How you doing? I'm great. I'm great. How are you? Good. Eso you as a person that works in in what I would think is being part of thie. A crime law enforcement institution. How do you feel about this change in policy that we're seeing in places like Los Angeles, San Francisco Albuquerque, where first responders now might not be police officers. I am a little hesitant. I am a little concerned and I'll tell you what we've got to walk it all back. So there's a reason there's a reason law enforcement. The men and women and blue were called out to the social Service type calls, whether it be homeless, Instrumental health issues there. Having alcohol abuse, and that's because once policymakers asked him to do that, you know we the community after do that, But we also realized that they were the most equipped to do that. There is the feeling that you know, police in and of themselves bring the level of violence to a situation that otherwise would not be a violent situation that's not always true. We have seen time and time again, where what would appear to be a non violent interactions turns violent just due to circumstances and I fear that foot thing quickly. To this sort of, you know, let's keep police at home. You know they're part of the problem and let's push up descriptive social workers or community community workers may in the long run after extensive training. Be a good option. But right now in the immediate it's not a good solution. In my opinion, you are you saying we're being reactionary right now, you know? Alice and I, we all you know, assignation. We were all on the same page after the killing of George Floyd. We all I think it's the first time that I can remember that a vast majority of us but we need to do some. We need to look at reform. Significant reforms now. But I don't think this responsibly in punitive in nature punishing law enforcement, saying that they're the problem in full is the answer. And quite honestly, this movement to defund police. I can't tell you how many people say. No, but he's really come up just words really talking about the funding police, But now they are look at New York a $1,000,000,000 eventually cut from their budget l a 150 billion cup from their budget and go across the country. They are defending police and and what That means is they're shrinking law enforcement sizes, and they're also saying, But just throw these problems onto the back of social workers and community members, and it's not that easy. We need to really, really spend. A decade of building up social services, building up infrastructures within cities before we decide to pull law enforcement from these really, really, really difficult situation. Raina don't law enforcement, though, have a tendency to get bogged down with some of these calls where and even calls where I known some places nonviolent calls where it's just like neighbor disputes and things like that. Where they could actually be out. Taking care of people that have had actual serious crimes happen to them or were part of a serious crime. They could be focusing on those things rather than things that we as citizens might think. Well, that's kind of insignificant to waste an officer's time with Absolutely. And you'll see police unions across the country actually agree. Andi would like to see there are special for talking about cutting budgets. They'd like to see the officers that they have. Freed up to handle felony crimes. Violent calls really, really critical calls as opposed to, you know, coming to deal with the mental health issue. We're home this year. But my point is, we can't live from one to the other overnight and we've gotta had moved quickly to defund police to punish police too. Make them the problem where we really should say, Hey, wait a minute. We need reform. But we also need to be spending a lot of time and a lot of money on building up infrastructure's on equipping different people in the community to handle these nonviolent calls to be equipped if they should turn violent before we start pulling police back, you know, I think, you know, pairing on for some of the mental health providers a great idea. I just think it's a matter of three sources. I think we've just been too quick to blame law enforcement to punish law enforcement and in the end, we're not helping anybody and you bring up a good point. When you say resource is which equals money, which equals tax dollars because that's where these funds are coming from. So when you're talking about de funding police In part you're actually saying, OK, Well, we don't have enough money for the social services that we're talking about Creating, utilizing moving forward with right so that money has to come some from somewhere. Is going to come from the police budget because we don't like the police quote unquote right now, so it's going to come from their budget or Worst case scenario, taxpayers actually have to pay for it. And isn't that part of the issue that well, you have to get that money somewhere. And the convenient place right now is the police budget. But I'm not sure that one of the other and you know, you look a city budgets across this country, and there's billions of dollars more money often times poured into the social service sectors, the.

This is marketplace tech. I'm Tracey Samuelson in for Molly would. If you're a government day, the Chinese government looking to spur more innovation in your country. How do you do that you can think of innovation as a ladder of sorts? It might start with imitation. And then progressed you adaptation like tweaking a foreign idea to develop it for a local market. Finally, hopefully, you reach invention, perhaps even big industry changing ones. But the steps needed to climb that ladder can be elusive murky, and there's only so much governments can do says Regina abroa- me a professor at the university of Pennsylvania's Wharton school of business. I talked to her about China's efforts at state-sponsored innovation. It's something country. Can't cause to happen. It has to happen at a much more micro level, which is gonna what's the form of business organization in your country. Is it a collaborative is it a hierarchical places their scope for collaboration? What's the the nature of your education system? Are you teaching children to be problem solvers or are you rewarding? What are you? Awarding them for are you rewarding them for getting the answer's right or you're rewarding them for seeing something that you did wrong. But you know, I think we've I think we're at a point now where anyone who thinks that it's just about plopping cluster together meaning to say and China has lots of these right? Let's let's have one university in the next. Let's put a little tech park and extra. Let's do this other thing and magic show happen. It doesn't always work then then last, but not least. And this is not a trivial point you need a legal system where intellectual property is protected, right? Which is a chief US complaint about operating in China Raina, right? But it's not just us firms Chinese firms themselves also want to make sure that their IP is protected. It's interesting because the communist party's main in China twenty twenty five planets received a lot of attention recently for its attempts to you know, pick and develop specific Chinese industries is that type of industrial policy successful in fostering innovation. I think it's successful in fostering market leadership. Perhaps even market domination of a given sector within the Chinese context. And also potentially allowing for firms to compete in a way that gives them an advantage in the global marketplace. So it's not necessarily the case that industrial policy equals innovation policy. Yeah. So this idea of like, creative add patient versus a truly innovative breakthrough. But at a patient, you know is innovation. I mean, you know, as at the end of the day, this sort of hacking and making it work is a kind of innovation right? And certainly if we look at Chinese companies and their ability to sort of really target mid range markets, and how successful they've been in that space. It has been because they've been able to sort of make that those those adaptations that are targeted to our particular customer. They're trying to sell to. So it's it's not that China made in twenty twenty five has not succeeded in many ways it has. But that in an insane China the leading innovator in the world today. I think that we have to be a little bit more cautious on that front. Regina balmy at the Wharton school of business. Professor Rami made an important distinction. She said this isn't about the capacity of the Chinese people to be innovative. It's about the context and system they have to innovate within. Now for some related links.
