order aimed at curbing police brutality by directing federal dollars to those police departments that meet certain credentialing standards on the use of force the executive action also makes it harder for those officers with a troubled history from getting hired by other departments Christina understood reports president Donald trump's executive order on safe policing for safe communities creates a database tracking firings convictions and civil judgments against law enforcement officers for excessive use of force vice funding for social workers to accompany police on non violent calls involving mental health addiction and homeless issues it also leverages federal funding to ban a controversial and deadly technique called the chokehold as part of this new credentialing process kill calls will demanding Schumer echoed the sentiment of senator Dianne Feinstein who speaking at a Senate judiciary hearing on police reform slammed the trump administration for overturning several actions under the Obama administration that occurred in the wake of a police killing of a black man Michael brown in Ferguson Missouri trump administration lifted president Obama's ban on the transfer of certain military equipment to police departments that ban was put in place by president Obama consistent with the task force is finding that the use of military style weapons and riot gear escalated tensions between police and the communities they serve the trump administration has similarly abandoned the use a pattern or practice investigations to identify and remedy systemic problems within police departments Feinstein says the Obama administration open twenty five investigations into police misconduct that led to fifteen consent decrees instituting specific reforms to change police culture the trump administration has opened one California senator Kamala Harris called president trump's executive order watered down and praised the justice and policing act a bill that Democrats have proposed in the house there are thousands of people marching in the streets in fifty states demanding meaningful change the people are demanding action they're not marching in the streets for water down proposals that won't hold any officers accountable and there is nothing about what the president announced today that would hold police officers who break the rules and break the law accountable the only way to meaningfully access police brutality is through comprehensive reforms including reforms to hold bad officers accountable for misconduct the justice in policing act is certainly not the end but the beginning of a stamp wishing national standards and accountability for police departments Republicans are slated to enter dues competing legislation this week as Democrats are slated to vote on theirs they need a good job president and CEO of the leadership conference on civil and human rights ticks off a list of recommendations that Democrats are including in the justice and policing act creating a national standard on the use of force prohibiting racial profiling and requiring robust data collection banning the use of chokeholds and other maneuvers that cut off blood and oxygen ending the militarization of policing in the use of no knock warrants especially in drug cases strengthening federal accountability systems and increasing the justice department's authority to prosecute officers under the color of law creating a national police misconduct registry and ending qualified immunity the Democrats bill which originated from the congressional black caucus would also do away with qualified immunity to make it easier for those injured by police to seek damages in lawsuits but president Donald Trump is opposing qualified immunity and Senate Majority Leader Republican Mitch McConnell said the bill is going nowhere one Forsman also ticked off its list of recommendations for reform Steve kast Stephens chief of police from buffalo New York is also president
