There had been a debate raging on Twitter about what the intention was, were they trying to weigh on the independent forecaster are they going cap in hand to the OBR to try and get back some of the credibility with markets? Because of course it was the lack of the forecast that partly offended markets about the budget. What we know coming out of this meeting is that the treasury isn't changing its fiscal plan after this meeting. And the fiscal watchdog says that it's forecast when it comes is going to be based on its independent judgment of the economic and fiscal prospects and the impact of the government's policies in its own words. So the OBR very much standing firm that it is not going to be weighed on by the government. Well, what does this mean, Lizzie for the new UK prime minister's tax cut plan? There's been a lot of worry about that. A lot of speculation that it's going to add even further to inflation. But at least in the public comments, prime minister trust doesn't sound like she's backing down from this idea. Not at all. It's trust quoting and the trade secretary cammy badenoch. Dug into their positions about this fiscal plan. Yesterday all saying that these tax cuts are going to boost growth. There's a private WhatsApp group of Tory MPs though and one of our colleagues at Bloomberg has seen the messages, of course, and pleading with Tory MPs saying we need your support to do all this as the only people who win if we divide is the Labor Party. So begging them to get behind him. But what we're also hearing is that some of these Tory MPs are begging for acquiring to quit just to give Liz trust the political cover so that she can U turn on the tax cuts because they have gone down so badly politically and with markets. Wow, really interesting to get that behind the scenes look at what's happening in the Conservative Party. What are we expecting to come out publicly with the conservatives holding a party conference this weekend? Liz trust can't be feeling good going into that. And even worse, she'll be feeling because of this poll that was published in the times by Hugo's last night showing that the Labor Party is now got a 33 point lead. It's the biggest poll lead of any UK political party in 20 years. Again, it's a response to the budget. "33 Freddie president Vladimir zelensky will address Congress virtually on Wednesday midweek as his country battles Russia right now This morning we turn to WTO peace Capitol Hill Torres funded Mitchell Miller on the address aid to Ukraine and a potential visit from president Joe Biden to Europe Zelensky will speak to members of the House and Senate on a virtual connection that will be beamed into the auditorium here at the capitol visitor center on Wednesday morning at 9 in the morning Eastern Time As Senate majority leader Chuck Schumer noted this will be a rare moment for Congress It is nearly unheard of Unheard of in modern times that we hear from a leader fighting for his life fighting for his country's survival Zelensky is expected to press again for getting more military assistance including MiG fighter jets that Poland has said it could provide also more missile systems which have already been provided He also wants NATO to provide a no fly zone as his country deals with those bombardments from Russians Well Mitch on that note does it look like Ukraine could get the fighter jets in a change in the opposition to the no fly zone Well Sean on the fighter jets the pressure from Democrats and Republicans is building Supporters of the idea essentially say if the U.S. and its NATO allies have been willing to send over stingers and missile systems that are all being already being used against Russia And if Vladimir Putin is clearly not playing by any set of international rules why shouldn't Ukraine get more weaponry to defend itself I think we are going to see movement on that front officials trying to work out some type of agreement that no fly zone however a little bit different In addition to possible escalation some now point to the missile strikes that occurred near the Polish border over the weekend those strikes apparently came from Russian bombers that never left Russian airspace So that one looks a little bit more doubtful The president might be traveling to Europe What do you know Well this was first reported by NBC News and it's still in the very formative stages but The White House is definitely considering a possible trip by the president It would likely be to Brussels which of course is the main headquarters where NATO gets together the trip would clearly illustrate the U.S. commitment to helping Ukraine and NATO as the U.S. and its allies try to determine how they'll move forward as Russia keeps moving its military across Ukraine The White House saying that it is a possibility and they're probably working on the logistics as we speak It looks like the capital is getting ready to maybe reopen to visitors Right this has been waited for for a long time as you know by lawmakers and staff punchbowl news as we have reported first said that this was going to be happening in stages over the next several weeks This is something that is really welcomed here because sometimes when you walk around the capitol believe it or not it does seem somewhat empty which is really a strange feeling around here And if they eventually get these school groups and others in stages over the next several weeks and months ultimately by Labor Day they're talking about fully reopening the capitol That will really really be a change In fact the other day I was walking outside of the capitol and a couple of visitors came up to a capitol police officer and said hey where is the capital visitor center They wanted to go inside and sure enough he said well it's been closed for two years.

"Jarrett thank you very much for that Now Anne Marie Horton had a great interview yesterday with Michael Cora kozki This was the Russian oligarch billionaire who opposed Vladimir Putin and politically And then was arrested charged for the whole bunch of you know tax evasion type of things And sent to a Russian gulag for ten years So he went from billionaire to prisoner for a decade he's been out for a while now but I've always been fascinated by the story Emory Horner joins us now She did the interview Anne Marie clearly court of is no friend of Vladimir Putin but he must be friends with a lot of other oligarchs still What did he have to say Yes but they're not talking to him at the moment Because I did ask are any of the other oligarchs reaching out to you And he said no he's like but if they did it would surely be a sign that Putin has lost his grip if Putin found out they were talking to him But he did let on that it does seem like he was in consultation with people potentially about what sanctions would work And he thinks that enough is not done He thinks everyone needs to be sanctioned across the board When it comes to the oligarchs and even without exception not a single person And then he said once the war is over then you could start to debating who should potentially come off that list But he definitely thinks sanction is the way to go and they need to continue Well that's interesting on the sanctions front because there's so much debate about whether sanctions alone economic controls alone are enough and whether there should be more to be done via no fly zone or otherwise And I'm wondering if there is more to be done what is it Well of course what the issue at the moment is is that there are a lot of sanctions being done and harm on the Russian economy The Russian stock market has yet to open Fitch says that we can see an imminent default like we saw in 1998 And this is something that president Vladimir Putin really relished and with Russians Even if Russians didn't like his foreign policy he was always able to say or Russians felt like there was a stable economy after what was like a very chaotic 1990s But what Mikhail kosky said to me yesterday was that the west is just way too dependent Western Europe when it comes to Russian oil and gas And he said they totally quote re mortgage themselves He says way too dependent and they should have been looking at alternative energy sources like nuclear energy and liquefied natural gas And we actually see Germany trying to redo that They are now building out two LNG storage facilities And over the course of the ten years though they've been closing down nuclear So they became even more reliant on that Russian oil and gas Yeah that ship has sailed Yeah I mean there's this other really interesting oh my goodness he's making fun of me I don't remember my hand It's an inside joke My point is the nuclear is done for Germany They can't go back to that But they can obviously bring in LNG from other places They're unlikely to reduce their reliance on Russian gas substantially in memory right Because they I think get 60% of their energy from Russia Yeah more than half when it comes to natural gas and coal and a very large amount I believe it's at least a third when it comes to crude oil So Germany and a lot of other countries in Europe are really just enslaved to rupture when it comes to fossil fuels Now they do say they are trying to loosen that grip but it can not be done overnight This is the problem they face right now That's the acute problem But if you were to attack that that would really crimp cripple the Russian economy Yeah I want to go back to not just oil but also the question about oligarchs There's this really great call on that by Tim O'Brien about how all oligarchs don't matter as much as they used to With one very large exception being the chairman of rosneft And of course we know that who's that Care how Schroeder the former German Chancellor Really No it was Igor sechin who the Michael cortisol of skis former company was rolled in to rosneft and Marie And so how do we think of about this issue Is assets where yukos which he was stripped of which basically became Roy snatch which is run by Igor session He's not exactly an oligarch because he didn't privatize in the master's wealth on his own but he is a staunch Putin ally He worked for president Vladimir Putin back in the day at St. Petersburg He's allegedly a former KGB agent He followed Putin to the Kremlin in Russian pop culture and media He's literally known as Darth Vader This is an individual who has immense amount of power and would not defy president Putin But we did hear from other oligarchs like Mia Al Friedman Oleg deripaska They've come out and they haven't been very direct on the criticism of president Putin but they have made it known that they are against this war and they've called for peace as well as we talk about Royce nest being a massive oil player and the biggest for Russia The second run by the elector of Luke oil they also were the first company to really come out with this statement against the war as well calling for peace But we should note no one has yet criticized Putin for this but I would say it is definitely a step further than we've seen these oligarchs take in the past All right Anne Marie thanks so much
