S. energy officials put an estimate this week that they expect to see a drop around seven percent in emissions that's kind of about the same as we saw during the last recession but it's still very early to tell what the world's going to see and certainly we are adding plenty of carbon to the atmosphere in the meantime this was supposed to be a big year for international climate negotiations Hey is that all on hold while countries are trying to deal with the pandemic yes the answer is yes because there we had been a very big meeting planned for this fall you know countries are expected to get together and discuss new commitments to cut greenhouse gases because in the backdrop to all of this is that scientists are warning there's very little time left to limit emissions in a way that's going to avoid the worst effects of climate change so the meeting was planned for Glasgow Scotland in November but the U. N. has decided to delay it until twenty twenty one you know a lot of groups I've talked to are are supportive of that because you know one governments are right fully occupied with other things right now this global crisis and to you know the timing was actually kind of challenging before because that meeting was planned for literally days after the November election here so the idea of which administration was going to come into power is kind of making it very awkward for negotiators to figure out what's happening with the U. P. our conversation and our next question comes from Nancy in Los Altos California here where I live in Silicon Valley we are almost done with our fourth week of quarantine my family and friends and I have all noticed that there is amazingly fresh probably because exhaust fumes are so low is anyone tracking the effect that this quarantine is having on the environment and also how it informs the subject of global climate change thank you is it people's imagination appear looks clearer and Fluor I mean is this actually measurable at this point yeah it actually it is and and a lot of people reporting this you know like I said the first place we saw this was China and air pollution there dropped by about a third in February it's gotten a bit worse than St because activity has started increasing but we're seeing in the sea this in the U. S. to you know local air pollution is very dependent on the weather so it you can't really pick a single day and look out your window and say Hey this is do the pandemic but you know air quality monitors in Los Angeles have been showing very good air over the last week NASA is releasing data that in the northeastern U. S. you know nitrogen dioxide which is this pollutants from burning fossil fuels is down by about thirty percent so there's a real effect being measured feels almost a paradoxical that this disease that is having a such a a horrible impact on people's lungs might be leading to less air pollution which would have a good impact on people's longs ray and you know some people have said are we saving lives while so many lives are being lost and it's actually a really hard question to answer but you know one way that people have looked at it is actually through the Olympics you know in the two thousand eight in Beijing officials were shutting down factories and limiting cars to improve the air and so its scientists were studying you know can we see health improvements from the small temporary dips in air pollution and you know they did they saw improve cardiovascular health and some people mothers who had their third trimester of pregnancy during the Olympics actually had babies with heavier birth weights but you know at the same time there's a huge toll on public health happening right both corners people that have cove in nineteen but people may also be avoiding hospitals and doctors right and not getting the routine care they really need so it's really hard to say what the overall effect as you know early on in this pandemic there were a lot of hoaxes about wildlife returning to cities and our next question is about wildlife this comes from Laura also in Alaska my question is what effect is this virus having on wildlife I'm thinking about the fact that in many places like cities there are less people out and about and that means there's more room for wildlife are people seeing a change in the animals that they live near I am wondering about the animals that depend on people for food for hand outs like pigeons and other small birds and rats in a city we've only got about a minute left Florence so we may not have time for birds and rats but what can you tell us about other wildlife yeah there's a lot of anecdotal stories out there people are seeing coyotes walking down streets in San Francisco but I can say that site is really are starting to study this right you know if it's quieter there's less activity out there maybe birds are singing differently if there's less ships and cruise ships in the ocean maybe whales you know are singing a little bit differently because there's less noise for them to compete with so people are starting to really look at it I did see rather horrific article saying that in Washington rats might be trying to find their way into people's homes now that they don't have restaurant dumpsters to raid so let's just hope that that doesn't happen yeah it's for everyone's sake let's hope that as NPR's climate correspondent Lawrence.

Yeah actually it is and and a lot of people are reporting this You know like I said the first place we saw this was China and air pollution. There dropped by about a third in February. It's gotten a worse than San because activity has started increasing. But we're seeing this this and the US to You know local air pollution very dependent on the weather so you can't really pick a single day and look window and say hey this is the pandemic But you know air quality monitors in Los Angeles have been showing very good air over the last week. Nasa is releasing data that in the northeastern U. S. nitrogen dioxide which is this pollutant from burning. Fossil fuels is down by about thirty percent. So there's a real effect being measured. It feels almost paradoxical that this disease that has having a such a horrible impact on people's lungs might be leading to air pollution which would have a good impact on people's lungs right and you know some people have said are we saving lives while so many lives are being lost and it's actually a really hard question to answer but You know one way that people have looked at it is actually through the Olympics You know in two thousand eight. In Beijing officials were shutting down factories and limiting cars to improve the air and so scientists were studying. Can we see health improvements from these small temporary dips in air pollution? And they did. They saw improved cardiovascular health and some people mothers who had their third trimester of pregnancy during the Olympics actually had babies with heavier birth weights. But you know at the same time. There's a huge toll on public health happening right both people that have cove nineteen but people may also be avoiding hospitals and doctors right and not getting the routine care they really need. So it's really hard to say with the overall effect. Is You know early on. In this pandemic there were a lot of hoaxes about wildlife returning to cities and our next question is about wildlife. This comes from Laura also in Alaska. My question is what effect is this virus having on wildlife. I'm thinking about the fact that in many places like cities there are less people out and about and that means there's more room for wildlife. Are people seeing a change in the animals that they live near? I am wondering about animals that depend on people for food for handouts like pigeons and other small birds and rats in a city. We've only got about a minute left Lawrence so we may not have time for birds rats but what can you tell us about other wildlife? E-eh there's a lot of anecdotal stories out there. People were seeing coyotes walking down streets in San Francisco but I can say that scientists really are starting to study this right. You know if it's quieter there's less activity out. There may be burns or singing differently if there's less ships and cruise ships in the ocean. Maybe Wales are singing a little bit differently because there's less noise for them to compete with so people are starting to really look at it. I did see rather horrific article saying that in Washington. Rats might be trying to find their way into people's homes now that they don't have restaurant dumpsters to raid so. Before you answer the question I wanna ask you this before. We go too far about a too far away from it. Mentor was molested and he's very outspoken. As a matter of fact he's dedicated his life You were one of the most outspoken people that I've seen about molestation and I think that's a dark. What gave you the power to speak about something that obviously hurt you affected too so much because I'm not unique. That's not a unique story that that that runs through all communities it runs rampant. And because it's a secret and reading that script and playing that character it allowed me to understand. I was the last person he spoke to. So you get opportunity to see a lot of things Would that say is shaped me especially with having a dad who is a Saj as well. Fire couldn't control his temper. My mom is a libra. And you get a level of balance because you get an opportunity to say what side you wanna go with someone who is Unable to control their emotions or an individual who has to control their emotions and my mom would always have me. while we wait for the alive oral argument to begin a little more on this morning's Washington journal for a discussion on minimum wage laws in this country we're joined now by lower Huizar she's a staff attorney at the national employment law project before getting the minimum wage remind viewers what the national employment law project does sure it's there were a national advocacy nonprofit organization worry not non political organization and we focus on the the rights and needs of low wage workers around the country so I focus largely on minimum wage issues is it is it specifically minimum wage or what other topics you get into are we really address all kinds of issues that whether it's miss classification minimum wage wage theft in the enforcement of labor standards independent contractor issues all kinds of things that low wage workers around the country are facing a minimum wage is the topic for discussion twenty four states will have raised their minimum wage laws by the end of this year that's a record number in terms of states that are doing that why is that happening now that's right now that's not just twenty four states but forty eight cities and counties as well so we're seeing raises at the state and local level around the country and I think it's it's a historic number of increases in part because we've seen the fight for fifteen fight for higher wages since twenty twelve so workers came out on strike back in November of twenty twelve making the case for why at the current minimum wage was simply not enough and I think that argument continues to resonate with more and more workers and it's becoming harder and harder for workers to afford to live on lower wages than fifteen you mention the current minimum wage it's seven dollars and twenty five cents hasn't been raised since July of two thousand nine the chart there showing minimum wage raises over time starting back in nineteen seventy nine at two dollars and ninety cents an hour you're talking about the fight for fifteen are any of these states that are raising their minimum wage is this year these twenty four states close to that fifteen dollars an hour number a number of them are getting to it so in New York the state passed a statewide minimum wage a lot of that is being phased in gradually they're all phased in gradually and New York City will be the first part of the state to reach fifteen this year so they just got to fifteen California and other states are moving up to fifteen as well then we've also had ballot measures that have been approved with overwhelming support five orders and other states and those waiters are moving up to anything from twelve dollars to thirteen something and and above so gradually out a number of states are are making headway why fifteen dollars an hour I think that's the number that back in twenty twelve really resonated with workers as a number that would help them be self sufficient and really get enough from working to support themselves and their families so fifteen that are fifteen dollars an hour is about thirty thousand dollars a year and that's what we're seeing now will be about enough for a single worker in most parts of the country to make ends meet when you're talking about workers with families you obviously need even more and so fifteen is really that the starting point for the conversation and it's a number that I think now has garnered a large amount of consensus so we're seeing the push their lower Huizar is a senior staff attorney at the national employment law project it's an E.
