"Welcome to Illinois, news networks, Illinois Infocus cross talk segments. Publisher of. By Dan Michaela, bar executive editor. This is the portion of the program where we talk about the news behind the headlines and offer some insights as to what's going on in shaping the news in Illinois, Dan. Welcome. Our first I together of the year. Yeah. You're welcome to two thousand nineteen. We've got a lot of things to talk about. Let's let's start with the story that we published on New Year's Eve that I think is maybe one of the more important pieces. They don't news network has worked on in the last few years, certainly in the time that I've. Worked with with. I n that's the Chicago gun. Crime stories is a product of twelve month investigation into gun crimes that occur within the city of Chicago. Who commits them what happens with them with regard to adjudication and in and the, you know, the key learnings in statistics behind the news. Why don't you tell us about the about the store? Yeah. This is an ongoing investigation. We expect to. Deliver several more stories based on our data in our investigation. Obviously must you live in a cave. You know that gun violence has been an epidemic in Chicago for decades. Now, the last several years in particular, there's been a national focus on it. So what we wanted to find out wanted to learn what happens to folks who are charged with was gun related crimes. Everything from motor to aggravated assault armed robbery down to being in possession illegally and possession of a firearm because your. Convicted convict, and what we did is we decided to focus on two thousand fourteen and the reason we went that far back is we wanted. We wanted outcomes outcomes wanted to examine outcomes in the court system. So we started with early last year as we found freedom of information act requests for information with Chicago police department asking for. All their documents related to arrests. People who were arrested charged with crimes involving guns. And that in itself was a major that took months to get all that data back. And that's when we got when we got that data back. We took that information too. The circuit court in Cook County. And we cross check the arrest reports with the core files to see you wear. These folks who were arrested and charged with crimes were they were one of the take one step back in two thousand fourteen in Chicago. There were four hundred and ten total homicides. Those three hundred seventy two of them involved. The use of a fire we were exclusively focusing on gun related crimes. So all those seventy two there were ninety nine arrests on homicide charges on one of the things that shocked me was there's ninety nine people on the court system charged with homicide first degree murder. Using a gun. Forty percent of those cases were may not resolve. Now, it's five years almost five years later. It's a fascinating look into something that is part of the public discussion. And I think that people sort of, you know, feel like they can speak to it specifically. But I think when they typically do in the conversations I've had these conversations are far more general, and I believe that were actually shedding some light on what's really what's really happening there. And it's a it's been a terrific journalist endeavor. And I'm I'm I couldn't be happier with the work that you guys doing on that I really look forward to see what's gonna come out in two thousand nineteen. It is sad. I will go back to something that you notice that we are talking about twenty fourteen data a lot of people live their live their lives or have this perception thinking that near the real world works like an episode of law and order, you know, where a crime a heinous crime. Crime is committed in this case, we're talking about gun crimes, and you know, within a short period of time in an hour's worth episode. You have a conclusion, and that's simply just not the case clearance rates in city, Chicago particular have come into command Hebel heavily has been heavily criticised. And and but yet as it is no small task to to solve this type of crime here or anywhere else and closing note on this this the sad truth. That was the sad truth is is that this done violence is is happening. Profusely in Chicago. But the other side of it is the vast majority of the perpetrators of the folks who are committing these crimes. Getting away with it. So so more to come on that in twenty nineteen and it's gun crimes. Enterprise stories there there. I I really I can't wait to see him. Great data. We're gonna put some names and lives to the to the to the news. That'll be fantastic work to calm. Illinois municipal league has a training session. Each fall and invites. Elected officials and appointees from around the state command for training what they call it. Illinois, news network started report about the costs associated with this. And with the start of the in two thousand seventeen. So this is a story that we I wrote about in twenty eighteen and we wrote about again in two thousand nineteen the story in twenty eighteen about the twenty seventeen I l training was that a significant amount of money was spent in ordinary, and in some cases, and twenty are twenty one thousand nine story. Our most recent published story, Dan, what's the latest anything any any learned lessons from the previous year? Yeah. There's actually there's actually a bit of good news in this year's. In this year story some governmentals learned their lesson. Sadly, they had to be shamed. Into it by by last year's investigation of of the money. They spent the tax payer money. They spend attending the Chicago three Chicago conference. But we. We filed freedom of information act request with the worst violators last year, the ones who spend the most money on staffers and four of the five worst violators from last year actually significantly reduce their costs this year. So. Shoutout to news network reporters for holding these government officials accountable and ash and actually changing their be eight as I said four of the five cities that spent tens of thousands of dollars on sending. City council members staff to Chicago for essentially a free-for-all significantly reduce your cost. Now that said there are still some communities out there that are still still spending probably more than they should have taxpayer money. Money's on these on these outings, but we're going to continue to hold them accountable. I appreciate that. And then I think that's a good story. And it's the kind of reporting that needs to be done in the state and what makes that series? Well worth looking at for for our readers. Is the regionalization of it. You can take a look and see what's happened in in your town or towns nearby, you give us some idea of what's really going on how your tax dollars being spent. We're getting ready for the start of the general assembly. So it's all the sudden, you know, it's new year. Governor elect Jay Pritzker is going to be sworn in. The new legislature is going to be sworn in a one of the more interesting stories. That's that's come ahead of the. Is the outspokenness of newly elected rep from Naperville this democrat by the name of an Stobbe Murray. And she in the same day said that she's going to run in twenty twenty four Senate. Dick, Durbin see also a democrat. But beyond that said. She's going to be filing EEOC complaint with the inspector general the legislative inspector general regarding the conditions of work at the capitol. Dan, tell us about that. This is another Ryan story for them from the past couple of days. So and Murray who's a newcomer to the state political scene here in Illinois from the suburbs. As you said, Naperville ran for election last this year excuse me last year for the November midterms first time candidate for state rep and key campaign. One of her campaign promises was that she would not support longtime speaker of the house, Michael Madigan, four speaker it next week all house members vote on who their leaders going to be the overwhelming favourite is going to be Michael Madigan and factored likely won't even be another democratic candidate Democrats, of course, have a super majority in the house well in the weeks, and she won her election. She saying now that. Several of madigan's female tenants have been pressuring her to change your mind on that and devote four Madigan. And she says the pressure has been so severe that it's borderline on its Rasmi. She's not look forward to serving. In that kind of environment over the next two years as Reno Scott Murray was the first state Representative in forever to not vote for speaker last time around and he's no longer. He's no longer an elected official. He got bullied essentially out of office. Yeah. And it's a fascinating fascinating way. For her start in a very very interesting, political strategy broke right out of the box, establishing yourself as independent of of of Mike Madigan, and and and certainly the sort of the pack mentality that exists in the. Excuse me in the house down one one last thing that is just sort of his kind of thinking about this cleanliest stories, we've actually been you know, typically the end of the year, the beginning of the new year is an odd time for news. We've had no shortage of stories to to write about. And I think the work that we've done in the past week has been frankly about standing between the gun Christ story, the IM L story is government consolidation. So the the headline on this is essentially are seven thousand units of government in the state of Illinois. It's tremendous amounts two thousand more than the state of Texas has our story appropriately noted. There is a movement afoot per this new law to allow municipalities to. Effectively eliminate layers of government. This has been in place since two thousand thirteen when I granted to dupage county. The biggest issue with the law as it's before was that it was a lengthy process and the new piece of legislation that was approved and passed in two thousand eighteen goes went into effect on January first allows for an expeditious route to consolidation key toss a little bit more about that. Sadly, these are these are baby steps. That the legislature is taking an they're essentially going one community at a time. Hopefully over time the these consolidation efforts can expand. So. As you. As you noted. There's almost seven thousand units of government in Illinois, everything from cities and villages to school districts and park districts and mosquito abatement districts, it's in town ships. Of course, it's it's it's insane. And of course, he local officials who are elected to office in these in these units of government are very protective of their territory and fight consolidation tooth and nail on every front. So when. When there are candidates who are these local offices who are interested in consolidating local governments because there's too many it costs too much taxes are out of control in Illinois in part as a result of it. When they're when they're out candidates who are elected to local office who want to consolidate local governments they go to their state legislators and lawmakers a pass legislation that's effective essentially only for their their communities that allows consolidation. If voters there agree to it. So so yeah. Last legislative session. The one piece of legislation. You referenced allowed do page county voters to consolidate a number of units of government in their communities more quickly. And then in in lake and some other counties, MC, lake and McHenry counties their legislation passed that allow the consolidation. If voters approve of township road districts within townships, what do you think the best case scenario for action on this? On this legislative opportunity might be we have seven thousand units of government now. We have this conversation say you're a year from today. Could could the people who are now here in Illinois? They expect a ten percent increase in the number of districts a five percent decrease. Is you have any sense for sort of what the implementation might look like? Now, you're talking about less than one percent increase. What needs to happen? In Illinois is. Candidates who were all in on consolidation. Need to step forward and voters need to elect end office, and that's at the local level and at the state level until that happens. You're you're only gonna seep minor incremental consolidation of governments. That's not exactly encouraging, Dan. No, no. It's not particularly for for for taxpayers who are overburdened by among the highest property taxes. In the country and. Overall state and local property tax burden that some say is the highest in the country. Well, I'll tell you. It's always a pleasure to talk with you. And I do appreciate the time. That's unfortunately, the one of the prices that we all pay. And so no the issue of privacy in this case goes out the window. He's not entitled to privacy at this point. Tim cook says defiantly his company will resist the federal judges order to access encrypted data hidden on a cell phone that belonged to the terrorist. Couple Malik Faruk whatever who assassinated fourteen American citizens in a blood fest in San Bernardino last year. Now, why would he do that? He knows that the American people are worried about the next terrorist attack. He knows that the F B I could probably find some of their accomplices if he helped them break, the encryption and yet he says, no so many of the leftists are saying. Yeah, he's right right on he's protecting our privacy. Well, there's a couple of problems with that argument. First of all the phone was not owned by the individuals owned by the county of San Bernardino. That's number one. It's a it's a company phone. Secondly, apple normally complies with law enforcement when presented with a search warrant or judicial order. But in this case, not so why are they aiding and abetting why aiding and abetting the terrorists? I mean. How else do I put it? Why they let's put it another way. Why are they blocking the FBI access to who who was called during that that chase? The government has been unable to complete the search because it cannot access the iphones encrypted content. Only apple has the exclusive technical means which assist the government and completing at search. Well, that's interesting unto itself. So all of your privacy fanatics out there.
