As long as we're on jobs as the secretary and i were there at the end this being thursday we got our regular update on first time claims for unemployment benefits this morning. A new low for the pandemic last week. Three hundred and sixty thousand people for jobless benefits for the first time once you get past that first application though you fall into the continuing claims bucket. That number was down as well but still more than three point. Two million people are applying every single week in this economy for jobless benefits katherine. Edwards is a labor economist. At rand we asked her what that number means to her. So i look at this number and think that we are basically on a deadline for these workers to find a new source of employment and one interpretation is that just the matter of the labor market producing job but the other interpretation is that's also a matter of the person feeling comfortable going back to work or being able to go back to work in the pandemic and so both of these things need to happen. A deadline menton at the beginning of that cut is this. You found continuing claims for unemployment benefits long enough. Eventually you fall into the long term unemployed category out of work twenty seven weeks more and as we've talked about that just makes it all the harder to get back into the workforce. That's when senate majority leader. Chuck schumer said this morning that he is going to start the actual voting process for the first of two big infrastructure packages. The white house wants to get done. One point two trillion dollars is the price tag on the first one three and a half on the second one and in a way if you stop to think about it that is how much money the white house and at least some democrats in congress think it takes to make this economy run the way it oughta so. We got commerce secretary. Gina raimondo on the phone to talk infrastructure and supply chains and what this economy needs to be able to do what they wanted to madam secretary. Welcome to the program. Thank you for having me so. Let me climb right in with the news of the day a tidbit from the federal reserve this morning about factory production. And i'll just read you the first sentence from bloomberg output a us factories unexpectedly declined in june against the backdrop of persistent supply shortages and soaring materials costs. You're in charge now infrastructure thing. What's the plan. Yes so listen we have a serious Of disruption in a lot of our supply chains which which. We shouldn't be surprised by riot because a year ago during kobe we centrally shut the economy down. And now we're trying to open it back up again so we are doing everything. We know how to do to reopen the economy and increase supply. Which by the will also bring down. Prices folks are talking about inflation so we got increase supply to bring down prices. You have said That our supply chains make us vulnerable that it is a national security risk. They are because there's more than one supply chain a national security risk and an economic security risk. I think that's right specifically round semi. You know everything we do. Everything digital requires semiconductors. Everything and we don't make enough semiconductors in america. We actually don't make any of the most sophisticated. Semiconductors and so absolutely we are vulnerable so right now before congress is a proposal to make fifty two billion dollar investment in semiconductor industry in america. Think i think it's fantastic beginning in. yes it is. Enough is enough to stimulate production of chips in america and nobody create a lot of jobs doing you. Let's talk for a second about the infrastructure plans that are moving through congress. I'm sure Use on your your packet of briefing materials that you got this morning as i'm sure every cabinet secretary gets That secretary that senator schumer's gonna put The first package. Bipartisan package on the floor of the senate. I think next week. It occurs to me that that Look four and a half trillion dollars. All in on both packages is a whole lot of money. Is it enough to an excellent question so first of all the greatness secondly this whatever comes out wednesday near after the product of compromise so it it is not all that the president proposed. But it's you know multi trillions of dollars. It will be the biggest bipartisan infrastructure. Bill ever in our country's history. So i Yes if we're able to land the plane on these packages it'll be a great day in america. I wanna talk about the second. Half of the of the biden administration's infrastructure plan There is there is the the hard infrastructure plan. The bipartisan plan including you know roads bridges broadband of concern to you specifically in your portfolio. But also the three and a half trillion dollar plan. That is geared toward what has come to be called the care economy. And you have said look competitiveness is. My is my remain here at commerce. And if we don't do the care economy right. Were not going to be competitive. So i guess my question and it follows on the question about whether or not four and a half trillion dollars is enough money all in what happens if we don't get the care economy right. That would be devastating devastating to the millions of women who work in the care economy many of whom work fulltime and our poor because they make so little it will be devastating to the millions of working women who won't be able to participate in the labor market because they can't find care for their and elderly parents or their kids. Every other major country has paid family leave. Universal public pre k. A better system of caring for elderly loved ones in their home. We don't we're behind. It makes us uncompetitive as a nation. And as you know as you've talked about women just got crushed during covid dropped out of the labor force like nothing we've ever seen. Millions are still out of the labor force. And i you know i. I don't know your personal situation. But i i've a ninety year old mother. She's wheelchair-bound Doesn't want to be in a nursing. Home shouldn't be in a nursing home and so we have a care team for her and it's even with awesome care team. It's still really hard to get it all together but my brothers work is a doctor. My sister's On the cabinet and that's like necessary. Well what we can do. So let me ask you this. Just as a as on the way out here You're a woman with an incredibly high powered job that takes probably twenty six out of every twenty four hours of the day. How much your timing right. i mean come on. it's true right. How much of your time and mental energy do you spend thinking about your mom and then translate that down to a woman making less than minimum wage Trying to get by. You know. I know honestly i do not know how women do it. It's a daily daily everyday. You spend some time thinking about it or trying to coordinate care or doing something. And i am super super lucky and by the way. Think about the women who provide the care you know we have to take care of van because they take care of our loved ones and they're in they're making like eleven bucks an an hour with no sick leave is if it's a very vulnerable system and i hope that congress can.

These are both incredible mazing. Well run companies but they also get so production capacity that they have they hit the entire world including demand from china that hits american companies extra hard because new of our businesses run on just in time ordering. They don't want to sit in a lot of extra components it just by the chips when they need them. That's a quick way to make money save money until it's a shortage. Now that's where we find ourselves. Our companies can't get enough chips because there's not enough. Production were wide and that lack of chips is hurting all sorts of manufacturing including the formation. Gm and ford now. There are two ways to approaches. We can throw up our hands and baked samsung taiwan semi to build more plants. That's been our strategy or anywhere for that matter or we can roll up our sleeves. Like operation warp speed. Remember today when everyone get tested raw. Got javert here can roll up our sleeves and get this job done ourselves. If we're supposed to be the most powerful country in we'd be able to manufacture semiconductors for heaven's sake it's our industry so let me tell you what needs to happen. You might not know it. They had machines that we need to make chips meaning while building gigantic simtek foundries can put more people to work and just about any other research project much more than a much than highway than a bridge. It's It's really quite simple. I'm concerned about where Joe Biden and his his appointees. They're going to take us on this whole thing that's based on Based on bad information. Quite frankly, man does not cause the temperature of the planet to rise and fall were way too small. Theo to do that. We can't possibly have that kind of effect on this, uh, on the climate of this planet when we've got that thing called the sun that That dwarfs everything. But at any rate, the new Commerce secretary nominee Gina Ray Mondo, Said she is open to raising taxes on the middle class, saying quote We need funds. President Joe Biden's climate agenda. We need funds now why? We need funds for that. I'm not sure, but we'll see. Her comments came in a nomination hearing before the Senate Commerce Committee. Earlier this week, and she said, We do need to meet the climate change challenge and we need funds for improved infrastructure. Better roads, safer roads, safer bridges, which also creates jobs, where we heard that before. Uh, fix the damn roads. So Raimondo, Uh says when asked about Transportation secretary nominee Peter Boot boot a judge's proposal the gas tax to raise money. For the spending initiatives, bigger gas tax, So you're gonna pay for it. Would look this a quote I would look to balance those interests than work as a piece of the president's team. Ra Mondo, The Rhode Island governor also said the U. S will need to invest in innovation and technology in our manufacturing sector. She didn't underst really explain what that meant. Stated objective of quote, re shoring factory jobs to the U. S. That sounds like former President Donald Trump. Quite frankly, the number of U. S manufacturing jobs a 12.3 million back in December. Not much change from four years ago, but you look two decades ago and we had 17 million, so we're way down from that number of manufacturing jobs. So there you go. That's just some of what's going on. Raimondo is proposing. We don't know how much or in what form this will be, but we've gotta have more taxes to fight climate change. Yeah, we gotta We gotta have more money paid to the government and that will that will really help us. Lower the temperature of the planet. Oh, of course it will. This is, uh, Joe Biden is further to the left. He has. He's totally caved to the left wing of the party. Some say it's because he's got Susan Rice so close to him. The The real brains, they said behind the Obama administration, and that she's having a big impact on him could be. We don't know that we're not there, but we will follow all those stories and watch with interest. What's happening, obviously because it affects us. And then when you when you hear that, the new commerce secretary Is already saying that we've got to raise taxes to pay for the climate change agenda. My question is simply what are we getting for those tax dollars? You know, we're a point where Americans have lost money. Because of the covered problem that we've got. We've seen businesses closed. We've seen jobs lost all across the country and and now you you want to raise our taxes to talk about to emphasize climate change. What are you going to do exactly? It's going to save us. It's going to do anything to benefit us. I don't foresee anything there and so, but that's that's coming out of this new administration and just get ready because he's gonna be a lot more just like that. It's it's turning out. As I said, Joe Biden is a lot more to the left and a lot more radical. Then that he seemed to be what everybody just talked about. That's just Joe. Now it's it's more than that. This Joe is is really going to press the pedal down on some of these issues like climate change. And it's gonna be it's gonna be big because it's going to reach into our pockets and really pay for nothing That is that is going to change anything on this planet or in space. We still don't have a trial date set a was charged in November with attacking a jail guard who investigators say told him not to drag his sandals. Sure, there's probably gonna be some what t shirt contest and that it's Fort Lauderdale. But at the same time, it's like adult spring break, baby. Like, why not you know, what I'm saying all that just shifted in that once because you know, it's not going to be in the by the end of his why not, but how can we get in a couple of days? My friends taught me into it. And I think it's almost just trying to trend adult spring break. So what if you're not in college more, you can still party? You're going to be like the old people bring break, I was telling my buddies. I think we probably could maybe the oldest people there. But at the same time, if we're not in the heart of it with all the kids doing the party and stuff like that. We're just hanging bag. So it's cool to do it. It's not that big of a deal. "Tony basketball on your Monday morning. It's January the fourteenth in for Saint saint-pierre Ron returns tomorrow morning. Well, facing the inevitable prospect of being circled by states that have legalized recreational marijuana Governor Gina Raimondo will propose this week that Rhode Island do the same. She says shall do this with reluctance, she's resisted this for four years that she's been governor. But now things have changed mainly because all of our neighbors are moving forward with legalization. The proposal included in her budget plan for the fiscal year, beginning July, I would create one of the most regulated recreational pot industry's in the country. The governor said aimed at reducing the health and safety problems experienced in some of the other ten states that have approved recreational use in recent years, while President Trump is popularity and his approval ratings changing by the minute. And of course, the government shutdown has changed law that let's find out. What's happening? We say good morning to Fox News is Rachel Sutherland. And good morning. Rachel. Hey, good morning. Happy monday. Well, yeah. And here we are in day twenty four with no end in sight where we're in uncharted territory. The US has never been here before with the government shutdown this long, and and we're seeing that Republican Senator Lindsey Graham that board with some kind of solution in that he would want to keep the government open for a few weeks. Let the discussions continue. And he says the at that point. If they can't reach his voice, and he says, Mr President go ahead and declare a national emergency. So that's where we are today. And we're seeing hundreds of thousands of federal employees going without paychecks. So. Tough time for a lot of people. And when you look at approval ratings, you look at Trump, and you look at the base, obviously, this was the huge campaign promise. Lot of the base went along with this at what point do people start to get a sense that some of the Republicans in congress start to go the other way with their constituents again people can have a viewpoint. But once you're you know, you're not getting paid. And you can't feed your family and times are tough things can change. That's right. There are some Republicans have been breaking with the president on the shutdown, but they're kind of the usual suspects that he choosing Collins of Maine, Senator Lisa Murkowski of Alaska. These are the folks who often break with the president. So you don't have you don't have Republicans yet in math saying, Mr President. Let's stop this. Basically Republicans are holding rank Mitch McConnell. The Senate majority leader has said he won't bring any legislation to the floor that doesn't have the hopes of a presidential signature. So. As far as the solution. I think that probably Senator Graham Lindsey Graham may have something here that may keep the government open for a little while we'll have to see it because this is really the first full week that congress has been back though, we turn today for the first full week since Democrats took control how and when we look at a, you know, a deal or concessions is there still do a lot of people still get a feeling that the president could just call the national emergency and not have to worry about congress. Idea. That's being floated around it is not without controversy. And it's not without historical precedent either. President Harry Truman declared an emergency in nineteen nine hundred fifty eastern to Korean war because the steel workers we're going to go on strike on either the strike, he addressed the nation and said, this is an emergency. We can't pull they needed bomb. He needed to stuff. So he he actually had a pretty good argument. And it went to the supreme court case called Youngstown, and then the supreme court slapped term and downers that you don't have the ability to take to seize control, the steel industry and the steelworkers ad. I think that the three days of striking. They weren't paying creases. This is this is decades and decades ago right to life is changed where to hold me different supreme court different the national emergencies act was passed in nineteen seventy six I believe so things have changed. But maybe they haven't taste that much because you have a precedent in law. That's why you may see the president. This hedging on doing this. Because the law may not be on his side. I'm not a lawyer. May not be on the side. And I think you raise a great point about this kind of being the first full week back for everybody. Maybe this will get to everybody together.
