"All the meat all right everybody, so keeping it watching that GameStop results in the after hours, certainly rallying, but as we just talked about more than just a one quarter story, we're waiting for Nike to come out. In the meantime, one of the things that has been on our radar, and that is what's going on between Russia and China, specifically Russian president Vladimir Putin, meeting with Chinese president Xi Jinping, who has been in Russia for three days of meetings two days so far underway. They've talked about the war and Ukraine, maybe an ending, maybe peace, a lot of things going on. Anytime you've got President Biden set to unveil tight restrictions on new operations in China by semiconductor makers that get federal funds to build in the United States. So a lot going on back with us is tiff Roberts. He's senior fellow at the Atlantic council's indo Pacific security initiatives. He's former Bloomberg businessweek China bureau chief author of the myth of Chinese capitalism, the worker the factory, and the future of the world, joining us once again from Montana. Tiff, nice to be with you again. And Putin, should the world be worried? Yes. Nice to be back, Carol. But yes, I do think the world should be worried. China has been selling this ongoing visit by Xi Jinping to Moscow and the meetings of Putin as a mission of peace and talking about their 12 point plan to try to bring peace in Ukraine. But I think that's really a bit of propaganda. If you look at, for example, the commentary that Xi Jinping published in Russian media, Putin also did a commentary in Chinese media right on the eve of the visit, Xi Jinping talks about how the two countries Russia and China are united in opposition to hegemony domination and bullying. I think it's really about showing their mutual opposition to a U.S. led world order. And something that really struck me is just when it comes to these chip makers that obviously have that exposure toward China. What do you think from a broad sense a big picture sense do you think this means for corporate America and especially these semiconductor type companies that aren't going to benefit from this? Well, I think it's not good news for corporate America. The already multiple problems very real problems in the U.S. China relationship have been putting pressure on corporate America and you mentioned semiconductors. The U.S. is in the midst of a radical rethinking of its semiconductor relationship with China. And as I think Gerald mentioned in the introduction, there's a new restrictions coming almost every week on U.S. companies, U.S. persons being associated in any way with the Chinese semiconductor industry. Well, it's a big market for the U.S. on the semiconductor side. And obviously, more broadly. So this is not good news. One more source of very real tension between the U.S. and China. This budding relationship that's growing stronger and stronger between Russia and China. One more reason to sort of one more place where there's really bad news for the U.S. corporate relationship with China. Are we at the point of no return where China and president G specifically have turned its back on the United States? I think we can say we're at the point of no return, but I would note that last week or during the two sessions, the annual legislative meetings held in Beijing. Xi Jinping actually singled out the U.S. by name, which he doesn't usually do. And said that they were leading a block of world nations that were trying to contain and suppress China and bringing severe challenges to China's development. That's a big deal. Xi Jinping usually when he's referring to the U.S. will say something like certain countries or hostile foreign forces. But I think the fact that he mentioned the U.S. at this point by name shows just how bad the relationship is getting. All right, tiff, for at risk of sounding really stupid, but I'm okay with that. I mean, is China desperate? I don't think China feels desperate at this point. I think that what they're doing is, first of all, they're going to do their best to try to continue to whoo American corporates to China. The spokesman for the ministry of commerce during the same legislative meetings basically sent out the message. We're open for business. We want you to we want you back. Now that we're lifting, we've lifted the restrictions from the pandemic. So they want corporate America, but they're going to try to sort of divide and conquer. They realize that the relationship with Washington is in very Dire Straits. At the same time, they're trying to whoo Europe and it's obviously not easy when they cited to the degree to which they have with Putin in the invasion of Ukraine. And you were talking about the strained relationship China does have with Washington. What do you think the long game is here for China? What is the sort of motivation to all of this? I do think and I am concerned that China is deciding that the two sides are implacably opposed to each other. And that the room for actual cooperation is narrowing. So I hope that's not the case. But I do get that feeling that this is increasingly how Beijing field. I think as I said, there are certainly not going to close the door to American companies. There are certainly not going to close the door to the European Union. If the U.S. if the U.S. were to say move a little closer to what China thinks is a proper bilateral relationship, I bet Beijing would be willing to more than willing to talk with Washington, but I do think that the trendlines are pretty bad. You know, you talk about closing doors and it's interesting. There's another story on the Bloomberg tiff today about Vanguard planning to shutter its business in China. This is after they've been, I guess, a retreat two years ago. This is according to folks familiar with the matter, but in our story, it says the moves will market complete exit from China for the $7.1 trillion giant, which once saw significant potential in the world's second largest economy. I've said it a million times before because I think about it at the beginning of my career, any company I talked to, it was as China was opening its doors and kind of almost begging multinationals from around the world to come in, set up shop, kind of teach us what you know, and it's only a few decades ago that I feel like things have changed dramatically. So it's pretty significant the shift. I think it really is significant. We're seeing we saw hedge funds pulling out came in early after the pandemic restrictions were lifted and then they were they started getting out. We see surveys by the American Chamber of Commerce that are showing that for the first time China is not even a top three investment choice for American companies. You're seeing companies American companies say that they are very, they feel very little optimism about the China market going forward. And yeah, we're seeing some big prominent examples like Vanguard, it sounds like that are thinking of actually moving on somewhere else. So I do think there's been a real shift China's trying to China doesn't

This is Bloomberg daybreak we've been taking a look at the British pound this morning. We want to focus on UK politics. Now, prime minister Liz truss is under growing pressure from her own Conservative Party after just a few weeks in office after coming out with that tax cut plan that to say the very least has roiled markets, joining us now from our London headquarters, Bloomberg's Lizzie burden, Lizzie, good morning, the prime minister and her economic team have just had a meeting with the UK's fiscal watchdog on that tax cut plan. What do we know about what's come out of that so far? Well, I have to say, you can't understate how unusual it is for the prime minister to have a meeting like this. There have been in person meetings when a new Chancellor office for budget responsibility came in appointed. So it's not unusual for the Chancellor to be having this meeting. But there are no records of the prime minister joining any of the budget rounds over the past 6 years. So that in itself is odd. There had been a debate raging on Twitter about what the intention was, were they trying to weigh on the independent forecaster are they going cap in hand to the OBR to try and get back some of the credibility with markets? Because of course it was the lack of the forecast that partly offended markets about the budget. What we know coming out of this meeting is that the treasury isn't changing its fiscal plan after this meeting. And the fiscal watchdog says that it's forecast when it comes is going to be based on its independent judgment of the economic and fiscal prospects and the impact of the government's policies in its own words. So the OBR very much standing firm that it is not going to be weighed on by the government. Well, what does this mean, Lizzie for the new UK prime minister's tax cut plan? There's been a lot of worry about that. A lot of speculation that it's going to add even further to inflation. But at least in the public comments, prime minister trust doesn't sound like she's backing down from this idea. Not at all. It's trust quoting and the trade secretary cammy badenoch. Dug into their positions about this fiscal plan. Yesterday all saying that these tax cuts are going to boost growth. There's a private WhatsApp group of Tory MPs though and one of our colleagues at Bloomberg has seen the messages, of course, and pleading with Tory MPs saying we need your support to do all this as the only people who win if we divide is the Labor Party. So begging them to get behind him. But what we're also hearing is that some of these Tory MPs are begging for acquiring to quit just to give Liz trust the political cover so that she can U turn on the tax cuts because they have gone down so badly politically and with markets. Wow, really interesting to get that behind the scenes look at what's happening in the Conservative Party. What are we expecting to come out publicly with the conservatives holding a party conference this weekend? Liz trust can't be feeling good going into that. And even worse, she'll be feeling because of this poll that was published in the times by Hugo's last night showing that the Labor Party is now got a 33 point lead. It's the biggest poll lead of any UK political party in 20 years. Again, it's a response to the budget. And you've also got some of the political heavyweights like Rishi sunak, the former Chancellor who, of course, ran against trust to be prime minister sitting it out. Not attending. And he says it's so that he can give trust space. He's going to stay in his constituency. But coincidence isn't it that lots of his allies are also going to be avoiding the conference. What I hear is that they simply can not face doing broadcast media interviews where they have to defend these policies.
