Those who do not a lot of form could face a $2000 fine and be required to attend a hearing. But it's not clear how New York is making sure every traveler under the travel advisory actually quarantines for 14 days after landing. State corrections officials are ordering some prison health care workers in Sacramento to transfer temporarily to San Quentin, the scene of one of the worst corona virus outbreaks in the country.
