"Is all things considered from NPR news. I'm Ari Shapiro. And I melted Chang. Your vote is secret, but the fact that you voted in an election is typically public record, so some people who falsely believe the 2020 election was stolen, have tried to audit the results themselves by going door to door in neighborhoods all across the country. As NPR's miles parks and Colorado public radio's been to birkeland report, canvassing is part of a controversial movement to push Americans to uncover widespread fraud that has not been proven in their own communities. Last year, two men came to Michelle Garcia's door. One had a clipboard and a baseball cap on. The other war a blue collared shirt in a lanyard. They wanted to know how she cast her ballot. Here's a snippet of their interaction, recorded by Garcia's front door camera. You can hear them say they're working to verify the 2020 election results. Working on facilities over the remainder of the couple's questions about 2020. Garcia, who lives in Pueblo county, Colorado, says the two men asked her all sorts of questions. All pointing back to the baseless idea that the 2020 election was stolen. His specific questions were, did you vote by mail in ballot How many times have you voted? He wanted to know who I voted for, who I supported. How do I know that it wasn't changed? And a lot of it was targeted at the clerk and recorders office and that it was fraudulent. She told them she'd never had any issue with voting and didn't want to discuss her personal voting record. They were very aggressive. There was no boundaries with their ethics. Or with civility. They will push until you give an answer. A few hundred miles west in mesa county and landman was cooking dinner when three women knocked on her door. They just said they were canvassing, surveying, and asked if I voted in the last election. And I said, yes, and they said that your husband voted in the last election. And I said, yes, he did. And they said, okay, thank you very much. She says the women weren't aggressive, but she still wondered why they were at her door. I asked them as they were turning to leave. I said, who is this for? And they said, the election integrity project, which I hadn't heard of. Technically, the group is called the U.S. election integrity plan, which to be clear is not affiliated with the U.S. government or any elections office. The group's training documents also say they wanted canvassers to be unbiased and to only verify publicly available data. We've heard that many people welcome the canvassers trying to uncover voter fraud, but after her interaction, landman who's a democratic activist says she was annoyed when she read about the group's motivations. It's not clear if these canvassers were affiliated with the ones who came to Michelle Garcia's door, who said they were with a local group. We should point out that in the two years since the 2020 election, numerous paper ballot hand counts, audits, and court cases across the country have confirmed the election results. But a constellation of these sorts of groups where regular people go out in their neighborhoods and try to find the fraud themselves, have popped up across the country since 2020. When the puzzle pieces don't fit together, it makes you wonder, and if it's important to you, you'll look into it. That's Rebecca kelty. She was a Republican congressional candidate. And we met up with her at an apartment building in El Paso county, where she helped canvas last summer. Kelsey says canvassers were given sheets of voting records that included a person's name, address, and method of voting, all public information in Colorado, though it's not clear why they were sent to certain locations and neighborhoods and not

"In the country and it is 12 chronic electile dysfunctions. And former law professor David Clements This is a spiritual battle. And the last point, it's the machines. It's the machines. It's the machines. Before either declined our request for comment or didn't respond. But we tracked their movements using social media and news reports, and found that since last year's attack on the U.S. capitol, they've appeared at at least 308 events in 45 states and D.C.. The group know each other, and often repeat each other's talking points, but they don't necessarily coordinate their efforts. Our investigation found that the scale and reach of the election denial movement has grown into a nationwide force beyond swing states and despite the January 6th committee's investigation and efforts to fight disinformation. Chris krebs oversaw election security efforts at the Department of Homeland Security through the 2020 election. He says there's been a noticeable shift in strategy. It's this constellation of election conspiracy theorists. You've probably been going at the national level. They've kind of decentralized post January 6th. And really trying to affect change at the lowest possible level. But they also seem to spur action by regular people who are inspired by their almost evangelical intimacy. Here's Clements at an election integrity event in a church gymnasium in Idaho. Let's say a prayer. Let's repent. Let's have an accounting for why we got into this mess. In Colorado, there's been a clear chain reaction since Doug Frank's visit. Take Jim gilchrist. He's a doctor of holistic medicine in Pueblo county, Colorado. He already had doubts about the 2020 election and was looking for ways to get involved when he stumbled across one of Frank's videos. I just kind of wished there was some way of making sure the vote was counted correctly. And so Douglas Frank kind of offered a solution that we could do as citizens. Inspired, he started volunteering with a canvassing group, and he says he spent more than 20 hours knocking on doors in Colorado last summer. And this kind of canvassing for fraud has popped up in a number of other states as well. But the leaders of this movement don't only target regular people. NPR found that over the past 18 months, the four election denial influencers either met or appeared with at least 78 federal state and local elected officials. Many of whom will have a role in how future elections are run in certified. Here's Mike lindell at a rally in Arizona that was attended by at least three sitting members of Congress. Our voice has gotten bigger and bigger every single day since last year and you can't stop that. So we will, we will get our country back and God bless America. The men also worked to persuade officials to embrace voting misinformation, like one meeting, last spring between Frank and staff from the Ohio Secretary of State's office. Through a public records request, NPR acquired audio of the meeting, which lasted more than two hours. The staffers pushed back on Frank's many fraud accusations, and at one point, he responded by threatening to send unauthorized people, or as he put it. Plants. Into election offices. We have plants everywhere that

"This was the fastest growing area of the state. And this and the second part of the recognition was that even though thirty percent of the population of colorado are hispanics. None of the current seven districts are represented by hispanic. So they tried to put together a district that Better represented the hispanics in colorado and. That's great and that's fine and there's no problem with that The only problem with that is basically what they've done is they have created two very large rural districts one on the east and one on the west part of the state. And then a swath of the other six districts running straight through The middle of the state. Right along the i twenty five corridor that i found this. I found this article interesting. Because it it quotes The the Chairwoman of the colorado democ- democratic party as as not being favorable of it thinking that it was favor of fate more favorable to the republicans and i have also heard that some republicans think it's favorable to the republicans and i'm i'm just not sure i if anybody's out there listening and understand this map better. I'd really like to hear why anybody thinks this. Map is favorable to the republicans but colorado democratic party. Chairwoman morgan carroll said. She was disappointed by the map. Arguing that the proposed districts the gop while this quote while this preliminary plan seems to put a thumb on the scale for republicans. It is too soon to know how commissioners will change them. Close quote she. She told the colorado sun in a statement Briefly the third so the third congressional district which is currently represented represented by republican lauren. Bogert it would gain eagle summit grand park teller and fremont counties all very blue districts. So you're taking the third congressional district and you're turning it into a purple district. So that's the first district that i don't understand how anybody thinks it's benefits the republicans And in addition to adding several very blue counties they pulled out of the third district they pulled out the san luis valley and pueblo county which are both relatively conservative and added those into the fourth congressional district so the fourth congressional district which we all are in would very absolutely much remain remain red But the third congressional district would become Very competitive the other part of this is the seventh congressional district This one now this one kind of interests me because it actually could become pretty competitive. It is currently represented by ed pearl metre democrat and he barely according to the sun remains in this district. They even say that he remains in this district by about fifty yards so the line drawn for the seventh congressional district must be really close to mr pearl metres house. But it says it even they say it looks like it's going to be the most the most competitive In two thousand eighteen the republican candidate for the attorney general one in the seventh congressional district and under the new lines of the seventh congressional district. i just lost my spot and i'm sorry Oh it shifted it to include castlerock and they dropped a lot of the northern suburbs out of it including most of our vada so the seventh congressional district lost blue in arvada and northern and northern denver suburbs but it gained read.

"For people who are fully vaccinated against the virus. If you are fully vaccinated, things are much safer for you than those who are not yet fully vaccinated. That's the head of the CDC. Dr Rochelle Walensky, she says, fully vaccinated. People don't have to wear masks outside or in small groups. But master still recommended in larger crowds. You see health chief innovation officer Dr Richard saying joins us this morning to talk more about this. Good morning. Good morning, when I see these guys Lines. I feel encouraged, but I always feel like there's a but to this is that probably the right way to look at it. We're getting there. But that's exactly the right way to look at it. Vaccines are not 100%. There's nothing that zero and not 100% The way that vaccines work. It's both as an individual and also the population basis. So one gets vaccinated to protect themselves as an individual, and one gets vaccinated to do their part as a member of society and the pandemic. So in order for the restrictions to go away completely, we need more people to get vaccinated. I can't tell you how often Marty and I hear. I don't have to wear a mask anymore because I'm fully vaccinated. Why is that? Not accurate? Because nothing is 100%? Vaccines are very effective. And it appears as though that when you're vaccinated, you shed no virus or less virus and wearing a mask protects you from shedding virus. So when you are outside or when you were in a small group of vaccinated people or small group of unvaccinated people who have no or low risk factors. Perfectly fine not to wear a mask if your are vaccinated, But if you are inside with a group of people, some of whom may be at high risk for developing severe disease or not vaccinated, there's that small chance that you could spread Cove ID and that person could die. So this is really, really a lesson that people who are resistant to getting vaccinated. We really need your help at the society out of state. We need you to get vaccinated. Obviously, this is playing out in real time when you see little ecosystems and what I mean by that is counties like Denver, Jefferson or Douglas and Pueblo County that the vaccines when people get them seemed to work. There's less spreading some of those counties but not so much into no Paso County and others. What? What does that tell you about the process that they are working? And then if you Don't do him. You're gonna have outbreaks. There is zero subtlety in the effect of NASA vaccines. Zero subtlety. I can't be more blunt vaccines work. They work when groups of people get vaccinated, and when groups of people are not vaccinated, it's coded forever. You will never get rid of this pandemic. So for people who are worried about the side effects of vaccines, 100 million people have been vaccinated. The side effects have been almost vanishingly rare and mild and for the same people who are worried about getting vaccinated. Those of the people that would run out in the street grab the kid getting about to get hit by a car, even if there's a one in two chance that they would get hurt. This is a Not just about you. It's about doing your part for your neighbors and your state and your country. What about school age kids? They are the big spreaders right now. In our case count going up in Colorado. When will kids under the age of 16 be able to be vaccinated? It's unclear because the FDA is doing those studies now, but I'm Hopeful on their positive signs that by the end of summer, smaller Children at least over the age of 12 will be eligible for vaccination. And as you know, 16 year olds and over are eligible. Now, when you see a country like India, seeing such a huge resurgence of coronavirus cases, something like one million new infections, and three days should give us pause here in the U. S. Could have happened here again, or these two totally different countries. When it comes to those examples. The only difference in the country's when it comes to that example. Is that we are progressing with vaccination right now. We are seeing a pause were in that inflection point where we have more supply that we have demand That is dangerous. So look to India. If you need any motivation for why you and your neighbors should get vaccinated. When you look back over the past year, just from a medical perspective. Is there anything that maybe we could have done different initially from the onset? No, I think that we've done a remarkable job. It's just Truly miraculous that we have a vaccine and the therapeutics that we have in just over a year. I I hope that in six months we're not looking back and saying I can't believe we couldn't get more than 40, or 50% of population vaccinated. When we had a miraculously vaccine. We have plenty of vaccine lots of appointments. It's really the on Lee thing that is going to get us through this. Do your part. Roll up your sleeve. Get your shot. Be a part of society. Do the right thing. What if we don't reach her community of it forever? And you? What do you think The likelihood is? Do you think we'll actually get hurt immunity people will buy in. I don't know. I'm hopeful. I think that we're slowly getting two pockets of society that are resistant to vaccine and hopefully Political shenanigans around which political party you're in determined whether you're going to take the vaccine can go away because that's just scientifically stupid, eh? So hopefully we can simply move passes ridiculousness. Get vaccinated. Get back to normal. We want to get back to normal. Everybody wanted you want to get back to normal people who are vaccinated. "Now on Colorado's Morning news Cupid 19 restrictions are really beginning to relax for people who are fully vaccinated against the virus. If you are fully vaccinated, things are much safer for you than those who are not yet fully vaccinated, the head of the CDC there says fully vaccinated people do not after where masks outside or in small groups, But master still recommended for larger crowds. Getting some perspective and expertise with you see, helps Chief innovations Officer Dr Richard saying Dr Goodman. Good morning. When I see these guidelines, I feel encouraged, but I always feel like there's a but to this is that probably the right way to look at it. We're getting there. But That's exactly the right way to look at it. Vaccines are not 100%. There's nothing that zero and not 100% the way that vaccines work. It's both as an individual and also the population basis. So one gets vaccinated to protect themselves as an individual, and one gets vaccinated to do their part as a member of society to end a pandemic. So in order for the restrictions to go away completely. We need more people to get vaccinated. I can't tell you how often Marty and I hear. I don't have to wear a mask anymore because I'm fully vaccinated. Why is that? Not accurate? Because nothing is 100% vaccines are very effective. And it appears as though that when you're vaccinated, you shed no virus or less virus and wearing a mask protects you from shedding virus. So when you are outside or when you were in a small group of vaccinated people or a small group of unvaccinated people who have no Or low risk factors perfectly fine not to wear a mask if your are vaccinated, but if you are inside with a group of people, some of whom may be at high risk for developing severe disease or not vaccinated. There's that small chance that you could spread Cove ID and that person could die so This is really, really a lesson that people who are resistant to getting vaccinated. We really need your help. As a society of the state. We need you to get vaccinated. Obviously, this is playing out in real time when you see little ecosystems and what I mean by that is counties like Denver, Jefferson or Douglas and Pueblo County that the vaccines when people get them seemed to work. There's less spreading some of those counties but not so much in the know Paso County and others. What? What does that tell you about the process that they are working? And then if you don't do him, you're gonna have outbreaks. There is zero subtlety in the effect of Messa vaccines. Zero subtlety. I can't be more blunt vaccines work. They work when groups of people get vaccinated. And when groups of people are not vaccinated, it's coded forever. You will never get rid of this pandemic. So for people who are worried about the side effects of vaccines, 100 million people have been vaccinated. The side effects have been Almost vanishingly rare and mild and for the same people who are worried about getting vaccinated. Those of the people that would run out in the street grab the kid getting about the hit by a car, even if there's a one in two chance that they would get hurt. This is not just about you. It's about doing your part for your neighbors and your state and your country. That's an interesting example. You provided there. What about school age kids? We found out yesterday. They are the big spreaders right now. In our case count going up in Colorado. When will kids under the age of 16 be able to be vaccinated? It's unclear because the FDA is doing those studies now, but I'm Hopeful on their positive signs that by the end of summer, smaller Children at least over the 12 will be eligible for vaccination. And as you know, 16 year olds and over are eligible. Now you say smaller Children. So this is anecdotal, my son's 13, But he's 59 £220. Are you worried about is that the age, the maturity and sense of the body maturing or is it literally the body size of a younger person that could handle or not handle the vaccine? Both are unknown right now on. That's why they're doing the clinical trials. When you see a country like India, seeing such a huge resurgence of coronavirus cases, something like one million new infections, and three days should give us pause here in the U. S. Could have happened here again, or these two totally different countries when it comes to those examples. The only difference in the country's when it comes to that example is that we are progressing with vaccination. Right now we're seeing a pause were in that inflection point where we have more supply that we have demand that is dangerous. So look to India. If you need any motivation for why you and your neighbors should get vaccinated. It's easy to say hindsight is 2020. I know we're not completely through this. But when you look back over the past year, just from a medical perspective, is there anything that maybe we could have done different initially from the onset? That would have pushed us further than where we're at right now. No, I think that we've done a remarkable job. It's just truly miraculous that we have a vaccine and the therapeutics that we have in just over a year. I I hope that in six months we're not looking back and saying I can't believe we couldn't get more than 40, or 50% of population vaccinated.
