill Alex set this up trump earlier this week in Dorsey two trillion dollar infrastructure package of member during the twenty sixteen presidential campaign he blocked his opponent Hillary Clinton formally proposing something like two hundred seventy five billion dollars for sure after trump one thing big old robot that failed to materialize during its first three years in office now he sees an opportunity on on Twitter earlier this week you need to call in dollars but that is facing opposition from his allies in Congress Senate Republicans Mitch McConnell the Senate Majority Leader he's putting the brakes on a package that is emerging from the house he said look we need to wait for me to figure out what we need to do it would first need to address the direct economic fallout from the across the borders the crisis before going on to sort of more tangentially related policy priorities which is what infrastructure is yeah you said the the phrase there is tangentially related I guess Augustus of an infrastructure bill would had some benefit or spur vide some help to the economy during the pandemic well I mean we just are I mean just this week or more than there are more than six billion unemployment claims this is a an all time record on top of that more than three billion last week so in two weeks we'll see ten million claims for unemployment benefits that is the sky high record shattering all previous records so I think the thought or discussion right now this marks the record is that the need is going to be more media more acute than anything that two trillion dollars in infrastructure can address I'm sure instructions nice but we are in a crisis right now people need money to pay the bills pay the rent for groceries is infrastructure projects that said take an introduction you can take a year to two years perhaps longer to get the money on the economy that takes way too long and you know they remember the lessons from the two thousand nine American recovery and reinvestment act passed under president Obama during the last financial crisis that took a long time for those benefits to matriculated in a bombing that a lot of heat for the economy taking so long to respond speak with Alex Bolton senior staff writer at the hill his pieces called trump's ambitious infrastructure vision faces Senate GOP GOP roadblocks so at this point even though infrastructure might be beneficial to members of Congress coming up for election in November phase four of a relief for stimulus bill it might be more likely at this point well if the question is what's going to be in the face for stimulus bill and Nancy Pelosi the speaker and co chairman of L. conference calls this week saying they want infrastructure would be a major major component of that space for bill now what Senate Majority Leader Mitch McConnell says that look this this is hello C. subscribing to the attic you over Obama Kerr chief of staff Rahm Emanuel bill number never let a crisis go to waste in other words you can use the crisis to achieve policy goals that you have been able to previously the instructor kind of falls into that category now only people she bills the president this is an opportunity to get a break through something that they've long wanted immediate pressure talks going on well before the coronavirus crisis and so I just think right now we're gonna include top sellers will consider it to be wrong with it because while it there are potentially long term economic to be sure to package it really doesn't address the immediate economic fallout of this coronavirus cases which as I mentioned has created a ten million unemployment claims in two weeks what is our treasury secretary Steve Mnuchin say about all this he seems to be the go between between say the White House and Congress these days well I mean he said in a recent television interview that he's at the grocery store Richard Neal with democratic chairman of the house ways and means committee and eagle east twenty to move forward so he would like to get this done and he doesn't need to have a bit of problem debt Republicans in Congress to do what I eat all you know that during the negotiations of the packaging to truly dollar perhaps two point usually about package we'll see what the dust settles when those negotiations were going on if some Republicans were critical writing we wonder what she'd do to this plane for

U.S., Canada and Mexico sign agreement - again

"You house Democrats are eager to show progress on something other than the impeachment inquiry just an hour after unveiling the formal charges against the president house speaker Nancy Pelosi announced a deal he said Democrats had reached an agreement with the White House on an updated trade pact with Mexico and Canada this is the day we've all been working to and working for on the path to yes that yes on a new nafta marks a rare moment of bipartisanship in a deeply divided capital as NPR's Scott Horsley reports for the trump administration getting Mexico and Canada to sign a new trade deal was hard enough winning support from house Democrats may have been even tougher house speaker Pelosi says her party went along only after the new nafta was modified to include enforceable protections for workers and the environment there's no question of course at this table image is much better than nafta it is infinitely better than what was initially of proposed by the administration Democrats also insisted on stripping out of the trade deal certain patent protections which they called a giveaway to big pharmaceutical companies house ways means committee chairman Richard Neal says there were a lot of hard fought negotiations with the White House I think we set a world record for hanging up on each other myself in the trade rep but at the same time we also knew that this was an opportunity that we couldn't let get away from us Neil says the talks came to a head this past weekend the Massachusetts lawmaker was watching the New England Patriots quarterback Tom Brady when he was interrupted by a phone call all of a sudden I looked at my phone and said hello see for caller ID long wisdom tells me hello Brady take the call as final details were ironed out Neil was also in regular contact with AFL-CIO president Richard Trumka who checked in from a hunting trip Trumka endorsed the agreement after promise of factory inspections if necessary to verify compliance in Mexico his union backing is an important green light for congressman Neal and his fellow Democrats but this is more than a triumph for organized labor it's a triumph for workers everywhere across America it's also the first major trade agreement for the president who spent much of the last three years disrupting international trade at a signing ceremony in Mexico City this afternoon US trade representative Robert light Heiser hailed the agreement as a win for all three countries and if something is going to base North America Richard is going to make America rich rich could make Canada richer and it's going to make Mexico richer the new agreement which trump calls the U. S. M. C. A. provides important updates for things like digital commerce that barely existed when after the fact a quarter century ago it also requires car companies use more north American parts if they want to sell cars here duty free and includes a sixteen dollar an hour minimum wage for some auto production that could shift some manufacturing from Mexico to the US and Canada on the whole though the U. S. M. C. A. is more of an update to nafta than a wholesale replacement it's estimated increase GDP by only about one third of one percent Christian G. check of the center for automotive research has what the deal does do is avoid the hit to the economy that would have happened to trump made good on his threat to scrap nafta with nothing to take its place it means an end to uncertainty around what the future trading rules will be in North America the agreement also gives house Democrats an accomplishment they can point to other than the impeachment inquiry that's especially important to moderate lawmakers from swing states like Cindy actually allow farmers in her state depend on a continued flow of north American free trade I'm very happy to see where we're at with this and
